<p>The government has approved and issued an order restoring DA/DR from the rate accrued from January 2021 to July 2021. After the release of the Consumer Price Index for Industrial Workers for the month of June 2021, the real rate due from July 2021 has been confirmed.</p>



<p>With this issuance, the CPI-IW increased by 1.1 percent, and Dearness Allowance/Dearness Relief is confirmed to be 31% from July 2021, with a 3% rise in the existing rate. The following table shows that the DA/DR ratio has been calculated to be 31% as of July 2021. The government may approve this rise in the months of September and October 2021.</p>

<p>The All India Consumer Price Index for Industrial Workers (AI CPI-IW) for the month of May 2021 has been released by the Labour Bureau. The rate increased by 0.5 points to 120.6 points (one hundred twenty and point six). On a one-month percentage change basis, it climbed by 0.42 percent over the previous month, compared to a 0.30 percent gain between the same months a year earlier.</p>



<p>If the June AICPIN is not reduced to 1 point, the Expected DA from July 2021 will be less than 31%, almost 31%.</p>



<p>The rise is tiny, but it has a significant influence on predicted Dearness Allowance. From July 2021, the CPI-IW up to May 2021 will be used to calculate the Dearness Allowance, and another figure will be needed to minimise the ‘exact&#8217;. The DA has been put on hold by the government until June 2021. As a result, the Hike DA is projected to be available starting in July 2021.</p>



<p>The following table shows that the DA/DR ratio is predicted to reach 31% by July 2021. If the CPI (IW) drops to 1.0 point at 119.6 point in the coming months, the DA/DR from July 2021 can be set at 30%, and if the CPI (IW) rises to 10 points at 130.6 point, which appears unlikely, the DA/DR from July can be set at 32 percent.</p>



<p>With this five-month figure, it is now confirmed that the DA rate from July 2021 will be 31% if the index is not dropped to 1.0 points next month.</p>

<p><strong><u>Key Points</u></strong></p>



<ol class="wp-block-list"><li><strong>All-India Consumer Price Index for Industrial Workers (2016=100) for May, 2021 increased to 120.6 points compared to 120.1 points for April 2021.</strong></li><li>The increase observed in index is mainly due to Food &amp; Fuel items like Rice, Arhar Dal, Masur Dal, Fish Fresh, Goat Meat, Eggs-Hen, Edible Oil, Apple, Banana, Jamun, Papaya, Potato, Tomato, Brinjal, Cabbage, French Bean, Garlic, Onion, Sugar White, Tea-leaf, Cooking Gas, Kerosene Oil, Petrol, etc. which experienced an increase in prices.</li><li>Inflation for May, 2021 went up to 5.24 per cent compared to 5.14 per cent of previous month. Similarly, Food inflation also increased to 5.26 per cent from 4.78 per cent in the previous month.&nbsp;</li></ol>



<p>The All-India CPI-IW for May, 2021increased by 0.5 points and stood at 120.6 (one hundred twenty and point six). On 1-month percentage change, it increased by 0.42 per cent with respect to previous month compared to an increase of 0.30 per cent recorded between corresponding months a year ago.</p>



<h2 class="has-text-align-center wp-block-heading"><strong><a href="https://centralgovernmentnews.com/expected-da-2021/" target="_blank" rel="noreferrer noopener">Expected DA 2021</a></strong></h2>



<p>The maximum upward pressure in current index came from Food &amp; Beverages group contributing 0.35 percentage points to the total change. At item level, Rice, Arhar Dal, Masur Dal, Fish Fresh, Goat Meat, Eggs-Hen, Edible Oil, Apple, Banana, Jamun, Papaya, Potato, Tomato, Brinjal, Cabbage, French Bean, Garlic, Onion, Sugar White, Tea-leaf, Cooking Gas, Kerosene Oil, Mobile Telephone Charges, Petrol, etc. are responsible for the rise in index. However, this increase was mostly checked by Leechi, Mango, Water Melon, Bitter Gourd, Lady’s Finger, Lemon, Parwal, Torai, Tamarind, etc. putting downward pressure on the index.</p>



<p>At centre level, Coonoor recorded maximum increase of 4.1 points followed by Udham Singh Nagar with 3.6 points. Among others, 4 centres observed an increase between 2 to 2.9 points, 18 centres between 1 to 1.9 points and 41 centres between 0.1 to 0.9 points. On the contrary, Bhilwara recorded a maximum decrease of 1.2 points followed by Amritsar with 1 point. Among others, 17 centres observed a decline between 0.1 to 0.9 points. Rest of 4 centres remained stationary.</p>



