<blockquote><p>As anticipated by all, the expected DA from July 2014 concluded at 7%.</p></blockquote>
<p>With the announcement of the AICPI(IW) points for the month of June, the calculation of the additional dearness allowance for central government employees and pensioners from July onwards have ended. The percentage of Dearness allowance and Dearness relief to be paid from July 2014 will be increased by 7%.</p>
<p>Based on the recommendations of the 6th Central Pay Commission, in order to meet the rising expenses of essential commodities and inflation, dearness allowance is given twice every year to the central government employees – from January to June and from July to December – calculated on the basis of the All India Consumer Price Index of Industrial Workers Base Year 2001=100.</p>
<p>The most recently released AICPIN points for the month of June have increased by two and now stands at 246. Since the AICPIN points have increased by two, the dearness allowance percentage arrived at 107.25, is to be calculated, after ignoring the decimal points, as 7%. This will be officially announced by the Central Government after approval of Unionn Cabinet committee in the month of September.</p>
<p>The last two installments, 10% dearness allowance was being paid to the employees. Many wonder why it has come down to<em><strong> 7% this time</strong></em>. There are two main reasons for this, one is AICPIN points, and another is the method of calculating DA. One has to also keep in mind the fact that dearness allowance of 10% was also given based on the same calculations.</p>
<p><em><strong>The fact is, the next two additional dearness allowances (Expected DA from January 2015, and expected DA from July 2015) are not likely to cross 5%.</strong></em></p>
<p>The method of calculating dearness allowance is given in detail in the table below:</p>

<p><strong>Consumer Price Index for Industrial Workers (CPI-IW) June, 2014</strong></p>
<p>The All-India CPI-IW for June, 2014 increased by 2 points and pegged at 246 (two hundred and forty six). On 1-month percentage change, it increased by 0.82 per cent between May, 2014 and June, 2014 when compared with the rise of 1.32 per cent between the same two months a year ago.</p>
<p>The largest upward pressure to the change in current index came from Food group contributing 1.37 percentage points to the total change. At item level, Rice, Fish Fresh, Goat Meat, Poultry Chicken, Milk, Onion, Potato, Tomato and other vegetables, Sugar, Cigarette, Electricity Charges, Bus Fare, Barber &amp; Tailoring Charges, Toilet Soap, etc. are responsible for the increase in index.</p>
<p>&nbsp;</p>
<p>However, this increase was restricted to some extent by Wheat &amp; Wheat Atta, Edible Oils, Fruits, Soft Coke, Medicine (Allopathic), etc., putting downward pressure on the index. The year-on-year intlation measured by monthly CPI-IW stood at 6.49 per cent for June, 2014 as compared to 7.02 per cent for the previous month and 11.06 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 5.88 per cent against 7.66 per cent of the previous month and 14.86 per cent during the corresponding month of the previous year.</p>
<p>At centre level, Goa, Mudurai. Vishakhapathnarn. Bengluru and Kodarma recorded the maximum increase of 6 points each followed by Ahmedabad and Hubli Dharwar (5 points each). Among others, 4 points rise was observed in 8 centres, 3 points in 11 centres, 2 points in 16 centres and 1 point in another 16 centres. On the contrary, a decline of 8 points was reported in Giridih, 2 points each in Yamunanagar  and Sholapur, and 1 point in 5 centres. Indices of remaining 12 centres experienced no change. The indices of 36 centres are above and other 42 centres are below national average.</p>
<p>The next index of CPI-IW for the month of July, 2014 will be released on Friday, 29 August, 2014. The same will also be available, on the office website www.labourbureau.gov. in.</p>

										<content:encoded><![CDATA[<p><strong>Next Additional Dearness Allowance Hike Almost Confirmed at 7%..!</strong></p>
<p>The Labour Bureau released the AICPIN points for the month of May yesterday. The AICPIN points, which had remained stagnant at 242 has increased by 2 points to touch 244 now. This has led to an increase of the Dearness Allowance for the month of May from 105.02 to 106.17.</p>
<p>With only one month left for the calculation of the second installment of additional Dearness Allowance of the year, one can be almost sure that it would bring a hike of 7%.<br />
The two previous rounds of Dearness Allowance revision brought hikes of 10% each. One could sense an air of disappointment and lack of enthusiasm among the employees this time.</p>
<p>Another reason for the disappointment is the fact that despite the Dearness Allowance increasing by more than 100%, it has still not been merged with the basic pay. There was a lot of expectation that the new Government at the Centre will implement this much-awaited and much-expected change.</p>
<p>But, nothing has been done about this yet. All the employee federations continue to stress upon this change. The federations are hell bent on getting either the DA merger or an interim relief this time. Will their dream come true?</p>

