<p>Dearness Relief @ 3% to Central Government employees and pensioners due from 01.07.2024</p>

<p>Department of Pension and Pensioners’ Welfare Notified additional installment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners, due from 01.07.2024.</p>



<p>The Union Cabinet has approved the additional installment of Dearness Allowance and Dearness Relief @ 3% to Central Government employees and pensioners due from 01.07.2024. In pursuance, DoPPW has issued OM dated 30.10.2024 for all Central Government Pensioners/ Family Pensioners.</p>



<p>Therefore, Central Government Pensioners/ Family Pensioners will become entitled to higher amount of Dearness Allowance and Dearness Relief respectively, w.e.f. 01.07.2024 from the <strong><u>existing rate of 50% to 53%</u></strong> of the basic pension/family pension (including additional pension/family pension) <strong>w.e.f 01st July, 2024.</strong></p>



<p>These rates of DR will be applicable to (i) Civilian Central Government Pensioners/ Family Pensioners including Central Government absorbee pensioners in PSU/Autonomous Bodies in respect of whom orders have been issued vide this Department&#8217;s OM No. 4/34/2002-P&amp;PW(D) Vol.II dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years (ii) The Armed Forces Pensioners/ Family Pensioners and Civilian Pensioners/ Family Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners/ Family Pensioners (iv) Railway Pensioners/ Family Pensioners (v) Pensioners who are in receipt of provisional pension.</p>



<p>पेंशन और पेंशनभोगी कल्याण विभाग ने केंद्र सरकार के कर्मचारियों के लिए महंगाई भत्ते और पेंशनभोगियों के लिए महंगाई राहत की अतिरिक्त किस्त अधिसूचित की, जो 01.07.2024 से देय है</p>



<p>इस तरह, केंद्र सरकार के पेंशनभोगी/पारिवारिक पेंशनभोगी 01 जुलाई, 2024 से मूल पेंशन/पारिवारिक पेंशन (अतिरिक्त पेंशन/पारिवारिक पेंशन सहित) की <strong>मौजूदा दर 50 प्रतिशत  से बढ़कर 53 प्रतिशत तक क्रमशः महंगाई भत्ते और महंगाई राहत की उच्च राशि के हकदार हो जाएंगे ।</strong></p>

<p>The Union Cabinet, headed by Prime Minister Shri Narendra Modi, has approved revision of pension of Armed Forces Pensioners/family pensioners under One Rank One Pension (<strong>OROP</strong>) w.e.f. July 01, 2019. Pension of the past pensioners would be re-fixed on the basis of average of minimum and maximum pension of Defence Forces retirees of calendar year 2018 in the same rank with the same length of service.</p>



<h3 class="wp-block-heading">Beneficiaries</h3>



<p>The Armed Forces Personnel retired up to June 30, 2019 {excluding pre-mature (PMR) retired w.e.f. July 01, 2014} will be covered under this revision. More than 25.13 lakh (including over 4.52 lakh new beneficiaries) Armed Forces Pensioners/family pensioners will be benefitted. Pension for those drawing above the average shall be protected. The benefit would also be extended to family pensioners, including war widows and disabled pensioners.</p>



<p>Arrears will be paid in four half-yearly instalments. However, all the family pensioners, including those in receipt of Special/Liberalised Family Pension and Gallantry Award Winners, shall be paid arrears in one instalment.</p>



<h3 class="wp-block-heading">Expenditure</h3>



<p>The estimated annual expenditure for the implementation of the revision has been calculated as approx. Rs 8,450 crore @31% Dearness Relief (DR). Arrears w.e.f. July 01, 2019 to December 31, 2021 have been calculated as over Rs 19,316 crore based on DR @ 17% for the period from July 01, 2019 to June 30, 2021 and @31% for the period from July 01, 2021 to December 31, 2021. Arrears w.e.f. July 01, 2019 to June 30, 2022 have been calculated as approx. Rs 23,638 crore as per the applicable dearness relief. This expenditure is over and above the ongoing expenditure on account of <a href="https://centralgovernmentnews.com/category/orop/">OROP</a>.</p>

