<h3 class="wp-block-heading">Sub:- Settlement of Family Pension between two wives of a Government Servant or Pensioner under Central Civil Services (Pension) Rules, 2021 &#8211; reg.</h3>



<p>The undersigned is directed to say that Department of Pension,in supersession of the Central Civil Services (Pension) Rules, 1972 has notified the Central Civil Services (Pension) Rules, 2021 and Rule 50 of the Central Civil Services (Pension) Rules, 2021 deals with payment of family pension on death of a Government servant/pensioner.</p>



<p>2. In accordance with Rule 50 (6) of the CCS (Pension) Rules, 2021, the family pension shall be payable to the members of the family of the deceased Government servant or pensioners in the following order:</p>



<ol style="list-style-type:lower-roman" class="wp-block-list">
<li>Subject to provisions of sub-rule (8), widow or widower, (including a post-retiral spouse and judicially separated wife or husband)</li>



<li>Subject to provisions of sub-rule (9), children (including adopted children, step children and children born after retirement of the pensioner),</li>



<li>Subject to provisions of sub-rule (10), dependent parents (including adoptive parents) of the deceased Government servant or pensioner,</li>



<li>subject to provisions of sub-rule (11), dependent siblings (i.e. brother or sister) of the deceased Government servant or pensioner, suffering from a mental or physical disability</li>
</ol>



<p>Whereas the Explanation to Rule 50(6) (1) of the CCS (Pension) Rules, 2021 states that -For the purpose of this rule ‘widow’ and ‘widower’ shall mean a spouse, legally wedded to the deceased Government servant or the pensioners.</p>



<p>3. Whereas Rule 50(8)(c) of the CCS (Pension) Rules, 2021 states that :</p>



<ol class="wp-block-list">
<li><em>Where the deceased Government servant or pensioner is survived by more widow than one, the family pension shall be paid to the widows in equal shares and on the death or ineligibility of a widow, her share of the family pension shall become payable to her child or children who fulfil the eligibility conditions mentioned in sub-rule (9).</em></li>
</ol>



<p>4. In this regard, references have been received in this department regarding eligibility of family pension to the second wife when the first wife is alive. Having second wife when the first wife is alive is against the provisions of Hindu Marriage Act, 1955 and also contradictory to the provisions of CCS(Pension) Rules, 2021. The matter has been examined and it has been decided that such cases needs to be processed in accordance with the provisions of CCS (Pension) Rules, 2021 and the issue of second wife or second marriage being legal or otherwise, may be decided first in consultation with Department of Legal Affairs on case to case basis for deciding the eligibility for Family Pension.</p>



<p>5. All Ministries/ Departments are requested to follow the process of consultation with Department of Legal Affairs before arriving at decision regarding Settlement of Family Pension between two wives under Central Civil Services (Pension) Rules, 2021. Such cases must be brought to the notice of the officer dealing with the pensioners’ benefits in the respective Ministry/ Department by the attached/subordinate offices.</p>

<h3 class="wp-block-heading">Sub: Submission of Annual Life Certificate by the Pensioners / Family Pensioners &#8211; Reg.</h3>



<p>I would like to bring to your kind notice that the Pr. CCA T.N. Circle issued a notification today (06.10.2023) to hold a Mela for Life Certificate in CCA Office in Chennai for those pensioners / Family Pensioners whose LC expired on 30.09.2023 and earlier. This is not constrained to the pensioners residing in and around Chennai &amp; City Suburban. It is for the pensioners/ Family pensioners of the entire circle from Chennai to Kanyakumari.</p>



<p>Hither to the life certificate was given in the month of November each year as per para 15.1 and 15.2 of Scheme for payment of pension to Central Government Civil Pensioner through Authorised banks. The Post Offices also were following the same procedure and there was no complaint of Non-drawal of Pension / FP for want of LC. The Dept. of Telecom has introduced a portal called “Jeevan Pramaan” and asked the DOT/BSNL Pensioners / Family Pensioners to submit LC digitally on this portal. For doing this the following documents are compulsorily required.</p>



