<p class="has-text-align-center">Ministry of Consumer Affairs, Food &amp; Public Distribution<br /><strong>Government approves ex-gratia compensation for more than one lakh FCI employees in case of death due to COVID-19</strong></p>



<p class="has-text-align-right">10 APR 2020</p>



<p>The Government has approved the proposal for grant of ex-gratia monetary compensation to 1,08,714 workers and officers of the Food Corporation of India (FCI) including 80,000 labour who are working 24&#215;7 to supply food grains across the country amidst the outbreak of Coronavirus pandemic.</p>



<p>Presently, families of FCI employees are entitled to compensation in the event of death due to terrorist attack, bomb blast, mob attack or natural disaster, but the Regular and Contractual Labour of FCI are not covered under its provisions. Keeping this in view, the Government has decided to provide ex-gratia monetary compensation to all employees and labour of FCI who are working tirelessly despite the threat of infection due to Coronavirus COVID-19.</p>



<p>Under its provisions, during the six month period from March 24, 2020 to 23 September, 2020 if anybody dies due to <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> infection while on duty with FCI, the Regular FCI Labour will get an ex-gratia of Rupees 15 lakh, Contractual Labour will be entitled to Rs.10 lakh, <strong>Category 1 Officers Rs.35 lakh, Category 2 &#8211; Rs.30 lakh and Category 3 &amp; 4 workers  Rs.25 lakh</strong>.</p>



<p>Announcing this, the Union Minister for Consumer Affairs, Food and Public Distribution, Shri Ram Vilas Paswan said the Government is committed to provide all possible security to our Corona-warriors engaged in providing essentials and services to the common man during these times of crisis.</p>

<p>Sir/ Madam,<br />
It is proposed to fill up the post of Executive Director (Engg.llT) (JS Level) in Food Corporation of India, New Delhi under the Department of Food &amp; Public Distribution with pay at Level 14 (Rs. 1,44,200-2,18,200/-) of the Pay Matrix on deputation basis vice Shri Syedian Abbasi , lAS (AM 1990).</p>



<p>2. Names of willing and eligible officers, who have been empanelled to hold Joint Secretary or equivalent posts at the Centre under the Central Staffing Scheme, may be recommended to this office along with cadre clearance, vigilance clearance, detailed bio-data, viz name, date of birth , service, batch , contact telephone number, email address, educational qualifications, complete experience/posting details etc. CR dossiers/certified ACRs for the last five years and details of debarment &amp; cooling off in respect of past central deputation. In case the officers are currently on Central deputation , the nomination may be forwarded with the approval of the Minister- in-charge concerned.</p>



<p>3. The post is a Non-Central Staffing Scheme post to be filled up through the Civil Services Board (CSB) procedure. It may be noted that no &#8216;Mandatory Posting Certificate&#8217; for allotment retention of Government accommodation would be issued by this office to the officer appointed on the above referred post. However, those officers who have served and are currently serving on Central Staffing Scheme post in Delhi for at least four years and require to retain Government accommodation, would be issued a certificate to the effect that the officer concerned has served for at least four years in CSS post and he/she needs to retain Government accommodation for his/her tenure on non-CSS post.</p>

<p>2. Officers of he rank of Deputy Secretary/Director of the Government of India or equivalent level, eligible for appointment under Central Staffing Scheme are eligible for the post. The period of deputation is 4/5 years for Deputy Secretary/Director respectively.</p>

