<p><b>Consumer Price Index for Industrial Workers (CPI-IW) – September, 2015</b></p>
<p>&nbsp;</p>
<p>The All-India CPI-IW for September, 2015 increased by 2 points and pegged at 266 (two hundred and sixty six). On 1-month percentage change, it increased by (+) 0.76 per cent between August and September, 2015 which was static between the same two months a year ago.</p>
<p>&nbsp;</p>
<p>The maximum upward pressure to the change in current index came from Food group contributing (+) 1.78 percentage points to the total change. At item level, Arhar Dal, Masur Dal, Moong Dal, Urd Dal, Mustard Oil, Onion, Cauliflower, Green Coriander Leaves, Potato, Tea (Readymade), Sugar, Electricity Charges, Private Tuition Fee, Flower/Flower Garlands, etc. are responsible for the increase in index. However, this increase was restricted by Wheat, Fish Fresh, Poultry (Chicken), Eggs (Hen), Apple, Coconut, Tomato, Petrol, Washing Soap, etc., putting downward pressure on the index.</p>
<p>&nbsp;</p>
<p>The year-on-year inflation measured by monthly CPI-IW stood at 5.14 per cent for September, 2015 as compared to 4.35 per cent for the previous month and 6.30 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 5.71 per cent against 3.55 per cent of the previous month and 6.46 per cent during the corresponding month of the previous year.</p>
<p>&nbsp;</p>
<p>At centre level, Chhindwara reported the highest increase of 10 points followed by Varanasi (9 points), Pune, Tripura, Jalpaiguri and Bhilwara (6 points each). Among others, 5 points rise was observed in 5 centres, 4 points in 7 centres, 3 points in 8 centres, 2 points in 16 centres and 1.point in 19 centres. On the contrary, Goa recorded a maximum decrease of 4 points followed by Ernakulam 3 points. Among others, 2 points decrease was observed in 4 centres and 1 point in 2 centres. Rest of the 9 centres’ indices remained stationary.</p>
<p>&nbsp;</p>
<p>The indices of 36 centres are above All India Index and other 42 centres’ indices are below national average.</p>

<p>The next issue of CPI-IW for the month of October, 2015 will be released on Monday, 30th November, 2015. The same will also be available on the office website www. labourbureau.gov. in.</p>

<p>&#8216;Expected DA January 2016&#8217; has the honour of making not just the Central Government employees and pensioners curious; it has even got the 7th Pay Commission on the list of eagerly waiting audience.</p>
<p>It is a well-known fact that Central Government employees love to read all kinds of information, analyses, orders, and predictions about the Dearness Allowance. Here are our fact- and trend-based predictions for the additional Dearness Allowance which will be announced from 01.01.2016.</p>

<div>
<p><b>Calculation of DA </b>: The Government of India presently calculates the level of inflation for purposes of grant of dearness allowance to Central Government Employees on the basis of the All India Consumer Price index Number for Industrial Workers (2001=100) (AICPI). The twelve monthly average of the AICPI (2001 base) as on 1st January and 1st July of each year is used for calculating the Dearness Allowance (DA).</p>
</div>
<div>Each month, the Central Government’s Labour Bureau releases price-related data called the CPI (IW) on Base Year 2001=100. 78 important cities and towns from all over the country were selected and the fluctuations in prices of essential commodities in all these places are noted. Based on these data, the points, abbreviated as AICPIN, are calculated. The Pay Commission will, in its report, explain in detail how the DA is calculated based on these statistics, known as the ‘DA Determination Formula.’</div>
<div></div>
<div>The Dearness Allowance of not just the Central Government employees, but also the state government employees, is being paid as per the method prescribed by the 6th Pay Commission. The DA calculation method was implemented from January 2006 and will continue to be in effect for ten years, until December 2015. This DA determination method comes to an end now due to the constitution of the 7th Pay Commission.</div>
<div></div>
<div><b>Implementation of 7th CPC</b> : The 7th Pay Commission is expected to submit its recommendations to the government before December 2015. Its recommendations are expected to be implemented from January 2016 onwards.</div>
<div></div>
<div><b>Dearness Allowance after 1.1.2016</b> : After 01.01.2016, Dearness Allowance will be issued based on the prices of essential commodities, <b>as per the method recommended by the 7th Pay Commission</b>. For example, the 6th Pay Commission’s recommendations were implemented from January 2006 onwards. The DA for the months of January 2006 to June 2006 was not paid. DA was issued only from the month of June 2006.</div>
<div></div>
<div><b>DA Calculation Method of the 7th Pay Commission </b>: Successive Pay Commissions have made changes to the DA formula, suggesting their own methodology for determining the quantum and frequency. The 7th Pay Commission will also expected to recommend a different methodology to determine the DA.</div>
<div></div>
<div>One cannot say for sure that the 7th Pay Commission will follow the method that was recommended by the 6th Pay Commission. It could modify the current CPI(IW) BY 2001-100 statistics index. It could also change the current “Linking Factor 115.76” method. It is difficult to predict how these factors would differ in the recommendations of the 7th Pay Commission report.</div>

