<div style="text-align: center;"><b>BANGALORE, DATED 13TH APRIL 2016</b></div>
<p>Government are pleased to sanction increase in the rates of Dearness Allowance payable to the State Government Employees in the Revised Pay Scales 2012 from the existing 32.5% to 36% Basic Pay with effect from 1st January 2016.</p>
<p>2. These orders will apply to the full time Government Employees, Employees of Zilla Panchayata, Work Charged Employees on regular time scales of pay, full time Employees of Aided Educational Institutions and Universities who are on regular time scales of pay.</p>
<p>3. For the purpose of grant of Dearness Allowance, the term “Basic Pay” means, pay drawn by a Government Employee in the scale of pay applicable to the post held by him and includes:</p>
<p>a. Stagnation increment, if any, granted to him above the maximum of the scale of pay.</p>
<p>b. Personal pay, if any, granted to him under sub-rule (3) of Rule 7 of the Karnataka Civil Services (Revised Pay) Rules, 2012.</p>
<p>c.Additional incrment, if any, granted to him above the maximum of the scale of pay.</p>
<p>4. Basic pay shall not include any emoluments other than those specified above.</p>
<p>5. Government are also pleased to sanction increase in the rates of Dearness Allowance from the existing 32.5% to 36 of the Basic Pension/Family Pension with effect from 1st January 2016 to the State Government Pensioners/Family Pensioners and Pensioners/Family Pensioners of the Aided Educational Institutions whose pension/family pension is paid out of the consolidated fund of the state.</p>
<p>6. Government are also pleased to sanction increase in the rates of Dearness Allowance from the existing 32.5% to 36% of the Basic Pension/family Pension with effect from 1st January 2016 to the Pensioners/Family Pensioners who were drawing pay in the UGC/AICTE/ICAR scales of Pay.</p>
<p>7. Separate orders will be issued in respect of Employees on UGC/AICTE/ICAR/NJPC scales of pay and also in respect of NJPC Pensioners.</p>
<p>8. The increase in Dearness Allowance admissible under this order is payable in cash.</p>
<p>9. The Payment on account of Dearness Allowance involving fractions of 50 Paise and above shall be rounded off to the next rupee and fractions less than 50 Paise shall be ignored.</p>
<p>10. The Dearness Allowance will be shown as a distinct element of remuneration and will not be treated as pay for any purpose.</p>

										<content:encoded><![CDATA[<div dir="ltr" style="text-align: left;"><b>Haryana Govt Announces hike in DA – The payment of arrears of enhanced DA for Haryana Govt employees will be  paid in May.</b>CHANDIGARH – Haryana govt has decided to enhance the Dearness Allowance (DA) for its employees on revised scales of pay from the existing rate of 119 per cent to 125 per cent of the pay with effect from January 1.</p>
<p>The installment of DA shall be paid in cash to all Haryana government employees with the salary for April to be paid in May, an official spokesman said here on Wednesday.</p>
<p>The payment of arrears of enhanced DA for Haryana Government employees will be  paid in May.</p>
<p>A notification to the hike in DA (Dearness Allowance) has been issued by the Haryana Government Finance Department here on Wednesday.</p>

<p>Reference is invited to Circular No.08/2013 dated 25.10.2013 whereby the rates of deduction of income-tax from the payment of income under the head “Salaries” under Section 192 of the Income-tax Act, 1961 (hereinafter ‗the Act‘), during the financial year 2013-14,were intimated. The present Circular contains the rates of deduction of income-tax from the payment of income chargeable under the head “Salaries” during the financial year 2014-15 and explains certain related provisions of the Act and Income-tax Rules, 1962 (hereinafter the Rules). The relevant Acts, Rules, Forms and Notifications are available at the website of the Income Tax Department- www.incometaxindia.gov.in.</p>
<p><strong>2. RATES OF INCOME-TAX AS PER FINANCE (No. 2) ACT, 2014:</strong></p>
<p>As per the Finance (No. 2) Act, 2014, income-tax is required to be deducted under Section 192 of the Act from income chargeable under the head “Salaries” for the financial year 2014-15 (i.e. Assessment Year 2015-16) at the following rates:</p>

