<h3 class="wp-block-heading">Subject: e-NPS Govt offers ease &amp; convenience in account opening for the Subscribers</h3>



<p>PFRDA has enabled e-NPS for the benefit of Government Sector Subscribers &amp; the associated Nodal offices vide our Circular no. PFRDA/2021/34/SUP-CRA/1 Dated 23 August 2021.</p>



<p>2. e-NPS Govt provides the opportunity for the employees of Government Sector and empowers them to open NPS Acct with ease and lot of convenience in a paperless mode. Till date, nearly 9000 accounts are opened across various Accounting formations (refer to Annexure I) of the Central Government &amp; State Government. The data related to accounts opened through non-e-NPS channels for the corresponding period also provided. Currently e-NPS Govt is largely used by Central Autonomous Bodies (CAB) followed by Civil &amp; Defence Ministries.</p>



<p>3. The major benefits of e-NPS Govt. are faster account opening, higher efficiency and brings operational finesse to the nodal offices due to the paperless process &amp; optimizing their time due to non-deposit of the physical account opening forms to CRA FC which are collected in other modes of acct opening. Since e NPS – Government significantly reduces the turnaround time (TAT) for Acct opening, the monthly contributions of NPS for the employees can be invested timely which lead to higher investment returns for the benefit of Subscribers.</p>



<p>4. It was proposed that e-NPS for Government shall be made mandatory w.e.f. 1/4/2022. However, it is observed that still various depts/nodal offices under Govt sector yet to adopt e-NPS Government holistically for the on-boarding of new employees.</p>



<p>5. All Govt. Nodal officers of State/Centre/Autonomous Bodies are once again informed to adopt e-NPS Government for on-boarding their new employees in order to align with the goal of Govt. of India’s Digital India program to transform India into a digitally empowered society wherein its Citizens are not required for physical submission of documents &amp; certificates. Adoption of e NPS Government also brings various benefits for stakeholders and employees as provided in Annexure II.</p>

<h3 class="wp-block-heading">Subject: Trail commission to POPs on voluntary contributions through D-Remit by Subscribers associated to POPs under the All Citizen Model</h3>



<p>PFRDA had introduced the D-Remit (Direct Remittance) facility for the subscribers wherein they could deposit their voluntary contributions with greater ease by creating a static Virtual ID linked to their PRAN and remit the amount from their Bank Account.</p>



<p>2. D-Remit envisaged as a ‘subscriber centric measure’ to enable one to deposit contributions into PRANs from their savings bank account through Net banking/ IMPS/ UPI. The feature intends to optimize investment return by offering same day NAV, if Trustee Bank receives the contributions before 9.30 AM. It has become very popular because of its ease of use, operational convenience, the unique facility of setting up SI/auto debit, changing the auto debit amount, pause auto debit etc.</p>



<p>3. In order to support the Points of Presence (POPs) for their significant efforts and resources deployed by them for sourcing NPS Accounts and make them sustain their NPS outreach efforts, it has been decided that the trail commission shall be payable to POPs w.e,f. 01.09.2022. The trail commission on contributions made through D-Remit will be similar to eNPS (other mode of Online contribution) by those subscribers who were on-boarded by the respective PoPs. The charge structure for POPs were provided by PFRDA vide its circular dt. 31.01.2022.</p>



<p>4. The trail commission to PoPs for D-Remit Contributions of the associated Subscribers shall be @ 0.20% of the contribution amount (Minimum Rs. 15 and Maximum Rs. 10,000) similar to eNPS. The applicable charges would be recovered by unit deduction on periodical basis.</p>



<p>5. All CRAs, NPST and POPs are advised to inform the Subscribers &amp; Stake holders about the proposed charges through all means of communication including SMS, email, Social Media and by placing the circular in their websites.</p>

<h3 class="wp-block-heading"><strong>Subject: Facility of NPS on-boarding through online Aadhaar e KYC</strong></h3>



