<p>Department of Personnel &amp; Training (DoPT) has issued general instructions to all Ministries/ Departments to constitute an In-House Committee for identification of backlog reserved vacancies, to study the root cause of such vacancies, to initiate measures to remove the factors causing such vacancies and to fill them up through Special Recruitment Drives. DoPT monitors the progress with regard to filling up of backlog reserved vacancies for Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) in ten Ministries/Departments, having more than 90% of the employees of Central Government.</p>

<p>As per the data provided by six Ministries/ Departments (which includes data relating to Public Sector Banks, Financial Institutions, Central Public Sector Undertakings etc.), as on 31.12.2017, out of 13968 backlog vacancies for SCs and 11040 backlog vacancies for STs, 6186 backlog vacancies for SCs and 4137 backlog vacancies for STs were filled up. As on 01.01.2018, 7782 backlog vacancies for SCs and 6903 backlog vacancies for STs remained unfilled.</p>



<p>Besides the above six, three more Ministries/ Departments have informed that as on 31.12.2018, out of 9624 backlog vacancies for SCs and 8659 backlog vacancies for STs, 7911 backlog vacancies for SCs and 6129 backlog vacancies for STs were filled up. As on 01.01.2019, 1713 backlog vacancies for SCs and 2530 backlog vacancies for STs remained unfilled.</p>

<p><strong>Bank loans to Economically Weaker Section under various Schemes</strong></p>



<p style="text-align:center"><span style="text-decoration: underline;">Ministry of Finance</span><br /> The Government of India extends bank loans to Economically Weaker Section (EWS) under various Schemes.</p>



<p style="text-align:right">25 JUN 2019</p>



<p>In terms of Reserve Bank of India (RBI) Guidelines on Priority Sector Lending (PSL), a target of 40 percent of Adjusted Net Bank Credit (ANBC) or Credit Equivalent amount of Off-Balance Sheet Exposures (OBE), whichever is higher, as of preceding March 31st, has been mandated for lending to the priority sector by domestic Scheduled Commercial Banks and Foreign Banks with 20 branches and above. Within this, sub-targets of 10 and 18 percent of ANBC or Credit Equivalent amount of OBE, whichever is higher, as of preceding March 31st, have been mandated for lending to weaker sections and  Agriculture respectively. Further, within   the   18   percent   target   for agriculture, a sub-target of 8 percent of ANBC or OBE, whichever is higher has been prescribed for Small and Marginal Farmers.</p>



<p>As per RBI’s notification dated 19.06.2018 loans to individuals up to Rs. 28 lakh in metropolitan centre and Rs. 20 lakh in other centres, are eligible to be classified under priority sector, provided that the cost of dwelling unit does not exceed Rs. 35 lakh and Rs. 25 lakh, respectively. To give a fillip to low-cost housing for the Economically Weaker Sections (EWS) and Low Income Groups (LIG), the housing loan limits for eligibility under priority sector lending have been revised to Rs. 35 lakh in metropolitan centres, and Rs. 25 lakh in other centres with certain conditions. Further, there is provision of loan for construction of house for EWS and LIG wherein the total cost of house does not exceed Rs 10 lakh provided the family income limit is Rs.2 lakh per annum. This income criteria has been revised to Rs. 3 lakh per annum for EWS and Rs. 6 lakh per annum for LIG.</p>



<p>The Government of India extends bank loans to Economically Weaker Section (EWS) under various schemes. Some of the schemes of Government for EWS are as under:</p>



<p>In pursuance of the Government vision of facilitating housing to all by 2022 Government has launched Pradhan Mantri Awas Yojana – Urban (PMAY-U) mission on 25.06.2015. The mission aims to provide assistance to all States/ UTs in addressing the housing requirement of urban poor including EWS/ LIG.</p>



<p>Under the Credit Linked Subsidy Scheme (CLSS) for EWS/ LIG component of PMAY-U an interest subsidy of 6.5% for EWS / LIG, calculated on Housing Loan up to Rs. 6 lakh over a tenure of 20 years is provided by the Government.</p>



