<h3 class="wp-block-heading">Consumer Price Index for Industrial Workers (2016=100) &#8211; September, 2021</h3>



<p>The Labour Bureau, an attached office of the Mio Labour &amp; Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of September, 2021 is being released in this press release.</p>



<p>The All-India CPI-IW for September, 2021 increased by 0.3 points and stood at 123.3 (one hundred twenty three and point three) . On 1-month percentage change, it increased by 0.24 per cent with respect to previous month compared to an increase of 0.62 per cent recorded between corresponding months a year ago.</p>

<p>The maximum upward pressure in current index came from Fuel &amp; Light group contributing 0.21 percentage points to the total change. At item level, Cooking Gas, Fire wood &amp; Chips, Match Box, Poultry/Chicken, Mustard Oil, Brinjal, Sugar-white, Doctor/ Surgeon’s Fee, etc. are responsible for the rise in index. However, this increase was largely checked by Rice, Apple, Petrol for Vehicle, etc. putting downward pressure on the index.</p>



<p>At centre level , Haldia recorded maximum increase of 3.2 points followed by Tirunelveli and Darjeeling with 3 points each. Among others, 5 centres observed an increase between 2 to 2.9 points, 19 centres between 1 to 1.9 points and 36 centres between 0.1 to 0.9 points. On the contrary, Bokaro recorded a maximum decrease of 1.8 points followed by Chennai and Salem with 1.7 and 1.2 points respectively. Among others, 19 centres observed a decline between 0.1 to 0.9 points. Rest of 3 centres remained stationary.</p>



<p>Year-on-year inflation for the month stood at 4.41 per cent compared to 4.79 per cent for the previous month and 5.62 per cent during the corresponding month a year before. Similarly, Food inflation stood at 2.26 per cent against 4.83 per cent of the previous month and 7.51 per cent during the corresponding month a year ago.</p>

<p><b>Consumer Price Index for Industrial Workers (CPI-IW) – September, 2015</b></p>
<p>&nbsp;</p>
<p>The All-India CPI-IW for September, 2015 increased by 2 points and pegged at 266 (two hundred and sixty six). On 1-month percentage change, it increased by (+) 0.76 per cent between August and September, 2015 which was static between the same two months a year ago.</p>
<p>&nbsp;</p>
<p>The maximum upward pressure to the change in current index came from Food group contributing (+) 1.78 percentage points to the total change. At item level, Arhar Dal, Masur Dal, Moong Dal, Urd Dal, Mustard Oil, Onion, Cauliflower, Green Coriander Leaves, Potato, Tea (Readymade), Sugar, Electricity Charges, Private Tuition Fee, Flower/Flower Garlands, etc. are responsible for the increase in index. However, this increase was restricted by Wheat, Fish Fresh, Poultry (Chicken), Eggs (Hen), Apple, Coconut, Tomato, Petrol, Washing Soap, etc., putting downward pressure on the index.</p>
<p>&nbsp;</p>
<p>The year-on-year inflation measured by monthly CPI-IW stood at 5.14 per cent for September, 2015 as compared to 4.35 per cent for the previous month and 6.30 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 5.71 per cent against 3.55 per cent of the previous month and 6.46 per cent during the corresponding month of the previous year.</p>
<p>&nbsp;</p>
<p>At centre level, Chhindwara reported the highest increase of 10 points followed by Varanasi (9 points), Pune, Tripura, Jalpaiguri and Bhilwara (6 points each). Among others, 5 points rise was observed in 5 centres, 4 points in 7 centres, 3 points in 8 centres, 2 points in 16 centres and 1.point in 19 centres. On the contrary, Goa recorded a maximum decrease of 4 points followed by Ernakulam 3 points. Among others, 2 points decrease was observed in 4 centres and 1 point in 2 centres. Rest of the 9 centres’ indices remained stationary.</p>

<p>The indices of 36 centres are above All India Index and other 42 centres’ indices are below national average.</p>