<h3 class="wp-block-heading">Background</h3>



<p>The Government took a historic decision to implement OROP for the Defence Forces Personnel/family pensioners and issued policy letter on November 07, 2015 for revision of pension w.e.f.July 01, 2014. In the said policy letter, it was mentioned that in future, the pension would be re-fixed every 5 years. Approx. Rs 57,000 crore has been spent @Rs 7,123 crore per year in eight years in the implementation of OROP.</p>

<h3 class="wp-block-heading">Important instructions for submission of Life Certificate by NRI Pensioners living abroad on SPARSH</h3>



<p>NRI pensioners/ family pensioners have to submit their life certificate for current year through following way/ method as per Proforma No. 5 of Appendix-11 of DPPI-2013 issued by an authorized official of the Embassy/ High Commission of India, Consules of Indian Consulates or a Notary Public or an officer on an Indian Public Sector Bank attached to its branch in the country, where the pensioner is residing.</p>

<p>Sir/Madam,</p>



<p>I am directed to say that Department related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice in the 110th Report has, inter alia, recommended to consider the demand of Pensioners’ Associations for additional quantum of Pension to the Pensioners/ family pensioners @ 5%, 10% and 15% on attaining the age of 65 years, 70 years and 75 years, respectively.</p>

<p><strong>Subject: Submission of Annual Life Certificate for pensioners / family pensioners living abroad.</strong></p>



<p>Every Central Government pensioner/family pensioner has to submit Annual Life Certificate in the month of November for further continuation of pension/family pension. In the case of a pensioner/family pensioner residing abroad, the following methods are available for submission of life certificate –</p>



<ul class="wp-block-list"><li>i. In the case of a pensioner/family pensioner residing abroad and drawing his pension/family pension through any bank included in the Second Schedule to the Reserve Bank of India Act, 1934, the life certificate may be signed by an officer of the Bank. A pensioner/family pensioner gets exemption from personal appearance subject to production of Life Certificate signed by the above mentioned officer of the bank</li><li>ii. A pensioner/family pensioner not residing in India in respect of whom his duty authorized agent produces a life certificate signed by a Magistrate. a Notary, a Banker or a Diplomatic Representative of India is exempted from personal appearance.</li><li>iii. This certificate is to be issued on verification of Pensioner/Family Pensioner on the basis of photograph pasted in the PPO or on the basis of photograph pasted on the Passport or any other such document.</li><li>v. In case the pensioner/family pensioner is unable to visit the Embassy of India/Consulate, he/she may submit requisite documents by post to the Embassy/Consulate, including Doctor’s Certificate showing the pensioner’s/family pensioner’s inability to present himself/herself in person. Embassy of India/High Commission/ Indian Consulate may also assist pensioners/family pensioners in submission of the Life Certificate.</li></ul>

<p class="has-text-align-center">MEMORANDUM</p>



<p>Subject: <strong>Grant of Dearness Allowance to State Government Employees and the employees of Government aided Educational Institutions, employees of Statutory Bodies, Government Undertakings, Panchayats including Panchayat Karmee, Municipal Corporations/ Municipalities, Local Bodies etc. and also Dearness Relief to the Pensioners/ Family Pensioners.</strong></p>



<p>The question of grant of (i) <a href="https://centralgovernmentnews.com/category/dearness-allowance/" target="_blank" rel="noreferrer noopener">Dearness Allowance</a> in the revised pay structure implemented as per recommendations of the 6th Pay Commission in respect of Government employees, the teaching &amp; non-teaching employees of Government aided Educational Institutions, employees of Statutory Bodies, Government Undertakings, Panchayats including Panchayat Karmee, Municipal Corporations/ Municipalities, Local Bodies etc. and (ii) Dearness Relief on the pension /family pension since revised as per recommendation of the said Pay Commission has been under consideration of the Government for some time past.</p>