<p>e-NPS is the online NPS on boarding portal hosted by the Central Record Keeping Agencies (CRA) appointed by PFRDA wherein one can register and contribute online into NPS and the existing Subscriber can activate their Tier II account. At present, the registration under e NPS occur either through Aadhaar Offline e-KYC or through PAN &amp; Bank Account.</p>



<p>2. Now, pursuant to the approvals from Dept. of Revenue, Government of India to undertake Online Aadhaar e-authentication services from UIDAI under Section 11A of PMLA 2002 (the copy of the notification dated 22/12/2020 enclosed at Annexure I) and NSDL – CRA has enabled the Aadhaar based online e-KYC authentication functionality for subscriber registration in e NPS platform.</p>



<p>3. The above online _ facility has been’ rolled out under’ the link&nbsp;<a href="https://enps.nsdl.com/eNPS/OnlineSubscriberRegistration.html?appType=main" target="_blank" rel="noreferrer noopener"><em>https://enps.nsdl.com/eNPS/OnlineSubscriberRegistration.html?appType=main</em></a>. The online Aadhaar e KYC shall further simplify the process of Account opening which offers the Subscribers, a unique digital<br />experience with instantaneous generation of Permanent Retirement Account Number (PRAN). The process flow of using online e KYC is given in the Annexure II for the benefit of Subscribers.</p>



<p>4. This Circular is issued under Sec 14 of PFRDA Act 2013, placed in the CRA section of intermediaries and also under the Circular sub section of Regulatory framework section of PFRDA website www.pfrda.org.in.</p>

<p><strong>G.S.R. 784(E).</strong>—In exercise of the powers conferred by sub-section (1) of section 11A of the Prevention of Money-laundering Act, 2002 (15 of 2003), the Central Government on being satisfied that the reporting entities mentioned below comply with standards of privacy and security under the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) and it is necessary and expedient to do so, and after consultation with the Unique Identification Authority of India established under sub-section (1) of section 11 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 and the regulatory authority, namely the Pension Fund Regulatory and Development Authority of India, hereby notifies the reporting entities specified below to undertake Aadhaar authentication service of the Unique Identification Authority of India under section 11A of the Prevention of Money-laundering Act, 2002, namely:—<br />“M/s NSDL e-Governance Infrastructure Limited.”</p>

<h3 class="wp-block-heading"><strong>Annexure II – Process for Subscriber registration through Aadhaar based eKYC on eNPS platform</strong></h3>



<p><strong>Prerequisites of Registration through Aadhaar are as follows:</strong></p>



<p>1. Aadhaar Number or 16 digit Virtual Identification (VID) Number provided by UIDAI</p>



<p>2. Aadhaar Registered Mobile Number</p>



<p><strong>Process to be followed is as follows:</strong></p>



<p>1. To open NPS account online using Aadhaar, Subscribers need to visit eNPS portal using&nbsp;<a href="https://enps.nsdl.com/eNPS/NationalPensionSystem.html" target="_blank" rel="noreferrer noopener">https://enps.nsdl.com/eNPS/NationalPensionSystem.html</a></p>



<p>2. Subscribers need to click on “National Pension System” and subsequently click on “Registration” option.</p>



<p>3. Subscribers is now required to select the category of account opening – “Individual Subscriber” or “Corporate Subscriber” category. Further, the applicant status is to be selected from – “Citizen of India” or “Non Resident of India (NRI)” or “Overseas Citizen of India (OCI)”.</p>



<p>4. The Subscribers need to select “Aadhaar Online/ Offline KYC” option during registration and select the “Tier types’ for account opening.</p>



<p>5. To continue with “Aadhaar online” process, Subscribers are required to select and provide “Aadhaar” (12 digit) or “Virtual ID” (16 digit) number provided by UIDAI and click “Generate OTP”. In case, Virtual ID is not available then Subscribers need to click the link&nbsp;<a href="https://resident.uidai.gov.in/vid-generation" target="_blank" rel="noreferrer noopener">https://resident.uidai.gov.in/vid-generation</a>&nbsp;to generate the VID.</p>



