<p>(a) whether Government is going to create an e-platform like Amazon, Flipkart etc., to provide CSD canteen and other facilities to the ex-servicemen so that the soldiers settled in far-flung areas can avail this facility; and</p>



<p>(b) if so, the details of progress made in this direction along with the number of districts where this facility has been started?</p>

<p><strong>Subject: Allowing family pension to other eligible family member in the event of family pensioner is charged with the offence of murdering the Government servant or for abetting in the commission of such an offence.</strong></p>



<p>Sir,</p>



<p>The undersigned is directed to refer to the provisions contained in DoP&amp;PW D.M. No. 1/24/2019-P&amp;PW(E) dated 16.06.2021 allowing family pension to other eligible family member in the event of family pensioner is charged with the offence of murdering the Government servant or for abetting in the commission of such an offence.</p>



<p>In terms of Regulation No. 75 of Pension Regulations for the Army, Part- I, 2008 in the event of an eligible member to receive ordinary family pension under these Regulations is charged with the offence of murdering the service personnel or for abetting in the commission of such an offence, the claim of such a person including other eligible member or members of the family to receive ordinary family pension, shall remain suspended till the conclusion of the criminal proceedings instituted against him.</p>



<p>The above provisions have been reviewed and it has been decided that the provisions contained in above mentioned DoP&amp;PW D.M. dated 16th June, 2021 shall mutatis-mutandis apply to Armed Forces Pensioners also, These provisions shall be applicable with effect from 16 June 2021,</p>



<p>The relevant provisions of Pension Regulations of the three Services shall stand modified to the extent mentioned in DoP&amp;PW OM dated 16th June, 2021.</p>



<p>This issues with the concurrence of the Finance Division of this Ministry vide their UO Note No. 10(06)/2021/Fin/Pen dated 08.12.2021.</p>

<p>Subject: <strong>Nomination of Liaison Officer for implementation of orders of reservations relating to Ex-Servicemen in the posts and services of the Central Government -reg.</strong></p>



<p>Ref: OM No.36035/8/92-Estt(SCT) dated 10.11.1994 as mentioned at Chapter 10 of Compendium of Instructions on Reservation for Ex- servicemen (as available at dopt.gov.in > Notifications > OMs&amp;Orders Estt(Reservation)>Ex-servicemen).</p>



<p>The undersigned is directed to say that instructions have been issued by the Department of Personnel and Training, from time to time, with regard to nomination of Liaison Officers for different categories to ensure that the reservation policies of the Government of India are implemented in letter and spirit. The said instructions also specify the role, duties and responsibilities, etc., of the Liaison Officer.</p>



<ol class="wp-block-list" start="2"><li>After careful consideration of the matter and in consultation with major Ministries/Departments, it has now been decided that instructions regarding appointment of Liaison Officer, at least of the rank of Deputy Secretary, to look after the reservation maners relating to ix-Servicemen be re-circulated. Accordingly, in each  Ministry/ Department/ Attached and Subordinate Office, the Deputy Secretary in charge of administration (or any other officer at least of the rank of Deputy Secretary) should be designated as a Liaison Officer in respect of matters relating to representation of Ex-servicemen either exclusively or in combination (the Officer already appointed as I iaison Officer for other categories, may be appointed as Liaison Officer for Ex-Servicemen also), depending upon the availability of Officer of the requisite rank. The particulars and contact details of liaison officer, so appolited, may be intimated to the Department of Ex-servicemen Welfare.</li></ol>



<ol class="wp-block-list" start="3"><li>The details of’ roles and responsibilities of Liaison otlicer are enclosed in the Annexure.</li><li>All the Ministries/Departments of the Central Government are requested to bring the contents<br />of this O.M. to the notice ot all the appointing authorities and also attached and subordinate offices under their control.</li><li>This issues with the approval of IJon&#8217;blc MOS(PP).</li><li>Hindi version will follow.</li></ol>

