<h3 class="wp-block-heading">Subject : Implementation of the Government decision on the recommendations of the fifth CPC regarding casualty pensionary awards for the Armed Forces Officers and JCOs &amp; Other Ranks.</h3>



<p>Sir,</p>



<p>The undersigned is directed to refer to this Ministry’s letter No. 1(2)/97/D(Pen-C) dated 31st January 2001. In terms of Para 4.1 of this letter, various categories have been enumerated for determining the pensionary benefits for death or disability under different circumstances due to attributable or aggravated by military service causes. One of the circumstances enumerated under Category ‘E’ (f) (ii) of the said para of the above mentioned MoD letter is ‘battle inoculation training exercises or demonstration with live ammunition.</p>



<p>2. Subsequently, it was decided to vide MoD letters No. 1(11)/2006-D (Pen-C)/PC dated 8th September 2009 and No. 1(11)/2006- D(Pen-C)/PC dated 5th March, 2010 that the term &#8216;Battle Inoculation Training Exercises&#8217; would cover the following six categories :</p>



<ul class="wp-block-list"><li>(i) Flying operation involved in rehearsing of war plans and implementation of OP instructions inclusive of international exercises.</li><li>(ii) All combat and Tactical Sorties in preparation of war.</li><li>(iii) Valley flying and missions involving operating at ultra low levels.</li><li>(iv) All operational missions undertaken during peace like Special operations, Live ORP, Recce, Elint, Survey and induction trials of new weapons.</li><li>(v) Missions undertaken in support of troops and security forces deployed in forward areas.</li><li>(vi) Flying missions involving landings on the ALGs.</li></ul>



<p>3. Para 2 of the MoD letter dated 08th September 2009 states that “cases already settled prior to the date of issue of this letter will not be reopened”.</p>



<p>4. The matter has been examined in this Ministry and it has been decided that the flying accidents cases that occurred on or after 01.01.1996 and which fall strictly under six categories mentioned at para 2 above may also be considered for grant of pensionary benefits in terms of MoD letter No. 1(2)/97/D(Pen-C) dated 31.01.2001. Accordingly, Para 2 of the MoD letter No. 1(11)/2006/D (Pen-C)/PC dated 8th September 2009 stands removed.</p>

<p>5. Service Hqrs./Record Offices concerned are advised to re-examine each such case strictly in accordance with six categories mentioned at para 2 above in consultation with PCDA without any deviation.</p>



<p>6. This issues with the concurrence of MoD(Fin/Pen) vide their UO No. 10(4)/2010/FIN/PEN dated 30.06.2021.</p>

<h3 class="has-text-align-center wp-block-heading">ECHS TICKETING SOFTWARE</h3>



<p><strong>General</strong></p>



<p>1. A ticketing system software has been implemented for efficient functioning of the complete ECHS eco system which is now increasingly getting automated. This ticketing system will enable all the stake holders to report faults online in the hardware and software being used by their respective organizations. The faults reported will automatically allocate the responsibility for ratification to the Technical Support Engineer (TSE) of Source Dot Com Pvt. Ltd (SDCPL) and keep updating the status<br />online. All stake holders will be able to monitor progress of the faults raised and also escalate if not rectified within the laid down time frame.</p>



<p><strong>Stake Holders</strong></p>



<p>2. A list of stake holders who will be provided with the online ticketing system is given as under:-</p>



<p>(a) Central Organisation ECHS</p>



<p>(b) All station HQ</p>



<p>(c) All Record Office</p>



<p>(d) All Regional Centers</p>



<p>(e) All ECHS Polyclinics</p>



<p>(f) ECHS Helpline</p>



<p>(g) Call centre maintained by SDCPL.</p>



<p>4. All stake holders to request for username and password to CO ECHs at email id jditechs-mod[at]nic.in using their respective official email IDs only. The username and password will be generated by SDCPL and forwarded to CO ECHS which will then be forwarded to the respective stake holder on their official email ID.</p>



