<p>It is expected that the Union Cabinet would approve increasing the Dearness Allowance (DA) by 4% starting in July 2023. The Cabinet Committee on Economic Affairs generally approves this permission in the second week of September based on the average AICPIN for Industrial Workers over the previous 12 months.</p>



<h2 class="wp-block-heading has-text-align-center">4% Increase in Dearness Allowance from July 2023</h2>



<p>With the expected hike, the current DA rate of 42% will rise to 46% as of July 1st, 2023. Given the rising cost of living, this increase in DA provides to help the central government employees and pensioners.</p>



<p>The All India Consumer Price Index for Industrial Workers (AICPIN) average for the time period ranging July of the previous year to June of the current year is taken into account by the DA calculation. The calculation has shown that for DA to remain equal to the cost of living, a rise of 4% is required.</p>



<p>This week&#8217;s next cabinet meeting is when the Indian government is anticipated to approve the DA increase. When granted, the higher DA will help millions of government employees and pensioners nationwide.</p>

<p class="has-text-align-center"><strong>Press Release Consumer Price Index for Industrial Workers (CPI-IW) &#8211; March, 2020</strong></p>



<p>The All-India CPI-IW for March, 2020 decreased by two points and stood at 326 (three hundred and twenty six). On 1-month percentage change, it went down by (-) 0.61 per cent between January and February, 2020 compared to (+) 0.65 per cent increase between corresponding months of previous year.</p>

<p>The maximum downward pressure to the change in current index came from Food group contributing (-) 1.28 percentage points to the total change. At item level, Onion, Garlic, Poultry Chicken, Eggs-Hen, Brinjal, Cabbage, Carrot, Drum Stick, French Bean, Potato, Tomato, Petrol, Flowers/Flower Garlands, etc. are responsible for the decrease in index. However, this decrease was checked by Wheat, Grinding Charges, Moong Dal, Goat Meat, Fish Fresh, Milk-Buffalo, Pure Ghee, Tamarind, Gourd, Parval, Apple, Coconut, HOt Drink-Tea (Readymade), Cooking Gas, etc., putting upward pressure on the index.</p>



<p>Year-on-year inflation based on tall-items stood at 5.50 per cent for March, 2020 as compared to 6.84 per cent for the previous month and 7.67 per cent during the corresponding month of the previous year. Similarly, Food inflation stood at 6.67 per cent against 8.33 per cent of the previous month and 3.96 per cent during the corresponding month an year ago.</p>

<p>At centre level, Tiruchirapally, Vishakhapathnam and Salem recorded the maximum decrease of 8 points each followed by Mysore (7 points) and Bengaluru, Coimbatore and Madurai (6 points each). Among others, 5 points decrease was observed in 5 centres, 4 points in another 5 centres, 3 points in 6 centres, 2 points in 11 centres and 1 point in 10 centres. On the contrary, Rajkot, Lucknow and Kodarma recorded a maximum increase of 5 points each followed by Goa (4 points). Among others, 3 points increase was observed in 3 centres, 2 points in another 3 centres and 1 point in 5 centres. Rest of 19 centres’ indices remained stationary.</p>



<p>The indices of 33 centres are above All-India Index and 45 centres’ indices are below national average.</p>



<p>The next issue of CPI-IW for the month of April, 2020 will be released on Friday 29th May, 2020. The same will also be available on the office website <a href="http://www.labourbureaunew.gov.in/" target="_blank" rel="noreferrer noopener">www.labourbureaunew.gov.in</a>.</p>

<p><strong>5% DA hike from July 2019 as per 7th Pay Commission for all Central Government Employees</strong></p>



<p><strong>Confirm! DA/DR from July, 2019: 5% increase in 7th CPC DA @17% and 10% increase in 6th CPC DA @ 164%</strong></p>



<p>All India Consumer Price (Industrial Workers) Index Number [CPI(IW)] for June, 2019 has released by Labour Bureau. CPI-IW for June, 2019 increased by 2 points and pegged at 316 (three hundred and sixteen). And with this increase in AICPIN the Central Govt. Employees and Pensioners will get 5% increase in Dearness Allowance with effect from July, 2019 in 7th CPC Pay structure.  On the other hand employees who are drawing their pay in pre-revised 6th CPC pay structure will get 10% increase in Dearness Allowance w.e.f. July, 2019 at the rate of 164%, which is currently 154%.</p>