<p>III. All Scheduled Commercial Banks have adopted and implemented the IBA Model Educational Loan Scheme for pursuing higher education in India and abroad. The scheme is applicable uniformly to all students’ borrowers including students belonging to weaker sections. However, for the students belonging to EWS whose parental/family income is upto Rs 4.50 Lakh, an Interest Subsidy Scheme, namely Central Sector Interest Subsidy Scheme (CSIS), is operational under which full interest subsidy, on educational loans upto Rs 7.50 lakh, is available during the period of moratorium on loans availed under the Indian Banks&#8217; Association (IBA) Model Education Loan Scheme from Scheduled Banks. CSIS scheme benefits all categories of economically weaker students for pursuing professional/ technical courses in lndia and intends to provide affordable higher education.</p>



<p>This was stated by the Union Minister of Finance &amp; Corporate Affairs, Smt. Nirmala Sitharamanin a written reply to a Parliament Question in Rajya Sabha today.</p>

<p>Giving a major push to the reforms in Education sector, making it inclusive and keeping in mind the aspirations of the people from different categories, the Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved theintroduction of a Bill namely &#8220;The Central Educational Institutions (Reservation in Teachers&#8217; Cadre) Bill, 2019&#8221;.</p>



<p>The Cabinet decision will address the long standing demands of persons belonging to SCs/STs/SEBCs and ensure their rights envisaged under the Constitution. It will also ensure providing of 10% reservation to EWS.</p>



<p><strong>Impact</strong>:</p>



<p>This decision will:</p>



<ul class="wp-block-list"><li>Allow filling up of more than 7000 existing vacancies by direct recruitment in Teachers&#8217; Cadre with 200 point roster. Ensure compliance of the Constitutional Provisions of Articles 14, 16 and 21.</li><li> Ensure full representation of Scheduled Castes/ Scheduled Tribes Socially and Educationally Backward Classes and Economically Weaker Sections in direct recruitment in teachers&#8217; cadres.</li><li> Expected to improve the teaching standards in the higher educational institutions by attracting all eligible talented candidates belonging to SCs/ STs/ SEBCs/ EWS.</li><li> Implications:</li></ul>



<p>The Bill will replace &#8220;The Central Educational Institutions (Reservation in Teachers&#8217; Cadre) Ordinance, 2019&#8221;. And will be introduced in the forthcoming session of the Parliament.</p>



<p><strong>Implementation</strong>:</p>



<p>It will consider the University/ College as one unit restoring earlier reservation system based on 200 point roster. No longer will &#8216;Department / Subject&#8217; be treated as one unit.</p>



<p>The unit for reservation of posts in direct recruitment in teachers&#8217; cadre will be the University/ Educational Institutions and not the Department.</p>



<p>The Cabinet decision will address the long standing demands of persons belonging to SCs/ STs/ SEBCs and ensure their rights envisaged under the Constitution. It will also ensure providing of 10% reservation to EWS.</p>

<p>Clarification has been sought by certain Railways regarding applicability of reservation for  PwBD and Economically Weaker Sections (EWS) employees&#8217; under the scheme of General Departmental Competitive Examination (GDCE).</p>



<p>The matter has been examined in detail in Board’s office. It is clarified that horizontal reservation quota (including that for PwBD and EWS) that is applicable for Open Market recruitment will not apply for GDCE scheme.</p>

<p><strong>Subject: Revised eligibility criteria for engagement to Gramin Dak Sevaks (GDS) posts.</strong> </p>



<p>The eligibility criteria/conditions for engagement to GDS posts were  last reviewed and notified by the Department vide letter  No.17-39/6/2012-GDS dated 14.01.2015. The matter has been examined. The  competent authority has now decided to revise the same as per details  below:- </p>



<p><strong>I. Age Limit</strong><br />The minimum and maximum age for the purpose of engagement to GDS posts  shall be 18 and 40 years respectively as on the date of notification of  the vacancy. Permissible relaxation in upper age limit for different  categories are as under:- </p>

<p><strong>Note: 1</strong> * There will be no relaxation in upper age limit to EWS candidates. However, the persons belonging to EWSs who are not covered under the scheme of reservation for SCs, STs and OBCs shall get 10% reservation in engagement to Gramin Dak Sevaks posts in the Department of Posts as prescribed in Directorate letter No <strong>17-09/2019 dated 26.02.2019</strong> . </p>



<p><strong>Note: 2</strong> *All recruiting authorities shall maintain the above age relaxation for persons with disability for all categories of GDS posts as is applicable in regular appointment in Group &#8216;C&#8217; cadre. This relaxation however is not applicable for persons with benchmark of disability &#8220;Blind&#8221;, as in place of blind, candidate with Low Vision have been identified as prescribed in Directorate letter No. 17-8/2017-GDS dated 26.02.2019 . Relaxation in upper age limit is subject to the condition that maximum age of the applicant on the crucial date shall not exceed 56 years.</p>