<p>1) Aadhar Card Copy<br />2) PPO Copy (First Page with Name &amp; PPO details)<br />3) PAN Card Copy<br />4) Filled in LC Form.</p>



<p>Actually when the pensioners / Family pensioners try to give digital life certificate it is not updating the Jeevan Pramaan software due to some differences in the name and other details of the pensioners, particularly family pensioners. At the time of issue of Aadhaar card initially the name of the family pensioners i.e. widows are noted with the name of their husband’s name or father’s name as surname. This is not tallying with the name in the PPO where only the name of the widow or divorced, daughter etc are available without any surname. Because of this difference the LC is not updated n the Pramaan Software leading to the stoppage of drawal of FP to the Family pensioners. Further many of the centers are not clearly aware of the procedure for printing life certificate properly. Thus the family pensioners are suffering a lot due to non-drawal of FP for want of LC. It may please be noted that the Dept. of Pension and Pensioners welfare has prescribed so many procedures for submission of Life Certificate by giving a list of persons specified for signing the LC as per para 14.3 of Scheme Booklet by CPAO. This has been followed by the pensioners and family pensioners hither to without any problem.</p>



<p>Only after the migration of the drawal of pension and FP from various Banks / Post offices to CCA Offices the pensioners and family pensioners are suffering a lot due to stoppage of drawal of pension / FP due to non receipt of LC or not updating the LC in the Sampan software. This Association therefore request the CGCA and the DOT to kindly continue to hold the old practice on submission of LC singed by various authorities as usual. Such life certificates may be accepted and updated by engaging separate staff in the CCA offices. This work will be only for two or three months i.e. November, December and if necessary for January also in the CCA offices. It may be noted that many pension disbursing authorities are still following the existing methods also in the matter of life certificate.</p>



<p>In the above instant case of T.N. Circle it is highly impossible to pensioners /  family pensioners to travel long distance of about 700 kms from Kanyakumari to Chennai to give life certificates. Such Melas may be conducted in all SSAs in the General Managers offices. It is also suggested that all the existing pensioners / family pensioners have already submitted LC during November 2022 in the Banks and Post officers, and therefore they may be allowed to submit the same again in November. All Pensioners / family pensioners may be allowed to submit LC in the month of November only by whatever means possible to them instead of Sampann procedure being introduced by the Dept. of Telecom as its own to avoid hardship to the Pensioners / family pensioners.</p>

<p>Ministry of Finance approves welfare measures for LIC agents and employees</p>



<h3 class="wp-block-heading">Welfare measures include increase in gratuity limit, eligibility for renewal commission, term insurance cover for LIC agents; and a uniform rate of family pension for LIC employees</h3>



<p class="has-text-align-right">18 SEP 2023</p>



<p class="has-text-align-left">The Ministry of Finance today approved a series of welfare measures for the benefit of Life Insurance Corporation of India (LIC) agents and employees. The welfare measures are related to the amendments to LIC (Agents) Regulations, 2017, Enhancement of Gratuity Limit, and Uniform Rate of Family Pension among others.</p>



<p>The following welfare measures w.r.t. LIC agents and employees were approved:</p>



<ul class="wp-block-list">
<li><strong>Enhancement of the gratuity limit from Rs 3 lakh to Rs 5 lakh for LIC agents</strong>. It will bring substantial improvements to the working condition and benefits of LIC agents.</li>



<li><strong>Enabling reappointed agents to be eligible for renewal commission, thereby providing them with increased financial stability</strong>. Currently, LIC agents are not eligible for renewal commission on any business completed under the old agency.</li>



<li><strong>The term insurance cover for the agents has been expanded from the existing range of Rs. 3,000benefit &#8211; 10,000 rupees to Rs. 25,000 &#8211; 1,50,000</strong>. This enhancement in term insurance will significantly benefit the families of deceased agents, offering them a more substantial welfare benefit.</li>