<p><strong>RESPONSIBILITIES OF THE LIAISON OFFICER:</strong></p>



<p>1. The Liaison Officer is especially responsible for:</p>



<ul class="wp-block-list"><li>i. Ensuring due compliance by the Ministry/Department and subordinate appointing authorities with the orders and instructions pertaining to the reservation of vacancies in favour of the ex-servicemen and other benefits admissible to them.</li><li>ii. Ensuring timely submission of ex-servicemen reports on appointment/representation by each appointing authority in the Ministry/ Department concerned and ensuring scrutiny and consolidation of the above reports in respect of all establishments and services in and under the control of the Ministry/Department and sending the consolidated reports in the prescribed proforma to the Department of lx-servicemen Welfare;</li><li>iii. Acting as Liaison Officer between the Ministry/Department and the Department of Ex-Servicemen Welfare for supply of other information, answering questions and queries and clearing doubts in regard to matters covered by the reservation orders.</li><li>iv. Cases of negligence or lapse in the matter of following the reservation and other orders relating to Ex-servicemen coming to the light through the inspections carried out by the Liaison Officer or otherwise, should be reported/ submitted by him/her to the Secretary/Additional Secretary to the Government of India in the respective Ministry/ Department or to the Head of the Department in respect of offices under the Heads of Department, as thC case may be. The concerned Secretary/Additions Secretary/Head of the Department shall pass necessary orders on such reports to ensure strict compliance of the reservation orders by the appointing authority concerned.</li><li>v. In order to ensure due compliance of the reservation orders of the Government, the Liaison Officers may periodically visit/inspect the offices/organizations under them. They should ensure that reservation for Ex-servicemen has been implemented properly. Liaison Officers should carry out their duties in relation to reservation by calling for the records from them and by convening the meetings of the officer of such organizations who are responsible for ensuring reservation in organizations under their control.</li><li>vi. If Liaison Officers of Ministries/Departments notice that there are complaints against any officer of harassment or deliberately manipulating things to damage the interests of the ex-servicemen, they should feel free to report such lapses to the Secretary/ Additional Secretary of the Ministry/Department concerned.</li></ul>



<ol class="wp-block-list" start="2"><li>Each CPSE, Statutory and Semi Government Body, Autonomous Body/ Institution including Municipal Corporations, Co-operative Institutions, Universities, Voluntary Agencies receiving grants-in-aid from the Government connected with appointment of the Ex- servicemenshould appoint Liaison Officer in the same manner as is existing in the Ministries/ Departments.</li><li>The appointment of Liaison Officer in the CPSEs, does not, however, dilute or alter or curtail the responslbilities of the Liaison Officer of the administrative Ministry/Department in regard to implementation of reservation policy in the CPSE.</li><li>Liaison Officers of the Mlnistries/Departments have special responsibility to monitor implementation of reservation in their attached and subordinate offices, Autonomous Bodies, CPSEs, etc., under the administrative control of the concerned Ministry/Department and voluntary agencies, which are getting substantial grants-in-aid from the Government of India.</li></ol>

<p>As per 15th Finance Commission Report, the MoD has been examining various possibilities of reforms in defence pension, as deliberated by relevant Parliamentary Committee.  The extract of Para 11.66 is reproduced below:-</p>



<p>11.66 The MoD has been examining various possibilities of reforms in defence pension, as deliberated by relevant Parliamentary Committees. These are:</p>



<ul class="wp-block-list"><li>i. bringing service personnel currently under the old pension scheme into the New Pension Scheme (<strong><a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener">NPS</a></strong>) or a separate NPS for the armed forces;</li><li>ii. increasing the retirement age of personnel below officer ranks to a reasonable level;</li><li>iii. transfer of retired personnel to other services, like the paramilitary forces, after active service of a certain duration; and</li><li>iv. resettlement of ex-servicemen through skill development courses.</li></ul>



<p>We recommend that the MoD take appropriate reform measures, without losing much time, on these lines or any other innovative approach, in order to ensure the growth of defence pensions are at para with non-defence pensions.</p>