<p>6. Generation of OTP – Subscribers are required to click on the “Generate OTP” and submit the OTP received on mobile number registered in Aadhaar.</p>



<p>7. After submission of OTP alongwith consent to use Aadhaar details, the demographic details (Name, Gender, Date of Birth, Address, Photograph etc.) will be fetched from Aadhaar records.</p>



<p>8. Other mandatory details need to be completed by Subscriber in order to complete the NPS registration process.</p>



<p>9. Subscribers are required to make NPS contribution and complete digital registration process through digital authentication (OTP on registered Mobile number and email ID or eSign).</p>

<h3 class="wp-block-heading">Sub:- Payment of lump-sum compensation to employees covered under <a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener">NPS</a> on retention in Railway service in spite of disablement attributable to Railway service in accordance with Rule 10(3) of the Railway Services (Pension) Rules, 1993 &#8211; regarding.</h3>



<p>A copy of the Department of Pension &amp; Pensioners’ Welfare (DOP&amp;PW)’s O.M. no. 01.03.2019- P&amp;PW(F) dated 01.01.2021 is enclosed for information and guidance. These instructions shall apply mutatis mutandis on the Railways also. The Central Civil Services (Pension) Rules, 1972 and the Central Civil Services (Extra Ordinary Pension) Rules, 1939 correspond to the <a href="https://centralgovernmentnews.com/indian-railways-latest-news-today/" target="_blank" rel="noreferrer noopener">Railway</a> Services (Pension) Rules, 1993 and the Railway Services (Extra Ordinary Pension) Rules. 1993 respectively.</p>



<p>2. The Railway Board’s instructions/ Railway Services (Extraordinary Pension) Rules, 1993 corresponding to DOP&amp;PW’s instructions /CCS (Extraordinary Pension) Rules, 1939 referred to in their aforesaid O.M. dated 01.01.2021 are given below:-</p>

<p><strong>Subject: Option for Govt. employees to on-board NPS through eNPS  (Stake Holder Feedback)</strong></p>



<p>e-NPS is the online NPS on boarding portal hosted by the Central Record Keeping Agency (CRA) wherein a Subscriber can register and contribute online into NPS. Through <strong><a href="https://centralgovernmentnews.com/tag/eNPS/" target="_blank" rel="noreferrer noopener">eNPS</a></strong>, a Subscriber can register under NPS, generate a Permanent Retirement Account Number (PRAN) under All Citizens of India and Corporate Sectors. Further, the Subscribers who have already been registered under NPS across sectors with active PRAN can make contributions through eNPS as well as activate their Tier II account. The prospective NPS Subscribers under private sector can register in e-NPS either through ‘Aadhaar Offline e-KYC’ or through ‘PAN &amp; Bank Account</p>



<p>2. At present, the Government sector Subscribers are registered under NPS either through submission of physical form to CRAs or through online processes viz. OPGIVI (Online PRAN Generation Module ) adopted by the Nodal Offices of Govt. Now, PFRDA is exploring the possibility to enable e-NPS platform as an additional option to Government Sector employees to facilitate their online onboarding under NPS. Accordingly, the employees of Government Sector will have option to register under NPS through e-NPS. Further, an existing Subscriber of other sectors. on entering into the Government sector, shall have an option to shift to Government sector through e-NPS.</p>



<p>3. The proposed methodology is placed at Annexure I.</p>



<p>4. The proposed mode of e-NPS based registration of Govt Sector employees bring the following benefits to the stakeholders:</p>