<li><strong>Family pension at a uniform rate of @30% for the welfare of the families of LIC employees.</strong></li>
</ul>



<p><br /><strong>More than 13 lakhs agents and more than 1 lakh regular employees</strong>, who play a pivotal role in the growth of LIC and deepening of insurance penetration in India, will benefit from these welfare measures.</p>

<p><strong>1. Sanction of Family pension under CCS (Extraordinary Pension) Rules after 36 years</strong></p>



<p>Naik Karam Chand of 42bn of Border Security Force died in 1987 due to an electric shock while performing his duty. His widow, Smt. Jashodan Devi, was granted and was being paid family pension at minimum rates under the CCS (Pension) Rules.</p>



<p>Smt. Jashodan Devi registered a grievance No. DOPPW/E/2022/17598 at CPENGRAMS portal on 26.05.2022 claiming family pension at higher rates under the CCS (Extraordinary Pension) Rules. The Grievance was taken up for consideration in the Pension Adalat on 17th May, 2023. The petitioner as well as representatives of BSF attended the Pension Adalat. It was revealed that the authority for revision of family pension, which was being paid under CCS (Pension) Rules (instead of CCS (Extraordinary Pension) Rules), was also not issued in the 5th, 6th and 7th Pay Commissions.</p>



<p>BSF was directed to take immediate action to sanction EOP family pension, if due, and to pay the arrears of family pension after revision in the 5th, 6th and 7th Pay Commission.</p>



<p>BSF has now informed that the case for grant of Extra Ordinary Pension has been approved by the competent authority and has been sent to DIG RR Cell for further action on 8th June, 2023.</p>

<p>(a) the details of the number of persons receiving pension, family pension, etc., from the Government departments, Governmental agencies and organisations per year and the total amount of pension to be provided to such retired persons, State-wise along with the minimum amount of pension to be provided to each person;</p>



<p>(b) whether the Government is considering to increase the minimum pension taking into account the changing prices over the years and if so, the details thereof; and</p>



<p>(c) whether any departmental, ministerial and inter-ministerial discussion has been conducted in this regard and if so, the details thereof?</p>

<p>(a): On the basis of the information provided by the Central Pension Accounting Office (for Civil Pensioners), Office of Controller General of Defence Accounts (for Defence Pensioners), Department of Telecommunications (for Telecom Pensioners), Railway Board (for Railway Pensioners), and Department of Posts (for Postal Pensioners), the details regarding the pensioners and family pensioners receiving pension and expenditure involved during the year 2022-23 under the Union Government are given as under:</p>

<p>2. In this regard, Department of Pension &amp; Pensioners Welfare has clarified that <strong>neither starting of NPS contribution nor PRAN generation is essential</strong>, for payment of pensionery benefits to the eligible family member of the deceased NPS employee in the event of his death, subject to fulfillment of other conditions of grant of these benefits.</p>

<p>Attention is invited to Department of Pension and Pensioner’s Welfare (DoP&amp;PW) Gazette Notification dated 30th March, 2021 wherein the Central Civil Services (Implementation of <a href="https://centralgovernmentnews.com/category/nps/">National Pension System)</a> Rules, 2021 came into force. The payment of pension/family pension to the pensioners/ family pensioners covered under the National Pension system has been regularized through this notification. Therefore, the payment of pension in these cases will be made through the concerned CPPCs of Authorized Banks as OPS. The following categories have been created to process these pension cases:-</p>

<p><strong>W- Ordinary Family Pension<br />X- Invalid Pension<br />Y- Extraordinary Pension<br />Z- Extraordinary Family Pension</strong></p>

<p>Moreover, in addition to creation of these categories CPAO has upgraded its system and incorporated a field of PRAN for NPS cases. The procedure for processing of these cases in CPAO is at final stage for roll out.</p>



<p>All the CPPCs of Authorized Banks are hereby directed to comply with the following instructions-</p>