<p>As per prevailing practice this increase may be approved by the Union Cabinet in the month of September, 2019 with direction to draw the increased DA/DR from the month of October, 2019 and arrears for the month of July, August and September, 2019 may be paid at that time.</p>



<p>Detail calculation of DA from July, 2019 to be 17% in 7th CPC &amp; 164% in 6th CPC pay structure with AICPIN of June-2019 is furnished in undermentioned table:-</p>

<p style="text-align:center"><strong>AICPIN May 2019 Two Points Increase &#8211; Expected DA Fixed at Next Level</strong></p>



<p>All India Consumer Price Index for the month of May 2019 has been released by the Labour Bureau on 28th of this month and the CPI(IW) index has jumped to 314 by adding of two points, due to the pressure from Food Group index. At item level, Wheat Atta, Arhar Dal, Groundnut Oil, Poultry (Chicken), Milk Buffallo, Chillies Green, Garlic, Ginger, Onion, Banana, Brinjal, Carrot, French Bean, Green Coriander Leaves, Lemon, Potato, Tomato, Electricity Charges, Medicine­ Allopathic, etc. are responsible for the increase in index.</p>



<p>Out of 6 months of AICPIN needs to calculate the Dearness allowance and Dearness relief, we received 5 months statistics only. The 5th month i.e. May 2019 index is increased 2 points is remarkable. Along with the increase, the percentage of additional dearness allowance from july 2019 is kept in next level.</p>

<p>After 7th Pay Commission implementation, this is the highest percentage in additional allowance for Central Government employees, Civil and Defence Pensioners and Family Pensioners.</p>



<p>5% of additional Dearness Allowance and Dearness Relief may increase from July 2019 to all central civil and defence pensioners and family pensioners with minimum amount of Rs.450 per month.</p>

<p>Consumer Price Index for Industrial Workers (CPI-IW) – February, 2019 The All-India CPI-IW for February, 2019 remained stationary at 307 (three hundred seven). On 1-month percentage change, it remained static between January, 2019 and February, 2019 when compared with the decrease of (-) 0.35 per cent for the corresponding months of last year.</p>



<p>The maximum upward pressure to the change in current index came from Miscellaneous and Food groups contributing (+) 0.26 and (+) 0.17 percentage points respectively to the total change. At item level, Rice, Wheat, Wheat Atta, Goat Meat, Apple, Coconut, Gourd, Electricity Charges, Doctor’s Fee, Medicine (Allopathic), Private Tuition Fee, Petrol, etc. are responsible for the increase in index. However, this increase was checked by Jowar, Poultry (Chicken), Onion, Tamarind, Carrot, Methi, Grapes, Potato, Tomato, etc., putting downward pressure on the index.</p>



<p>The year-on-year inflation based on CPI-IW stood at 6.97 per cent for February, 2019 as compared to 6.60 per cent for the previous month and 4.74 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at (+) 2.63 per cent against (+) 0.97 per cent of the previous month and (+) 2.36 per cent during the corresponding month of the previous year.</p>



<p>At centre level Siliguri reported the maximum increase of 7 points followed by Amritsar (6 points) and Srinagar and Chhindwara (5 points each). Among others, 4 points increase was observed in 5 centres, 3 points in 4 centres, 2 points in 10 centres and 1 point in 14 centres. On the contrary, Salem and Quilon recorded a maximum decrease of 5 points each followed by Raniganj and . Coimbatore (4 points each). Among others, 2 points decrease was observed in 7 centres and 1 point in 11 centres. Rest of the 19 centres’ indices remained stationary.</p>



<p>The indices of 35 centres are above All-India Index and 42 centres’ indices are below national average. The index of Mercara centre remained at par with All-India Index.</p>



<p>The next issue of CPI-IW for the month of March, 2019 will be released on Tuesday, 30th April, 2019. The same will also be available on the office website www.labourbureaunew.gov.in.</p>