<p>5. The system will provide following two options to raise online ticket:-</p>



<p>(a) Ticket to request for online training of the modules used in the 64Kb ECHS system.</p>



<p>(b) Ticket to report hardware and software faults.</p>



<p>6.&nbsp;<strong>Training Ticket.</strong>&nbsp;The stake holder can request for training of its users twice a year due to rotation of its employees and also for all newly introduced modules.</p>



<p>7. Ticket raising for Hardwar/Software Faults. The user is required to login using online credentials. The ticket raising will have following fields:-</p>



<p><strong>(a) New ticket generation.</strong></p>



<p>(i) To raise a new ticket, click on raise new ticket<br />(ii) Enter own mobile number (For communication purpose related to the ticket raised)<br />(iii) Select the issue category as Hardware/Software.<br />(iv) Then select sub. category of the fault/issue to be reported like, issue of token display, server etc.<br />(v) The system will automatically define the priority based on issue category.<br />(vi) Suitable subject be mentioned like KIOSK faulty, server not functional, Doctor Module not functional etc.<br />(vii) The system will generate a ticket number and clicked on the Submit Tab.</p>



<p>8.&nbsp;<strong>Ticket Reports</strong></p>



<p>(a) The system will facilitate to give ticket status report under the following heads:- .</p>



<p>(i) Open ticket list.<br />(ii) Complete Ticket list.<br />(iii) Closed ticket list.</p>



<p>(b) System will display a complete Audit log of the ticket with the remarks of all users who have worked on the ticket.</p>



<p>(c) Once a ticket is completed by SDCPL then the system will give a window of 24 hours for the user to either re-open the ticket or close the ticket depending on the situation whether the issue is resolved or still not satisfactorily resolved.</p>



<p>(d) In case no action is taken by the user to either close or re-open the ticket then the system will automatically close the ticket after 24 hours of resolving the projected issue.</p>



<p><strong>Conclusion</strong><br />5. All stake holders are requested to use the online ticketing system for rectification of any fault observed in the 64 Kb ECHS system.</p>

<h3 class="wp-block-heading">AMENDMENT FOR REIMBURSEMENT OF MEDICINES : SPECIAL SANCTION IN VIEW OF COVID-19</h3>



<p>1. Further to this HQ letter No B/49761/AG/ECHS dated 23 Mar 2020, even No at 24 Apr 2020, 01 Jun 2020, 02 Jun 2020, 07 Aug 2020, 05 Oct 2020 and 01 Jan 2021.</p>



<p>2. A onetime sanction for purchase of medicines and claim reimbursement was issued till 28 Feb 2021. In view of increasing cases of COVID-19 and restrictions on mov in containment zones, to promote social distancing and avoiding unnecessary exposure to ECHS beneficiaries as well as minimizing footfall at ECHS Polyclinics,&nbsp;<strong>the ECHS beneficiaries having life style/ chronic ailments/ diseases on long treatment may purchase medicines lasting till 31 Jul 2021 in one go or month wise based on the prescription held (prescribed by doctor of Polyclinic / Service hospital / Empanelled hospital / Sehat OPD) irrespective of NA or otherwise.</strong>&nbsp;It is also clarified that the ECHS Polyclinics are functional and ECHS beneficiaries also have the option to collect medicines through ECHS Polyclinics as per normal practice, instead of purchasing from market, after taking prior appointment from respective OIC Polyclinic.</p>



<p>3. One time sanction is hereby accorded to reimburse the above expenditure under individual reimbursement of medical claims. The reimbursement will be done as per guidelines issued by this HQ vide letter No B/49761/AG/ECHS/Medicine Policy dt 18 May 2020 and even No dt 21 Jul 2020.</p>