<p><strong>II. Educational Qualification</strong></p>



<p>(i) Secondary School Examination pass certificate of 10th standard with passing marks in Mathematics and English (having been studied as compulsory or elective subjects) conducted by any recognized Board of School Education of the Government of India/State Governments/ Union Territories in India shall be a mandatory educational qualification for all approved categories of Gramin Dak Sevaks (i.e. BPM,ABPM &amp; Dak Sevak ) referred to in Directorate Order No 17-3112016-GDS dated 25.06.2018.</p>



<p><strong>(ii) Compulsory knowledge of Local Language</strong></p>



<p>The candidate should have studied the local language at least up to 10th standard [as compulsory or elective subjects] as declared by the State Government or as per constitutional provisions relating to the 8th schedule of Constitution of India. The details of local language for each state/Union Territories is as given below:-</p>

<p><strong>(iii) Basic Computer Training</strong></p>



<p>The candidates for all approved categories of GDS referred to in (i) above will be required to furnish Basic Computer Training Course Certificate of at least 60 days duration, from any Computer Training Institute run by Central Government/State Government I Universities I Boards /Private Institutions Organizations. This requirement of basic computer knowledge certificate shall be relaxable in cases where a candidate has studied computer as a subject in Matriculation or class XII or any other higher educational level and in such cases, a separate certificate will not be insisted upon .</p>



<p><strong>III. Residence</strong></p>



<p>The condition of residence shall apply as stipulated in Rule 3-A (vii) of GDS (Conduct and Engagement) Rules, 2011. The candidates must provide accommodation for Branch post office after selection but before engagement . The accommodation should meet the following prescribed standards :-</p>



<p>(i) The building may be owned by a Gram Panchayat or Central government or by State government such as school or offices or BPM&#8217;s own house or a proper rented accommodation in a busy place of the village .</p>



<p>(ii) <strong>Location &#8211; </strong>The GDS Branch Post Office should be located in the main, busy part of the village .</p>



<p>(iii) <strong>Size &#8211;</strong> The minimum size of GDS Branch Post Office should not be less than 100 sq. feet preferably in 10&#8217;X10&#8242; dimensions and in ground floor.</p>



<p>(iv) <strong>Approach &#8211;</strong> The GDS Branch Post Office should have direct access/approach from village road and should be located in front portion of the building in which it is housed. The GDS Branch Post Office should not be housed in verandah, courtyards, kitchen, space under the stairs, bedroom, damaged rooms, makeshift accommodations , isolated buildings outside the village etc. which are difficult to access/approach by the customers.</p>



<p>(v) <strong>Structure &#8211;</strong> The accommodation should preferably be a brick and mortar structure to ensure safety and security. The room should be properly ventilated and lighted and should be properly maintained and neatly white washed.</p>



<p>(vi) <strong>Power supply</strong> &#8211; The post office room should have electrical power connection for charging of handheld devices and for fan, electricity bulb etc. It should have suitable place to install solar panels.</p>



<p>(vii) The accommodation for the GDS Branch Post Office should be exclusively available for Post Office use. It may work from a village shop but Post office working from shop should have an exclusive space to keep the registers, micro ATM or hand-held device and other items apart from space for prominently exhibiting the signage etc. giving due importance to Post Office.</p>



<p>(viii) At present DARPAN devices are using are of the four <strong>Network Service</strong> Providers (NSPs) viz, Airtel, Vodafone, Idea &amp; BSNL for ensuring connectivity to Branch Post Offices. While providing accommodation for GDS BO, it should be ensured that, Network is available for any one of these NSPs.</p>



<p>Further, it is clarified that the candidate who provide the above prescribed standards of accommodation after selection but before engagement and if he is engaged as GDS BPM will be entitled for the drawal of Composite allowance @ Rs.500/-per month as prescribed in Directorate OM. No 17-31/2016-GDS dated 25.06.2018 &amp; No 17-31/2016-GDS (pt) dated 28.09.2018. Further, if the candidate selected and engaged as GDS BPM provides accommodation for Post Office in a rent free government accommodation and staying in the Post village will be entitled for the Composite allowance Rs.250/- equal to that of BPMs who provide non-standard accommodation (those who are not fulfilling above standard are treated as non-standard accommodations) , as prescribed in Directorate OM. No. 17-31/2016-GDS dated 25.06 .2018 &amp; No 17-31/2016-GDS (pt) dated 28.09.2018.</p>



