<p>As per information received from CAPFs &amp; AR, <strong>4202</strong> personnel died during service and on duty due to non-combat causes during the last three years and current year upto 31.01.2018.</p>
<p>CAPFs &amp; AR personnel and officers (upto the rank of Commandant, who are deployed in field formation only) are entitled to Ration Money Allowance @ Rs. 97.85 per head per day.</p>
<p><strong>The details of facilities provided to CAPF personnel is as per details given below:</strong></p>
<ol>
<li>Continuous endeavours are made to improve the living conditions of the CAPF personnel, including enhancing the level of their housing satisfaction and appropriate budgetary allocations are also made for this purpose.</li>
<li>Forces have taken adequate steps to provide potable drinking water to its troops and families even in remotest areas. Borewells in permanent locations, water supplies from State Water bodies, installing commercial Reverse Osmosis (RO) system and water-harvesting are some of the measures undertaken by the forces for providing water.</li>
<li>CAPF personnel deployed at borders are provided with barrack accommodation with cook house, dining hall and toilet blocks. In harsh areas, integrated composite building with central heating and freeze proof toilets are provided. Medical facilities, Air Courier Services, dedicated rail coaches in some major trains, Central Police Canteen, recreation and transit camp facilities are also available to the personnel deployed at borders.</li>
<li>Ex-gratia lump-sum compensation @ Rs.35 lakhs for death on active duty and Rs.25 Lakhs for death on duty, as the case may be, is entitled to the Next of Kin of the deceased personnel.</li>
<li>Under the Prime Minister Scholarship Scheme, amount @ Rs.2250/- pm for girls and Rs.2000/- pm for boys is being released to the wards of serving/retired CAPFs, AR and NSG personnel. Prime Minister Scholarship is admissible to 1000 girls and 1000 boys.</li>
<li>5% vacancies are reserved in Group &#8216;C&amp;&#8217; for compassionate appointments for NoK of the deceased personnel.</li>
<li>There is a reservation in MBBS and BDS seats for the wards of CAPFs &amp; AR personnel in Medical Colleges.</li>
<li>Central Police Canteens are functioning at various locations in the country.</li>
<li>A Welfare &amp; Rehabilitation Board has been established for the welfare and rehabilitation of CAPF &amp; AR personnel and their families including disabled personnel.</li>
<li>The NOKs of deceased CAPFs &amp; AR personnel who sacrificed their lives for the cause of nation are eligible for &#8216;Operational Casualty Certificate&#8217;.</li>
<li>The Government has accepted the recommendations of 7th Central Pay Commission (CPC) on various allowances, inter alia, Risk &amp; Hardship Allowance, Dress Allowance, Additional Free Railway Warrant/LTC, etc.</li>
</ol>
<p>This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to question in the Lok Sabha today.</p>

<p>Subject: &#8211; <strong>Enhancement of amount of Ex-Gratia payable to Reservists and families of Reservists.</strong></p>
<p>Reference: -This office circular No. 278 dated 29.03.2001.</p>
<p>Consequent on issue of Govt. of India, Ministry of Defence letter No 1(06)/2010-D (Pen/Policy) dated 22.11.2013 (copy enclosed), the existing amount of ex-gratia of Rs. 600/- per month being paid to Reservists and the amount of ex¬gratia of Rs. 605/- p.m. being paid to dependents members of families i.e. widows and dependents children of deceased beneficiaries has been revised w.e.f. 4th June 2013 at the following rates.</p>

<p>2. Dearness ex-gratia equal to 50% of the enhanced amount of ex-gratia and Dearness Relief, as notified from time to time, on the sums of enhanced amounts of ex-gratia and dearness ex-gratia shall also be admissible to them.</p>
<p>3. The other terms and conditions for grant of ex-gratia and dearness relief prescribed in this Ministry&#8217;s letter No. 10(7)192/D(Pension/Services) dated 30.03.1992 (for families of deceased Reservists) and No. B/39042/AG/PS-4 (a&amp;c)/1331/C/D/(Pen/Sers) dated 29.12.2000 (for Reservists) as modified from time to time, shall continue to be followed.</p>
<p>4. In view of above all Pension Disbursing Agencies are hereby authorized to step up the ex-gratia amount to Reservists and families of Reservists of the affected Reservists who were discharged prior to 01.04.1968 who having rendered minimum qualifying service required for grant of pension, had opted/ accepted for lump sum amount of gratuity at the time of release from service and have not availed benefits of rehabilitation assistance granted by the Government and were not in receipt of any other pension. This enhance amount is payable with effect from 4th June 2013.</p>
<p>5. It is also intimated that in case of recipient of ex-gratia to whom benefits accrues under the provisions of this letter has died/dies before receiving the payments of arrears, the life time arrears of ex-gratia will be paid as per extant Government orders in this regard.</p>
<p>6. It is requested that copy of this circular may please be circulated to all the PDAs under your jurisdiction in order to ensure prompt action for the revision of ex¬gratia payment. It is also requested that an intimation regarding disbursement of enhanced ex-gratia will be sent to this office in the enclosed Proforma with copy to recipient concerned for their information.</p>
<p>7. This circular has been uploaded on PCDA (P) website www.pcdapension.nic.in to disseminate among the Defence pensioners and PDAs.</p>