<blockquote><p>Claim settlement period reduced from 30 days to 20 days</p></blockquote>
<p>Union Minister of State (IC) for Labour &amp; Employment, Shri Bandaru Dattareya, today chaired the 205th meeting of CBT, EPF in New Delhi. The meeting was attended by representatives of employers, employees, the Central Governments and State Governments.</p>
<p>During the meeting, certain important issues were deliberated and decisions taken. It was decided that a separate Committee shall be constituted for looking into the question of deployment of EPFO funds for low cost housing, especially matters related to investment. It was decided that ultimate aim would be to benefit the EPF subscribers by providing avenues for housing. It was decided to allow EPFO to open accounts with other nationalized banks in addition to State Bank of India so as to facilitate collection of EPF contributions from employers. The Board recommended that necessary enabling provisions may be made in the scheme. In a major decision, the Board also recommended that the maximum permissible time for EPF claim settlement be brought down from the existing 30 days to 20 days thereby providing quicker service to the subscribers. The challenges posed in the existing investment environment was also discussed by the Board and it was decided that in order to maximize the yield on investment, an expert Committee shall be constituted for making appropriate recommendations. A mechanism for regulating the investments made by exempted funds shall also be worked out by an expert Committee.</p>
<p>The annual report for the year 2014 in respect of EPFO was approved by the Board. As per the report, on an average single day in EPFO, 211 establishments are newly registered and 1,16,206 members are enrolled. Rs 379 crore is received as contribution and Rs. 174 crore is disbursed to beneficiaries. Also, on an average, every single day 49,344 claims are settled and 5.43 lakh member accounts are updated. Also, the organization disposes 778 pubic grievances every single day.</p>
<p>The Board also approved the Revised Estimates for the year 2014-15 according to which 79,377 crore are received (expected) as contribution showing an increase of 14.77%. Out of the above, Rs. 59,346 crore is expected as EPF contribution, Rs. 19,000 crore as pension contribution and Rs. 1,031 as EDLI contribution. Likewise, income (administrative charges) is expected to be Rs. 4,905 crore which is an increase of almost 16% over the last financial year.</p>

<p>Sub: <strong>Determination of date of increment after expiry of duration of penalties of withholding of increments/ reduction to lower stage imposed for less than a year regarding.</strong></p>
<p>Ministry of Railways have received a few references regarding certain penalties of rule 6 of Railway Servants (Discipline And Appeal) Rules, 1968 which are having pay element imposed for less than a year. In one case, the penalty of withholding of increments was imposed on 24.3.2008 for a period of six months with cumulative effect and in the other case the penalty of reduction to lower stage was imposed on 9.2.2009 for a period of six months with non-cumulative effect.</p>
<p>2. The question of date of release of increment in the above cases on expiry of the penalty, in the context of fixing of 1st July as the date of increment uniformally for all Government servants following VIth CPC, has been examined in consultation with the Department of Personnel &amp; Training. It is advised that fixing of 1st July as the date of increment for all Government servants under the Revised Pay Rules following the acceptance of the recommendation of the IVth CPC, is relevant, only in respect of Annual increment. This provision is not applicable where the increment is withheld as a measure of penalty. In cases where the increment is withheld as a penalty for a specified period restoration of the withheld increment would be at the end of the currency of the penalty and not postponed to the next 1st July. The person concerned may even be entitled to the next increment on the 1st July following the expiry of the currency of the penalty, (notwithstanding the fact that the penalty imposed on him was having postponing effect on his future increments), if he has net qualifying service of six months prior to the relevant 1st July.</p>
<p>3.  Likewise, where the penalty of reduction to lower stage was imposed, the pay will be restored immediately on expiry of the currency of the penalty. In so far as release of next increment is concerned, the same may also be allowed immediately on restoration if the person concerned has rendered net qualifying service of six month on the 1st July preceding the date of the expiry of the currency of the penalty.</p>