<p>Year-on-year inflation for the month stood at 5.24 per cent compared to 5.14 per cent for the previous month and 5.10 per cent during the corresponding month an year before. Similarly, Food inflation stood at 5.26 per cent against 4.78 per cent of the previous month and 5.88 per cent during the corresponding month an year ago.</p>

<p>In light of the Covid-19 outbreak, the three payments of DA for central government employees and DR for pensioners, which were due on January 1, 2020, July 1, 2020, and January 1, 2021, were suspended.</p>

<figure class="wp-block-table"><table><tbody><tr><td> <strong><u>Key Notes</u> </strong>The All-India Consumer Price Index for Industrial Workers (2016=100) increased to 119.0 points in February 2021, up from 118.2 points in January 2021. In percentage terms, it rose by 0.68 percent as compared to the previous month mainly due to Food &amp; Beverages, Fuel &amp; Light and Miscellaneous groups. During the period, increase in prices of items like Milk, Mustard Oil, Soyabean Oil, Sunflower Oil, Apple, Mango, Orange, Lady Finger, Onion, Parval, Served &amp; Processed Packaged Food, Barber Charges, Cooking Gas, Petrol, etc. had a significant impact. Inflation for February 2021 went up to 4.48 percent compared to 3.15 percent for the previous month. Similarly, Food inflation also rose to 4.64 percent from 2.38 percent in the previous month.</td></tr></tbody></table></figure>



<p>The All-India CPI-IW for February, 2021increased by 0.8 points and stood at 119.0 (one hundred nineteen and point zero). On 1-month percentage change, it increased by 0.68 per cent with respect to previous month as against a decline of 0.61 per cent between corresponding months a year ago.</p>



<p>The maximum upward pressure in current index came from Fuel &amp; Light group contributing 0.31 percentage points to the total change. It was further supplemented by Miscellaneous and Food &amp; Beverages groups contributing 0.23 and 0.21 percentage points respectively to total rise. At item level, Milk, Mustard Oil, Soyabean Oil, Sunflower Oil, Apple, Mango, Orange, Lady Finger, Onion, Parval, Served &amp; Processed Packaged Food, Cooking Gas, Barber Charges, Petrol, etc. are responsible for the rise in index. However, this increase was checked by items like Rice, Potato, Tomato, Eggs-Hen, Cabbage, Ginger, etc. putting downward pressure on the index.</p>



<p>At centre level, Madurai recorded the maximum increase of 4.0 points. Among others, 3 centres observed an increase between 3 to 3.9 points, 7 centres between 2 to 2.9 points, 22 centres between 1 to 1.9 points and 34 centres between 0 to 0.9 points. On the contrary, Labac-Silchar and Kolkata recorded a decrease of 2.4 and 2.0 points respectively. Among others, 5 centres observed a decline between 1 to 1.9 points and 14 centres between 0 to 0.9 points.</p>



<p>Year-on-year inflation for the month stood at 4.48 per cent compared to 3.15 per cent for the previous month and 6.84 per cent during the corresponding month of the previous year. Similarly, Food inflation stood at 4.64 per cent against 2.38 per cent of the previous month and 8.33per cent during the corresponding month a year ago.</p>

<p><strong>CPI-IW: Groups Indices</strong></p>



<p>Union Minister of State (I/c) for Labour and Employment Shri Santosh Kumar Gangwar has welcomed the increase in the Index saying, the rise in the index will result in an increase in wages of the working-class population by way of an increase in dearness allowance payable to them. He said, the rise in inflation reported during February 2021 is mainly due to the rise in prices of items like Milk, Mustard Oil, Soyabean Oil, Sunflower Oil, Apple, Mango, Orange, Lady Finger, Onion, Parval, Served &amp; Processed Packaged Food, Barber Charges, Cooking Gas, Petrol, etc.</p>



<p>Director-General of Labour Bureau Shri PD P S Negi said the rise in inflation during February 2021 has been observed across the board in respect of various price indices released by other Government agencies.</p>



<p>TheLabour Bureau, an attached office of the M/o Labour &amp; Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of February, 2021 is being released in this press release.</p>



<p>The next issue of CPI-IW for the month of March 2021 will be released on Friday 30th April 2021. The same will also be available on the office website <em><u>www.labourbureaunew.gov.in</u>.</em></p>

<p>In a written response to a question in Parliament, Minister of State for Finance Anurag Thakur stated that the Central Government saved more than Rs. 37530.08 crore by freezing three installments of Dearness Allowance and Dearness Relief. He also mentioned that beginning in July 2021, the three additional DA and DR installments would be restored.</p>