<ol class="wp-block-list" start="2"><li>After careful consideration, the Governor has been pleased to decide the following:</li></ol>



<p>(i) The whole time State Government employees drawing basic pay upto Rs. 2,01,000/ shall draw <strong>Dearness Allowance @3% </strong>of basic pay w.e.f. 01.01.2021. The calculation of Dearness Allowances shall be made taking into account the revised basic pay and NPA, if any, but it shall not include any other type of pay.</p>



<p>(ii) The Dearness Allowance as sanctioned at (i) above in respect of State Government employees shall be admissible to the teaching and non-teaching employees of Government aided Educational Institutions, employees of Statutory Bodies, Government Undertakings, Panchayats including Panchayat Karmee, Municipal Corporations/Municipalities, Local Bodies etc. The respective Administrative Department may sanction the benefit of Dearness Allowance @3% of revised basic pay w.e.f. 01.01.2021 to the employees concerned drawing basic pay upto Rs. 2,01,000/- under their control without making any further reference to Group P2 of this Department.</p>



<p>(iii)</p>



<ul class="wp-block-list"><li>(a) The State Government Pensioners/ Family Pensioners shall draw <a href="https://centralgovernmentnews.com/category/dearness-relief/" target="_blank" rel="noreferrer noopener">Dearness Relief</a> @ 3% of revised basic pension/ revised family pension w.e.f. 01.01.2021 in supersession of the rates previously allowed on the pre-revised pension/ family pension.</li><li>(b) It will be the responsibility of the Pension Sanctioning Authority to calculate the quantum of Dearness Relief on revised Pension/revised Family Pension payable to each individual case.</li><li>(c) For the purpose of payment of dearness relief sanctioned herein, the Principal Accountant General (A&amp;E), West Bengal, will issue authority to the Public Sector Banks in Kolkata and the Accountant General of other States.</li><li>(d) The Treasury or Sub-treasury Officers in this State will give effect to this para of this order without the authority of the Accountant General (A&amp;E), West Bengal.</li></ul>



<p>(iv) The Dearness Relief as sanctioned at (iii)(a) above for the State Government Pensioners/ Family Pensioners shall also be admissible to the Pensioners/Family Pensioners of State aided Non-Government Educational Institutions, Statutory Bodies/ Government Undertakings/ Panchayats, Municipal Corporations/Municipalities, Local Bodies etc., who are in receipt of revised Pension /revised Family Pension as per recommendations of 6th Pay Commission. The respective Administrative Department may sanction the benefit of Dearness Relief @3% of revised Pension/ revised Family Pension w.e.f. 01.01.2021 to the Pensioners/Family Pensioners concerned under their control without making any further reference to Pension Branch of this Department.</p>



<p>(v) The rate of Dearness Allowance in respect of the employees mentioned in para (1) above who are drawing pay in the pre-revised pay structure as per recommendation of the 5th Pay Commission shall be enhanced from 125% to 133% w.e.f. 01.01.2021.</p>



<p>(vi) The Dearness Allowance/ Dearness Relief sanctioned herein shall be rounded off to the nearest rupee in each case.</p>



<p>(vii) In the case of Public Undertakings/ Statutory Bodies, the additional expenditure for sanction of Dearness Allowance and Dearness Relief should be borne by such Undertakings/Bodies themselves out of their own resources or out of financial assistance provided to them in the budget and no additional financial assistance will be given to them on that account.</p>



<p>(viii) There will be a further ad-hoc increase in the Daily Rate of Wages by Rs. 17/- (Rupees Seventeen) only w.e.f. 01.01.2021 for the daily rated workers under the Government whose wages are not regulated by any Statutory provisions like the Minimum Wages Act, etc.</p>

