<p>Madam /Sir,</p>



<p>With reference to the context cited above, EPFO has collaborated with NISD and has made available the digital version of the Pension Payment Order (PPO) for the Pensioners of Employees’ Pension Scheme at Digilocker Portal for the benefit of the Stakeholders. By collaborating with NISD, EPFO seeks to improve its service delivery by creating a digital highway that can facilitate exchange of digitally signed documents amongst the issuers, citizens and the other Government service providers. The PPO issued by EPFO to the EPS pensioners has been made available at Digilocker Portal in shape of a Digital Certificate which any concerned EPS Pensioners can download by registering on Digilocker.</p>

<p>Sir,</p>
<p>Proposal for alternative pension scheme in lieu of existing CPF scheme is under consideration of the Ministry. It has been intimated by the Ministry that in the context of the feasibility of extending the benefits of the GPF-cum-Pension Scheme, 1972 not being there, one of the options would be to explore the possibility of having an annuity based alternative pension scheme in lieu of the existing CPF scheme. It has been desired that a comprehensive proposal based on willingness of the eligible employee to opt for the alternative scheme is annuity based pensionary benefits in lieu of existing scheme may be submitted.</p>
<p>Accordingly, you are requested to submit the consent of employees on shifting form existing scheme to annuity based pensionary scheme.</p>
<p>In this regard, you are, therefore, requested to kindly obtain willingness of the eligible employees who have joined the services before 1.1.2004 (including those who have retired) to opt for the alternative scheme in lieu of the existing CPF scheme.</p>
<p>The consolidated data in respect of RO and JNVs may be submitted to this office latest by 30.12.2018.</p>
<p>This may kindly be treated as most urgent.</p>

<p>As per the provisions contained in the Employees’ Pension Scheme (EPS), 1995, pension to employees who joined on or after 16.11.1995 is calculated on the basis of pensionable service and pensionable salary. EPS, 1995 is a largely self-funded scheme with combined features of “Defined Benefit” and “Defined Contribution.” Accordingly, the Scheme describes the rate of contribution payable as well as the scale of benefits admissible. Para 32 of the EPS, 1995 provides for annual valuation of Employees’ Pension Fund by a Valuer appointed by the Central Government. Based on the results of such valuations and health of Employees’ Pension Fund and to ensure the sustainability and viability of EPS, 1995, actuarial impact on the Scheme due to any increase in benefit is required to be kept in view. Therefore, providing a minimum pension of Rs. 3,000/- to lakhs of existing pensioners and crores of prospective pensioners has very huge financial implications and could jeopardize the existence of the Pension Fund itself.</p>

<p>However, Government vide notification No. GSR 593 (E) dated 19.08.2014 implemented the provision of minimum pension of Rs.1,000/- per month with effect from 01.09.2014 for the financial year 2014-15 by providing budgetary support keeping in view the interest of the most vulnerable sections. The Union Cabinet in its meeting held on 29.04.2015 has approved the continuation of minimum pension of Rs. 1,000/- per month in perpetuity under EPS, 1995 beyond 2014-15 with certain conditionalities.</p>

<p>Further, index-linking of pension, i.e., increase in pension to fully neutralize inflation was considered by the Expert Committee constituted by the Government to review EPS, 1995, and the same was found not feasible through a funded scheme like EPS, 1995 wherein the contribution of employer and Government is at a fixed rate of 8.33 per cent and 1.16 per cent.</p>

NOTIFICATION</p>
<p style="text-align: right;">New Delhi, the 19th August, 2014.</p>
<p>G.S.R. 593 (E).—In exercise of powers conferred by section 6A, read with Sub-section(1) of Section7 of the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952 (19 of 1952), the Central Government hereby makes the following Scheme, further to amend the Employees’ Provident Funds Scheme, 1995, namely:-</p>
<p>1.<br />
(1) This Scheme may be called the Employees’ Pension (Second Amendment) Scheme, 2014.<br />
(2) It shall come into force on and from the 1st day of September, 2014.<br />
2. In the Employees’ Pension Scheme, 1995(hereinafter referred to as the principal Scheme), in paragraph 12, after sub-paragraph (7), the following sub-paragraph shall be inserted, namely:-</p>
<p>“(7A) The monthly member’s pension including any relief payable to any existing or future member under this paragraph shall not be less than one thousand rupees for the financial year 2014-15.”.</p>
<p>3. In the principal Scheme in paragraph 15, for the words, brackets and figures “sub-paragraphs (2) to (5) of paragraph 12, as the case may be,”, the word and figures “paragraph 12” shall be substituted.</p>
<p>4. In the principal Scheme, in paragraph 16,-</p>
<p>(a) in sub-paragraph (2), in clause (a), after sub-clause (iv), the following sub-clause shall be inserted, namely:-</p>
<p>“(v) in all the cases, where the monthly widow pension including relief, if any, is less than one thousand rupees per month, the amount of monthly widow pension in such cases shall be enhanced to one thousand rupees per month for the financial year 2014-2015.”;</p>
<p>(b) in sub-paragraph (3), for clause (b), the following clause shall be substituted, namely:-</p>
<p>“(b) Monthly children pension for each child shall be equal to 25 per cent of the amount admissible to the widow of the deceased member as monthly widow pension payable under clause (a) of sub-paragraph (2):</p>
<p>Provided that the minimum monthly children pension including relief, if any, for each child of the deceased member shall not be less than two hundred and fifty rupees per month for the financial year 2014-2015.”;</p>
<p>(c) in sub-paragraph (4), for clause (a), the following clause shall be substituted, namely:-</p>
<p>“(a) if the deceased member is not survived by any widow, but is survived by children falling within the definition of family or if the widow pension is not payable, the children shall be entitled to a monthly orphan pension equal to 75 per cent of the amount of the monthly widow pension as payable under clause (a) of sub-paragraph (2):</p>
<p>Provided that the minimum monthly orphan pension including relief, if any, for each orphan shall not be less than seven hundred and fifty rupees per month for the financial year 2014-15.”.</p>