<p><strong>Consumer Price Index for Industrial Workers (CPI-IW) – August, 2015</strong></p>
<p>The <strong>All-India CPI-IW for August, 2015 increased by 1 point and pegged at 264 (two hundred and sixty four)</strong>. On 1-month percentage change, it increased by (+) 0.38 per cent between July, 2015 and August, 2015 when compared with the increase of (+) 0.40 per cent between the same two months a year ago.</p>
<p>The maximum upward pressure to the change in current index came from Food group contributing (+) 1.57 percentage points to the total change. At item level, Arhar Dal, Masur Dal, Groundnut Oil, Mustard Oil, Beef, Milk, Onion, Garlic, Brinjal, Parval, Peas, Coconut, Tea (Readymade), Electricity Charges, Barber Charges, etc. are responsible for the increase in index. However, this increase was restricted by Rice, Wheat, Wheat Atta, Fish Fresh, Poultry (Chicken), French Beans, Potato, Tomato, Cooking Gas, Petrol, etc., putting downward pressure on the index.</p>
<p>The year-on-year inflation measured by monthly CPI-IW stood at 4.35 per cent for August, 2015 as compared to 4.37 per cent for the previous month and 6.75 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 3.55 per cent against 3.21 per cent of the previous month and 7.63 per cent during the corresponding month of the previous year.</p>
<p>At centre level, Jharia reported the highest increase of 9 points followed by Ludhiana (7 points), Kodarma and Labac Silchar (6 points each). Among others, 5 points in 6 centres, 4 points in 11 centres, 3 points in 7 centres, 2 points in 17 centres and 1 point in 15 centres. On the contrary, Goa centre recorded a maximum decrease of 4 points followed by Mundakayam and Ernakulam 3 points each. Among others, 2 points decrease was observed in Quilon centre and 1 point in 4 centres. Rest of the 10 centres’ indices remained stationary.</p>
<p>The indices of 36 centres are above All India Index and other 42 centres’ indices are below national average.</p>
<p>The next index of <strong>CPI-IW for the month of September, 2015 will be released on Friday, 30th October, 2015</strong>. The same will also be available on the office website www.labourbureau.gov.in.</p>

										<content:encoded><![CDATA[<p><strong>‘Expected DA July 2015’ to be finalized – May 2015 AICPIN to be announced today</strong></p>
<p>‘DA from July 2015’ will most likely be finalized today; DA calculation stands at nearly 6%, as of now.</p>
<p>The price of petrol and diesel is one of the most important factors that influence the prices of general commodities. Petrol and diesel prices had increased by 10 to 15% in the month of May. Experts believe that it will have a huge impact on the prices of essential commodities too.</p>
<p>The Labour Bureau calculates the AICPIN points based on the prices of essential commodities at 78 select towns and cities from all over the country. The Consumer Price Index for Industrial Workers (CPI-IW) is an important statistical/economic indicator. It was first introduced on scientific lines with base 1960=100 which was based on the results of Family Living Survey conducted in 1958-59 at 50 industrially important centres. The series was then, updated on base 1982=100 and a revision in 1999-2000 has further updated the base on 2001=100.</p>
<p>The CPI (IW) Base Year 2001=100 index points for the month of May will be announced today. Based on today’s announcement, one can calculate, the Dearness Allowance that will be given from July onwards.</p>

<p>It looks as if there is scarcely any curiosity among Central Government employees to know about the next DA hike percentage. With just about everybody trying to predict the percentage hike, the topic has lost its novelty. Moreover, with DA increase not amounting to anything much, the curiosity to know has also nosedived.</p>
<p>&nbsp;</p>
<p>Consumer Price Indices (CPI) measure changes over time in general level of prices of goods and services that households acquire for the purpose of consumption. CPI is widely used as a macroeconomic indicator of inflation, as a tool by governments and central banks for inflation targeting and for monitoring price stability, and as deflators in the national accounts. CPI is also used for indexing dearness allowance to employees for increase in prices.</p>
<p>&nbsp;</p>
<p>There is huge change in CPI (General) and CFPI, have a look the comparison table is given below…</p>
<p>November’s AICPIN number will be announced next week. The index, which stood nailed to its spot for the past three months, is actually expected to fall this time.</p>
<p>&nbsp;</p>
<p>Therefore, no matter which direction the AICPIN moves, the DA hike this time is not likely to go beyond 6%.</p>

