										<content:encoded><![CDATA[<p><strong>7% DA from July 2014 – Prompt decision is worth appreciating..!</strong></p>
<blockquote><p>The Centre has announced an additional 7% DA hike for the Central Government employees and Pensioners from July 2014.</p></blockquote>
<p>Usually, agendas for central government employees’ DA hike are presented at the Cabinet meeting only on the third or fourth Thursdays of the month. There are times when these decisions were made during the last cabinet meeting of the season. Sometimes, these decisions are not made even during the last meeting and are taken up only during special meeting or at critical times.</p>
<p>On the 4th of this month, out of the blue, the Government announced a 7% DA hike. The cabinet’s announcement gives a positive conclusion to the relentless waiting of the past few weeks.</p>
<p>DA is calculated twice a year (from January to June, and from July to December) based on the changes in the Consumer Price Index (IW) BY 2001=100. The AICPIN numbers of the month are released by the Labour Bureau the following month.</p>
<p>In the month of August, the Labour Bureau sends the AICPIN data for the months of January to July, to the Finance Ministry. Based on the data, the Finance Ministry calculates the DA hike and the additional expense likely to be incurred, and presents the findings and reports towards the end of August to the Cabinet for its approval. The final decision is made in the month of September. This is the usual procedure.</p>
<p>Irrespective of the date of the Cabinet approval in the month of September, the DA hikes are calculated and given along with the salary for the month of September. Increase for the month of July and August are calculated and given as arrears to the employees and pensioners too.</p>
<p>Although 7% hike has been confirmed already, the prompt decision is worth appreciating!</p>

<p>Subject: <strong>Payment of Dearness Allowance to Central Government employees &#8211; Revised Rates effective from 1.1.2014.</strong></p>
<p>The undersigned is directed to refer to this Ministry’s Office Memorandum No.I-8/2013-E-II (B) dated 25th September, 2013 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of <span style="color: #ff0000;"><strong>90% to 100% with effect from 1st January, 2014.</strong></span></p>
<p>2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No.1(3)/2008-E-11(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.</p>
<p>3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.</p>
<p>4. The payment of arrears of Dearness Allowance shall not he made before the date of disbursement of salary of March. 2014.</p>
<p>5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will he issued by the Ministry of Defence and Ministry of Railways, respectively.</p>
<p>6. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.</p>

<blockquote><p>Government today approved the proposal to ensure Rs 1,000 minimum monthly pension under a scheme of retirement fund body EPFO that would immediately benefit 28 lakh pensioners.</p></blockquote>
<p>The decision to provide the entitlement under Employees&#8217; Pension Scheme-95, run by the Employees&#8217; Provident Fund Organisation, was taken by the Union Cabinet in its meeting held here.</p>
<p>The move will immediately benefit about 28 lakh pensioners including five lakh widows. There are 44 lakh pensioners.</p>

<p>All India Railwaymen&#8217;s Federation publishes the press statement regarding the merger of Dearness allowance with basic pay. The federation demanding <em>merger of 100% Dearness allowance with basic pay</em> for all purposes with effect from 1.1.2014.</p>

<p style="text-align: center;"><span style="text-decoration: underline;"><strong>PRESS RELEASE</strong></span></p>
<p>New Delhi: February 21, 2014 &#8211; All India Railwaymen’s Federation(AIRF) has addressed the issue of <span style="color: #800000;"><strong>merger of 100% Dearness Allowance with Basic Pay for all purposes w.e.f. 01.01.2014</strong></span> to Hon’ble Prime Minister of India and the Finance Minister, Government of India, as Dearness Allowance will cross 100%. Unfortunately, there is no heed to this issue despite agitations at length over the Indian Railways by the AIRF.</p>
<p>It is also unfortunate that due 10% Dearness Allowance w.e.f. 1st</p>
<p>January, 2014 has still not been announced by the Government of India.</p>
<p>AIRF earnestly requests the Government of India to immediately announce <span style="color: #800000;"><strong>Dearness Allowance w.e.f. 1st January, 2014 all along with merger of 100% Dearness Allowance with Basic Pay.</strong></span></p>

										<content:encoded><![CDATA[<p><strong>Expected AICPIN for December 2013 – Expected DA Jan 2014</strong></p>
<p>‘Expected DA from Jan 2014′ will be an end and the last and final calculation is waiting for CPI(IW) December 2013. Consumer Price Index(IW) for the month of December 2013 will be announced today or tomorrow by the Labour Bureau.</p>
<p>All we know that AICPIN is the magic number for the calculation of Dearness allowance. Especially, this is the last factor to decided for the purpose of additional Dearness allowance to Central Government Employees and Pensioners from January 2014.</p>
<p>CPI(IW) Base Year 2001=100, if possible the index move from the existing level of 243 to 246 then the additional DA from Jan 2014 will be fixed at 11%. But, the chances are very less.</p>
<p>The All-India Consumer Price Index Numbers for Agricultural Labourers and Rural Labourers alos decreased by 12 points for the month of December 2013. Anyhow, certainly the additional Dearness allowance will be fixed at the level of 10%. So, the total Dearness allowance will become as 100%.</p>
<p>Finally the DA hits century..!</p>