<p>Subject: <strong>Grant of Dearness Relief to CPF beneficiaries in receipt of ex-gratia payment w.e.f 01.07.2013.</strong></p>
<p>In continuation of this Department’s OM No. 42/13/2012-P&amp;PW(G) dated 24th May, 2013, the President is pleased to grant the Dearness Relief at the rate of 5th CPC w.e. f. 1.7.2013 to the following:</p>
<p>(i) The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 to 31.12.1985 and are in receipt of ex-gratia @ Rs.600/ p.m. w.e.f. 1.11.1997 under this Department’s OM No. 45/52/97-P&amp;PW(E) dated 16.12.1997 &amp; revised to Rs.3000, Rs.1000, Rs.750 &amp; Rs.650 for Group A, B, C &amp; D respectively w.e.f 4th June,2013 vide OM No. 1/10/2012-P&amp;PW(E) dt. 27th June, 2013 are entitled to Dearness Relief @ 183% w.e.f. 1.7.2013.</p>
<p>(ii) The following categories of CPF beneficiaries who are in receipt of ex-gratia payment in terms of this Department’s OM No. 45/52/97-P&amp;PW(E) dated 16.12.1997 are entitled to DR @ 175 % w.e.f 1.7.2013.</p>
<p>(a) The widows and dependent children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and are in receipt of Ex-gratia payment of Rs.605/- p.m. &amp; revised to Rs.645 w.e.f 04 June,2013 vide OM No. 1/10/2012-P&amp;PW(E) dated 27th June,2013.</p>
<p>(b) Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt of Ex-gratia payment of Rs.654/-, Rs.659/-, Rs.703/- and Rs. 965/-.</p>
<p>2. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee. In their application to the Indian Audit and Accounts Department, these orders issue in consultation with the C&amp;AG.</p>
<p>3. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No.1(4)/EV/2004 dated 14th October, 2013.</p>

<p>The Government formulates various policies / programmes for the welfare of the families of martyrs and disabled soldiers and Ex-Servicemen which are also applicable to War Widows / dependents, from time to time. These include Liberalised Family Pension, Death Gratuity, Ex-Gratia, Army Group Insurance, Disability Pension, War Injury Pension, Constant Attendance Allowance, Ex-Gratia Lumpsum Compensation, Income tax exemption, Allotment of Oil Product Agencies, Ex-Servicemen Contributory Health Scheme, Financial Assistance, Children Education Allowance, allotment of LPG Agency under Rajiv Gandhi Gramin LPG Vitrak Yojana, Allotment of LPG distributorship, Coal Tipper Attachment Scheme, Allotment of Army Surplus Vehicles, Prime Minister`s Scholarship Scheme, Reservation in Medical / Dental Colleges, War Memorial Hostels, Financial Assistance from Raksha Mantri`s Discretionary Fund (RMDF) etc.</p>
<p>Public grievances / complaints which are received related to implementation of these schemes are attended to at various levels and policies are also reviewed as required from time to time.</p>
<p>This information was given by Minister of State for Defence Shri Jitendra Singh in a written reply to Shrimati Jaya Bachchan in Rajya Sabha today.</p>

Sub: <strong>Grant of Ex-gratia to those pre-1986 Contributory Provident Fund (CPF) employees who retired otherwise than on superannuation after 20 years of service &#8211; reg.<br />
</strong><br />
In this Department&#8217;s OM No.45/52/97-P&amp;PW(E), dated 22.03.2004, it was clarified that the following categories of CPF beneficiaries would not be entitled to grant of ex-gratia payment in terms of OM No.45/52/97-P&amp;PW(E), dated 16.12.1997:-</p>
<p>(a) those who were dismissed or removed from service,</p>
<p>(b) those who resigned from service, and;</p>
<p>(c) those who retired from service other than on attaining the prescribed age of superannuation.</p>
<p>2. The matter has been reviewed. It has now been decided to delete the clause (c) above from the OM dated 22.03.2004. Accordingly, all CPF beneficiaries who retired voluntarily or on medical invalidation before 01.01.1986 after completing 20 years of continuous service would also be eligible for the ex-gratia payment in terms of OM dated 16.12.1997. Other conditions given in OM dated 16.12.1997 will remain same.</p>
<p>3. This issues with the concurrence of Ministry of Finance, Department of Expenditure, vide their ID 563/E.V./2013 dated 24/06/2013.</p>

<p><strong>Gratuity Pay under New Pension System </strong></div>

Death-cum-Retirement Gratuity is paid to Central Government employees under New  Pension System (NPS) as it is paid under the old pension scheme. The monthly annuity under the New Pension System (NPS) is only a replacement of pension on retirement and family pension of death after retirement.</p>
<p>The benefits of Death cum Retirement Gratuity (DCRG) and pension/family pension have been provisionally allowed,  vide the Office Memorandum of Department of Pension and Pensioners’ Welfare No. 38/41/06-P &amp; PW(A) dated 5.5.2009 in respect of Central Government servants covered under NPS in cases where a Government Servant is retired on invalidation/disability and in the case of death of a Government servant in service on the same rates as are applicable under the old pension scheme Central Civil Service (Pension) Rules, 1972.</p>
<p>The retirement gratuity is payable to the retiring Government servant. A minimum of 5 years’ qualifying service and eligibility to receive service gratuity/pension is essential to get this one time lump sum benefit. Retirement gratuity is calculated @ 1/4th of a month’s Basic Pay plus Dearness Allowance drawn before retirement for each completed six monthly period of qualifying service.</p>
<p>The maximum retirement gratuity payable is 16½ times the Basic Pay, subject to a maximum of Rs. 10 lakh. If the Government Servant dies while in service, the death gratuity shall be paid to his family at rates furnished in the table below:</p></div>

Maximum amount of Death Gratuity admissible is Rs, 10 lakh with effect from 1.1.2006.</p>
<p>This was stated by Minister of State for Finance, Shri Namo Narain Meena, in written reply to a question in the Lok Sabha today.</p></div>
