<p>As per media news, the Cabinet committee in its meeting tomorrow is likely to approve an additional Dearness Allowance for Central Government employees due from July 2015.</p>
<p>&nbsp;</p>
<p>The second installment of this year, from July to December 2015, an additional DA is finalized hike by 6% as per the calculations recommended by 6th CPC. Now the Central Government employees and pensioners are getting 113% DA and DR, after the declaration by the Cabinet Committee on DA, it will become 119%.</p>

<p><strong>Consumer Price Index for Industrial Workers (CPI-IW) &#8211; May, 2015</strong></p>
<p>The All-India CPI-IW for May, 2015 increased by 2 points and pegged at 258 (two hundred and fifty eight). On I-month percentage change, it increased by (+) 0.78 per cent between April, 2015 and May, 2015 when compared with the increase of(+) 0.83 per cent between the same two months a year ago.</p>
<p>The maximum upward pressure to the change in current index came from Food group contributing (+) I. 96 percentage points to the total change. At item level, Rice, Arhar Dal, Gram Dal, Masur Dal, Moong Dal, Urd Dal, Groundnut Oil, Mustard Oil, Fish Fresh, Goat Meat, Poultry (Chicken), Onion, Vegetable items, Electricity Charges, Petrol, Tailoring Charges, etc. are responsible for the increase in index. However, this increase was restricted by Wheat, Wheat Atta, Gourd, Torai, Lady&#8217;s Finger, Mango, Sugar, Bus Fare, etc., putting downward pressure on the index.</p>
<p>The year-on-year inflation measured by monthly CPI-IW stood at 5.74 per cent for May, 2015 as compared to 5.79 per cent for the previous month and 7.02 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 5.99 per cent against 5.68 per cent of the previous month and 7.66 per cent during the corresponding month of the previous year.</p>
<p>At centre level, Mercara, Bokaro, Coonoor, Belgaum and Madurai reported the highest increase of 8 points each followed by Tiruchirapally (7 points). Among others, 6 points increase was observed in 4 centres, 5 points in 5 centres, 4 points in 12 centres, 3 points in 9 centres, 2 points in 10 centres and 1 point in 15 centres. On the contrary, Srinagar and Rangapara Tezpur centres recorded a maximum decrease of 3 points each followed by Darjeeling (2 points). Among others, 1 point decrease was observed in 4 centres. Rest of the 10 centres&#8217; indices remained stationary.<br />
The indices of 37 centres are above All India Index and other 40 centres indices are below national average. The index of Tiruchirapally is at par with all-India index.<br />
The next index of CPI-IW for the month of June, 2015 will be released on Friday, 31st July, 2015. The same will also be available on the office website www.labourbureau.gov.in.</p>

<p>The Labour bureau has released the Consumer Price Index numbers for industrial workers for the Month of May 2015 today.</p>
<p>As Expected the All-India CPI-IW for May, 2015 increased by 2 points and pegged at 258. So the expected DA from July 2015 can be arrived with the available 11 Months AICPIN points now. Because the left out one month AICPIN will not have much impact on Expected DA from July 2015 until it increase by 7 points.  The rate of Dearness Allowance which will be paid from July 2015 can however be arrived exactly with these eleven months AICPIN points by assuming the 12th Month ie June 2015 will be 258 plus or Minus 5 points.  Enter these AICPIN  points in the calculator provided in this website to find out the expected DA from July 2015.</p>
<p>Assuming the AICPIN for the Month of June as 260 points, the Average 12 Months AICPIN is 254.33.<br />
By applying the above AICPIN  average in the prescribed formula, which results the 6% increase in the rate of DA from July 2015. So the Dearness Allowance to be paid for central Government employees will be 119% from July 2015.</p>

<p>‘DA from July 2015’ will most likely be finalized today; DA calculation stands at nearly 6%, as of now.</p>
<p>The price of petrol and diesel is one of the most important factors that influence the prices of general commodities. Petrol and diesel prices had increased by 10 to 15% in the month of May. Experts believe that it will have a huge impact on the prices of essential commodities too.</p>
<p>The Labour Bureau calculates the AICPIN points based on the prices of essential commodities at 78 select towns and cities from all over the country. The Consumer Price Index for Industrial Workers (CPI-IW) is an important statistical/economic indicator. It was first introduced on scientific lines with base 1960=100 which was based on the results of Family Living Survey conducted in 1958-59 at 50 industrially important centres. The series was then, updated on base 1982=100 and a revision in 1999-2000 has further updated the base on 2001=100.</p>
<p>The CPI (IW) Base Year 2001=100 index points for the month of May will be announced today. Based on today’s announcement, one can calculate, the Dearness Allowance that will be given from July onwards.</p>

