<h3 class="wp-block-heading"><strong>5% DA from July 2019 Declared</strong></h3>



<p>More than one crore of employees and pensioners are waiting for the announcement of hike in DA from July 2019.</p>



<p>Today the Centre has decided to increase 5 percent Dearness allowance for Central Government employees and Pensioners with effect from 1st July 2019. The second installment of 5 percent additional Dearness allowance is increased for Central Government employees and Pensioners with effect from July 2019. After enhancement of 5% the DA is increased from 12% to 17%.</p>

<p>This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.</p>



<p>The hiked rate of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners will be applicable retrospectively from July this year</p>



<p>These are revised twice a year from January 1 and July 1.</p>



<h3 class="wp-block-heading"><strong>DA Arrears</strong></h3>



<p>5% DA Arrears for three months from July to September 2019.<br /></p>

<p>The 5% additional Dearness allowance for the period of 6 months from July to December 2019. After that the next episode of ‘DA from January 2020’ will start!</p>

<p>As per 7th CPC recommendation, DA is expected to be 5% which is pending since July 2019. There is a chance to get announcement with in one or two days if so, employees would get arrears of three month or else it will be in next month probably. The much speculated 5% hike in DA may now come through as early possible.</p>



<p>As Festival season is so closer, but the government delaying the announcement of DA hike. we may expect at anytime as soon as possible and employees look forward the festival bonus from the government</p>

<p>Dearness Allowance(DA) is depending on the cost of living adjustment allowance paid to government employees and pensioners.</p>



<p>DA is important not only for the central government employees but for the state Government employees also. Normally it will be announced during September and released on October. Now Employees want to know the clarity about DA hike. The hike will benefit about 48.41 lakh central government employees and 62.03 lakh pensioners.</p>



<p>All Central Government employees and Pensioners including Defence and Railways expecting the announcement of additional Dearness allowance due from July 2019.</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p><strong>DA and DR from July 2019: 5% + 12% = 17%</strong></p></blockquote>



<p>In regular practice, DA announcement will be in the month of March and September. The 2nd installment of additional DA from July 2019 may be declared today!</p>



<p><strong>Cabinet approval on DA</strong></p>



<p>All pre procedures are completed from the department side and finally Cabinet Cabinet will decide on the agenda item of hike in Dearness Allowance for Central Government employees and pensioners due from July 2019.</p>



<p>Usually, DA hike will be declared after Cabinet Committee approval in the first or second week of March and September. After approval of Cabinet Committee, Finance Ministry will issue formal orders for payment of Dearness allowance to all eligible employees with arrears for two months.</p>



<p>Hence, this is last week of September and Centre is likely to declare 5% DA hike today!</p>

<p>Consumer Price Index for Industrial Workers (CPI-IW) – February, 2019 The All-India CPI-IW for February, 2019 remained stationary at 307 (three hundred seven). On 1-month percentage change, it remained static between January, 2019 and February, 2019 when compared with the decrease of (-) 0.35 per cent for the corresponding months of last year.</p>



<p>The maximum upward pressure to the change in current index came from Miscellaneous and Food groups contributing (+) 0.26 and (+) 0.17 percentage points respectively to the total change. At item level, Rice, Wheat, Wheat Atta, Goat Meat, Apple, Coconut, Gourd, Electricity Charges, Doctor’s Fee, Medicine (Allopathic), Private Tuition Fee, Petrol, etc. are responsible for the increase in index. However, this increase was checked by Jowar, Poultry (Chicken), Onion, Tamarind, Carrot, Methi, Grapes, Potato, Tomato, etc., putting downward pressure on the index.</p>



<p>The year-on-year inflation based on CPI-IW stood at 6.97 per cent for February, 2019 as compared to 6.60 per cent for the previous month and 4.74 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at (+) 2.63 per cent against (+) 0.97 per cent of the previous month and (+) 2.36 per cent during the corresponding month of the previous year.</p>



<p>At centre level Siliguri reported the maximum increase of 7 points followed by Amritsar (6 points) and Srinagar and Chhindwara (5 points each). Among others, 4 points increase was observed in 5 centres, 3 points in 4 centres, 2 points in 10 centres and 1 point in 14 centres. On the contrary, Salem and Quilon recorded a maximum decrease of 5 points each followed by Raniganj and . Coimbatore (4 points each). Among others, 2 points decrease was observed in 7 centres and 1 point in 11 centres. Rest of the 19 centres’ indices remained stationary.</p>



<p>The indices of 35 centres are above All-India Index and 42 centres’ indices are below national average. The index of Mercara centre remained at par with All-India Index.</p>



<p>The next issue of CPI-IW for the month of March, 2019 will be released on Tuesday, 30th April, 2019. The same will also be available on the office website www.labourbureaunew.gov.in.</p>

<p><strong>Consumer Price Index for Industrial Workers (CPI-IW) &#8211; January, 2019</strong></p>



<p>The All-India CPI-IW for January, 2019 increased by 6 points and pegged at 307 (three hundred and seven). On 1-month percentage change, it increased by (+) 1.99 per cent between December, 2018 and January, 2019 when compared with the increase of (+) 0.70 per cent for the corresponding months of last year.</p>



<p>The maximum upward pressure to the change in current index came from Housing group contributing (+) 5.16 percentage points to the total change. At item level, Wheat, Arhar Dal, Fish Frsh, Goat Meat, Coconut, Lady’s Finger, Tomato, Flowers/Flower Garlands, etc. are responsible for the increase in index. However, this increase was checked by Onion, Brinjal, Cabbage, Carrot, Cauliflower, Gourd, Peas, Potato, Cooking Gas, Electricity Charges, etc., putting downward pressure on the index.</p>



<p>The year-on-year inflation based on CPI-IW stood at 6.60 per cent for January, 201-9 as compared to 5.24 per cent for the previous month and 5.11 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at (+) 0.97 per cent against (-) 0.96 per cent of the previous month and 3.36 per cent during the corresponding month of the previous year.</p>



<p>At centre level Nagpur reported the maximum increase of 21 points followed by Nasik (17 points), Amritsar, Quilon, Jharia (13 points each) and Jaipur (12 points). Among others, 11 points increase was observed in 3 centres, 10 points in 7 centres, 9 points in 3 centres, 8 points in 5 centres, 6 points in 9 centres, 5 points in 6 centres, 4 points in 7 centres, 3 points in 7 centres, 2 points in 7 centres and 1 point in 6 centres. On the contrary, Darjeeling recorded a maximum decrease of 4 points followed by Siliguri (3 points). Among others, 2 points decrease was observed in 4 centres and 1 point in 2 centres. Rest of the 4 centres’ indices remained stationary.</p>



<p>The indices of 35 centres are above All-India Index and 42 centres’ indices are below national average. The index of Rourkela centre remained at par with All-India Index.</p>



<p>The next issue of CPI-IW for the month of February, 2019 will be released on Friday, 29th March, 2019. The same will also be available on the office website www.labourbureaunew.gov.in.</p>
