<div style="text-align: center;"><strong>Irregularities in Medical Treatment</strong></div>

In a special audit drive undertaken by all the Principal Controllers of Defence Accounts (PCsDA) to examine the bill processing procedures of Ex-servicemen Contributory Health Scheme (ECHS), PCDA, Western Command had raised observations relating to excess payment to ECHS empanelled hospitals amounting to Rs.15 crores.</p>
<p>All the observations raised by the PCDA, Western Command were thoroughly analysed by Regional Centre, Chandigarh and it was noticed that most of the observations raised were due to incorrect interpretation of the policies. Wherever observations of the Controller of Defence Accounts were conceded to, the overpayments have been duly deducted from the concerned hospitals and suitable warnings issued to them.</p>
<p>The rates laid down by Central Government Health Scheme (CGHS) for various medical procedures are the same for all categories of ECHS beneficiaries and payments are made accordingly.</p>
<p>This information was given by Defence Minister Shri AK Antony in a written reply to Shri Tufani Saroj in Lok Sabha today.</p>

<div>Subject : <strong>Empanelment of private hospitals and diagnostic centres under CGHS RANCHI and continuation of old diagnostic centres on the panel of CGHS Dehradun, Ranchi, Guwahati, Mumbai and Thriuvananthapuram at old rates.</strong></div>
<p>&nbsp;</p>
<div>The undersigned is directed to invite reference to this Ministry&#8217;s Office Memoranda of even number dated the 8th December 2010, 19th January 2011 and 14.11.2011 vide which continuous empanelment scheme for private hospitals and diagnostic centres was initiated under CGHS, RANCHI for providing medical treatment to CGHS beneficiaries. The CGHS rates applicable for the city have already been notified and are available on CGHS website. Three rates have been notified, one for super-specialty hospitals, the second for hospitals accredited with NABH and the third for hospitals not accredited with NABH.</div>

<div>2. The undersigne is further directed to enclose the details of the hospital namely M/s Kashyap Memorial Eye Hospital, Purulia Road, Ranchi, Jharkhand, which has conveyed its acceptance of the CGHS rates notified for the city and has signed the Memorandum of Agreement with CGHS and has also furnished the appropriate performance bank guarantee. This hospitals is now taken as included in the list of approved / empanelled hospitals under CGHS, RANCHI. The hospital will be eligible to treat CGHS beneficiaries and charge at the revised rates with effect from the date of issue of this Office</div>

<div>Memorandum. The empanelment shall be valid for a period of six months or till next empanelment, whichever is earlier.</div>
<div></div>
<div>3. This Office Memorandum and the rates applicable under CGHS for hospitals and diagnostic centres can be downloaded from the website of CGHS, http://msotransparent.nic.in/cghsnew/index.asp</div>
<div></div>
<div>4. It has also been decided that in view of shortage of empanelled private diagnostic centers in CGHS cities namely, Dehradun, Ranchi, Guwahati, Mumbai and Trivandrum (Thiruvanathpruam), the existing diagnostic centres (as per Annexure) shall continue to be on CGHS panel at the pre-revised rates of 2007 for another six months.</div>

<p>A central government servant is entitled for reimbursement even if he takes treatment in a private hospital under emergent situation, the TN Bench of the Central Administrative Tribunal has held.</p>
<p>M Mohamed Salia, Deputy Chief Engineer, Southern Railway, while returning home, suffered a heart attack on November 20, 2008. Due to the urgency of the matter, his wife admitted him in the nearest private hospital Frontier Lifeline, as the Railway Hospital was 10 km away from her residence. After a by-pass surgery and necessary treatment, he was discharged on December 12, 2008. He paid Rs.3.10 lakh towards hospital bills.</p></div>

<div>When he applied for reimbursement of Rs.2 lakh to which he was entitled, the railway authorities rejected his claim on the ground that treatment in a non-recognised private hospital without referral by the railway authorised medical officer was not admissible. Hence, the present application.</div>

<div>Rejecting the contentions, CAT judicial member G Santhappa said that in this case, the applicant had produced the emergency certificate and that had not been considered by the railways. The Personnel Branches Circular (PBC) dated May 4, 1994 listed under what circumstances reimbursement of medical expenses could be made. It included that if a patient falls ill at a place where there was no government or railway hospital and that if transporting the patient to the nearest government hospital would result in loss of life, the servant could be admitted in a private hospital. The rejection was against the law laid down by the SC, the tribunal said, set aside the order and directed the railways to sanction the amount in a month.</div>