<p><em>“The Ministry of Labour will announce the ‘All India Consumer Price Index for Industrial Workers’ for the month of May, tomorrow; AICPIN indicates the rise and fall of prices of essential commodities across important towns and cities in the country”.</em></p>
<p>After significant changes in the Agricultural and Rural AICPIN points in the month of May, there is tremendous curiosity regarding the AICPIN points for the industrial workers. The index of Agricultural and Rural AICPIN had increased by 6 and 7 points to 811 and 816 respectively.</p>
<p>CPI (IW) BY 2001=100 points indicate the fluctuation of prices of essential commodities. If the CPI (IW) points increase, it leads to an increase in the percentage of additional Dearness Allowance for Central Government employees and Pensioners.</p>
<p><span style="color: #800000;"><strong><em>If the AICPIN for the month of May increases by 4 points, then the Dearness Allowance for July could be higher by 7%. In other words, from 113%, it could go up to 120%.</em></strong></span></p>
<p>The AICPIN points of each month are calculated on the basis of the fluctuations in the prices of 24 commodities, including rice and wheat, in 78 selected cities and towns. The CPI (IW) BY 2001=100 of this month is released towards the end of the following month.</p>
<p>The present method of calculation was recommended by the 6th Central Pay Commission. From 01.01.2016 onwards, it will be calculated based on the recommendations of the 7th Central Pay Commission.</p>

<p>The All India Consumer Price Index for March 2015 was 254 and if it remains as it is for next three (3) months or if it rises to 256, the average is expected to be 253. Consequently, the Dearness Allowance increase is likely to be 118% of pay from July 2015.</p>
<p>The above is for information of affiliates. You are aware that the Government normally announces D.A. revision in September, to be given effect from July.</p>

<div><strong>Consumer Price Index for Industrial Workers (CPI-IW) – February, 2015</strong></div>

<p>&nbsp;</p>
<p>The All-India CPI-IW for February, 2015 decreased by 1 point and pegged at 253 (two hundred and fifty three). On 1-month percentage change, it decreased by (-) 0.39 per cent between January, 2015 and February, 2015 when compared with the increase of (+) 0.42 per cent between the same two months a year ago.</p>
<p>&nbsp;</p>
<p>The maximum downward pressure to the change in current index came from Food group contributing (-) 0.66 percentage points to the total change. At item level, Rice, Eggs (Hen), Fish Fresh, Onion, Vegetable items, Sugar, Petrol, Flower/Flower Garlands, etc. are responsible for the decrease in index. However, this decrease was neutralised by Wheat, Wheat Atta, Arhar Dal, Groundnut Oil, Goat Meat, Tea (Readymade), etc., putting upward pressure on the index.</p>
<p>&nbsp;</p>
<p>The year-on-year inflation measured by monthly CPI-IW stood at 6.30 per cent for February, 2015 as compared to 7.17 per cent for the previous month and 6.73 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 7.42 per cent against 7.81 per cent of the previous month and 7.56 per cent during the corresponding month of the previous year.</p>
<p>&nbsp;</p>
<p>At centre level, Tiruchirapally recorded the highest decline of 7 points followed by Guntur (4 points), Mysore, Chhindwara Siliguri and Puducherry (3 Points each) Among others, 2 points decrease was observed in 15 centres and 1 point in 18 centres. On the contrary, Belgaum and Kodarma centres reported a highest increase of 3 points each followed by Kanpur, Bokaro and Doom-Dooma Tinsukia (2 points each). Among others 1 point increase was observed in 13 centres. Rest of the 21 centres’ indices remained stationary.</p>
<p>&nbsp;</p>
<p>The indices of 37 centres are above All India Index and other 40 centres’ indices are below national average. The index of Vishakhapathnam centre remained at par with all-India index.</p>
<p>&nbsp;</p>
<p>The next index of CPI-IW for the month of March, 2015 will be released on Thursday, 30th April, 2015. The same will also be available on the office website www.labourbureau.gov.in.</p>

<p>We can compare the AICPIN values of the past twelve months and calculate the Dearness Allowance for July 2015 for the <em>Central Government Employees</em> and for pensioners</p>
<p>The AICPIN value for Jan 2015 has been released and it stands at 254. For the past five months, the AICPIN value has remained constant at 253.(Aug to Dec) Now, it has risen by a point and stands as 254.</p>
<p>If the AICPIN rises by 1 point each month in the coming five months, then the DA for July 2015 shall be 6 %. If the AICPIN rises few month 2 points other month 1 points, then in July 2015, we can expect to get a raised DA of 7 %.</p>
<p>The DA that we are about to receive may be the last one that we will get during the 6th CPC period (i.e. during the past 10 years). This is because from Jan 2016, the 7th CPC is expected to be put in to effect,then 7th CPC DA will be continue.</p>

<p>The Expectation is over now, after the Labour Bureau released the AICPIN for the Month of December 2014 on 30th January 2015. From the Month of August 2014, the consumer price Index numbers for Industrial Workers remained same at 253. As we told in the previous post on “expected dearness allowance from January 2015” that if the AICPIN Points remain same for the next consecutive two months there will not be any change in our prediction. According to the formula prescribed for calculating DA for Central government employees, these 12 months AIPCIN points made the rate of Dearness Allowance to reach 113% level. This new rate will be paid to central government employees with effect from 1.1.2015. The Union Cabinet gave its approval for the previous installment of Dearness without any hype on 4th September 2014. So we can expect now this government will announce its decision over increasing rate dearness allowance in the first week of March 2015.</p>
<p><b>Expected DA from July 2015</b></p>
<p>So its all over now and here after our focus will be on expected DA from July 2015. The magic number 253, being static for last five months will play a vital role in the calculation of expected DA from July 2015. There is no scope for increase in AICPIN points for next four or five months. If this trend continues for next five months, we cannot expect more hike from this trend. The hike in the rate of Dearness allowance from July 2015 will be restricted with in the limit of 5% to 6%.</p>
