<h3 class="wp-block-heading">Sub:- Procedure for implementation of change of option by a Pensioner/ Family Pensioner from FMA to CGHS (OPD) facility and vice-versa- reg.</h3>



<p>Attention is invited to Department of Pension and Pensioner’s Welfare (DoP&amp;PW) OM No. 4/05/2019-P&amp;PW(D) dated 23 March, 2022 wherein the revised procedure for implementation of option by a Pensioner/Family Pensioner from Fixed Medical Allowance (FMA) to CGHD (OPD) facility is laid down.</p>



<p>The Central Pension Accounting Office (CPAO), in this regard, has designed a unique format of special seal authority (SSA) and updated its database for processing of cases with regard to discontinuation of FMA. Now, on receipt of intimation in FMA Form-4 from the Central Pension Processing Centre (CPPC) regarding stoppage of FMA to pensioner/family pensioner, CPAO will update its database and issue revision authority for necessary updation in records of Pay and Accounts Office.</p>



<p>In view of the above, all the Pr. CCAs/ CCAs/ CAs/ AGs are requested to issue instructions to PAOs under their control to make necessary changes in their record.</p>

<p>Subject: <strong>First Credit of pension on the basis of e-PPO into the account of the pensioner/ family pensioner followed by subsequent verification with physical PPOs &#8211; Regarding</strong></p>



<p>It has been observed that the first credit of pension into the account of pensioner/ family pensioner is delayed as the CPPCs of Banks await the receipt of the physical PPO for verification before starting the payment of benefits. The delay in crediting of pension to the pensioner’s account due to this has been causing undue hardship to pensioners.</p>



<p>2. With a view to streamline the process to expedite the payment of first credit, all the Heads of the CPPCs of Authorised Banks are hereby directed to ensure that the credit of the first pension into the account of pensioner/family pensioner is carried out immediately on the basis of e-PPO and e-SSA received from the CPAO. The physical PPO booklet and related documents will continue to be sent to CPPCs until further orders. On receipt of the same, the CPPC of Banks will verify the details and if any differences are found between the e-PPO and manual PPO, the same should be intimated to CCP, CPAO within a month for necessary corrective action.</p>



<p>3. It may also be ensured that the e-Scroll for all payments of pension made is submitted the Same day to CPAO while intimating RBI.</p>



<p>4. The order shall come into effect from the date of issue of this OM</p>



<p>This issues with the approval of the Controller General of Accounts.</p>

<h4 class="wp-block-heading">विषय: Amendment of income criteria for grant of family pension to children/ siblings suffering from mental or physical disability &#8211; regarding.</h4>



<p>The undersigned is directed to say that in accordance with sub-rule (6) of Rule 54 of the Central Civil Services (<a href="https://centralgovernmentnews.com/category/pension/" target="_blank" rel="noreferrer noopener">Pension</a>) Rules, 1972, a child/sibling of a deceased Government servant/ pensioner, who is suffering from a mental or physical disability, is eligible for family pension for life, if the disability is of such a nature so as to prevent him/her from earning his/her livelihood. Further, as per the said Rule 54, a member of the family is deemed to be earning his/her livelihood, if his/her income, from sources other than a family pension, is equal to or more than the minimum family pension and the dearness relief admissible thereon. This income ceiling is also applicable for determining eligibility for a family pension of a child/ sibling, suffering from a mental or physical disability.</p>



<p>2. The matter regarding income criteria for determining eligibility for family pension in the case of a child/ sibling, suffering from mental or physical disability, has been reviewed in this Department, keeping in view the special needs of such a child/ sibling, who requires greater medical care and financial assistance. It is considered desirable that the income ceiling for grant of family pension to such children/ siblings should commensurate with the amount of the entitled family pension in their case.</p>

<p>3. Therefore, it has now been decided that a child/ sibling of a deceased Government servant/pensioner, who is suffering from a mental or physical disability, shall be eligible for a family pension for life if the appointing authority is satisfied that the disability is of such a nature so as to prevent him/her from earning his/her livelihood, as evidenced by a disability certificate obtained from a competent medical authority. Such a child shall be deemed to be not earning his/her livelihood if his/her overall income from sources other than a family pension is less than the entitled family pension at the ordinary rate and the dearness relief admissible thereon, payable on the death of the Government servant/ pensioner concerned.</p>