<p>4. These orders shall be valid from date of issue till 31st Jul 2021.</p>



<p>5. The date upto 31 Jul 2021 indicates that the beneficiary may purchase medicines under this provision on any day before or on 31 Jul 2021, as per the date of his prescription. The medicines may be purchased as per prescription for a period of 30 days if purchased in the month of Jul.</p>

<h3 class="wp-block-heading">ADVISORY: COVID-19 EMERGENCY MEDICAL ADVICE</h3>



<p>1. The prevalent COVID-19 pandemic has created a national med emergency and has affected our aged and elderly ECHS beneficiaries with unprecedented severity.</p>



<p>2. In order to ensure ready availability of medical advice to the ECHS beneficiaries in emergency situations, especially during non working hours and holidays, it is advised that appropriate measures be instituted to enable affected beneficiaries to reach out to the designated appt. While it is appreciated the Regional Centres and Polyclinics may have already implemented medical emergency protocols, continuous publicity of these measures to the veteran community will strengthen the entire anti COVID drive.</p>

<p>Revisions to the VDA Minimum Wages for Watch and Ward Duties with and without Weapons, effective April1, 2021</p>

<p class="has-text-align-center"><strong>Corrigendum</strong></p>



<p>In exercise of the powers conferred by the Central Government Vide Notification No.S.O.191(E) dated 19th January, 2017 of the Ministry of Labour &amp; Employment, the undersigned revised the rates of Variable Dearness Allowance for Watch &amp; Ward on the basis of the average Consumer Price Index for Industrial workers for the month of July, 2020 is 336 and August, 2020 is 338 (Base 2001-100) and (Base Year 2016-100) for the month of September, 2020 is 118.1, October, 2020 is 119.5, November, 2020 is 119.9 and December, 2020 is 118.8 and thereby resulting in an increase of 2.88 points, the revised Variable Dearness Allowance is payable from 01.04.2021 vide order dated 23.4.2021.</p>



<p>In para 4 of said order, inadvertently the basic rates and Variable Dearness Allowance payable was shown w.e.f. 01.10.2020 which be read as&nbsp;<strong>01.4.2021</strong>&nbsp;for the employees employed in&nbsp;<strong>WATCH AND WARD (with arms)</strong>.</p>

<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p><strong>HOME ISOLATION SERVICE PACKAGE : COVID-19</strong></p></blockquote>



<p>1. Please ref CO ECHS letter No B/49770/AG/ECHS/Treatment/Policy dt 31 Mar 2020 (Copy att).</p>



<p>2. As per Para 7 of letter under reference veteran/ beneficiary undergoing test / treatment at Govt designated pvt hosps without referral will be treated as emergency case and expenditure incurred will be reimbursed at Govt/ CGHS rates as individual reimbursement claim. Due to the recent surge in number of COVID-19 cases, and inability of the health infrastructure to cope with sudden rise in number of cases, a large number of beneficiaries with mild symptoms are being advised Home ‘Quarantine. During the Home Quarantine there is a need to monitor the patient for his parameters such as temperature, SpO2 levels, BP, pulse etc as also consume prescribed medicines. In certain cases, there may be a requirement to administer Oxygen to the patient during the Home Quarantine.</p>



<p>3. In view of above, if a ECHS beneficiary who is having complaints of fever cough/ cold / diarrhoea etc. and consults a doctor at Service / Govt / Med College/ Empanelled/ Non Empanelled hospital, where he is advised home isolation, medicines and COVID-19 (RT PCR) test, then he/ she will be entitled purchase home isolation package with one or more services as mentioned in succeeding Paragraph. Bills for the 7 same will be reimbursed through OIC ECHS Polyclinic.</p>



<p>4.&nbsp;<strong>Home Isolation Package Services</strong>.</p>



<p>(a) Visit of doctors at home twice in a week.</p>



<p>(b) Monitoring of temperature, pulse, SPO2, BP etc by nursing supervisor twice a day and training of relative for self monitoring.</p>



