										<content:encoded><![CDATA[<div><strong>CENSUS OF CENTRAL GOVERNMENT EMPLOYEES (As on 31st MARCH, 2009)</strong><span style="text-align: justify;">As per the result of Census Enquiries, the total regular employment under Central Government as on 31st March, 2009 was 30.99 lakh as against 31.12 lakh on 31st March, 2008.</span></p>

<div style="text-align: justify;">The employment has, thus, recorded a decline of 0.42% in 2009 over 2008.(2). Employment in Ministry of Railways was the highest (44.74%) followed by the Ministry of Home Affairs (24.14%), Defence civilian (11.77%), Communications &amp; IT (7.06%) and Finance (3.49%). Other Ministries/Departments collectively shared the rest of 9% of the total Central Government regular employment.</p>
<p>(3). Out of 30.99 lakh regular employees, 3.11 lakh were women.</p>

<div style="text-align: justify;">The total number of regular civilian employees under Central Government establishments as on 31st March, 2009 was 30.99 lakh. The Table-1 shows overall comparative change noticed in the level of Central Government employment (regular) as on 31st of March, 2008 and 2009.</div>

<div style="text-align: justify;">The total employment under Central Government as on 31st March, 2009 as per Census has gone down by 0.13 lakh over 31st March, 2008. This decrease may be attributed to various recruitment policies of the Government. Right sizing /down sizing policy has been a major contributory factor for this declining trend.</div>

<div style="text-align: justify;">The Ministry of Railways has a major share (44.74%) of the total regular Central Government employees followed by Ministries of Home Affairs (24.14%), Defence (civilian) (11.77%), Communications &amp; IT (7.06%) and Finance (3.49%).</div>
<p>These five Ministries taken together accounted for 91% of the total Central Government employment. The residual employment (about 9%) was shared by all the remaining Ministries/Departments of the Central Government.</p>

<div align="center"><strong>WOMEN EMPLOYMENT UNDER CENTRAL GOVERNMENT</strong></div>

<div style="text-align: justify;">2.3 Women employment under Central Government has been estimated to the tune of 3.11 lakh, which is 10.04 percent of the total regular Central Government employment. Women employees together with their proportion in the total estimatedwomen employment in the major employing Ministries for the year 2009 is shown in Table-3:

<p><span style="text-align: justify;">It may be observed from Table-3 that participation of women was highest in Ministry of Communications &amp; IT(15.78%) whereas participation of women in Ministry of Railways is quite low (6.43%) as compared to overall women participation </span><span style="text-align: justify;">in Central Government employment. Ministry of Defence (civilian) has fair share of women employment i.e. 10.79%. The participation of women shared by rest of the Ministries/Departments was of the order of 13.11%.</span><br />
