<div>Please refer to this Ministry’s letter of even number dated 09.4.2012 (S.No. PC-VI/289, RBE No.49/2012) on the subject mentioned above. The President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 65% to 72% with effect from 1st July, 2012.</div>

<div>2. The provisions contained in Paras 3, 4 &amp; 5 of this Ministry’s letter of even number dated 09.09.2008 (S.No.PC.V1/3, RBE No. 106/2008) shall continue to be applicable while regulating Dearness Allowance under these orders.</div>
<div></div>
<div>3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all railway employees. The arrears may be charged to the salary bill for October, 2012 and no honoranum is payable for preparing separate bill for this purpose.</div>
<div></div>
<div>4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</div>

<div>The undersigned is directed to refer to this Ministry’s Office Memorandum No.1(1)/2012-E-II (B) dated 3rd April, 2012 on the subject mentioned aboe and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of <strong>65% to 72% with effect from 1st July, 2012.</strong></div>

<div>2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No.1(3)/2008-E-II(B) dated 29th August. 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.</div>
<div></div>
<div>3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.</div>
<div></div>
<div>4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.</div>

<div>5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.</div>

<div>New Delhi: The Union Cabinet is expected to meet this evening to consider a 7 per cent hike in the Dearness Allowance (DA) of Central government employees.</div>
<div></div>
<div>Once approved, it will benefit over 52 lakh government employees.</div>
<div></div>
<p>The Cabinet will also take a decision on computerisation of the Public Distribution System (PDS). A Food Ministry proposal seeks to digitise ration cards and fully computerise the PDS network especially at the back-end.</p>
<div></div>
<div>Also, a bailout package for state power distribution companies is on the cards. The Cabinet is likely to consider a proposal for debt recasting of power distribution companies.</div>
<div></div>
<div>The meetings of the Cabinet Committee on Economic Affairs (CCEA) and Cabinet Committee on Infrastructure (CCI), scheduled for Friday, were postponed apparently in view of the rapid political developments in the aftermath of the government&#8217;s decision to hike diesel prices and operationalise its earlier move to allow Foreign Direct Investment (FDI) in multi- brand retail.</div>
<div></div>
<div>The hike in dearness allowance will be effective from July 1, 2012, and the employees would be entitled to arrears from that date.</div>
<div></div>
<div>The additional burden on exchequer on account of increase in DA would be around Rs. 5,000 crore for the eight-month period between July, 2012 and February, 2013. It will be Rs. 7,400 crore for the full financial year.</div>
<div></div>
<div>The government had last increased DA in March this year from 58 per cent to 65 per cent, which was effective from January 1, 2012. It will now be increased to 72 per cent.</div>
<div></div>
<div>The government periodically hikes the DA, which is linked to consumer price index for industrial workers. The consumer price index (CPI) based on movement in retail prices, soared to 10.03 per cent in August, from 9.86 per cent in July.</div>

<div>It is all set to approve 7% D.A. for Central employees and pensioners by the cabinet. The cabinet meeting scheduled on Friday, the 21st September has been rescheduled on Tuesday and then advanced to Monday (24/09/2012) evening.</div>
<div></div>
<div>Once approved the total Dearness Allowance payable from 1st July 2012 will be 72% of total pay. Employees are likely to get 3 months arrears in cash and the enhanced pay will be effected from the salary of October 2012. Pensioners are likely to get it with the pension of October 2012.</div>

<div>The meeting of the Union Cabinet, which was scheduled to consider a 7 per cent hike in dearness allowance to 80 lakh central government employees and pensioners, has been put off to next week.</div>
<div></div>
<div>“The Cabinet, CCEA (Cabinet Committee on Economic Affairs) and CCI (Cabinet Committee on Infrastructure) meetings scheduled for Friday, have been postponed,” an official announcement said.</div>
<div></div>
<div>Cabinet meetings usually take place on Thursdays, but they have been postponed apparently in view of the rapid political developments in the aftermath of the government’s decision to hike diesel prices and operationalise its earlier move to allow foreign direct investment (FDI) in multi-brand retail.</div>
<div></div>
<div>Increasing DA from 65 per cent to 72 per cent to provide relief to 50 lakh central government employees and 30 lakh pensioners was on the agenda of the meeting. It is now likely to be taken up next week.</div>
<div></div>
<div>Once approved, the hike in dearness allowance will be effective from July 1, 2012, and the employees would be entitled to arrears from that date.</div>
<div></div>
<div>The additional burden on exchequer on account of increase in DA would be around Rs 5,000 crore for the eight-month period between July, 2012 and February, 2013. It will be Rs 7,400 crore for the full financial year.</div>
<div></div>
<div>The government had last increased DA in March this year from 58 per cent to 65 per cent, which was effective from January 1, 2012.</div>
<div></div>
<div>The government periodically hikes the DA, which is linked to consumer price index for industrial workers. The consumer price index (CPI) based on movement in retail prices, soared to 10.03 per cent in August, from 9.86 per cent in July.</div>