<p>(c) Dietician consultation.</p>



<p>(d) Monitoring and advice on treatment plan by nursing staff/ doctor based on condition of patient.</p>



<p>(e) Administer injections to patient if advised by treating doctor.</p>



<p>5. The reimbursement for above mentioned package will be made with a ceiling limit of Rs 1000/- per day for 14 days from the date of advice of Home Isolation.</p>



<p>6.&nbsp;<strong>Additional services</strong>. Expenditure on following during the period of Home Quarantine on following will also be permissible for reimbursement in addition to the Home Isolation Package on the advice and prescription of the doctor as per Govt approved / CGHS / ICMR/ actual rates as applicable.</p>



<p>(a) Use of Oxygen Cylinder / Oxygen Concentrator at home.</p>



<p>(b) Provision of ambulance to patient if need arises to shift patient to hospital.</p>



<p>(c) Blood tests/ one RT PCR test/ one HRCT Scan / one CRP / one IL6 and one D Dimer test as required.</p>



<p>7.&nbsp;<strong>Conditions</strong>. The claim of the ECHS beneficiary will be admitted on meeting following conditions:-</p>



<p>(a) Home Isolation is advised by treating doctor based on a positive RT PCR test result or a RT PCR test is advised concurrent with Home Isolation based on clinical symptoms.</p>



<p>(b) If RF PCR test result is negative later but symptoms and HRCT Scan suggests a suspected COVID-19 case, the Home Isolation package if continued on the advice of treating doctor for a maximum duration of 14 days from first Home Isolation prescription. :</p>



<p>8. Following documents with self certification will be required for processing such claims :-</p>



<p>(a) Doctor’s prescription from a registered medical practitioner.</p>



<p>(b) Photocopy of ECHS card of patient.</p>



<p>(c) Bills of medicines/ injections/ Ambulance service / administration of Oxygen less the Home Isolation Package.</p>



<p>(d) Bills of Home Isolation package.</p>



<p>(d) Daily medical case sheet showing vital data (temperature, pulse, BP etc) and SPO2 monitoring data of the patient.</p>



<p>(e) Contingent bill.</p>



<p>(f) Cancelled cheque / Bank details of ECHS beneficiary / ESM.</p>



<p>9. Bills will be submitted to OIC ECHS polyclinic for further processing of reimbursement and Dir RC ECHS will process payment under code head 365/00.</p>



<p>10. This has approval of MD ECHS.</p>

<h3 class="has-text-align-center wp-block-heading">Points of Discussion</h3>



<p><strong>Item No. I. OROP Case in Supreme Court:</strong> General Secretary informed that the final hearing of the <a href="https://centralgovernmentnews.com/category/orop/" target="_blank" rel="noreferrer noopener">OROP </a>case has been postponed for a later date and hoped that something positive comes out.</p>

<p><strong>Item No. II. Vaccination of ESM:</strong>&nbsp;General Secretary hoped that vaccination of ESM is likely to be started in March and requested Col Srikantha Seshadri to approach HQ ECHS for early clarification of the procedure for vaccination of ESM.</p>



<p><strong>Item No. III. TSEWA Office Building:</strong>&nbsp;General Secretary informed TSEWA has received a donation of Rs 36000/. last week and approximately Rs 1.00 lakh during the month. President hoped that more donations will be received after sending another request from him to all members. Cmde Sandhu reiterated that an agreement should be signed with the developer/builder and advance be paid from the donations received and the balance may be paid from a loan from the corpus. The loan could be repaid from future donations or savings. The President directed that the Committee may examine various proposals and finalise at the earliest before the real estate prices go up.</p>



<p><strong>Item No. IV. Election of <a href="https://tsewa.org/archives/4650" target="_blank" rel="noreferrer noopener">TSEWA</a> Executive Committee:</strong> General Secretary informed that elections will be conducted during the General Body Meeting scheduled in Jun 2021 and the recommendations of NEC made during the last meeting would be considered for approval during GBM if there are no fresh nominations / contestants.</p>