<p><strong>IV. Knowledge of Cycling</strong></p>



<p>Knowledge of Cycling is a pre-requisite condition for all GDS posts. In case of a candidate having knowledge of riding a scooter or motor cycle, that may be considered as knowledge of cycling. The candidate has to submit a declaration to this effect.</p>



<p><strong>V. Adequate means of Livelihood</strong></p>



<p>The condition of adequate means of livelihood shall apply as stipulated in Rule 3- A (iii) of GDS (Conduct and Engagement) Rules, 2011. However, this condition shall not be a pre-requisite for candidates for the purpose of applying to the GDS post or selection there to and the selected candidate shall be required to comply with this prescribed condition within 30 days after selection but before engagement . The GDS will also have to ensure that he is having adequate additional means of livelihood during the period of engagement till his discharge.</p>



<p><strong>VI. Furnishing of Security</strong></p>



<p>On engagement as GDS, the person so engaged shall be required to furnish security in such manner as may be prescribed from time to time. The existing security amount in case of GDS Branch Postmaster and other approved categories of GDS i.e. ABPM &amp; Dak Sevak is Rs.25,000/- &amp; Rs.10,000/- respectively the same to be furnished in form of FIDELITY BOND for a period of five years and same to be renewed every five years during the period of engagement.</p>



<p><strong>VII. Fulfillment of other terms and conditions</strong></p>



<p>Terms and conditions of engagement to GDS posts shall apply as stipulated in the relevant rules of GDS (Conduct &amp; Engagement) Rules, 2011modified from time to time by the Department of Posts.</p>



<p><strong>VIII. Adequate representation of SC/ST/OBC, Persons with Disability, Ex­ Serviceman &amp; Economically Weaker Sections (EWSs).</strong></p>



<p>The instructions issued by the Department vide <strong>no.19-11/97-ED &amp; TRG dated 27.11.1997, No. 17-08/2017-GDS dated 26.02.2019</strong> and <strong>No. 17-09/2019 dated 26.02.2019</strong> providing for adequate representation of SC/ST/OBC communities, Persons with Disability and Economically Weaker Sections (EWSs) respectively will continue to apply.</p>



<p>(i) The permissible disability for persons with Disability will be as given below :-</p>

<p>(ii) <strong>The reservation to EWSs will be as given below:-</strong><br /> The persons belonging to EWSs who are not covered under the scheme of reservation for SCs, STs and OBCs shall get 10% reservation in engagement of GDS posts.</p>



<p><strong>IX. Production of SC/ST/OBC/Disability/ Economically Weaker Sections Certificate :</strong><br /> Production of SC/ST/OBC/Disability/EWSs certificate in the prescribed format would be compulsory in case of such candidates.</p>



<p><strong>X. Time Related Continuity Allowance (TRCA)</strong><br /> The following Minimum TRCA shall be payable to the deferent categories of GDS posts as mentioned in Directorate Order No 17-31120 16-GDS dated 25.06.20 18 :-</p>

<p><strong>XI. Method of Engagement:</strong></p>



<p>Method of engagement will continue to be as online engagement process for engagement of all categories of GDS as notified vide Directorate Letter No 17-2312016-GDS dated 01.08.2016.</p>



<p><strong>(i) Exemption of fee for applying on GDS Posts</strong></p>



<p>Male applicants belonging to the category UR/OBC/EWS have to pay a fee of Rs. 100/-(Rupees one hundred only) for each set of five options. Payment of fee is exempted for all female candidates, all SC/ST candidates and all PwD candidates.</p>



<p><strong>(ii) Option for applying on GDS Posts</strong></p>



<p>A candidate can apply for a maximum of twenty posts all over India per cycle of online engagement. This inter alia means that a prospective candidate can apply for twenty posts on a single application spread across one Circle or several Circles. This cap of twenty posts is inclusive of vacancies arising in candidate&#8217;s home Circle. Home Circle means belonging or native I domicile state of a prospective candidate in which she/He is permanently residing and that Postal Circle is providing opportunity. Hence, candidates should exercise due care while utilizing the twenty choices available to her/Hm in each Cycle. However, only one post will be offered for each Circle if she/He has applied for one or more posts in each Circle.</p>