<ul class="wp-block-list"><li>i. Ease of on boarding for employees and online verification/ authorization of employee NPS information by nodal officers.</li><li>ii. Paperless process of enrollment with e-Sign/OTP.</li><li>iii. Easing the work of Nodal officers from manual process of Acct opening and freeing them from handling papers and associated challenges of dispatching the physical forms to CRA.</li><li>iv. Optimizing the cost of Acct opening by end to end digitization.</li><li>v. Expediting the account opening process compared to existing modes of account opening methods made available to the Government sector.</li><li>vi. Timely PRAN generation and hence timely deposit of <strong><a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener">NPS</a></strong> contribution which would lead to higher investment benefits.</li><li>vii. Since the employees fill the data in e-NPS portal themselves while on-boarding, data entry error may come down and consequently the decline in rejection of forms.</li><li>viii. Currently, CRA-FC services are also utilized by SG/CG for data entry /digitization which may be prone to data entry error which results in return/re-submission of forms.</li><li>ix. The logistical cost associated with submitting physical forms by subscribers to nodal officers, by nodal officers to CRA-FC and resubmitting the return forms will be avoided.</li><li>x. <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">Covid</a></strong> pandemic induced immobility leading to piling up of CSRF at Govt. offices can be overcome.</li><li>xi. Few State Govt. depts. are advising their new employees to open acct under UoS and carry out Inter Sector Shifting (ISS) thereafter which increases the cost of account opening and turn around time.</li><li>xii. By enabling eNPS onboarding for Govt employees, ISS can also be carried out seamlessly.</li></ul>



<p>5. In view of the above, PFRDA invites comments/ suggestions/ feedback from all the Government nodal offices on this proposal (Option for Govt employees to join NPS through e NPS). as per the format attached as Annexure II</p>

<p>Reference 1s invited to this office OM No. G.25014/40/ 2010/MF. CGA/IAD/ 1856-98 dated 30.01.2018 wherein All Pr.CCAs/ CCAs/CA (I/C) were requested to issue necessary directions to the Internal Audit Wings of their Ministries/ Departments to includes NPS related activities while conducting Internal Audit of PAOs/ CDDOs /Autonomous Bodies.</p>



<h4 class="has-text-align-center wp-block-heading"><a href="https://centralgovernmentnews.com/e-nomination-facility-for-nps-subscribers-pfrda/" target="_blank" rel="noreferrer noopener">e-Nomination facility for NPS subscribers &#8211; PFRDA</a></h4>



<p>The Chairperson, Pension Fund Regulatory and Development Authority (PFRDA) vide DO No. PFRDA /17 /07/ 111/0003/ 2020-S UP-CG dated 27.08.2020 has pointed out that despite the guidelines issued by the O/o Controller General of Accounts vide OM No. 1(7)/ 2003/TA/ Part-file/ 279 dated 02.09.2008 and subsequent circulars thereon, often delays and lapses by nodal offices result in delay returns on funds for employees.</p>



<p>Therefore, <strong><a href="https://centralgovernmentnews.com/tag/pfrda/" target="_blank" rel="noreferrer noopener">PFRDA</a></strong> has requested to include the following activities while conducting the Audit of PAOs/ CDDOs/ Autonomous Bodies;</p>



<ul class="wp-block-list"><li>Whether PRANs of those employees who have joined service of Central Govt. or CAB on or after 01.01.2004 are being generated immediately on their joining.</li><li>Whether NPS employee contribution is deducted from their first salary.</li><li>Whether NPS contribution, deduction from salaries are uploaded in the SCFs along with the Govt. co-contribution.</li><li>Whether timeliness prescribed is being followed by the DDOs in submission of salary bills and by the PAOs/ CDDOs in upload and remittance of <strong><a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener">NPS</a></strong> contributions to the Trustee Bank .</li><li>Whether exit/ withdrawals under NPS are initiated and processed/ authorised in a timely manner by Nodal offices.</li></ul>



<p>In view of the above, all Pr.CCAs/ CCAs/ CAs( I/c) are once again requested to issue necessary direction to their respective Internal Audit Wings to include above points in checklist while conducting Audit of PAOs/ CDDOs/ Autonomous Bodies.</p>



