<p style="text-align:center"><strong>Employees Union urges the Lavasa Committee report to be implemented by the central government</strong></p>



<p>A Jammu-based employees union on Sunday urged the Centre to implement the recommendations of the Ashok Lavasa Committee report ahead of the upcoming Lok Sabha polls to benefit lakhs of lower class employees and pensioners.</p>



<p>A high-level committee headed by the former Finance Secretary Ashok Lavasa submitted its report on allowances to 47 lakh government employees to Union Finance Minister Arun Jaitley in April 2017.</p>



<p>&#8220;The delay in accepting the recommendations of the Ashok Lavasa Committee report by the central government has left the employees concerned,&#8221; president National Mazdoor Conference Subash Shastri said here.</p>



<p>&#8220;We urge Prime Minister Narendra Modi and the Finance minister to take a final decision in this regard before the announcement of the upcoming parliamentary elections,&#8221; he said.</p>



<p>He said the Lavasa Committee had proposed a minimum scale pension of lower class employees and pensioners to Rs 21,000.</p>



<p>The committee was constituted in the wake of implementation of the seventh pay commission by the central government for removal of pay anomalies in the pay structure of lower class cadre of both the state and the central government, Shastri said, adding that it will be a major issue in the upcoming polls.</p>



<p>&#8220;The government employees and the pensioners constitute a sizeable voter constituency and this constituency can be a determining factor in the electoral considerations,&#8221; he said.</p>

<div>In continuation of Advertisement dated 1.11.2012 regarding Verification of Membership of Central Trade Union Organisations  the Standing Committee for General Verification under the auspices of the Ministry of Labour and Employment constituted for consultation on General Verification in respect of Central Trade Union Organisations has  arrived at a unanimous decision in its 6th Meeting held on 21st December, 2012 to extend the time limit for filing the claims by CTUOs by 2 months i.e. from 31st January,2013 to 31st March, 2013.</div>

<div>Accordingly, the concerned CTUOs may now file their claims by 31st March, 2013.</div>

<div>Government of India, Ministry of Labour &amp; Employment has decided to conduct fresh general verification of membership of trade unions affiliated to Central Trade Union Organisations with date of reckoning as 31st December,2011 for the purpose of determining the representation of Central Trade Union Organisations on international and national conferences, committees, councils etc.</div>

<div>It has been decided in consultation with the Standing Committee on General Verification that those trade union organizations whose affiliates have at least a combined verified membership of 8 lacs and unions registered in at least 8 States with membership presence in at least 8 industries as on 31.12.2011, would be recognized by the Government as Central Trade Union Organisation. A Central Trade Union Organisation which fulfils these conditions, should submit to the Chief Labour Commissioner (Central), Shram Shakti Bhawan, New Delhi by 31.01.2013 at the latest, the particulars of its affiliated trade unions in the prescribed form which is available with the Office of Chief Labour Commissioner(Central).  The process of  verification would be initiated after such organization has furnished full information in this regard and has made out  a case that it meets the above stipulations.</div>

<div>Confederation of Central Government Employees and workers strongly condemns the recent decision taken by the Union Cabinet to allow FDI in Insurance and Pension sectors.  Both the Pension and insurance are long time savings instruments    and the funds are greatly drawn from the common people. The Insurance Sector in which the Government had a monopoly till the advent of the neo liberal economic policies has remained as one of the most efficient, customer caring and profit making public enterprises. It contributes about 25%of the total investment of Govt. of India funded projects.</div>

<div>The permission to have 49%FDI in the two sectors will obliterate the Indian entrepreneurs as they would not be able to meet the challenge of the cut throat competition and unfair marketing practices to be unleashed by the giant transnational corporations.   Besides, the UPA II Govt. has chosen to ignore  the huge loss of about 4 Trillion dollars suffered by the Pension fund operators in the USA due to the global financial crisis from which the West European and American Economy is yet to come out.  This decision of the Union cabinet is clearly to bail out those transnational corporations from the financial crisis.   The Government’s decision will enable the Pension fund operators to lure the ignorant common pension beneficiaries to speculative market and the consequential liquidation of their savings and negation of pension benefit at the evening of their life.</div>

<div>The present decision of Manmohan Singh Government read with the intensified desire to enact the PFRDA Bill in the winter session of the Parliament must be seen as the most treacherous and anti people decision taken at the behest  of and compulsion from the International Finance capital and especially to oblige the US Government whose President is seeking re-election.</div>

<div>The Confederation has called upon the CG employees to organize campaigns and organize a day’s strike on 12th December, 2012  to compel the Government to rescind this anti people decision and withdraw the PFRDA Bill.</div>