<p>Para 3.81 of 15th Finance Commission Report is stating about the Defence Expenditure</p>



<p>3.81 Expenditure on defence services, on both revenue (excluding defence services pension) and capital accounts, as a proportion of GDP, has steadily decreased from 2 per cent in 2011-12 to 1.5 per cent in 2018-19 (Table 3.11). In 2020-21 (BE), such expenditure on revenue and capital accounts, again as ratios of GDP, are estimated at 0.9 per cent and 0.5 per cent, respectively. The defence revenue expenditure in 2016-17 increased by 13.3 per cent and in 2017-18 by 12.5 per cent mainly on account of higher outgo on salaries with implementation of the revised pay scales of the three defence services. During 2018-19, it increased by a further 5.1 per cent. Between 2011-12 and 2018-19, defence revenue expenditure grew faster (10 per cent) than the increase in defence capital outlay (4.7 per cent), and resulted in a reduction of the share of defence capital outlay in total defence services expenditure (excluding defence pension) from 40 per cent in 2011-12 to 33 per cent in 2018-19.</p>



<p>3.82 The total defence services expenditure (including defence services pension), as a ratio of GDP, declined from 2.4 per cent in 2011-12 to 2.1 per cent in 2018-19. It is budgeted to go down to 2 per cent in 2020-21 (BE). This decline has taken place even as defence services pension, again as a ratio of GDP, increased from 0.43 per cent in 2011-12 to 0.48 per cent in 2014-15 and further to 0.57 per cent in 2016-17 due to the implementation of revised pay scales and one rank one pension (OROP). It is expected to be at the level of 0.6 per cent in 2020-21 (BE). In 2020-21 (BE), the defence services salary and pension constitute around 59 per cent of the total expenditure of the Ministry of Defence, followed by capital outlay (24 per cent) and stores, adminstration of the defence services, construction of roads and bridges and the Coast Guard organisation accounting for the balance.</p>



<p>3.83 The capital outlay on defence services increased at the rate of 4.7 per cent a year from 2011-12 to 2018-19. During this period, the highest annual growth of 12.2 per cent was registered in 2013-14 and the lowest (-) 2.4 per cent in 2015-16. Capital outlay as a proportion of GDP has decreased from 0.8 per cent in 2011-12 to 0.5 per cent in 2020-21 (BE). Similarly, capital outlay as a proportion of total defence services expenditure (including defence pension) has declined from 32.6 per cent to 24.9 per cent during the same period.</p>

<p>As measuring of oxygen saturation level is one of the most important parameters for monitoring the health of <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">COVID-19</a></strong> patients, Ministry of Defence (MoD), Department of Ex-Servicemen Welfare (DSEW) has decided to reimburse the cost of pulse oximeter purchased by the Ex-Servicemen Contributory Health Scheme (ECHS) beneficiaries subject to the following conditions:</p>



<ul class="wp-block-list"><li>The ECHS beneficiaries who have been tested positive for COVID-19 infection are permitted to purchase one pulse oximeter per family. In other words, in case there are more than one COVID positive cases in a family of ECHS beneficiary, they can claim reimbursement only for one pulse oximeter.</li><li>The <a href="https://centralgovernmentnews.com/tag/Reimbursement/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">reimbursement</a> shall be claimed as per actual cost of pulse oximeter, subject to a ceiling of Rs 1,200.</li></ul>

<p>Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) skilling is being imparted through Short Term Training (STT) courses and Recognition of Prior Learning (RPL). STT is being imparted to either school/college dropouts or unemployed youth at accredited and affiliated Training Centres (TCs).</p>



<p>Upon successful completion of their assessment, candidates are being offered / provided with placement assistance by Training Providers (TPs). Under RPL, individuals with prior learning experience or skills are being assessed and certified. It aims to align the competencies of the unregulated workforce of the country to the National Skills Qualification Framework (NSQF).</p>