The post may be circulated amongst the officers eligible to be appointed at Deputy willing and eligible officers who can be spread by the State Governments/Ministries/Departments Secretary/Director level or equivalent level in the Government of India on priority basis. 										<content:encoded><![CDATA[<p><strong>Cabinet approves the exclusion of States from the investments of National Small Savings Fund from 1.4.2016</strong></p>
<p>The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval to exclude State Governments States/UTs (with Legislature) except Arunachal Pradesh, Delhi, Kerala and Madhya Pradesh from National Small Savings Fund (NSSF) investments from 01.04.2016. It also approved providing a one-time loan of Rs. 45,000 crore from NSSF to Food Corporation of India (FCI) to meet its food subsidy requirements.</p>
<p><strong>The details are as under:-</strong></p>
<blockquote><p>a) Exclusion of States/UTs (with Legislature) excepting Arunachal Pradesh, Kerala, Madhya Pradesh and Delhi from NSSF Investments. Arunachal Pradesh shall be given loans to the tune of 100% of NSSF collections within its territory, whereas Delhi, Kerala and Madhya Pradesh shall be provided 50% of collections.</p>
<p>b) Servicing of interest and principal of debt extended to FCI through the budget line of Department of Food and Public Distribution. The repayment obligation of the FCI in respect of NSSF Loans would be treated as the first charge on the food subsidy released to the Food Corporation of India. In addition, FCI shall reduce the amount of its current Cash Credit Limit with the banking consortium to the extent of the NSSF loan amount.</p>
<p>c) NSSF in the future shall, with the approval of Finance Minister, invest on items the expenditure of which is ultimately borne by Government of India and the repayment of principal and interest thereto would be borne from the Union budget.</p></blockquote>
<p>The States except Arunachal Pradesh, Delhi, Kerala and Madhya Pradesh shall be excluded from NSSF investments from 01.04.2016. A legally binding agreement will be signed between FCI, Department of Food and Public Distribution and Ministry of Finance on behalf of NSSF on the modalities for repayment of interest rate and principal and the restructuring of FCI debt will be made possible within 2-5 years.</p>
<p>Once states are excluded from NSSF investments, the investible funds of NSSF with Gol will increase. Increased availability of the NSSF loan to Gol may reduce the Gol&#8217;s market borrowings. The States will however, see an increase in market borrowings. Any increase in yields due to an increased demand for loanable funds in the market from Centre and States combined would be marginal. The reduction of FCI&#8217;s borrowing cost equivalent to the extent of the interest differential will be reflected in the Gol&#8217;s savings on the Food Subsidy Bill.</p>
<p>Implementing the decision to exclude states from NSSF investments and extending the loan will entail no additional cost. Instead a reduction in the food subsidy bill of the Gol is anticipated.</p>
<p>Arunachal Pradesh, Delhi, Kerala and Madhya Pradesh will continue availing of NSSF loans, 26 other States and Puducherry who are eligible to borrow from the market have preferred to stop taking loans from the NSSF.</p>
<p><strong>Background:</strong></p>
<p>The Fourteenth Finance Commission (FFC) recommended that State Governments be excluded from the investment operations of the NSSF. The NSSF loans come at an extra cost to the State Government as the market rates are considerably lower. The Union Cabinet in its meeting held on 22nd February, 2015, accepted that this recommendation will be examined in due course in consultation with various stake holders. Barring Arunachal Pradesh, Delhi, Kerala and Madhya Pradesh, the other State Governments/UTs expressed a desire to be excluded from NSSF investments. The involvement of States which are excluded from operations of National Small Savings Fund with effect from 1.4.2016 would be limited solely to discharging the outstanding NSSF debt obligations as on 31.3.2016 (FFC Recommendation). The loan contracted by States till 31.3.2016, from the National Small Savings Fund will stand completely repaid by the Financial Year 2038-39.</p>
<p>NSSF shall extend a part of its collections to Food Corporation of India (FCI) to meet its food subsidy requirement. This will help the FCI reduce its interest cost. FCI presently takes working capital loans through Cash Credit Limit (CCL) at an interest rate of 10.01% and Short Term Loan (STL) at a weighted average interest rate of 9.40%, whereas the NSSF currently charges 8.8% p.a interest on its loans. This savings on interest rate outgo will reduce the food subsidy burden of the Government of India.</p>

<p>Subject: <strong>Filling up the post of Executive Director (North), Delhi, in Food Corporation of India under Department of Food and Public Distribution.</strong></p>
<p>Sir/Madam,<br />
It is proposed to fill up the post of Executive Director (North), Delhi, in Food Corporation of India in the pay band of Rs. 37,400-67,000/- (PB-4) + Grade Pay Rs. 10,000/- (prerevised) on deputation basis vice Shri Bhagwan Shankar, lAS (SK:88). The post is a Non-Central Staffing Scheme post to be filled up through the Civil Services Board (CSB) procedure.</p>
<p>2. Names of willing and eligible officers, who have been empanelled to hold Joint Secretary or equivalent posts at the Centre, may be recommended to this office along with cadre clearance, vigilance clearance, detailed bio-data, viz. name, date of birth, service, batch, contact telephone number, e-mail address, educational qualifications, complete experience/posting detailsetc. CR dossiers/certified ACRs for the last five years, details of debarment &amp; cooling off in respect of past central deputation. In case the officers are currently on Central deputation, their nomination may be forwarded with the approval of the Minister-in-charge concerned.<br />
3. The post is a Non-Central Staffing Scheme post to be filled up through the Civil Services Board (CSB) procedure. It may be noted that no &#8216;Mandatory Posting Certificate&#8217; for allotment/retention of Government accommodation would be issued by this office to the officer appointed on the above referred post. However, those officers who have served and are currently serving on Central Staffing Scheme post in Delhi for at least four years and require to retain Government accommodation, would be issued a certificate to the effect that the officer concerned has served for at least four years in CSS post and he/she needs to retain Government accommodation for his/her tenure on non-CSS post.<br />
4. It is requested that the applications of the eligible candidates may be forwarded so as to reach this Department within one month from the date of issue of this circular.</p>