<blockquote><p>As anticipated by all, the expected DA from July 2014 concluded at 7%.</p></blockquote>
<p>With the announcement of the AICPI(IW) points for the month of June, the calculation of the additional dearness allowance for central government employees and pensioners from July onwards have ended. The percentage of Dearness allowance and Dearness relief to be paid from July 2014 will be increased by 7%.</p>
<p>Based on the recommendations of the 6th Central Pay Commission, in order to meet the rising expenses of essential commodities and inflation, dearness allowance is given twice every year to the central government employees – from January to June and from July to December – calculated on the basis of the All India Consumer Price Index of Industrial Workers Base Year 2001=100.</p>
<p>The most recently released AICPIN points for the month of June have increased by two and now stands at 246. Since the AICPIN points have increased by two, the dearness allowance percentage arrived at 107.25, is to be calculated, after ignoring the decimal points, as 7%. This will be officially announced by the Central Government after approval of Unionn Cabinet committee in the month of September.</p>
<p>The last two installments, 10% dearness allowance was being paid to the employees. Many wonder why it has come down to<em><strong> 7% this time</strong></em>. There are two main reasons for this, one is AICPIN points, and another is the method of calculating DA. One has to also keep in mind the fact that dearness allowance of 10% was also given based on the same calculations.</p>
<p><em><strong>The fact is, the next two additional dearness allowances (Expected DA from January 2015, and expected DA from July 2015) are not likely to cross 5%.</strong></em></p>
<p>The method of calculating dearness allowance is given in detail in the table below:</p>

<p><strong>Consumer Price Index for Industrial Workers (CPI-IW) – May, 2014</strong></p>
<p>The All-India CPI-IW for May, 2014 increased by 2 points and pegged at 244 (two hundred and forty four). On 1-month percentage change, it increased by 0.83 per cent between April, 2014 and May, 2014 when compared with the rise of 0.88 per cent between the same two months a year ago.</p>
<p>The largest upward pressure to the change in current index came from Food group contributing 1.65 percentage points to the total change. At item level, Rice, Coconut Oil, Fish Fresh, Poultry, Milk, Onion, Vegetables &amp; Fruits, Sugar, Cigarette, Electricity Charges, etc. are responsible for the increase in index. However, this increase was restricted to some extent by Petrol putting downward pressure on the index.</p>
<p>The year-on-year inflation measured by monthly CPI-IW stood at 7.02 per cent for May, 2014 as compared to 7.08 per cent for the previous month and 10.68 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 7.66 per cent against 7.76 per cent of the previous month and 13.24 per cent during the corresponding month of the previous year.</p>
<p>At centre level, Coimbatore recorded the maximum increase of 9 points followed by Bhavnagar (7 points) and Amritsar, Mercara and Tiruchirapally (6 points each). Among others, 5 points rise was registered in 7 centres, 4 points in 11 centres, 3 points in 13 centres, 2 points in 11 centres and 1 point in 10 centres. On the contrary, a decline of 5 points was reported in Giridih, 4 points in Chhindwara, 3 points in 2 centres, 2 points in 1 centre and I point in 7 centres. Indices of remaining 9 centres observed no change.</p>
<p>The indices of 35 centres are above and other 41 centres are below national average. The index of Vishakhapathnam and Chandigarh is at par with all-India index.</p>
<p>The next index of CPI-1W for the month of June, 2014 will be released on Thursday, 31 July, 2014. The same will also be available on the office website www.labourbureau.gov. in.</p>