<p>I am directed to forward a copy of judgment dated 08.08.2019 in OA 170/17/2018 filed by Shri K Keshava Bhat Vs SSP Puttur Dn &amp; Ors in Hon’ble CAT Bengaluru. The subject matter of the case is fixation of pay on re-employment of ex-servicemen in light of DoPT OMs 3/19/2009-Estt (Pay-II) dated 05.04.2010 and 1101965/2015-Estt (Pay-II) dated 28.08.2015.</p>



<p><strong>(a) Case Details:</strong></p>



<p>The applicant, an ex-serviceman was appointed as postal assistant in initial pay Rs 9910 + GP 2400 in 05.04.2011. Then he represented for pay fixation, counting service in Army following annual increments and to permit for exercising option. SSP Puttur (DK) Division rejected the representation and hence the OA.</p>

<p><strong>(b) Reliefs Sought:</strong></p>



<ol class="wp-block-list"><li>To set aside the orders of SSP Puttur(DK),</li><li>Consider his application for pay fixation on re-employment post following one increment each year of Military Service and providing for option, with arrears and consequential benefit,</li><li>Grant relief or relief as deemed fit and proper, with costs while applying wrong rules, in the interest of justice and equality.</li></ol>



<p><strong>(c) Hon&#8217;ble Tribunals Judgment:</strong></p>



<p>OA was dismissed, on lack of merits, as the Hon’ble tribunal observed that the contention that the applicant wants his pay to be fixed as per para 16 of the CCS (Fixation of Pay of Re-employed Pensioners) 1986 dated 31.07.1986 but would like his entire pension and other retirement benefits to be untouched cannot be accepted.</p>

<p>In continuation of MoD letter No.17(11)/2018ANE/D(Res-I) dated 7.3.2019, I am directed to convey the sanction of the Government prescribing one time contribution for ECHS membership and entitlement of ward in empanelled hospitals / medical facilities in respect of World War-II Veterans, Short Service Commissioned Officers (SSCOs), Emergency Commissioned Officers (ECOs) and Pre-mature Retirees (PMR) and their spouses as under :-</p>

<p> The Cabinet Meeting Chaired by Prime Minister Narendra Modi  today approved the grant of Ex-Servicemen Contributory Health Scheme (ECHS) facilities to World War-II Veterans, Emergency Commissioned Officers (ECOs), Short Service Commissioned Officers (SSCOs) and pre-mature retirees.</p>



<p>As a result, over 43,000 individuals not covered so far under ECHS will be able to avail the benefits of cashless medical treatment under ECHS facilities through a network of over 425 ECHS polyclinics, over 2500 empanelled private hospitals and all Government hospitals throughout the country, subject to certain conditions. </p>



<p>As a special dispensation, war-widows will be exempt from one-time contribution to join ECHS. </p>



<p>Launched by NDA Government in April 2003, ECHS provides quality medicare to 54 lakh ex-servicemen pensioners, their dependents and a few other categories.</p>



<p><strong>Measures for welfare of Ex-Servicemen:</strong></p>



<p>Today&#8217;s decision is yet another landmark step in the pro-active policies of the Government since its very first days for welfare of our valiant ex-servicemen, who rendered valuable service to the country.  </p>



<p>Implementation of &#8216;One Rank One Pension&#8217; for ex-servicemen, a demand which had been pending for over four decades, has resulted in over 20 lakh ex-servicemen receiving more thanRs. 35,000 Crore under the scheme.  Other welfare measures by the Government for  ex-servicemen include increase in pension by 40%, disability pension for pre-mature retirees, applicability of battle causality compensation at Line of Actual Control, Line of Control and International Border, financial assistance to soldiers on their supreme sacrifice through newly created Army Battle Causalities Welfare Fund, enhancement of ex-gratia ad-hoc allowance, Special Pension to Ex-sailors and skill development training in 36 job roles to over 30,000 retiring soldiers so far.</p>