<p>b) if so, the reasons for not restoring DA to Central Government Employees and pensioners before July, 2021; and</p>



<p>c) whether Central Government employees and pensioners are not entitled to three installments of DA and, if so, whether Government would also release these installments and, if not, reasons therefor?</p>

<p>(a,&amp; b) In view of the crisis arising out of COVID-19 pandemic, the Government has decided to freeze three installments of Dearness Allowance and Dearness Relief to Central Government employees and pensioners due from 01.01.2020, 01.07.2020 &amp; 01.01.2021. The amount Rs.37530.08 crores saved on this account will help to tide over the economic impact of COVID-19 pandemic</p>



<p>(c) As and when the decision to release the future installments of Dearness Allowance due from 01.07.2021 is taken, the rates of DA as effective from 01.01.2020, 01.07.2020, and 01.01.2021 will be restored prospectively and will be subsumed in the cumulative revised rates effective from 01.07.2021.</p>

<p>The Cabinet Committee already approved to increase 4% additional DA from January 2020 on the basis of the Consumer Price Index (CPI). The next installment from July 2020 is already decided to increase by 4% additionally (However, after the approval of the Cabinet Committee only the percentage of DA will decide!).</p>



<p>And another installment will also be expected to hike by 3% with effect from 1st January 2021. The below expected<strong> DA list</strong>, which is used in our software tool for your information:</p>



<ul class="wp-block-list"><li>1st January 2020 = Additional DA 4% (17% + 4% = 21%)</li><li>1st July 2020 = Additional DA 4% (21% + 3% = 24%)</li><li>1st January 2021 = Additional DA 4% (24% + 4% = 28%)</li><li>1st July 2021 = Additional DA 4% (Expected) (28% + 4% = 32%)</li></ul>

<p><em><strong>Consumer Price Index for Industrial Workers (2016=100) – January, 2021</strong></em></p>



<p>The Labour Bureau, an attached office of the M/o Labour &amp; Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of January, 2021 is being : released in this press release.</p>



<p>The All-India CPI-IW for January, 2021 decreased by 0.6 points and stood at 118.2 (one hundred eighteen and point two). On 1-month percentage change, it decreased by 0.51 with respect to previous month whereas no change was observed between corresponding months a year ago.</p>



<p>The maximum downward pressure in the current index came from Food &amp; Beverages group contributing 0.90 percentage points to the total change. At item level, Rice, Wheat Atta, Arhar Dal, Poultry (Chicken), Eggs-Hen, Banana, Brinjal, Cabbage, Carrot, Cauliflower, Chilies Green, Garlic, Ginger, Onion, Peas, Potato, Tomato, Employees State Insurance Contribution, etc. are responsible for the decline in index. However, this decline was checked by Housing and Fuel &amp; Light groups with a contribution of 0.29 &amp; 0.22 points respectively with items like House Rent, Cooking Gas, Petrol, etc. putting upward pressure on the index.</p>



<p>At centre level, Jalpaiguri recorded the maximum decrease of 6.0 points followed by Biswanath-Chariali with 4.5 points. Among others, between 3.0 to 3.7 points decline was observed in 5 centres, 2.2 to 2.9 points in 9 centres, 1.2 to 1.9 points in 12 centres and 0.1 to 0.9 points in 33 centres. On the contrary, Coonoor recorded a maximum increase of 2.7 points. Among others, 1.0 to 1.6 points rise was observed in 7 centres and 0.1 to 0.8 points in 17 centres. Rest of 2 centres’ indices remained Stationary.</p>



<p>Year-on-year inflation for the month stood at 3.15 per cent compared to 3.67 per cent for the previous month and 7.49 per cent during the corresponding month of the previous year. Similarly, Food inflation stood at 2.38 per cent against 2.89 per cent of the previous month and 10.61 per cent during the corresponding month a year ago.</p>



<p>The next issue of <strong>CPI-IW for the month of February 2021 will be released on Wednesday 31st March 2021</strong>. The same will also be available on the office website www.labourbureaunew.gov.in.</p>

<h3 class="wp-block-heading"><strong>The All-India CPI-IW for December 2020 <span class="has-inline-color has-vivid-red-color">decreased by 1.1</span> points and stood at <span class="has-inline-color has-vivid-red-color">118.8</span> (one hundred eighteen and point eight)</strong>.</h3>