<p>Further, it has been decided that a special audit of NPS of PAOs and CDDOs shall be conducted by IAWs of the respective Ministries/ Departments and report to this effect be submitted to this office in three months.</p>

<p><strong>Subject : e-Nomination facility for NPS subscribers</strong></p>



<p>Pension Fund Regulatory and Development Authority (<strong>PFRDA</strong>) has been established inter-alia is to protect the interests of subscribers of NPS and other pension schemes regulated by it. PFRDA has allowed comprehensive and digitally enabled solutions for subscribers’ varied needs from on-boarding till the process of exit.</p>



<p>2. Currently, the existing subscribers of <a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener">NPS</a>, who wish to change their nomination in their Permanent Retirement Account Number (PRAN), are required to submit S2 form (Request for change of Subscriber Master details) physically to the associated Nodal officers, corporates or Points of Presence (POPs) for updation.</p>

<p>3. In order to enable NPS Subscribers with ease of changing the nomination, PFRDA has allowed the ‘e sign based online facility’ to change of nomination through the Subscribers’ login credentials, as per the process flow given in Annexure-A. Central Record Keeping Agencies (CRAs) have been advised to introduce this feature in their system at the earliest.</p>



<p>4. The detailed provisions regarding ‘Nominations’ under NPS are specified under regulation-32 of PFRDA (Exits and Withdrawal) Regulations 2015. The relevant extracts of the regulations are provided under Annexure-B for ready reference.</p>

<p>Subject: <strong>Additional Modes of e-NPS exit</strong></p>



<p>eNPS offers ease of online opening of NPS account in a paperless manner. Henceforth, it has been decided to provide additional option to e-NPS subscribers to exit also from NPS through an online process. This option of exit shall be applicable for both i.e. for pre-mature as well as normal exit, in terms of provisions of the <strong><a href="https://centralgovernmentnews.com/tag/pfrda/" target="_blank" rel="noreferrer noopener">PFRDA</a></strong> (Exit and Withdrawal under National Pension System) Regulations 2015. The process would be implemented = shortly.</p>



<p>2. Under the existing offline process, the e-NPS subscriber has to approach the Bank-Point of Presence (POP) to get his withdrawal request processed by shifting his <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/category/nps/" target="_blank">NPS</a></strong> account through / inter-Sector Shifting (ISS) from ‘e NPS’ to the ‘Bank- POP’. Thereafter the NPS withdrawal forms along with the specified documents are required to be submitted to the Bank-POP for authorization, to enable CRA to proceed with the exit process.</p>



<p>3. The proposed online process of e-NPS exit would be akin to the existing online e-NPS platform already in use for opening NPS accounts by customers of Bank-POPs. In the proposed online exit process, the KYC of e-NPS subscribers shall be verified by the respective Bank POPs where these subscribers have their existing banking relationship. Banks shall also be eligible for payment of processing fees.</p>



<p>4. Central Record Keeping Agencies (CRAs) have been advised to develop online ‘e NPS exit functionality’ in co-ordination with Banks to facilitate the online process of exit of e NPS subscribers who are also the customers of those Banks. The process flow is provided at the Annexure A and B. The claims arising due to death of NPS Subscribers shall be handled off line by NPS Trust.</p>



<p>5. This circular is issued in exercise of powers conferred under section 14 of PFRDA Act 2013 and is available at PFRDA’s website (www.pfraa.org.in) under the Regulatory framework and in “Circular” sections of CRA, POPs and NPST under intermediaries.</p>

<h2 class="wp-block-heading">e-NPS withdrawal process</h2>



<h4 class="wp-block-heading">A. Normal/ Premature exit under e-NPS:</h4>



<ul class="wp-block-list"><li>An option will be available in the respective CRA website for the subscriber to submit withdrawal request. For this purpose, limited access would be provided on CRA Website to the subscriber to provide withdrawal request details and upload scanned documents.</li><li>The subscriber shall provide details of bank account, address etc. and upload scanned copies of his KYC documents and bank account proof.</li><li>The option of e-sign shall be provided to make the process paperless.</li><li>Once withdrawal request is successfully submitted online by the subscriber with e-sign, KYC documents shall be displayed online to Bank-POP for verification. The verification of the documents would be done by the Subscriber’s bank.</li><li>Once verified, the exit would be processed by the CRA. </li></ul>