										<content:encoded><![CDATA[<p><strong>Cabinet approves introduction of Pension and Post-Retirement Medical Schemes as part of superannuation benefits for Employees of Food Corporation of India</strong></p>
<p>The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for introduction of Pension and Post-Retirement Medical Schemes as part of superannuation benefits for Employees of Food Corporation of India (FCI) as per guidelines of Department of Public Enterprises (DPE).</p>
<p>The annual financial implication for both schemes combined would be around Rs. 134.4 crore at present level of salaries of the employees.</p>
<p><strong>Salient Features of New Pension Scheme for Employees of FCI</strong></p>
<blockquote><p>1. Coverage &#8211; All employees. (Category I, II, III and IV) of the Corporation on the payroll as on 1.12.2008 or appointed thereafter are covered under the scheme.<br />
2. Eligibility &#8211; Minimum service period of 15 years before superannuation except in case of death.<br />
3. Effective date of implementation &#8211; 01.12.2008. (as per effective date of wage revised allowances.<br />
4. Employer&#8217;s Contribution &#8211; 10% of Basic pay and DA per month in respect of all existing employees as on 01.12.2008 or appointed thereafter.<br />
5. Employees&#8217; Mandatory Contribution &#8211; 2% of basic pay + DA per month. Employees&#8217; Voluntary Contribution &#8211; upto 25% of basic pay + DA per month<br />
6. Benefits &#8211; Pension (Annuity) on superannuation and Death Cover.</p></blockquote>

<p><strong>Salient Features of New Post-Retirement Medical Scheme for employees of FCI</strong></p>
<blockquote><p>1. Applicability &#8211; All employees Category I, II, III &amp; IV employees of the Corporation including retired employees who are members of the current employee funded Medical Health Scheme for Retirees.<br />
2. Eligibility &#8211; Minimum service period of 15 years before superannuation except in case of death.<br />
3. Employer contribution &#8211; 3.83% of Basic + DA w.e.f. 01.04.2016.<br />
4. Employee Contribution &#8211; Last drawn Basic pay and DA at the time of retirement / death during service (for spouse), subject to minimum of Rs.10,000.<br />
5. Coverage &#8211; The Scheme would cover the medical expenses of retired member, his/her spouse and dependent disabled child at any hospital in India subject to the overall annual ceiling.</p></blockquote>
<p><strong>Background:</strong></p>
<p>FCI was established in 1965 under the Food Corporations Act, 1964 for the purpose of procurement, storage, distribution and sale of foodgrains and other foodstuffs. Over the years it has played a pivotal role in achieving the objective of food security for the country. Given its strategic importance, size of operations and other parameters, FCI has been recognised as Schedule &#8216;A&#8217; Central Public Sector Enterprises (CPSEs).</p>

<p><strong>Anganwadi Karyakartri Bima Yojana</strong></p>
<p>The premium amount of Rs.80/- per annum payable by Anganwadi Workers &amp; Helpers to LIC under the Anganwadi Karyakartri Bima Yojana (AKBY) has been waived off for a further period of two years i.e. from 01.04.2015 to 31.03.2017.</p>
<p>The Anganwadi Workers and Anganwadi Helpers are getting insurance coverage under Anganwadi Karyakartri Bima Yojana (AKBY). The Scheme operates with premium contributions of Government of India, Life Insurance Corporation of India and the beneficiaries.</p>
<p>The Scheme provides the following compensations:</p>
<p>· Natural Death – Rs.30,000/-<br />
· Accident:</p>
<ul>
<li>Death/Total permanent disability Rs.75,000/-</li>
<li>Partial Permanent disability Rs.37,500/-</li>
</ul>
<p>· Female Critical Illness (FCI) Benefits: An amount of Rs.20,000/- is payable on the diagnosis of invasive cancers (malignant tumour) manifest in the following organs (subject to proof of affliction satisfactory to Corporation):</p>
<ul>
<li>Breast</li>
<li>Cervix Uteri</li>
<li>Corpus Uteri</li>
<li>Ovaries</li>
<li>Fallopian Tubes</li>
<li>Vaginal/Vulva</li>
</ul>
<p>· Shiksha Sahayog Yojana: A free add-on scholarship benefit is available for the children of AWWs and AWHs. Scholarship of Rs.300/- per quarter for students 9th to 12th Standard (including ITI Courses) is available for maximum two children per family.</p>