<ul class="wp-block-list">
<li>1. Include the above mentioned categories of NPS in their system/software.</li>



<li>2. Include a field of ‘PRAN’ in their system/software.</li>



<li>3. Comply with the Gazette Notification dated 30th March 2021</li>
</ul>

<p><strong>Subject: Sharing of family pension under Central Civil Services (Pension) Rules, 2021</strong></p>



<p>The undersigned is directed to say that Department of Pension has notified the Central Civil Services (Pension) Rules, 2021 in supersession of the Central Civil Service (Pension) Rules, 1972. Rule 50 of the Central Civil Service (Pension) Rules, 2021 deals with payment of family pension on death of a Government servant/pensioner.</p>



<p>2. In accordance with Rule 50(8) of the Central Civil Service (Pension) Rules, 2021, on death of a Government servant/pensioner, family pension is payable to the widow or widower upto the date of death or re-marriage, whichever is earlier. In cases where the deceased Government servant or pensioner is survived by more widows than one, the family pension shall be paid to the widows in equal shares and on the death or ineligibility of a widow, her share of the family pension shall become payable to her child or children who fulfill the eligibility conditions for grant of family pension. In case, the widow is not survived by any child, her share of the family pension shall not lapse but shall be payable to the other widows in equal shares, or if there is only one such other widow, in full, to her.</p>



<p>3. In cases where the deceased Government servant or pensioner is survived by a widow without any child and has also left behind eligible child or children:</p>



<ul class="wp-block-list">
<li>(a) from another wife who is not alive, or</li>



<li>(b) from a divorced wife, or</li>



<li>(c) from a void or voidable marriage</li>
</ul>



<p>the child or children who fulfill the eligibility conditions for grant of family pension shall be entitled to the share of family pension which the mother would have received if she had been alive at the time of the death of the Government servant/pensioner or if she had not been so divorced or if the marriage had not been void or voidable. On the share or shares of family pension payable to such a child or children or to a widow or widows ceasing to be payable, such share or shares shall not lapse, but shall be payable to the other widow or widows and/or to other child or children otherwise eligible), in equal shares, or if there is only one widow or child, in full, to such widow or child.</p>



<ol class="wp-block-list" start="4">
<li>In the above cases, if the deceased Government servant/pensioner is survived by the widow with child or children eligible for family pension, on the share of family pension payable to the widow ceasing to be payable, such share shall be payable to her child or children in accordance with Rule 50.</li>



<li>Incases where family pension is payable to twin children, it shall be paid to such children in equal shares and when one such child ceases to be eligible, his or her share shall revert to the other child and when both of them cease to be eligible the family pension shall be payable to the next eligible single child or twin children.</li>



<li>In accordance with Rule 63, on retirement of a Government servant, the name of the spouse of the Government servant, if alive, is indicated as family pensioner in the Pension Payment Order. In cases where family of a Government servant includes more than one wife who is alive, the Accounts Officer shall indicate, in the Pension Payment Order, the names of all the wives with their respective share in the family pension. If family of a Government servant includes a wife, who is alive, and a child or children from a wife who is not alive or from a divorced wife or from a void or voidable marriage, the Accounts Officer shall indicate, in the Pension Payment Order, only the name of wife who is alive with her share in the family pension, then on death of the pensioner, the share of family pension indicated in the Pension Payment Order shall initially become payable to the surviving widow and on receipt of a communication from the Head of Office, the Accounts Officer shall issue a revised Pension Payment Authority, indicating the names of all the members of family who are eligible for family pension on the date of death of the pensioner with their respective share in the family pension, in accordance with rule 50.</li>



<li>All Ministries/ Departments are requested that the above provisions regarding sharing of family pension under Central Civil Services (Pension) Rules, 2021 may be brought to the notice of the personnel dealing with the pensionary benefits in the Ministry/ Department and attached/ subordinate offices thereunder, for strict implementation.</li>