<h4 class="wp-block-heading">B. Exit from e-NPS due to death:</h4>



<ul class="wp-block-list"><li>The nominee/claimants can also opt to submit the exit form to NPS Trust with the required documents after verification of his KYC by his bank. Tne nominee has to get a Bank’s KYC confirmation on bank’s letterhead containing the photo and signature of the nominee.</li><li>The Bank’s letter needs to be signed with seal by the designated bank official where the nominee has the bank account and where the claimants would like to receive the lump sum and/ or annuity and submit the same to NPS Trust.</li><li>Post receipt of duly verified documents in the manner as given in b. above, NPS Trust will authorize the withdrawal request after due diligence and after satisfying themselves about the veracity of the claim.</li><li><strong>Address of NPS Trust:</strong><br />National Pension System Trust,<br />3rd Floor, Chhatrapati Shivaji Bhawan,<br />B-14/A, Qutab Istitutional Area,<br />New Delhi &#8211; 110016</li></ul>



<h4 class="wp-block-heading">C.<strong> Fees for processing e NPS exits to Bank-POPs</strong></h4>



<p>Banks shall get a fee @ 0.125% of the total NPS corpus (Minimum amount of Rs.125/- and maximum Rs, 500/-). These proposed charges to Bank- PoPs would be applicable for both online/offline KYC verification process related to eNPS exits.</p>



<h4 class="wp-block-heading">D.<strong> Important Information:</strong></h4>



<p>The above process of e NPS exits co-exist along with the existing modes of handling of e- NPS exits.</p>

<p>At the end of Financial Year 2017-18, 97.05 lakh subscribers have enrolled under Atal Pension Yojana. The incremental addition of 48.21 lakh subscribers was a 98% more than previous Financial Year 2016-17 figure of 48.83 lakhs. PFRDA appreciates the efforts taken out by the APY Service Providers (Banks/DoP) for their contribution towards making India a Pensioned Society.</p>
<p>&nbsp;</p>
<p>PFRDA has taken various initiatives for the expansion of outreach and ease the operations under APY. Online facility to view Statement of Account and ePRAN card was enabled for the ease access of account of APY subscribers, going ahead mobile applications for empowering the subscribers to view transactions and other details of their APY account was introduced. For the convenience of the subscriber and promoting the digital initiatives of GOI, PFRDA introduced the online registration facility through eNPS Channel by login to a website www.enps.nsdl.com without any requirement of physical document.</p>
<p>APY became operational from 1st June, 2015 and is available to all citizens of India in the age group of 18-40 years. Under the scheme, a subscriber would receive a minimum guaranteed pension of Rs.1000 to Rs.5000 per month, depending upon his contribution, from the age of 60 years. The same pension would be paid to the spouse of the subscriber and on the demise of both the subscriber and spouse, the accumulated pension wealth is returned to the nominee.</p>
<p>Now APY can also be opened through a complete digital channel through eNPS platform. A subscriber can view and print the ePRAN card and Statement of Transactions. Further, the subscriber can register complaints/ grievance by providing his/ her PRAN details on https://npslite-nsdl.com/CRAlite/grievanceSub.do.</p>

<p>9. Nodal Office will print the online form dispatch the same along with duly filled attested both the Annexures &#8211; I and II to CRA.</p>

<p>10. On receipt of documents, CRA will initiate the withdrawal request in the CRA system.</p>

<p>11. The accumulated pension wealth, of the particular deceased subscriber or the subscriber (in case of disability) for whom the withdrawal request is raised, will be transferred to the Nodal Office bank account as per the settlement cycle.</p>