<p>4. Accordingly, a child/ sibling of a deceased Government servant/ pensioner, who is suffering from a mental or physical disability, shall be eligible for family pension for life, if he/she fulfills, among others, the following conditions:</p>



<ul class="wp-block-list"><li>A disability certificate is issued by a competent medical authority.</li><li>The overall income of the disabled child, from sources other than a family pension, remains less than the entitled family pension at an ordinary rate (i.e. 30% of the last pay drawn by the deceased Government servant/ pensioner concerned) plus the dearness relief admissible thereon.</li></ul>



<p>5. The provisions of Rule 54 of the CCS (Pension) Rules, 1972&nbsp;<strong>shall stand modified to the extent mentioned above only</strong>&nbsp;and the amended provisions shall take effect from the date of issue of this Office Memorandum. A formal amendment of Rule 54 shall be notified separately.</p>



<p>6. In cases where a child/sibling, suffering from a mental or physical disability is presently not in receipt of a family pension due to non-fulfillment of the earlier income criteria, family pension may be granted to such a child/sibling, if he/she fulfills the income criteria mentioned in para 3 and 4 above and also <strong>fulfills the other conditions for grant of family pension at the time of death of Government servant or pensioner or previous family pensioner.</strong> The financial benefits, in such cases, shall accrue from the date of issue of this Office Memorandum and no arrears for the period from the date of death of Government servant/ pensioner/ previous family pensioner shall be admissible.</p>



<p>7. This OM is issued with the concurrence of Ministry of Finance, Department of Expenditure vide their ID No. 1(2)/EV/2020 dated 29.12.2020 and 02.02.2021.</p>



<p>8. In its application to persons belonging to Indian Audit and Accounts Department, these orders are issued under Article 148(5) of the Constitution and after consultation with the Comptroller and Auditor General of India vide their यू.ओ.संख्या-28-स्टाफ़ हक.(नियम)/ ए आर./09-2019 dated 25.01.2021.</p>



<p>9. The Administrative Divisions of all Ministries/ Departments and attached/subordinate offices are requested to bring the contents of these instructions to the notice of all concerned for compliance.</p>

<p>Ref:- Board’s letter of even no. dated 24.8.2020 (RBA No. 67/2020)</p>



<p>Please connect Board’s letter of even no. dated 24.8.2020 wherein a suggestive list of discrepancies was provided with a request to carryout intensive checks of <a href="https://centralgovernmentnews.com/category/pension/" target="_blank" rel="noreferrer noopener">pension </a>payments. Now, one of the Zonal <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railways</a> has brought out some more discrepancies noticed by them during the spot checks. Accordingly, a revised suggestive list duly incorporating these discrepancies is attached for ready reference.</p>

<p>1. Payment of revised pension as per <strong><a href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank" rel="noreferrer noopener">7th CPC</a></strong>.<br />2. Admissibility of DR to the pensioners who are permanently absorbed in PSUs.<br />3. Age related additional quantum of pension w.r.t date of birth of the pensioner / family pensioner and with reference to the prescribed percentage of increase.<br />4. Ascertaining missing age profile of the pensioner/ family pensioner.<br />5. Restoration of commuted pension.<br />6. Payment of enhanced family pension at the extant rates and the period.<br />7. Wrong fixation of Basic pension to ex-gratia pensioners.<br />8. Discrepancies in payment of Fixed Medical Allowance to the Pensioners,<br />9. Continuation of pension payment to deceased pensioners’ account<br />10. Amount lying unconnected in inoperative Bank Account of the pensioners.<br />11. Any other item which PFA/ CPO may consider fit.</p>