<p><strong>Example: &#8211;</strong> If a candidate opts for five posts with preference post l, post2, post3, post4, post 5 etc. and selected as meritorious in more than one post, the post in the order of preference will be offered and the candidature for all the remaining posts will be forfeited.</p>



<p><strong>XII. Job Profile</strong></p>



<p><strong>(i) BRANCH POSTMASTER (BPM)</strong></p>



<p>The Job Profile of Branch Post Master will include managing affairs of GDS Branch Post Office, India Posts Payments Bank (IPPB) and ensuring uninterrupted counter operation during the prescribed working hours using the handheld device/Smartphone supplied by the Department. The overall management of postal facilities, maintenance of records, upkeep of handheld device, ensuring online transactions, and marketing of Postal, India Post Payments Bank services and procurement of business in the villages or Gram Panchayats within the jurisdiction of the Branch Post Office should rest on the shoulders of Branch Postmasters. However, the work performed for IPPB will not be included in calculation of TRCA. since the same is being done on incentive basis. Branch Postmaster will be the team leader of the GDS Post Office and overall responsibility of smooth and timely functioning of Post Office including mail conveyance and mail delivery. He/she might be assisted by Assistant Branch Post Master of the same GDS Post Office. BPM will be required to do combined duties of ABPMs as and when ordered . He will also be required to do marketing, organizing melas, business procurement and any other work assigned by IPO/ASPO/SPOs/SSPOs/SRM/SSRM etc. In some of the Branch Post Offices, the BPM has to do all the work of BPM/ABPM.</p>



<p><strong>(ii) ASSISTANT BRANCH POSTMASTER (ABPM)</strong></p>



<p>The Job Profile of Assistant Branch Post Master will include all functions of sale of stamps/stationery, conveyance and Delivery of mail at doorstep deposits/payments/other transactions under IPPB, assisting Branch Postmasters in counter duties using the handheld device/Smart phone supplied by the Department. However, the work performed for IPPB will not be included in calculation of TRCA. since the same is being done on incentive basis. He will also be required to do marketing, organizing melas, business procurement and any other work assigned by the Branch Postmaster or IPO/ASPO/SPOs/SSPOs/SRM/SSRM etc. ABPMs will also be required to do Combined Duty of BPMs as and when ordered.</p>



<p><strong>(iii) DAK SEVAK</strong></p>



<p>The Job Profile of Dak Sevaks will include all functions of viz sale of stamps and stationery, conveyance and delivery of mail and any other duties assigned by Postmaster/Sub Postmaster including IPPB work in the Departmental Post Offices/RMS. However, the work performed for IPPB will not be included in calculation of TRCA. since the same is being done on incentive basis. He may also have to assist Post Masters/Sub Postmasters in managing the smooth functioning of Departmental Post Offices and do marketing, business procurement or any other work assigned by the Post Master or IPO/ASPO/SPOs/SSPOs/SRM/SSRM etc.</p>



<p>2. The revised eligibility conditions and criteria of selection will come into effect for the vacancies to be notified on or after the date of issue of this notification. The engagement process initiated before this date shall be finalized as per the existing instructions.</p>



<p>3. Necessary amendments in the GDS (Conduct &amp; Engagement), Rules 2011 are being issued separately.</p>