										<content:encoded><![CDATA[<p><strong>Central Dearness Allowance for Jan&#8217;14 and Bank D.A. from Feb&#8217;14 will be known today (31.01.2014)</strong></p>
<p>With the scheduled release of AICPIN No. for December 2013 by Labour Bureau, the actual increase in Dearness Allowance for Central Govt. employees from 01.01.2014 and Bank employees from Feb to April 2014 can be calculated today. Usually the data is released in the evening. It is anticipated earlier that Central employees are going to get 10% increase and Bank employees to get 34 slabs hike in D.A.</p>
<p>As the central D.A. pattern is followed by most of the state Govt.s , everybody is waiting to know the final calculation.</p>

<div>The one more and another additional Dearness allowance to Central Government employees and Pensioners from Jan 2014 will be announced in the middle of March 2014.</div>
<div></div>
<div>This is too early and predict the enhancement in percentage of Dearness allowance with effect from January 2014. The prediction and announcement of this hike make us cool, that the additional DA will jump to 101% and another word, an additional DA would be 11%.</div>
<div></div>
<div>But, still we have to wait for one more month, that the magic number of AICPIN would be increased by 3% and more..! From the existing level of the AICPIN is now 243, if it becomes 246 in end of December 2013, out prediction will be right…or otherwise certainly we would cross century in total Dearness allowance…</div>

<p><strong>Consumer Price Index Numbers for Industrial Workers (CPI-IW) October 2013</strong></p>
<p>According to a press release issued by the Labour Bureau, Ministry of Labour &amp; Employment the All-India CPI-IW for October, 2013 rose by 3 points and pegged at 241 (two hundred and forty one). On 1-month percentage change, it increased by 1.26 per cent between September and October compared with 0.93 per cent between the same two months a year ago.</p>
<p>The largest upward pressure to the change in current index came from Food group contributing 2.53 percentage points to the total change. At item level, Rice, Wheat Atta, Fish Fresh, Goat Meat, Milk (Cow &amp; Buffalo), Pure Ghee, Onion, Vegetable items, Tea Readymade, Electricity Charges, etc.. are responsible for the rise in index. However, this was compensated to some extent by Groundnut Oil, Ginger, Petrol, putting downward pressure on the index.</p>
<p>The year-on-year inflation measured by monthly CPI-IW stood at 11.06 per cent for October, 2013 as compared to 10.70 per cent for the previous month and 9.60 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 15.02 per cent against 13.36 per cent of the previous month and 9.91 per cent during the corresponding month of the previous year.</p>
<p>At centre level, Bhavnagar recorded the highest increase of 9 points each followed by Ahmedabad, Labac Silchar and Kodarma (8 points each) and Vadodara and Surat (7 point each). Among others, 6 points rise was registered in 8 centres, 5 points in 10 centres, 4 points in 8 centres, 3 points in 9 centres, 2 points in 10 centres and 1 point in 11 centres. On the contrary, Belgaum and Chhindwada centres reported a decline of 3 points each followed by Mercara (2 points) and Salem, Hubli Dharwar and Puducherry (1 point each). Rest of the 15 centres’ indices remained stationary.</p>
<p>The indices of 39 centres are above All-India Index and other 38 centres’ indices are below national average.</p>
<p>The next index of CPI-IW for the month of November, 2013 will be released on Tuesday, 31 December, 2013.</p>

<p>The Expected IDA w.e.f. 01-January-2014 may increased by 4.5% to 5.8% i.e upto from 90.0% to 91.3% depends upon the Average All India Consumer Price Index Number (Industrial Worker) of the months September-2013, October-2013 &amp; November-2013.</p>
<p>The  AICPI of the months Sep&#8217;13, Oct&#8217;13 &amp;Nov&#8217;13 will be declared on 31-October-2013 &amp; 29-November-13 &amp;31-December-2013 respectively. The  AICPI of the months Sep&#8217;13 &amp; Oct&#8217;13 are 238 &amp; 241 as it is declared on 31-October-2013 &amp; 29-November-2013 respectively. Even if there is no increase in AICPI , there will be IDA Increase by 4.5%. The actual IDA will be declared on 31-December-2013.</p>
