General Provident Fund (GPF) – Employee Provident Fund (EPF)

The Provident Fund for Central Government employees is known as General Provident Fund (GPF). The scheme is not available for those who were appointed after 01.01.2014. They come under the newly formed National Pension Scheme.

Salaried employees are eligible for Employee Provident Fund. Under this scheme, 12% of the employee’s basic salary and D.A is deducted for savings. The employer pays the same amount into the employee’s account.

Currently, the salary limits for P.F. deductions have been raised from Rs. 5,000 to Rs. 15,000. In other words, if an employee earns Rs. 20,000 per month, then, at most, for Rs. 6,500, he would have had a PF deduction of 12%, i.e., Rs.780. Now, it has been raised to Rs. 1,800. The employer too will pay an equal amount. Of the 12% that the employer pays, 8.33% is taken for the PF pension and the remaining 3.36% goes into the PF account. Until now, a maximum Rs. 541 was being deducted for the pension fund. Now, that has been increased to Rs. 1,249.

The EPFO grants pension to retired employees of the private sector. The Centre has raised the minimum monthly pension issued by EPFO to Rs. 1,000. More than 50 lakh employees will benefit from this.

Minimum Monthly Pension and wage ceiling hiked by EPFO

Wage ceiling for EPF raised to Rs.15,000

The much-awaited minimum monthly pension of Rs.1,000 and a higher wage ceiling of Rs.15,000 for social security schemes run by retirement fund manager Employees’ Provident Fund Organisation (EPFO) will be implemented from September 1.

The government’s decision to fix pension entitlement of Rs.1,000 under the Employees’ Pension Scheme 1995 (EPFS-95) will immediately benefit 28 lakh pensioners who get less than this amount at present. The move to enhance the minimum wage ceiling for becoming a subscriber of the EPFO to Rs.15,000 a month is expected to bring 50 lakh additional formal sector workers under the ambit of the body.

“The government has notified enhancement of wage ceiling to Rs.15,000 per month, fixed minimum monthly pension at Rs.1,000 under EPS-95 and enhanced the maximum sum assured under the Employees’ Deposit Linked Insurance (EDLI) Scheme to Rs.3 lakh,” EPFO’s Central Provident Fund Commission K. K. Jalan told PTI.

Mr. Jalan said: “Now the maximum sum assured under the EDLI works out to be Rs.3.60 lakh, including 20 per cent ad hoc benefit over the prescribed amount under the notification.” This means that in case an EPFO subscriber dies, his family will be entitled to a maximum sum assured of Rs.3.60 lakh instead of existing Rs.1.56 lakh.

Mr. Jalan said the notification regarding minimum pension, wage ceiling and EDLI would be effected from September 1. Thus all pensioners getting less than Rs 1,000 per month would get at least this much pension from October.

R-I/UID/2010/37496
Date: 06.02.2013 (6 FEB 2013)

To
All ACCs (Political states),
All RPFC-I (In-charge of Regions),
AH RPFC-II (In-charge of SROs)
(Through web circulation)

Subject: Leveraging Aadhaar for improving the services of EPFO – regarding.

Sir,
This is in reference to Head Office letter No. RI(UID/2010/300351 dated 21.01.2013 on the subject cited above. The issue of expeditious enrolment of the EPF members was discussed with UIDAI Officials. ¡t has emerged that UIDA1 through its registrars has been organising enrollment camps in 18 states only. Register General of India (RGI) has been collecting data in respect of the remaining states through National Population Register (NPR). While the data collected by RGI is also being processed for issue of Aadhaar numbers by UIDAI, the methodology used by RGI for setting up enrolment camps is different i.e. it is being done on the basis of house-to-house data collected by enumerators during Census Operations 2011, unlike UIDAI camps, where any resident, Irrespective of the place of residence, can get himself enrolled for Aadhaar number. This enrolment may take considerable time.

In view of the discussions held with UIDAI officials and the time required in the process of obtaining Aadhaar numbers, it may not be possible to obtain Aadhaar number / Aadhaar Enrolment number by EPF members by 1st March,2013. Therefore, it has been decided to not to make Aadhaar Number / Enrolment number mandatory for EPF members from 1st March, 2013. However, the field offices would make maximum efforts to obtain the available Aadhaar numbers of the EPF members.

Further your attention is invited to Head Office letter no. MIS-II/ISO-9001/2011-12/24686 dated 9th November 2012 on implementation of ISO 9001 Certification for the field offices which is a mandatory success indicator under the Results Framework Document (RFD). The updation of members’ master in database ¡s one of the standards required for the purpose. In view of the benefits that would accrue both to the EPF members as well as EPFO, It has now been decided to collect the core banking account number of all the contributing members as indicated In ECR.

The Regional offices and Sub-Regional offices should make an all-out effort to collect the core banking account numbers in respect of all the contributing members as indicated in ECR. Compliance of instructions may kindly be ensured in this regard.

Yours faithfully,
sd/-
(Anil Swarup)
Central Provident Fund Commissioner

Unique Facility for EPF members to Download their E-Pass Book

A unique facility for EPF members to download their e-pass book each month, if they are active members and ECR is being uploaded by their employer, was today formally launched by Shri R.C.Mishra, Central PF Commissioner here in the EPFO headquarters, New Delhi.

The salient features of this facility are as under:

• The members shall be able to download their e-pass book each month, if they are active members and ECR is being uploaded by their employer.

• In case of the members who are not active (left service) and have not settled their account or have not become inoperative, the facility to download the pass book on request basis shall be available.

• The facility shall be available on www.epfindia.gov.in

• Any PF member can register himself/herself on the Member Portal by using his/her Photo Identification number such as PAN, Aadhar, NPR, Driving License, Passport, Voter ID, Ration Card and use the mobile number as the password. Thus the member will not be required to remember any user id/password.

• The member can add multiple id numbers after registration and can use any one for login.

• Once registered, he/she can download the pass book by entering his/her account number. If available the pass book will appear for download.

• In case not available a request will be created on the portal and once the pass book is uploaded by the respective field office, an SMS will be sent to the member to login and download the pass book.

• The e-pass book shall contain the transaction wise details in the member’s account (all credits and debits) since the month for which the details for the establishment have been processed in the new application software at the field offices.

• The facility, however is not available for the members under establishments that are exempted under the EPF Scheme 1952 (as the fund details are maintained by the Trust), Inoperative members (i.e in accounts where no contribution has been received during preceding 36 months).

However, the facility will have following restrictions:-

1. Only one registration is permitted against one mobile number.

2. The member can download the passbook for only one account number under one establishment. Thus in case he/she has worked for different spells in one establishment with different account numbers, he/she has to apply for the transfer of the old account to the new so that the credit may be reflected in the e-pass book of the new account.

3. To view the amount balance against any inoperative account also the member should apply for transfer and then the transferred amount will reflect as credit in the present account of the member.

PIB