<p>First major recruitment with the benefit of 10% reservations for EWS after the 103rd Constitutional Amendment recently passed by Parliament</p>
<p>Recruitment drive will result in massive employment generation with 2,30,000 direct jobs</p>
<p>Recruitment shall be conducted in two-phases duly observing the laid down criteria of reservation in Government of India</p>
<p><strong>Phase-I</strong> (starting February-March, 2019 and completed by April-May, 2020) will comprise of 1,31,428 posts</p>
<p><strong>Phase II</strong> (starting May-June 2020 and completed by July-August, 2021) will comprise of 99,000 posts</p>
<p>About 34,000, 17,000 and 62,000 posts reserved for SC, ST and OBC candidates respectively. Further, as per 103rd Constitutional Amendment, 10% of these vacancies, i.e. around 23,000 shall be reserved for candidates from Economically Weaker Sections (EWS)</p>
<p>In line with the mega recruitment process for recruitment of 1,51,548 employees initiated 14 months ago, Indian Railways will initiate fresh recruitment of ~2,30,000 more employees under various cadres of Indian Railways, which will be recruited over the next two years in two phases.</p>
<p>In line with the vision of Hon&#8217;ble Prime Minister, Shri Narendra Modi, Indian Railways is consistently expanding its workforce to match the manpower requirements of new projects and increase the overall efficiency of the entire railway network. These recruitment drives will fix long-standing issues of overtime work, delay in project implementation, low efficiency, and constraints on upgradation. With the increase in investment in Railways being threefold since 2014, recruitment needs have also increased, which will lead to job-led growth and expansion of Indian Railways.</p>
<p>Presently, Indian Railways has a sanctioned strength of 15,06,598 employees. Out of these, 12,23,622 personnel are on roll. The remaining 2,82,976 are vacant posts. Recruitment for 1,51,548 posts is going on, leaving 1,31,428 posts still vacant. Further, it may also be noted that approximately 53,000 and 46,000 railway employees shall retire in 2019-20 and 2020-21 respectively, causing an additional vacancy of approximately 99,000 employees. Thus, after accounting for the current recruitment&#8217;s in progress, there will be total net vacancies of 1,31,428 and approximately 99,000 i.e. approximately 2,30,000 employees in the railways over next two years.</p>
<p>These are proposed to be recruited over the next two years in two phases. The first phase of fresh recruitment of 1,31,328 posts shall be initiated in the month of February-March, 2019. As per reservation policy of the Government, around 19,715, 9,857 and 35,485 number of vacancies shall be reserved for SC, ST and OBC candidates respectively. Further, as per 103rd Constitutional Amendment recently passed by the Parliament, 10% of these vacancies i.e. around 13,100 shall be filled in from Economically Weaker Sections (EWS). This cycle shall be completed by April-May, 2020.</p>
<p>After the first phase of fresh recruitment of 1,31,328 personnel is completed, the second phase of recruitment of approximately 99,000 personnel against the vacancies arising out of retirements shall be initiated. As per the reservation policy of the Government, approximately 15,000, 7,500, 27,000 and 10,000 posts shall be reserved for SC, ST, OBC and EWS candidates respectively.</p>
<p>Recruitment shall be for various cadres and minimum eligibility criteria shall vary from certification from Industrial Training Institutes or Diploma/above in Engineering or Graduation in any discipline, depending on the post for which the candidate is applying.</p>
<p>These recruitment cycles will result in massive direct and indirect employment generation. Recruitment of 1,31,328 persons in first phase followed by recruitment of 99,000 persons shall create around 2,30,000 direct jobs. The resulting increase in efficiency and investment will boost the regional economies, while boost in connectivity through the Railways will integrate the economic potential of regions and give further rise to job opportunities for the youth of the nation.</p>

<p>Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-</p>
<p>(a) the details of various amenities and facilities being provided to teachers and employees of Kendriya Vidyalaya Sangathan (KVS);</p>
<p>(b) whether KVS collects part of salary of employees under Employees Welfare Scheme(EWS);</p>
<p>(c) if so, the details thereof including rules governing EWS, along with money collected, utilised, unutilised during the last three years;</p>
<p>(d) whether several facilities in Kendriya Vidyalayas (KVs) like swimming pool, gym, etc. are operated by private parties and if so, the details thereof including rules regarding access to these facilities by KV employees; and</p>
<p>(e) the steps being taken by the Government for welfare of employees of KVs?</p>

<p>(a) Kendriya Vidyalaya Sangathan is a fully funded autonomous body under Ministry of HRD. The conditions of service of the employees of KVS are generally at par with those of Central Government employees.</p>
<p>(b) &amp; (c) Yes, Madam. A copy of the Employee Welfare Scheme is available at the website of the KVS at www.kvsangathan.nic.in. The details of money collected and payments made under the scheme are as follows:</p>

<p>(d) 21 swimming pools/Gym were constructed in different Kendriya Vidyalayas by signing Built Operate Transfer (BOT) agreement with private parties between November, 2001 and June, 2004 by Kendriya Vidyalaya Sangathan. As per the agreement entered into at the time of creation of these facilities, the Concessionaires are to provide free of cost training facilities to school children and staff or any other users decided by Kendriya Vidyalaya Sangathan authorities during school hours, which includes instructors, trainers, life guards and necessary equipment/materials etc.</p>
<p>(e) The following additional concessions are also available to KVS employees:</p>
<blockquote><p>(i) Admissions to the wards of Kendriya Vidyalaya Sangathan employees.<br />
(ii) Financial assistance for professional education to the wards of Kendriya Vidyalaya Teachers by National Federation Teachers Welfare (NFTW).</p></blockquote>