<h2 class="wp-block-heading"><strong>Subject: One Rank One Pension to the Defence Forces Pensioners.</strong></h2>



<p>The undersigned is directed to refer to this Ministry’s letter No. 1(1)/2019/D(Pen/Pol) dated 04.01.2023 notifying revision of pension under One Rank One Pension Scheme (OROP) with effect from 01.07.2019 to all Pre 01.07.2019 Defence Forces Pensioners/Family Pensioners. Para 3 of the letter provides that detailed instructions relating to implementation of OROP along with tables indicating revised pension for each rank and each category shall be issued separately.</p>



<p>2. The undersigned is now directed to say that in order to quicken the process of revision of pension/family pension,<strong> total 121 tables indicating rates of pension/family pension under OROP scheme are appended to this order</strong>. The appended tables indicate revised rates of Retiring/ Service/ Special/ Disability/ Invalid/ Liberalized Disability/ War Injury Pension including Disability/ War Injury Element and Ordinary/ Special / Liberalized Family Pension of Commissioned Officers, Honorary Commissioned Officers, JCOs/ORs and Non-Combatants (Enrolled) of Army, Navy, Air Force, Defence Speciality Corps &amp;amp; Territorial Army Retired / Discharged / Invalided. Out from Service/died in service or after retirement. The existing pension of all Pre- 01 .07.2019 (except pensioners entered on or after 01 .07.2014 pre-matrix retirement/own request as provided in para 4 of MoD letter No. 1 2(1)/2014/D (Pen/Pol)Part.II dated 07.11.2015 as amended vide Ministry of Defence, Department of Ex-Servicemen letter No. 12(1)/2014/D (Pen/Pol) Pan-II dated 06.06.2017) pensioners/ family pensioners shall be enhanced with reference to applicable table for the rank (and group in case of JCOs/ORs) in which pensioned with reference to the actual qualifying service as shown in Column-1 of the tables subject to maximum term of engagement front time to time. The rate of pension of pensioners/ family pensioners drawing more than the revised rate of pension/ family pension indicated in annexed tables, shall remain unchanged.</p>



<h3 class="wp-block-heading"><strong>APPLICABILITY</strong></h3>



<p>3. The provisions of this letter shall be applicable to all pensioners/ family pensioners who had been retired/ discharged/ invalided out from service/ died in service or after retirement in the rank of Commissioned Officers, Honorary Commissioned Officers, JCOs/ORs and Non- Combatants (Enrolled) of Army, Navy, Air Force, Defence Security Corps, Teritorial Army &amp;amp; Ex-State Forces and are in receipt of pension/ family pension as on 01.07.2019 (except pensioners retired after previous OROP revision on pre mature retirement/own request).</p>



<p>3.1 The provisions of this letter, however, do not apply to UK/ HKSRA/ KCIO pensioners, Pakistan &amp;amp; Burma Army pensioners, Reservist pensioners and pensioners in receipt of Ex-gratia payments and pensioners retired after previous OROP revision on pre-mature retirement/own request (as provided in para 4 of MoD letter dated 07.11.2015).</p>



<h3 class="wp-block-heading"><strong>METHODOLOGY FOR IMPLEMENTATION</strong></h3>



<p>4. It is provided in para-2.6 of MoD letter dated 04.01.2023 that the pensioners retired on or after 01.07.2014 on premature retirement/own request are not eligible for benefits of OROP. The information regarding premature retirement/own request is not available in the Pension Payment Order (PPO). Hence, table-based revision by PDA in such cases is not feasible.</p>



<p>4.1 Therefore, it is decided that the pension of all pensioners retired/discharged on or after 01.07.2014 and before 01.0.7.2019) will be 7fy/6f/fC/f/6 High corrigendum PPO. Since most of the data of pensioners/family pensioners have been migrated in SPARSH application, therefore, revision of pension of migrated pensioners/family pensioners wil1 be done through SPARSH application only. The corrigendum PPO in the case of remaining pensioners retired/discharged on or after 01.07.2014 and before 01.07.2019 will be issued by Pension Sanctioning Authorities in affected cases, so-moto (where rates of pension under these orders are beneficial than the rates of their pension as on 01.07.2019).</p>