										<content:encoded><![CDATA[<p><b>Expected DA from January 2018: Confirm 7th CPC DA @ 7% &amp; Expected 6th CPC @ 143% &#8211; CPI(IW) Index of Oct, 17 released</b></p>
<p>All India Consumer Price(Industrial Workers) Index Number [CPI(IW)] of Oct, 2017 has been released yesterday by Labour Bureau and increased by 2 points and pegged at 287 (two hundred and eighty seven). With this increase 7th CPC Dearness Allowance/Dearness Relief for Central Govt Employees and Pensioner w.e.f. the month from January, 2018 will be 7% with 2% increase in July, 2017 DA/DR. On the other hand the 6th CPC DA speculated to be 143% with 4% increase in present DA Rate.</p>
<p>The speculation of month of Sept, 2017 while 5 points increase in All India Consumer Price(Industrial Workers) Index Number [CPI(IW)] of July, 2017 was indicating 7% 7th CPC Dearness Allowance with 2% increase &amp; 142% 6th CPC DA with 3% increase in 6th CPC Dearness Allowance from January, 2018 has comes true after 3 months.</p>
<p>Only two months index is to be needed to give the calculated figure for the January, 2018 DA/DR but the confirm speculation is being given through the undermentioned table. The undermentioned speculations are checking the <a href="http://centralgovernmentstaffnews.blogspot.in/" target="_blank">Expected DA 2018</a> by extreme up and down level of CPI(IW) Number. A major ups and down in index will give the confirm 7% 7th CPC DA and a minor change will give variation in 6th CPC DA as 142% or 143%. Have a look on expected DA table:</p>

<p><b>Consumer Price Index for Industrial Workers (CPI-IW) &#8211; October, 2017</b></p>
<p>The All-India CPI-IW for October, 2017 increased by 2 points and pegged at 287 (two hundred and eighty seven). On l-month percentage change, it increased by (+)0.70 per cent between September, 2017 and October, 2017 when compared with the increase of (+) 0.36 per cent for the corresponding months of last year.</p>
<p>The maximum upward pressure to the change in current index came from Food group contributing (+) 1.94 percentage points to the total change. At item level, Rice, Milk (Buffalo), Onion, Bitter Gourd, Brinjal, Cabbage, Cauliflower, Carrot, Gourd, Coconut, French Beans, Green Coriander Leaves, Lady’s Finger, Parval, Potato, Tomato, Torai, Cigarette, Cooking Gas, Doctor’s Fee, Cinema Charges, Repair Charges, Tailoring Charges, etc. are responsible for the increase in index. However, this increase was checked by Arhar Dal, Fish Fresh, Poultry (Chicken), Chillies Green, Peas, Apple, Banana, Orange, Petrol, etc., putting downward pressure on the index.</p>
<p>The year-on-year inflation measured by monthly CPI-IW stood at 3.24 per cent for October, 2017 as compared to 2.89 per cent for the previous month and 3.35 percent during the corresponding month of the previous year. Similarly, the Food inflation stood at 2.26 per cent against 1.30 per cent of the previous month and 2.99 per cent during the corresponding month of the previous year.</p>
<p>At centre level, Darjeeling and Tiruchirapally reported the maximum increase of (10 points each) followed by Munger-Jamalpur (8 points) and Puducherry (7 points). Among others, 6 points increase was observed in 2 centres, 5 points in 8 centres, 4 points in 7 centres, 3 points in 8 centres, 2 points in 19 centres and 1 point in 14 centres. On the contrary, Mercara recorded a maximum decrease of 4 points. followed by Goa and Bhavnagar (3 points each). Among others, 2 points decrease was observed in l centre and 1 point in another 6 centres. Rest of the 6 centres’ indices remained stationary.</p>
<p>The indices of 33 centres are above All-India Index and 43 centres’ indices are below national average. The indices of Madurai and Amritsar centres remained at par with All-India Index.</p>
<p>The next issue of CPHW for the month of November, 2017 will be released on Friday, 29th December, 2017. The same will also be available on the office website www.labourbureaunew. gov. in.</p>