<div><b>Expected DA January 2016 </b>: The Dearness Allowance from January 2016 will be calculated based on the AICPIN points for the six months starting from July 2015. The AICPIN points of only three months have been released as of now. Expected DA for January 2016 can be calculated only after the AICPIN points of October, November and December are released. On a fair guess, assuming that the AICPIN points remain the same for the remaining three months, one can expect Dearness Allowance of 6 percent and the total Dearness Allowance will increase by 125 percent. Unless there is a dramatic change in the AICPIN points, the total Dearness Allowance will very likely be around 125 percent.</div>

<div><b>The relationship between the 7th Pay Commission and the DA </b>: The quantum of Dearness Allowance mentioned above is an important aspect for 7th Pay Commission. It is based on this number that the much awaited Revised Basic Pay will be calculated. For instance, the amount of total DA percentage will be added to the current Basic Pay and to this, the weightage to be reommended by the 7th Pay Commission will be added and the new Basic Pay will be arrived at.</div>
<div></div>
<div>The AICPIN points for the month of December 2015 will be released only in January 2016. Only then will it be possible to accurately calculate the Dearness Allowance from January 2016.</div>
<div></div>
<div>The 7th Pay Commission is expected to submit its report to the Central Government by December 2015. It remains to be seen how the 7th Pay Commission has calculated the final Dearness Allowance percentage.</div>

<p>The last ‘Expected DA from Jan 2016’ calculations based on the 6th Pay Commission recommendations for Central Government employees and pensioners are already started. The fluctuation in the prices of essential commodities will be taken into account for this calculations. The September’s points of CPI for Industrial Workers base year 2001=100 for the calculation of additional DA and DR is expected to be released today. Already Labour Bureau released the statistics points of AIPCIN for the months of July and August and today the third step is going to be completed.</p>
<p>The additional dearness allowance percentage from January 2016 will be calculated based on the AICPIN points for the six months starting from July 2015 upto December 2015. The dearness allowance to be issued in the month of January 2016 will be added to the salary drawn by the employee based on the recommendations of the 6th Pay Commission. Only after this will the recommendations of the 7th Pay Commission take effect.</p>

<p><em>“The final calculations for the Dearness Allowance based on the 6th Pay Commission recommendations are all set to begin. The fluctuation in the prices of essential commodities will be taken into account for this calculation.”</em></p>
<p>Calculations for the additional Dearness Allowance to be issued for Central Government employees and retired employees in the month of January 2016, begins with the AICPIN points of July 2015, which will be released today.</p>
<p>The dearness allowance percentage for January 2016 will be calculated based on the AICPIN points of the six months starting from July 2015, up to December 2015.</p>
<p>The dearness allowance to be issued in the month of January 2016 will be added to the salary drawn by the employee based on the recommendations of the 6th Pay Commission. Only after this will the recommendations of the 7th Pay Commission take effect.</p>
<p>Central Government employees and pensioners are getting right now 113% of their basic pay as DA. And an additional dearness allowance from 1.7.2015 is almost finalized to hike by 6%. So, the total DA will become as 119%. And now, last and second additional DA for this year with effect from 1.1.2016 begins with the latest AICPIN points for the month of July 2015.</p>

<p><strong>The last episode of “Expected DA from July 2015” is almost confirmed to hike by 6% and the official announcement is expected in the second week of next month.</strong></p>
<p><em>‘The government usually announces additional dearness allowance for Central staff twice in a year from January and July, based on the price-fluctuation data of the previous six months.’</em></p>
<p><strong>Central Government employees are currently being given a Dearness Allowance of 113%. With 6% DA almost conclusively assured from July 2015 onwards, official announcement is expected to be made during the cabinet meeting in the second week of next month. As soon as cabinet gives its nod, DA will be issued at 119% for the six months starting July 2015, up to December 2015.</strong></p>
<p><strong>Generally additional dearness allowance is being calculated only after releasing the Consumer Price Index for the previous six months. The price fluctuation data for the six months (July to December 2015) will be published by the Labour Bureau each month. Based on this AICPIN Points, a new another additional Dearness Allowance will be issued from January 2016.</strong></p>
<p><strong>The AICPIN points of December 2015, that is last month data will be announced only towards the end of January 2016. Only then will the Dearness Allowance from January 2016 will be calculated and it will be implemented after the cabinet gives its approval in March.</strong></p>
<p><strong>This will be the final dearness allowance based on the calculations prescribed by the 6th Central Pay Commission.</strong></p>