<h2 class="wp-block-heading">Five years of historic decision to implement OROP; Over Rs. 42740 Crore disbursed to 20,60,220 Defence Forces Pensioners / Family Pensioners</h2>

<p>Government of India took the historic decision to implement One Rank One <a href="https://centralgovernmentnews.com/category/pension/" target="_blank" rel="noreferrer noopener">Pension</a>, <strong><a href="https://centralgovernmentnews.com/category/orop/" target="_blank" rel="noreferrer noopener">OROP</a></strong> by issuing an order on 7.11.2015, benefit effective from 01.07.2014, despite huge financial burden demonstrating its commitment to the welfare of ex-servicemen. Armed Forces Personnel retired upto 30.06.2014 were covered under this Order.  Keeping in view the magnitude and complexity of <strong><a href="https://centralgovernmentnews.com/tag/Defence-Pension/" target="_blank" rel="noreferrer noopener">Defence pension</a></strong>, extensive consultations were held with experts and ex-Servicemen before issue of Government order on implementation of OROP.</p>



<p>Ex-Servicemen had been agitating for implementation of OROP nearly for the 45 years, but the same was not implemented before 2015.</p>



<p>OROP implies that uniform pension be paid to the Armed Forces Personnel retiring in the same rank with the same length of service regardless of their date of retirement.&nbsp; Thus, OROP implies bridging the gap between the rate of pension of current and past retirees at periodic intervals.</p>



<p>A sum of Rs. 10795.4 crore has been disbursed to 20,60,220 <a href="https://centralgovernmentnews.com/category/defence/" target="_blank" rel="noreferrer noopener">Defence</a> Forces Pensioners/ Family Pensioners as arrears on account of implementation of OROP.  The yearly recurring expenditure on account of OROP is about Rs.7123.38 crores and for about six years starting from 01.07.2014, the total recurring expenditure worked out to approximately Rs. 42740.28 crore.</p>

<p><strong>OROP beneficiaries also got the benefit of fixation of pension under <a href="https://centralgovernmentnews.com/category/7cpc/" target="_blank" rel="noreferrer noopener">7<sup>th</sup> CPC</a> while calculating the pension by multiplication factor of 2.57.</strong></p>



<p>State-wise figures of amount released on account of <a href="https://centralgovernmentnews.com/tag/OROP-arrears/" target="_blank" rel="noreferrer noopener">OROP arrears</a> as on 11.10.2019 are as under.</p>

The number of people already affected and the number of persons died in our country due to the disease are alarming. Most of the deaths are reported to be of persons beyond the age of 60.</p>

<p>Life is made more difficult for the Pensioners and Family Pensioners as their physical movement is restricted and that financially they are suffering more than many others. In this situation, we have seen a welcome move that the Government of India has relaxed the condition as a one-time measure and granted Festival Advance to the Government Employees. Even though it is a recoverable advance, the liquid cash at the hands of employees is no doubt will be of enormous assistance to them.</p>



<p>The Pensioners and Family Pensioners, are placed in a very difficult situation due to the denial of the dearness relief which is to continue up-to 1st July, 2021. The financial burden has increased due to the inflation and phenomenal price rise on essential food items. Considering the dire situation in which the pensioner community is placed, we request that the Central Government may consider a one-time grant of Rs.20,000/- to all Pensioners and Family Pensioners. If the Government finds it difficult to bear this additional financial burden, we request the Government might consider taking into account the fact that the coming months are festival months in our country and grant of one-time recoverable advance of Rs.20,000/- to Pensioners and Rs.10,000/- to Family Pensioners through the Banks or POSB, where they receive the Pension and Family Pension. The Banks and POSBs may be asked to recover the amount in 10 monthly instalments. This Advance should be in addition to any loans the Pensioners and Family Pensioners received from Banks in the past. The Pensioners and Family Pensioners will feel much relieved at this time of financial and mental stress.</p>