<p>The All-India CPI-IW for August, 2017 remained stationary at 285 (two hundred and eighty five). On 1-month percentage change, it remained static between July, 2017 and August, 2017 when compared with the decrease of (-) 0.71 per cent for the corresponding months of last year.</p>
<p>The maximum upward pressure to the change in current index came from Miscellaneous group contributing (+) 0.37 percentage points to the total change. At item level, Rice, Coconut Oil, Pure Ghee, Onion, Brinjal, Cabbage, Poi Sag, Pumpkin, Banana, Coconut, Mango, Tea (Readymade), Snack Saltish, Bide, Cinema Charges, Petrol, Flower/Flower Garlands, etc. are responsible for the increase in index. However, this increase was checked by Wheat, Wheat Atta, Masur Dal, Fish Fresh, Poultry (Chicken), Carrot, French Beans, Green Coriander Leaves, Methi, Peas, Tomato, Torai, etc., putting downward pressure on the index.</p>
<p>The year-on-year inflation measured by monthly CPI-IW stood at 2.52 per cent for August, 2017 as compared to 1.79 per cent for the previous month and 5.30 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at (+) 1.61 per cent against (-) 0.32 per cent of the previous month and 6.16 per cent during the corresponding month of the previous year.</p>
<p>At centre level, Jalpaiguri reported the maximum increase of 11 points followed by Jalandhar and Rourkela (8 points each), Chhindwara (6 points) and Chandigarh and Vishakhapathnam (5 points each). Among others, 4 points increase was observed in 3 centres, 3 points in 7 centres, 2 points in 14 centres and 1 point in 16 centres. On the contrary, Coonoor recorded a maximum decrease of 6 points followed by Lucknow (4 points) and Mundakkayam, Chennai and Puducherry (3 points each). Among others, 2 points decrease was observed in 6 centres and 1 point in 5 centres. Rest of the 16 centres&#8217; indices remained stationary.</p>
<p>The indices of 35 centres are above All-India Index and 42 centres&#8217; indices are below national average. The indices of Vishakhapathnam centre remained at par with All-India Index.</p>
<p>The next issue of CPI-IW for the month of September, 2017 will be released on Tuesday, 31st October, 2017. The same will also be available on the office website www.labourbureaunew.gov.in.</p>

<p><strong>Consumer Price Index for Industrial Workers (CPI-IW) &#8211; June, 2017</strong></p>
<p>The All-India CPI-IW for June, 2017 increased by 2 points and pegged at 280 (two hundred and eighty). On 1-month percentage change, it increased by (+) 0.72 per cent between May, 2017 and June, 2017 when compared with the increase of (+) 0.73 per cent between the same two months a year ago.</p>
<p>The maximum upward pressure to the change in current index came from Food group contributing (+) 2.59 percentage points to the total change. At item level, Rice, Wheat, Fish Fresh, Eggs (Hen), Poultry (Chicken), Milk, Pure Ghee, Chillies Green, Onion, Brinjal, Cabbage, Cauliflower, Gourd, Green Coriander Leaves, Palak, Potato, Radish, Tomato, Torai, Coconut, Cooking Gas, Medicine (Allopathic), Toilet Soap, Tailoring Charges, etc. are responsible for the increase in index. However, this increase was checked by Arhar Dal, Masur Dal, Groundnut Oil, Mustard Oil, Chillies Dry, French Beans, Electricity Charges, Petrol, Flower/Flower Garlands, etc., putting downward pressure on the index.</p>
<p>The year-on-year inflation measured by monthly CPI-IW stood at 1.08 per cent for June, 2017 as compared to 1.09 per cent for the previous month and 6.13 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at (-) 1.28 per cent against (-) 1.63 per cent of the previous month and 8.33 per cent during the corresponding month of the previous year.</p>
<p>At centre level, Lucknow reported the maximum increase of 8 points followed by Agra (7 points) and Rajkot, Madurai, Varanasi, Quilon and Surat (6 points each). Among others, 5 points increase was observed in 8 centres, 4 points in 8 centres, 3 points in 9 centres, 2 points in 15 centres and 1 point in 13 centres. On the contrary, Darjeeling, Tripura, Belgaum, Rangapara-Tezpur and Chandigarh recorded maximum decrease of 2 points each followed by 1 point decrease in Guwahati. Rest of the 12 centres’ indices remained stationary.</p>
<p>The indices of 33 centres are above All-India Index and other 45 centres’ indices are below national average.</p>
<p>The next issue of CPI-IW for the month of July, 2017 will be released on Thursday, 31st August, 2017. The same will also be available on the office website www.labourbureaunew.gov.in.</p>

Expected Dearness Allowance and Dearness Relief for Central Government Employees and Pensioners is almost decided to hike by 1 percent with effect from 1st July 2017. The total DA and DR from 1.7.2017 may be revised as 5%.</p>
