<p>It is proposed to fill up the 35 posts in 8th Central Pay Commission on deputation basis. These posts are to be staffed for the period from the date of constitution of the 8th CPC till the closure of the Commission.</p>

<li>The appointments to the 8th CPC will be governed by the regular norms prescribed by DoPT from time to time. It is requested to circulate this requirement among the relevant officials and personnel in your organization. The post-wise eligibility criteria are enclosed.</li>

<p>According to those with knowledge of the development, employee unions that represent central government employees anticipate clarification on the establishment of the 8th Pay Commission during a meeting with authorities next month. </p>

<p>Union representatives with knowledge of the situation claimed the National Council of the Joint Consultative Machinery, an official forum for resolving conflicts between the government and workers, will meet in November, though an official announcement is still pending.</p>



<p>The meeting will take place next month, and clarity on 8th Pay Commission&#8217;s formation is certainly expected. We will definitely raise this matter,&#8221; said All India Railwaymen&#8217;s Federation chief Shiv Gopal Mishra, who is also the secretary (staff side) of NC-JCM.</p>



<p>&#8220;We have already submitted two memorandums before the government, requesting them to constitute the pay commission at the earliest,&#8221; he told.</p>



<p>The first memorandum was submitted to Rajiv Gauba, who was the Union Cabinet Secretary at the time of the presentation of the Union Budget in July. According to Mishra, the second memorandum was submitted to his successor TV Somanathan, who took charge as the Cabinet Secretary on Aug. 30.</p>



<p>A senior official of the Confederation of Central Government Employees and Workers, while speaking to a TV channel on condition of anonymity, also confirmed that 8th Pay Commission would be discussed in the NC-JCM meeting next month.</p>



<p>The delay in 8th Pay Commission&#8217;s formation has raised speculations on whether the government is considering another mechanism to revise the salary of its employees. On being asked about this, the official said, &#8220;Things will get mostly cleared in the JCM meeting next month.&#8221;</p>



<p>Pay commissions are generally formed once in 10 years to revise the salary of government employees. The 7th Pay Commission was formed by the then Manmohan Singh-led government in February 2014, and its recommendations were implemented from January 2016.</p>



<p>As compared to 2014, the date of formation of 8th Pay Commission has been delayed.</p>



<p>In an interview aired on July 25, TV Somanathan, who was then the finance secretary, told that what happened in 2014 was &#8220;unusual&#8221; as the announcement was made as part of a pre-election budget. That was not the normal date for the announcement of the pay commission, he said.</p>



<p>Notably, the announcement related to 8th Pay Commission is awaited by around one crore central government employees and pensioners.</p>



<p>In the Budget Session of Parliament in July, Minister of State for Finance Pankaj Chaudhary said there was no proposal currently under the government&#8217;s consideration to constitute the pay panel.</p>



<p>In June 2024, two proposals for the establishment of the eighth Central Pay Commission were received.The minister had said, &#8220;At this time, the government is not considering any such proposal.&#8221;</p>



<p>The government&#8217;s speech in Parliament, according to the employee unions, does not rule out the formation of a wage commission. The top official of the Confederation of Central Government Employees stated, &#8220;There is still much time left for the implementation of the 8th pay commission.&#8221;</p>



<p>More significant than the 8th Pay Commission&#8217;s founding date would be the day on which its recommendations are put into effect, Mishra stated.</p>



<p>Ten years after the last pay commission was put into effect, the employees should receive their wage revision. We anticipate that the pay increase will take effect on January 1, 2026. The head of the Railwaymen&#8217;s Federation continued, &#8220;We have no doubts about the government&#8217;s intentions.</p>

<p>(a) whether it is a fact that Government is considering not to constitute <strong>8th Central Pay Commission</strong> (CPC) to revise salaries, allowances and pension of Central Government employees and pensioners;</p>



<p>(b) if so, the details thereof and the reasons therefor;</p>



<p>(c) whether it is also a fact that 7 CPC had recommended that Government should review the salary, allowances and pension of employees and pensioners every year rather than forming a new Pay Commission after a long period of ten years; and</p>



<p>(d) if so, the reasons for not implementing the recommendations of 7th CPC so far?</p>



<h4 class="wp-block-heading">ANSWER</h4>

<p>(a) No, Sir.</p>



<p>(b) Does not arise.</p>



<p>(c) The Chairman of 7th CPC in his forwarding of the Report in Para 1.22 had recommended that the matrix may be reviewed periodically without waiting for the long period of ten years. It can be reviewed and revised on the basis of the Aykroyd formula which takes into consideration the changes prices of the commodities that constitute a common man’s basket, which the Labour Bureau at Shimla reviews periodically. It is suggested that this should be made the basis for revision of that matrix periodically without waiting for another Pay Commission.</p>



<p>(d) This issue has not been considered by the Union Cabinet while according the approval for the revision of pay and allowances based on 7th CPC.</p>

<p>(क) क्या यह सच है कि सरकार केंद्र सरकार के कर्मचारियों और पेंशनभोगियों के वेतन, भत्तों और पेंशन में संशोधन के लिए आठवें केंद्रीय वेतन आयोग (सीपीसी) का गठन नहीं करने पर विचार कर रही है;</p>



<p>(ख) यदि हां, तो तत्संबंधी ब्यौरा क्या है और इसके क्या कारण हैं;</p>



<p>(ग) कया यह भी सच है कि सातवें केन्द्रीय वेतन आयोग ने सिफारिश की थी कि सरकार को कर्मचारियों और पेंशनभोगियों के लिए दस साल की लंबी अवधि के बाद नया वेतन आयोग बनाने के बजाय इनके वेतन, भत्तों और पेंशन की समीक्षा प्रत्येक वर्ष करनी चाहिए; और</p>



<p>(घ) यदि हां, तो सातवें केन्द्रीय वेतन आयोग की सिफारिशों को अभी तक लागू नहीं करने के क्या कारण हैं?</p>

<p>(ग) सातवें केन्द्रीय वेतन आयोग के अध्यक्ष ने अपनी रिपोर्ट अग्रेषित करते हुए पैरा 1.22 में यह सिफारिश की थी कि मेट्रिक्स को दस वर्ष की लंबी अवधि की प्रतीक्षा किए बिना आवधिक रूप से पुनरीक्षित किया जाए। इसे एक्रॉयड फार्मूला आधार पर पुनरीक्षित और संशोधित किया जा सकता है। जिसमें ऐसी उपयोगी वस्तुओं के मूल्य परिवर्तनों को विचार के लिए शामित्र किया जाता है जो सामान्य व्यक्ति की जरूरतों में शामिल होती हैं, जिनकी शिमला स्थित श्रम ब्यूरो आवधिक रूप से समीक्षा करता है। सुझाव है कि नए वेतन आयोग की प्रतीक्षा किए बिना उस मेट्रिक्स को आवधिक रूप से संशोधित करने के लिए इसे ही आधार बनाया जाना चाहिए।</p>



<p>(घ) सातवें केन्द्रीय वेतन आयोग के आधार पर वेतन और भत्तों के संशोधन के लिए अनुमोदन प्रदान करते समय केन्द्रीय मंत्रिमंडल द्वारा इस मुद्दे पर विचार नहीं किया गया है।</p>