GOVERNMENT REITERATES ITS COMMITMENT TO THE WELFARE OF SCs &amp; STs</p>

<p>The <strong>Central Government</strong> has said that it is committed to the welfare of SCs and STs and this year an amount of Rs 50,548 crore is proposed under the SC Plan and Rs 32, 387 crore under TSP. The Union Finance Minister Shri Arun Jaitley while presenting his maiden Budget, in the Lok Sabha today said that to provide credit enhancement facility for young start up entrepreneurs from Scheduled Castes, who aspire to be part of the neo-middle class, a sum of Rs 200 crore will be opertionalised through a scheme by IFCI. For the welfare of the tribals “Van Bandhu Kalyan yojana” is being launched with an initial allocation of Rs 100 crore. Shri Jaitley has announced a sum of Rs 100 crores for modernization of Madarsas.<br />
Shri Jaitley said that NDA Government during its last term in office had introduced the Varishtha Pension Bima Yojana (VPBY) as a pension scheme for senior citizens. Under the scheme a total no. of 3.16 lakh annuitants are being benefitted and the corpus amounts to Rs 6,095 crore. The Finance Minister proposed to revive the scheme for a limited period from 15 August , 2014 to 14, August, 2015 for the benefit of citizens aged 60 years and above. He also proposed to set-up a committee to examine and recommend the use of unclaimed amounts with PPF, Post Office, saving schemes etc for the benefit of senior citizens.</p>
<p>Shri Jaitley said that the Government is fully committed to the social security and welfare of employees serving in the organized sector. It is notifying minimum pension of Rs 1,000 per month to all subscriber members of EP Scheme and has made an initial provision of Rs 250 crore in the current financial year to meet the expenditure. Further, increase in mandatory wage ceiling of subscription to EPS from Rs 6,500 to Rs 15,000 has been made and a provision of Rs 250 crore has been provided in the current budget. For the convenience of the subscribers, EPFO will launch the “Uniform Account Number” Service for contributing members to facilitate portability of Provident Fund accounts.</p>
<p>The Finance Minister said that the Government will make all out efforts to create a more inclusive society for Persons with Disabilities to enable them to enjoy equal opportunity to lead an empowered life with dignity. He also proposed to establish National level institutes for Universal Inclusive Design and Mental Health Rehabilitation and also a Centre for Disability Sports.</p>

<p>Ahead of Lok Sabha polls, the government is likely to approve this month a proposal that will entitle formal sector workers a minimum monthly pension of Rs 1,000, immediately benefiting 27 lakh pensioners.</p>
<p>Those who get less than Rs 1,000 a month include 22 lakh member pensioners and 5 lakh widows as on March 31, 2013. There are about 44 lakh pensioners.</p>
<p>&#8220;<strong>The Labour Ministry&#8217;s revised proposal for minimum pension of Rs 1,000 per month was submitted to the Finance Ministry last week, and is likely to be approved this month</strong>,&#8221; said an official source.</p>
<p>The ministry&#8217;s proposal to assure minimum pension of Rs 1,000 under the Employees&#8217; Pension Scheme 1995 (EPS-95), run by the Employees&#8217; Provident Fund Organisation (EPFO), is pending for a long time.</p>
<p>Earlier, the ministry had proposed that the government should increase its subsidy on the scheme from 1.16 percent of the basic wages to 1.79 percent to assure the minimum pension amount of Rs 1,000 per month.</p>
<p>However, it did not find favour with the Finance Ministry as this would have resulted in permanent increase in subsidy provided by government.</p>
<p>The Labour Ministry in its revised proposal has asked the Finance Ministry to provide for around Rs 1,300 crore additional amount every year for the purpose, and indicated that this amount can reduce over a period of time with more members subscribing to the EPS-95.</p>
<p>Besides, the government is in the process of raising the basic wages ceiling under the Employees Provident Fund Scheme to Rs 15,000 from existing Rs 6,500.</p>
<p>All those employees getting basic wages &#8211; including basic pay and dearness allowance &#8211; of more than Rs 6,500 per month, are not covered under the social security schemes run by EPFO.</p>
<p>The Finance Ministry did not agree with the hike in pension subsidy to 1.79 percent of basic wages as the proposed increase in wage ceiling would have resulted in perpetual burden on the exchequer.</p>
<p>EPFO has a corpus of around Rs 5 lakh crore including around Rs 1.7 lakh crore in its pension fund. It has a subscriber base of around 5 crore and all of them are covered under the EPS-95.</p>
<p>The increase in wage ceiling under the scheme run by EPFO is important as it would bring in around 50 lakh more workes and increase the flow mandatory savings.<br />