<p>The important statistics data of the All India Consumer Price Index (AICPIN) for the month of December 2020 will be released by the Labour Bureau on 29 January 2021. The Consumer Price Index (CPI) is the key factor to calculate the percentage of Dearness Allowance. All Central and State Government employees, CPSE employees, PSU employees, bank employees, and also pensioners are eligible to get the DA or DR in India.</p>

<p>Met today with the Cabinet Secretary (Government of India) and handed him over a copy of our letter dated 16th January 2021, expressing our anguish over the freezing of Dearness Allowance/ Dearness Relief payable to the Central Government Employees and Pensioners/ Family Pensioners. I also demanded for payment of Dearness Allowance/ Dearness Relief with arrears since 01.01.2020.</p>



<h2 class="has-text-align-center wp-block-heading"><strong><a href="https://centralgovernmentnews.com/expected-da-2021/" target="_blank" rel="noreferrer noopener">Expected DA 2021</a></strong></h2>



<p>During the course of the discussion, the Cabinet Secretary said that the country was passing through an unprecedented situation, that is why, Government had to take such an action, but he further said that there should not be any doubt that freezing of Dearness Allowance/ Dearness Relief will continue even after 30th June 2021.</p>



<p>I also asked him that, no action has been taken in our letter dated 11th January 2021 (Reg. the undue delay in settling the issues discussed in the meeting of the Standing Committing of NC/JCM and 47th meeting of the NC/JCM). He immediately called Addi. Secretary(Esstt.), DoP&amp;T, and asked her to organize all the meetings due as well as to get implemented the issues agreed in the meetings of the NC/JCM referred to above.</p>

<h3 class="wp-block-heading">Consumer Price Index for Industrial Workers (2016=100) &#8211; November 2020</h3>



<p>The All-India CPI-IW for November, 2020 increased by 0.4 points and stood at 119.9 (one hundred nineteen and point nine). On 1-month percentage change, it increased by (+) 0.33 per cent between October and November, 2020 compared to (+) 0.92 per cent increase between corresponding months of previous year.</p>



<p>The maximum upward pressure in current index came from Food &amp; Beverages group contributing (+) 0.25 percentage points to the total change. At item level, Rice, Arhar Dal, Fish Fresh, Milk, Mustard Oil, Soyabean Oil, Sunflower Oil, Onion, Potato, Chillies Dry, Tea Leaf, Cooked Meal, etc. are responsible for the increase in index. However, this increase was checked by Poultry (Chicken), Tomato, Brinjal, Carrot, Cauliflower, Ginger, Gourd, Green Coriander Leaves, Lady Finger, Peas, Orange, etc., putting downward pressure on the index.</p>



<p>At centre level, Puducherry recorded the maximum increase of 4 points. Among others, 3 points increase was observed in 4 centres, 2 points in 7 centres and 1 point in 30 centres. On the contrary, Guntur, Bhilai, Udham Singh Nagar and Vadodara recorded a maximum decrease of 2 points each. Among others, 1 point fall was observed in 17 centres. Rest of 25 centres’ indices remained stationary.</p>



<p>Year-on-year inflation based on all-items stood at 5.27 per cent for November, 2020 as compared to 5.91 per cent for the previous month and 8.61 per cent during the corresponding month of the previous year. Similarly, Food inflation stood at 7.48 per cent against 8.21 per cent of the previous month and 9.87 per cent during the corresponding month a year ago.</p>

<h3 class="wp-block-heading">CPI-IW: Groups Indices</h3>



<p>Speaking about the latest index, Shri Santosh Gangwar, Minister of State (I/C) for Labour and Employment said, “The rise in index coupled with fall in annual inflation will have dual impact in terms of increasing income and purchasing power of the workers. He added that the effect is mainly due to vegetables which had good supply in the market and provided respite to the consumers.</p>



<p>Shri DPS Negi, Director General of Labour Bureau while releasing the index said, “The rise in index during November, 2020 and fall in inflation rate are in line with other price indices compiled and released by other Government agencies”.</p>



<p>He further said that Rise in index is mainly on account of increase in prices of Rice, Arhar Dal, Fish Fresh, Milk, Mustard Oil, Soyabean Oil, Sunflower Oil, Onion, Potato, Chillies Dry, Tea Leaf, Cooked Meal, Cooking Gas, Household Goods &amp; Services etc.</p>



<p>The next issue of CPI-IW for the month of December, 2020 will be released on Friday 29th January, 2021. The same will also be available on the office website www.labourbureaunew.gov.in.</p>



<p>The Labour Bureau, an attached office of the M/o Labour &amp; Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month.</p>