<p>4.2 In all other cases i.e pensioners retired/discharged rip to 10.06.2014, invalided out prior to 01.07.2019 and family pensioners, this revision will be implemented based on the pension tables as appended with this order. All Pension Disbursing Agencies (PDAs) hand high disbursement of pension to Defence pensioners are hereby authorized to carry out revision of Retiring/ Service/ Special/ Disability/ invalid/ Liberalized Disability/ War Injury Pension including Disability/ War Injury Element and Ordinary/ Special/ Liberalized Family Pension of all, such pre-01.07.2019 pensioners/family pensioners drawing pension as on 01.07.2019 in terms of this order with applicable rates of dearness relief without calling for any applications from the pensioners and without any further authorization from the Pension Sanctioning Authorities concerned.</p>



<p>4.3 The revised rates of pension under this letter are average of in minimum &amp; maximum rate of pension for a rank and a qualifying service of live data of 2018 retirees. Wherever, the rates of higher qualifying service of a rank are lower than rates of lower qualifying service in sane rank or data is/are blank for higher qualifying service then the same have been protected by higher rate of lower qualifying service, due to this, many rates in same column appears equal. Similarly, wherever the revised rate of pension under this order are lower in higher rank than rate in lower rank in same qualifying service then the same have been protected with higher rates of pension in lower rank in same qualifying service resulting similar rate in some qualifying service in two adjacent columns.</p>



<p>5. Where the revised pension as on 01.07.2019 worked out in terms of this letter, happens to be less than the existing pension/ family pension as on 01.07.2019, the pension shall not be revised to the disadvantage of the pensioner/ family pensioner.</p>



<p>6. Arrears on account of revision of pension front 01.07.2019 till date of its implementation shall be paid by the Pension Disbursing Agencies in four half yearly installments. However, all the family pensioners including those in receipt of Special/Liberalized family pension and all Gallantry award winners shall be paid arrears in one installment.</p>



<p>7. The initial Pension Payment Order (PPO) or its Corrigendum PPO (Corr PPO) indicates rank, group and qualifying service for which the individual has been pensioned. This information is available with Pension Disbursing Agencies as they have revised pension of all such pensioners in the recent past in terms of Government orders issued for implementation of recommendations of 7th CPC. Hence, however, any information regarding qualifying service, rank, group etc., is not available with Pension Disbursing Agencies, such cases may be referred to Pension Sanctioning Authority concerned on the Piofollra enclosed as Annexure A. The Pension Sanctioning Authorities concerned will provide the requisite information from the available records within 15 days of the receipt of request from the Pension Disbursing Agencies.</p>



<p>8. In case of any doubt relating to revision of pension in terms of this letter, Pension Disbursing Agencies way immediately take tip the matter with Nodal Officers of respective PSAs, details of which shall be notified by Pr. CDA (P), Prayagraj in their implementation instructions.</p>



<p>9. The revised rates of pension under this letter shall be basic pension from 01.07.2019 and therefore, additional pension as applicable to the old age pensioners/family pensioners on attaining the relevant age (80 years and above) shall also be enhanced by the PDAs from 01.07.2019 or the date from which the pensioner attains the age of 80 years or more, whichever is later.</p>



<h3 class="wp-block-heading"><strong>PAYMENT OF LIFE TIME ARREARS (LTA)</strong></h3>



<p>10. If a pensioner to whom the benefit accrues under the provisions of this letter has died/dies before receiving the payment of arrears, the Life Time Arrears of pension (LTA) shall be paid in the following manner .-</p>



<ul class="wp-block-list">
<li>a) If the claimant is already in receipt of Family Pension or happens to be the pensioner in whose favour Family Pension already stands notified and the awardees has hot become ineligible for any reason, the LTA under the provisions of this letter should be paid to such a claimant by the PDA on their own.</li>