<p><strong>Item No. V. Donation from Lt Col VRS Ramana Reddy:</strong>&nbsp;General Secretary appreciated the veteran Officer for donation of Rs 10000/- for TSEWA office building and a Dell Laptop to Miss Sandhya who is studying in Degree Course. The laptop was found in excellent condition and only the battery had to be changed by TSEWA.</p>



<p><strong>Item No. VI. Office Expenditure:</strong>&nbsp;General Secretary informed that TSEWA has reduced its office expenditure from Rs 1.25 lacs to Rs 75000/. after the resignation of the previous accountant and the load shared by Sreenivasa Reddy and Anand. He proposed to transfer this saving Rs 50000/- per month to TSEWA Office Building Fund. Core Committee accepted the proposal.</p>



<p><strong>Item No. VII. <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID</a> Vaccination of ESM in North East:</strong> Col LM Manongba informed that the staff at their polyclinic has been administered with the first dose of vaccination and they have found no adverse effects of the vaccination.</p>



<p><strong>Item No. VIII. TSEWA Madhuri Sewa Fund:</strong>&nbsp;Cmde Sudheer Parakala has informed that Rs 1.16 lakhs was received from Madhuri Seva Fund and disbursed among 5 student beneficiaries of Railway College.</p>



<p><strong>Item No. IX. Pension as per Notional Pay Method:</strong>&nbsp;WO Thiruchelvam has pointed out that PCDA has not fixed the pension of few ESM as per the Notional Pay Method, which is greater than the pension from OROP Method. President Brig CS Vidyasagar had advised such ESM to approach AFTs once they are functional, as TSEWA cannot file the case on their behalf.</p>

Pitiable case of a Quadriplegic ESM Sep Sathya Narayan Raju:</strong> President explained the horrible conditions of quadriplegic patients bedridden for life and could not stop his tears in emotion. He informed that Brig PT Gangadharan, who himself is a Quadriplegic patient, has brought out a case of an ESM whose daughter is not able to pay the college fees due to the pitiable condition of the family and requested the TSEWA Charity Division to consider the case sympathetically as and when they receive the details from Veteran Brig PT Gangadharan. Further, he assured that TSEWA shall put in its best to get the Special Family Pension entitled to the family.</p>



<p><strong>Item No. XI: Temporary TSEWA Office Building:</strong>&nbsp;Hony Capt B Joseph has offered the first floor of his house for the office till TSEWA shifts to New Office Building being purchased, so that TSEWA can save on some rent for the building. Further he suggested that the proposed new building should be nearer to the area where maximum ESM are settled. However considering the proximity to the bank, a ground floor house has already been finalized and that the office would be shifted by 01 Mar 2021.</p>

<p>Sub: <strong>Entry / Updation of Family details in Service Book</strong></p>



<p>It has been observed that some of the sub offices are casually forwarding the family details of the employees for updation in Service Books which is resulting in undue correspondence. Hence, the following instructions are hereby issued which are required to be followed while forwarding the family details for updation in the service records:</p>



<ol class="wp-block-list"><li>The family details are being received on different proforma from different offices. Therefore a common format of &#8216;Details of Family&#8217; has already been uploaded on the website of <strong><a href="https://centralgovernmentnews.com/tag/PCDA/" target="_blank" rel="noreferrer noopener">PCDA </a></strong>(WC) Chandigarh and details should be forwarded in the prescribed format only.</li><li>Proof of DOB of every dependent should be enclosed with the request for entry / updation of family detail.</li><li>In case of dependent Parents, the income certificates of the parents/ affidavit sworn in before 1st Class Magistrate duly mentioning that the joint income of parents from all sources is less than Rs. 9000/- plus applicable DA.</li><li>If any of the dependent children is handicapped, the Certificate issued by concerned Medical Authorities should be enclosed.</li><li>In case spouse is employed in State/ Centre Govt. a joint declaration regarding claim of Tuition fee/ Medical reimbursement/ LTC should be enclosed (Format available on www.pcdawc.gov.in )</li><li>In case the family details-are present in the service records and further updation is required due to any addition/deletion in family the same should be supported by requisite documents (e.g Birth Certificate/ Divorce Decree etc.) and names of all present family members should be reflected in the prescribed format for the purpose.</li><li>The Family details should be countersigned by the Officer-In-Charge of the sub office.</li><li>It should also be ensured that the employee has tick marked / cross marked all five declarations provided in the format.</li></ol>