<p><em><strong>All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of June 2012</strong></em></p>
<p>All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of June, 2012 increased by 2 points and stood at 208 (two hundred eight).</p>
<p>During June, 2012, the index recorded maximum increase of 8 points each in Mercara and Godavarikhani centres, 7 points in Puducherry centre, 5 points in Madurai, Howrah, Chennai, Lucknow and Warrangal centres, 4 points in 7 centres, 3 points in 13 centres, 2 points in 11 centres, 1 point in 18 centres. The index decreased by 2 points each in Ludhiana and Mysore centres and 1 point in 5 centres, while in the remaining 14 centres the index remained stationary.</p>
<p>The maximum increase of 8 points in Mercara centre is mainly due to increase in the prices of Rice, Poultry (Chicken), Tea (Readymade), Coffee (Readymade), Bidi, Refined Liquor, Firewood, Cinema Charges, Bus Fare, etc. In Godawarikhani centre this increase of 8 points is mainly due to increase in the prices of Rice, Arhar Dal, Moong Dal, Groundnut Oil, Vegetable &amp; Fruit items, Firewood, Petrol, Toilet Soap, etc. The increase of 7 points in Puducherry centre is due to increase in the prices of Rice, Arhar Dal, Poultry (Chicken), Fish Fresh, Fish Dry, Eggs (Hen), Vegetable &amp; Fruit items, Cigarette, Cinema Ch///arges, Petrol, Tailoring Charges, etc. The increase of 5 points in Madurai, Howrah, Chennai, Lucknow and Warrangal centres is due to increase in the prices of Rice, Arhar Dal, Poultry (Chicken), Fish Fresh, Eggs (Hen), Vegetable &amp; Fruit items, Petrol, Tailoring Charges, etc. The decrease of 2 points in Ludhiana centres is mainly due to decrease in the prices of Onion, Vegetable &amp; Fruit items, Firewood, etc. and the decrease of 2 points in Mysore is due to decrease in the prices of Rice, Vegetable &amp; Fruit items, etc.</p>
<p>The indices in respect of the six major centres are as follows :<br />
1. Ahmedabad 205<br />
2. Bengluru 211<br />
3. Chennai 197<br />
4. Delhi 188<br />
5. Kolkata 200<br />
6. Mumbai 212</p>
<p>The point to point rate of inflation based on CPI-IW(General) for the month of June, 2012 is 10.05% as compared to 10.16% in May, 2012. Inflation based on Food Index declined to 10.45% in June, 2012 from 10.61% in May, 2012.</p>
<p>The CPI-IW for July, 2012 will be released on the last working day of the next month, i.e. 31st August, 2012.</p>

<p>Expected Dearness Allowance from January 2012</p>
<p>Dearness allowance is the most important factor than everything like allowance, increment and any privileges. Nowadays, it’s difficult to lead a normal life cope with the current salary, the additional Dearness allowance has been compensated the huge price hike in essential commodities. Last term, the second additional instalment of this year, 7% of DA sanctioned by cabinet. Now the total of the dearness allowance for Central Government employees and Pensioners will be calculated for 58% from the basic salary and pension.</p>

<p><strong>Central D.A. from July&#8217;12 may be 7% again</strong>.</p>
<p>Subject <strong>to AICIN data for the next two months remaining in the current level, the following assumption is being made.</strong></p>
<p>The AICPIN data for April 12 has been recently published. It rises to 4 points and reached 205. We know that D.A. is calculated on the basis for 12 months average. To calculate the D.A. payable from 1st July 2012, we need the figures of May and June 2012 which are to be released on 30.06.12 and 31.07.12 respectively. If the data remains for the next two months in the same level, i.e. 205, the hike will be 7%. <strong>Even if it marginally drops  1 point in any of the months, the rise will be still 7% which will take the total D.A. to 72%</strong>.</p>
<p>Considering the latest hike in petrol price, it is unlikely that the index may drop in the next months. So we can guess the next D.A. hike @7%, revising our previous guess work.</p>