<p><strong>SIGNING OF ONLINE GENERATED TEMPORARY SLIP FROM ONLINE SMART CARD APPLICATION</strong></p>
<p>1. Refer this organisation letter No. B/49711-NewSmartCard/AG/ECHS dated 23 Jan 2018.</p>
<p>2. In the new system all the applicants, except old card holders are being issued online generated temporary slip with details of each family member of the applicant. A sample of the online generated temporary slip is attached for reference.</p>
<p>3. The online generated temporary slip is to be activated by the OIC Parent Polyclinic. He will sign the Temporary Slip after verifying any of the following documents:-</p>
<blockquote><p>(a) PPO / Pension Book of ex serviceman / family pensioner.<br />
(b) Service Book / Discharge Book of ex serviceman / family pensioner.<br />
(c) Date of birth of dependents as per discharge book / dependent cards.</p></blockquote>
<p>4. The Temporary Slip will be valid for a period of three months from the dated of issue. The validity of the temporary slip subsequently can be extended further for periods of three months at a time only after checking the online status of the application.</p>
<p>5. The online generated temporary slip as well as the old temporary slip or old card as the case may be is required to be submitted at Stn HQ, at the time of collection of New Smart Card.</p>
<p>6. <strong>For Regional Centres only.</strong> Please disseminate contents of this letter to all ECHS Polyclinics and Stn HQs in your AoR by fastest means for immediate action.</p>
<p>7. <strong>For MP-8 only.</strong> Please disseminate contents of this letter to all Record Offices of the Army for information.</p>
<p>8. This letter supersedes all the letters issued by this organisation prior to this date on subject.</p>

<p>Sub: <strong>Recording of PPO Number in the Bank Pass Book of Defence pensioner/family pensioner</strong></p>
<p>Ministry of Finance has been receiving various applications from Central Civil Pensioners/Family Pensioners and Registered Welfare Organisations related to pension problems like how to get duplicate PPO in case of missing of original PPO, commencement of family pension to spouse or dependent children after the death of pensioner, transfer of pension account from one bank/branch to another bank/branch. However, complaints are not attended immediately by banks in absence of PPO numbers in bank pass books. To obviate this situation, Ministry of Finance, Department of Expenditure, Central Pension Accounting Office vide OM No. CPAO / Tech / Clarification / P&amp;PW I 2014-15/426-497 dt. 17.09.2014 advised the Heads of all CPPCs and Government</p>
<p>Business Departments to instruct all their bank branches dealing with pension payments to record the PPO numbers in all the pass book of the pensioners/family pensioner issued by them.</p>
<p>However, there was no mention about applicability of above instruction to defence pensioners/family pensioners. Therefore, a clarification in this regard was sought from the Ministry, who has now advised, vide F.No. 7/124/2014-BOA dt. 23rd Aug 2016 to the CEOs of all PSBs to ensure recording of PPO numbers in the bank pass books of Defence pensioner/family pensioners.</p>
<p>It is therefore requested to issue suitable instructions to all your bank branches dealing with pension payments to record the PPO numbers in the bank pass books of Defence Pensioners/family pensioners (including Defence Civilian Pensioners/family pensioners).</p>

<p>New Delhi, Apr 28 (PTI) The National Informatics Centre (NIC) in various states have been asked to provide necessary technical support for starting enrollment of pensioners for getting digital life certificate to ensure hassle free disbursal of pension.<br />
In order to spare the pensioners from the trouble of visiting banks for submission of life certificates annually, the Centre had in November last year launched an Aadhaar-based biometric verification system ‘Jeevan Pramaan’.</p>
<p>The system enables pensioners to submit the digital life certificate online to pension disbursing banks.</p>
<p>“NIC centres across various states and districts are being directed by the Department of Electronics and Information Technology to provide necessary technical support for starting enrolment of pensioners for digital life certificate,” the Ministry of Personnel, Public Grievances and Pensions said in an order.</p>
<p>In view of the immense advantages of using Aadhaar numbers, pensioners’ associations are requested to disseminate information about Jeevan Pramaan amongst pensioners.</p>
<p>They have also been asked to collaborate in making it a success by facilitating registration of pensioners on Jeevan Pramaan portal using Aadhaar based authentication for organising enrolment activities, the order said.</p>
<p>With the help of the facility, which is in addition to the other already existing methods, it is possible to submit the life certificate from personal computers, laptops or mobile phones or by visiting a conveniently located branch of any bank or a common service centre, the Ministry said.</p>
<p>“A pensioner or family pensioner who wants to benefit from this facility needs to obtain an Aadhaar number and get it linked to his or her Pension Payment Order (PPO) number and pension account. This will also speed up commencement of family pension in the event of death of pensioner or spouse,” it said.</p>
<p>There are about 55 lakh central government pensioners.</p>
