OFFICE MEMORANDUM

Subject: (i) Revision in the date of poll for General Election to the Legislative Assembly of State of Manipur. 2022
(ii) Bye Election in 99 – Majuli (ST) AC of Assam Legislative Assembly
Grant of paid holiday to employees on the day of poll – regarding

The undersigned is directed to state that the Secretary, Election Commission of India, vide letter No. 78/EPS/2022, dated 15.02.2022, has informed that the date of poll of General Election to Legislative Assembly of Manipur has since been revised, as per details given below:

2. Secretary, Election Commission of India has also informed, vide letter No. 78/EPS/2022, dated 15.2.2022, that it has been decided to hold bye­ election to fill vacancy in the following Assembly Constituency of Assam:

Bye -Election in 99-Majuli (ST) AC of Assam Legislative Assembly

2. In this regard, it is stated that the guidelines have been issued by this Department, vide OM No. 12/14/99-JCA, dated 10.10.2001, regarding closure of Central Government Offices and grant of paid holiday to all concerned, including the daily wage/casual workers, on the date of election.

It is reiterated that all the Central Government Offices and the Central Industrial Establishments, shall remain closed on the date of poll in the notified areas, where general election and bye election to the State Legislative Assemblies are scheduled to be conducted. The employees concern shall be granted paid holiday on the date of Poll to enable them to exercise their right to vote.

3. The above instructions may please be brought to the notice of all concerned.

Subject: Conduct of adjourned poll in 03 Assembly Constituencies of West Bengal and Odisha and Bye-election in 159-Bhabanipur Assembly of West Bengal – Grant of Paid holiday to employees on the day of poll – regarding

The undersigned is directed to say that by the Election Commission of India, vide their letter No. 78/ 2021-EPS/ 969-Spl., Dated 07.09.2021, has announced schedule for the election in 03 Assembly Constituencies, namely, 56-Samserganj (AC), 58-Jangipur (AC), 110-Pipli (AC) and bye election in 159-Bhabanipur (AC) Assembly Constituency in West Bengal. The schedule of Poll is as follow.

2. In this regard, it is stated that the guidelines, have been issued by this Department, vide OM No. 12/ 14/99-JCA, dated 10.10.2001, regarding closure of Central Government Offices and grant of paid holiday on the date of election. A copy of the same is available on website www.persmin.nic.in. Accordingly, all the Central Government Offices and the Central Industrial Establishments, located in the relevant constituencies shall remain closed on the date of Poll. The employees concern shall be granted paid holiday on the date of Poll to enable them to exercise their right to vote.

Subject: Closing of Central Government Offices in connection with General Elections to Lok Sabha 2019 and General Election to the Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha & Sikkim and Bye- elections to fill the clear vacancies in Assembly Constituencies of various States – Grant of Paid Holiday – regarding

The undersigned is directed to say that in connection with the General Elections to the Lok Sabha 2019 and General Election to the Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha & Sikkim and Bye- elections to fill the clear vacancies in Assembly Constituencies of various States scheduled to be held in 2019, the following guidelines, already issued by DOPT vide OM No.12/14/99-JCA dated 10th October, 2001, have to be followed for closing of the Central Government Offices including Industrial Establishments in the States:-

• The relevant offices / organizations shall remain closed on the day of poll in the notified areas where general elections to the Lok Sabha and State Legislative Assembly are scheduled to be conducted.
• In connection with bye-election to State Assembly, only such of the employees who are bona-fide voters in the relevant constituency should be granted special casual leave on the day of polling. Special Casual leave may also be granted to an employee who is ordinarily a resident of constituency and registered as a voter but employed in any Central Government Organization / Industrial Establishment located outside the Constituency having a general / bye-election.