<p><strong>Consumer Price Index for Industrial Workers (CPI-IW) – May, 2014</strong></p>
<p>The All-India CPI-IW for May, 2014 increased by 2 points and pegged at 244 (two hundred and forty four). On 1-month percentage change, it increased by 0.83 per cent between April, 2014 and May, 2014 when compared with the rise of 0.88 per cent between the same two months a year ago.</p>
<p>The largest upward pressure to the change in current index came from Food group contributing 1.65 percentage points to the total change. At item level, Rice, Coconut Oil, Fish Fresh, Poultry, Milk, Onion, Vegetables &amp; Fruits, Sugar, Cigarette, Electricity Charges, etc. are responsible for the increase in index. However, this increase was restricted to some extent by Petrol putting downward pressure on the index.</p>
<p>The year-on-year inflation measured by monthly CPI-IW stood at 7.02 per cent for May, 2014 as compared to 7.08 per cent for the previous month and 10.68 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 7.66 per cent against 7.76 per cent of the previous month and 13.24 per cent during the corresponding month of the previous year.</p>
<p>At centre level, Coimbatore recorded the maximum increase of 9 points followed by Bhavnagar (7 points) and Amritsar, Mercara and Tiruchirapally (6 points each). Among others, 5 points rise was registered in 7 centres, 4 points in 11 centres, 3 points in 13 centres, 2 points in 11 centres and 1 point in 10 centres. On the contrary, a decline of 5 points was reported in Giridih, 4 points in Chhindwara, 3 points in 2 centres, 2 points in 1 centre and I point in 7 centres. Indices of remaining 9 centres observed no change.</p>
<p>The indices of 35 centres are above and other 41 centres are below national average. The index of Vishakhapathnam and Chandigarh is at par with all-India index.</p>
<p>The next index of CPI-1W for the month of June, 2014 will be released on Thursday, 31 July, 2014. The same will also be available on the office website www.labourbureau.gov. in.</p>

										<content:encoded><![CDATA[<p><strong>AICPIN for the month of May to be released today</strong></p>
<p>AICPIN(I-W) for the month of May 2014, the data on price rise and inflation, is going to be released today. The twice-a-year Dearness Allowance given to Central Government employees is calculated on the basis of Consumer Price Index for Industrial Workers based on 2001=100.</p>
<p>At the end of each month, the Labour Bureau, a Central Government agency, releases the AICPIN number for the previous month, based on the month’s price fluctuations. The Bureau is expected to release the APCIN number today. If one goes by the other statistics released for the month of May (Agricultural Labourers 771 to 777; Rural Labourers 773 to 780), the AICPIN number is expected to be on the ascent.</p>
<p>The hike in railway passenger and freight transportation fares is very likely to impact June’s AICPIN number. The AICPIN number for the month of May is expected to increase by a point or two.</p>
<p>Since the first Dearness Allowance of the year is based on the AICPIN points of from the months of December until June, the AICPIN points of May and June assume special significance. An increase of even one point in the next two months from the current levels will raise the additional Dearness Allowance by 7% in July. In other words, from 100%, the total Dearness Allowance could increase to 107..!</p>
<p>The Dearness Allowance given to <strong>Central Government employees</strong> is expected to rise to 107% in July.</p>

<p>Recently the issue of 50% DA Merger has reached the peak of expectations. Though the central government knew this development, the govt has knowingly said nothing against or favor of 50% DA Merger. Its silence on this important issue simply added the fuel to the fire of expectation. After the Election announcement, the hope on 50% DA merger is now slowly eroding. Many central government employees Federations expressed their disappointment with 7th CPC Terms of reference and merger of 50% DA was not considered by central government. After this disappointment the central government employees are now getting back to their routines. So they have started thinking about what next..!</p>
<p>As the rate of dearness allowance from January 2014 has been declared, the necessary order for payment of Additional installment of Dearness Allowance from January 2014 has to be issued by Finance Ministry. The enhanced rate of Dearness allowance will be paid w.e.f .1.1.2014. The enhanced rate will be paid with the disbursement of salary for the month of March 2014. The increase of dearness allowance became due from January 2014 to February 2014 will be paid as arrears.</p>