										<content:encoded><![CDATA[<p><strong>AICPIN for the month of May to be released today</strong></p>
<p>AICPIN(I-W) for the month of May 2014, the data on price rise and inflation, is going to be released today. The twice-a-year Dearness Allowance given to Central Government employees is calculated on the basis of Consumer Price Index for Industrial Workers based on 2001=100.</p>
<p>At the end of each month, the Labour Bureau, a Central Government agency, releases the AICPIN number for the previous month, based on the month’s price fluctuations. The Bureau is expected to release the APCIN number today. If one goes by the other statistics released for the month of May (Agricultural Labourers 771 to 777; Rural Labourers 773 to 780), the AICPIN number is expected to be on the ascent.</p>
<p>The hike in railway passenger and freight transportation fares is very likely to impact June’s AICPIN number. The AICPIN number for the month of May is expected to increase by a point or two.</p>
<p>Since the first Dearness Allowance of the year is based on the AICPIN points of from the months of December until June, the AICPIN points of May and June assume special significance. An increase of even one point in the next two months from the current levels will raise the additional Dearness Allowance by 7% in July. In other words, from 100%, the total Dearness Allowance could increase to 107..!</p>
<p>The Dearness Allowance given to <strong>Central Government employees</strong> is expected to rise to 107% in July.</p>

<div>As of March, the AICPIN has increased by one point and is at 239. The rapid increase in Consumer Price Index (IW) has been brought under control now. Election is believed to be one of the reasons for it. Since price rise and inflation are under control, there is not much of an increase in All India Consumer Price Index for Industrial Workers. With a fall in the prices of essential commodities, the AICPIN points have actually reduced.</div>

<div>Another reason is the reduction of AICPIN by 4 points in December 2013. The Consumer Price Index, which was steadily rising till then, slumped by 4 points. It wasn’t much of a shock then because the Additional DA for the month of January 2014 increased by 10% and had touched 100%.</div>
<div>
The All India Consumer Price Index for Industrial Workers Base Year 2001=100, which was at 243, fell by 4 points to end up at 239. It again fell by 2 points to touch 237, thus dampening the expectations surrounding the next additional Dearness Allowance announcements. It looks highly unlikely that the AICPIN would rise by 4 points to return to its previous levels.</div>

<div>One of the possible reasons for the dampening interest could be the fact that unlike last time, there is not going to be a DA hike. Although it is very well known that the hike is based on price rise and inflation, it probably feels to them as if something was lost.</div>
<div></div>
<div>This time there is no double-digit increase. It is only going to be a single-digit hike.</div>
<div></div>
<div>At the most, one can expect an increase of 7%. That too is not for sure. All that depends on the soon to be announced AICPIN points for balance months.</div>
<div></div>
<div>After announcing the second additional DA for the year 2014, there are only two instalments left. With the instalments of January 2015 and July 2015, the 6th CPC comes to a close.</div>
<div></div>
<div>The next additional DA will be based on the 7th CPC.</div>
<div></div>
<div>Additional Dearness Allowance formula could be changed in the 7th CPC. They could announce a new Base Year. There could also be a change in the 115.76 yardstick. Nothing can be said for certain this time.</div>
<div></div>
<div>There is already a proposal to change the Labour Bureau Base Year from ‘CPI-IW 2001=100’ to ‘CPI-IW 2015 =100’.  The current series of CPI-IW with base 2001=100 was constructed on the basis of employment data in seven sectors namely, Registered Factories, Mining, Plantations, Ports &amp; Docks, Public Motor Transport, Electricity Generation &amp; Distribution Establishments and Railways sector. The current series comprises of a basket of about 370 items and 289 price collection markets spread across 78 centres of the country.</div>

<div>The new series of CPI-IW will cover 7 sectors and 88 cities in 27 states have been selected for the new recommendation of CPI-IW (2015-100). It is worth mentioning that a special Standing Tripartite Committee (STC) under the chaired by Prof. G.K. Chadda has been created in this regard.</div>