<h3 class="wp-block-heading">Sub: Revision of flat rate of license fee for General Pool Residential Accommodation (GPRA) throughout the country.</h3>



<p>One of the AOGEs has raised an issue regarding recovery of flat rate of General Pool Residential Accommodation license fee from Service officers/ Defence civilians occupying the accommodation of MES/ <strong><a href="https://centralgovernmentnews.com/category/defence/" target="_blank" rel="noreferrer noopener">Defence</a></strong> pool accommodation. An examination of the issue has revealed that notifications for applicability of flat rates of license fee are being issued from time to time by GOI, Ministry of Housing and Urban Affairs Directorate of Estates.</p>



<p>Recent revision of flat rate of license fee for (GPRA) for all ministries/ Departments has been notified by GOI, Ministry of Housing and Urban Affairs, Directorate of Estates vide letter No. 18011/2/2015- Pol. III dated 29.06.2020 (copy enclosed) and it is effective from 1 July, 2020.</p>



<h4 class="wp-block-heading"><strong><a href="https://centralgovernmentnews.com/central-government-general-pool-residential-accommodation-amendment-rules-2020/" target="_blank" rel="noreferrer noopener">Central Government GPRA Amendment Rules, 2020</a></strong></h4>



<p>In view of the above, it may be ensured at your end that the latest revision as well as previous revisions issued by GOI, Ministry of Housing and Urban Affairs Directorate of Estates have been taken into account to recover the revised license fee from occupants for whom the residential accommodation available in General Pool and also in departmental pools of Ministries/ Departments of the Government of India in respect of Defence Civilians.</p>



<p>A confirmation in this regard may be furnished by 30/11/2020.</p>

<h3 class="wp-block-heading">RATES FOR TREATMENT AT PRIVATE HEALTH CARE ORGANIZATIONS (HCOs) EMPANELLED UNDER ECHS-IN VIEW OF THE <a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> PANDEMIC</h3>



<p>1. Refer to this HO letter No B/49773/AG/ECHS/Rates/Policy dated 29 Jul 2020.</p>



<p>2. It was promulgated vide above letter that rates for treatment for Coved-19 in private empanelled hospital in respect of ECHS beneficiaries in a city shall be as per the package rates prescribed by the concerned state government. In case no such rates have been prescribed by the state government in any ECHS city, the rates prescribed by government of NCT Delhi shall be applicable till rates are notified by the concerned state government.</p>



<p>3.The rates for NCT Delhi have been promulgated vide Govt of NCT Delhi order No 52/DGHS/ PH-IV/COVID-19/ 2020/prsecyhfw/ 14450-14649 dt 20 Jun 2020. The prescribed maximum per day package rates for covid related treatment in private hospitals in NCT of Delhi are as below</p>

<p>4 .As laid down the above rates are inclusive of PPE rates indicated. The rates of PPE will be applicable in all caws/ states where PPE cost are not specified by respective State Govts.</p>



<p>5.ECHS empanelled Health Care Organizations (HCOs) shall perform the treatment/ test on cashless basis in respect of ECHS beneficiaries and submit the bills to ECHS through UTIITLS. The reimbursement for the cost of expenditure on the test at approved rates shall be reimbursed.</p>