<li>b) If the claimant has already received LTA in the past in respect of the deceased to whom the benefit would have accrued, the LTA under the provisions of this letter should also be paid to such a claimant by the PDA on their own.</li>



<li>c) If the claimant is a person other than the one mentioned at 10(a) &amp; 10(b) above, payment of LTA shall be made to the legal his /hers as per extant Government orders.</li>
</ul>



<p>11. The following elements shall continue to be paid as separate elements in addition to the pension revised under this order .-</p>



<ul class="wp-block-list">
<li>i) Monetary allowance attached to gallantry awards viz. Param Vir Chakra, Ashok Chakra etc.</li>



<li>ii) Constant Attendance Allowance, where admissible.</li>



<li>iii) Dearness relief as sanctioned by the Government from time to time.</li>
</ul>



<h3 class="wp-block-heading"><strong>MISCELLANEOUS INSTRUCTIONS</strong></h3>



<p>12. No arrears on account of revision of pension/family pension shall be admissible for the period prior to 01.07.2019.</p>



<p>13. No commutation of pension Small be admissible on revised/additional amount of pension accruing as a result of revision of pension under this letter. However, the existing amount of pension, if any, that has been commuted will continue to be deducted from the revised pension.</p>



<p>14. As a result of this letter, there will be no change in the amount of gratuity already determined and paid with reference to the rules in force at the time of retire/discharge/invalidment/death.</p>



<p>15. Any overpayment of pension coming to the notice or under process of recovery shall be adjusted in full by the Pension Disbursing Agencies against arrears becoming due on revision of pension on the basis of this order.</p>



<h3 class="wp-block-heading"><strong>METHODOLOGY FOR REPORTING</strong></h3>



<p>16. An intimation regarding disbursement of revised pension shall be furnished by the Pension Disbursing Agencies to the office of the Pr. CDA(P), Prayagraj in the format prescribed as Annexure-B to this letter in the following month in which revision takes place. PDAs shall also ensure that an intimation regarding revision of pension is invariably conveyed to the pensioners concerned for their information ii respective of the fact that the same is beneficial to them or not. The Public Sector Banks disbursing defence pensions through Central Pension Processing Centers (CPPC), the progress report shall be furnished by the CPPC of the bank directly to the office of Pr. CDA (Pensions) Prayagraj through electronic sections.</p>



<p>17. All other terms and conditions which are not affected by this order shall remain unchanged.</p>



<p>18. This issues with concurrence of Finance Division of this Ministry vide their ID No10(01)/2019/Fin/Pen dated 16.01.2023</p>

<p><strong>Sub:- Admissibility of Dearness Relief on additional pension/additional compassionate allowance and additional family pension &#8211; Clarification regarding</strong></p>



<p>In accordance with Rule 52 of CCS (Pension) Rules, 2021, Dearness Relief on Pension and Family Pension against price rise is granted to Pensioners including the persons drawing compassionate allowance under Rule 41 and Family Pensioners at such rates and subject to such conditions as the Central Government may specify from time to time.</p>



<p>2. References/Representations have been received in this Department seeking clarification whether the Dearness Relief is also payable on additional pension/additional compassionate allowance and additional family pension.</p>



<p>3. It is clarified that the terms pension/compassionate allowance and family pension refer to in Rule 52 of the CCS (Pension) Rules, 2021 also include additional pension/additional compassionate allowance and additional family pension.</p>



<p>4. Reference is also invited to this Department’s OM No. 38/37/08-P&amp;PW(A).pt.I dated 03.10.2008 wherein it was clarified that Dearness Relief will also be admissible to additional quantum of pension available to the old pensioners in accordance with the orders issued from time to time.</p>



<p>5. The above clarification may be brought to the notice of the personnel dealing with the pensionary benefits for strict implementation.</p>