<p>          The AICPIN for Industrial Workers for Seven Months from July 2013 to January 2014 have been released by Labour Bureau. The AICPIN for last two Months i.e December2013 and January 2014 have been declined by 4 and 2 points and pegged at 239 and 237 respectively. At present it is quite difficult to predict the trend of the Consumer Price Index for remaining 5 Months, as so many factors like election and policies of new government involved in it.</p>

<div>Previously, it was announced that the AICPIN points for the month of April will be released on the 30th. But the Labour Bureau and PIB didn’t release the statistics of AICPIN on that day. Instead of releasing the detailed information transparently in their official websites, the departments chose to unveil the number with an air of secrecy. We had managed to find the number and had published them. Countless people had benefitted from it (<a href="https://docs.google.com/file/d/0B5v8rCVM9Bu8SkREX1cwTXpvSFU/edit" target="_blank">Press Release given below</a>).</div>

<div>The Consumer Price Index (IW), which was on a huge decline in the months of November and December 2013. The number stood at 239 in December 2013, but fell two points to 237 in January 2014. In the following days, it rose steadily by a point each month. This time, the AICPIN number rose by 3 points to now stand at 242. As a result there is a high probability that the next Additional Dearness Allowance could be a substantial one.</div>

<div>Like we said before, we believe there are chances that it could change from 6% to 7% this time. But, a concrete answer depends on the AICPIN numbers for the next two months.</div>

<blockquote><p><strong>Consumer Price Index for Industrial Workers (CPI-I W) – April, 2014</strong></p></blockquote>
<p>The All-India CPI-1W for April, 2014 increased by 3 points and pegged at 242 (two hundred and forty two). On 1-month percentage change, it increased by 1.26 percent between March, 2014 and April, 2014 when compared with the rise of 0.89 percent between the same two months a year ago.</p>
<p>The largest upward pressure to the change in current index came from Food group contributing 2.53 percentage points to the total change. At item level, Rice, Wheat, Wheat Atta, Moong Dal, Fish Fresh, Goat Meat, Milk (Buffalo), Vegetab’es &amp; Fruits, Sugar, Electricity Charges, etc, are responsible for the increase in index. However, this increase was restricted to some extent by Petrol putting downward pressure on the index.</p>
<p>The year-on-year inflation measured by monthly CPI-1W stood at 7.08 percent for April, 2014 as compared to 6.70 per cent for the previous month and 10.24 percent during the corresponding month of the previous year. Similarly, the Food inflation stood at 7.76 per cent against 7.50 per cent of the previous month and 12.39 per cent during the corresponding month of the previous year.</p>
<p>At centre level, Angul-Talcher, Amer and Asansol recorded the maximum increase of 7 points cach followed by Ludhiana, Ernakulam, Kodarma, Giridih and Tiruchirapally (6 points each) and Nagpur, Ghaziabad, Rangapara-Tezpur. Salem and Jabalpur (5 points each). Among others, 4 points rise was registered in 12 centres, 3 points in 16 centres, 2 poInts in 24 centres and 1 point In 8 centres. On the contrary, Munger-Jamalpur reported a decline of 4 points. Indices of remaining 4 centres observed no change.</p>
<p>The indices of 36 centres are above and other 41 centres are below national average. The index of Munger-Jamalpur is at par with all-India index.</p>
<p>The next index of CPI-1W for the month of May, 2014 will be released on Monday, 30 June, 2014. The same will also be available on the office website www,labourbureau.gov.in</p>

<p>As per the press release of Labour Bureau, All India Consumer Price Index (Industrial workers Base Year 2001=100) for  the month of April, 2014 increased by three points from 239 to 242.</p>
<p>According to the hike of index for the month of April 14, the Expected DA from July 2014 is also increased by two percent from 3 to 5…</p>
<p>The below table is clearly indicate the movement of AICPIN with increasing additional Dearness allowance month wise…</p>
