8TH CENTRAL PAY COMMISSION

Will the Minister of Finance be pleased to state:

(a) the status of the 8th Central Pay Commission (CPC) constituted to review pay, allowances, pensions and service conditions of Central Government employees;

(b) the key areas under review by the CPC, including proposed changes to pay scales, allowances and pension structures;

(c) the timeline proposed for submission of the CPC report and Government’s roadmap for implementation of its recommendations; and

(d) whether the Ministry has assessed the fiscal impact of implementing CPC recommendations on the Union Budget, if so, the details thereof?

(a) to (c): The Government has notified Resolution dated 03.11.2025 for constitution of Eighth Central Pay Commission (CPC) to make its recommendations on the various issues viz. Pay, Allowances, Pension, etc. of the Central Government employees within 18 months of its constitution

d): The fiscal impact of 8th CPC will be known once the recommendations are made by 8th CPC and are accepted by the Government.

क्या कित्त मंत्री यह बताने की कृपा करेंगे किः

(क) केंद्रीय सरकार के कर्मचारियों के वेतन, भत्तों, पेंशन तथा सेवा शर्तों की समीक्षा हेतु गठित आठवें केंद्रीय वेतन आयोग (सीपीसी) की वर्तमान स्थिति क्‍या है;

(ख) वेतन आयोग द्वारा वेतनमान, भत्तों और पेंशन संरचना में प्रस्तावित परिवर्तन सहित समीक्षा के अंतर्गत लिए जा रहे प्रमुख क्षेत्र कौन-से हैं;

(ग) वेतन आयोग की रिपोर्ट प्रस्तुत किए जाने की प्रस्तावित समय-सीमा क्‍या है और उसकी सिफारिशों के कार्यान्वयन के लिए सरकार का रोडमैप क्या है; और

(घ) क्‍या मंत्रालय ने वेतन आयोग की सिफारिशों के लागू होने से केंद्रीय बजट पर पड़ने वाले वित्तीय प्रभाव का कोई आकलन किया है, और यदि हां, तो तत्संबंधी ब्यौरा क्या है?

(क) से (ग): सरकार ने आठवें केंद्रीय वेतन आयोग (सीपीसी) के गठन हेतु दिनांक 03.11.2025 को संकल्प अधिसूचित किया है, जो इसके गठन के 18 महीने के भीतर केन्द्र सरकार के कर्मचारियों के विभिन्‍न मामलों जैसे वेतन, भत्ते, पेंशन आदि पर अपनी सिफारिशें देगा।

(घ): 8वें केंद्रीय वेतन आयोग (सीपीसी) द्वारा सिफारिशें किए जाने और सरकार द्वारा उन्हें स्वीकृत किए जाने पर 8वें केंद्रीय वेतन आयोग (सीपीसी) के राजकोषीय प्रभाव का पता चलेगा।

Will the Minister of Finance be pleased to state:

(a) whether the Government proposes to ensure timely constitution of 8th Central Pay Commission for Central Government employees so that it could be implemented on 01.01.2026;

(b) if so, the details thereof;

(c) if not, the reasons therefore; and

(d) the other measures being taken by the Government to increase their Salary in view of rising inflation?

(a): No such proposal is under consideration with the Government for constitution of 8th Central Pay Commission for the Central Government employees.

(b) & (c): Do not arise.

(d): In order to compensate Central Government employees for erosion in the real value of their salaries on account of inflation, Dearness Allowances (DA) is paid to them and the rate of DA is revised periodically every 6 months on the basis of rate of inflation as per All India Consumer Price Index for Industrial Workers (AICPI-IW) released by Labour Bureau under M/o Labour & Employment.

क्या वित्त मंत्री यह बताने की कृपा करेंगे कि:

(क) कया सरकार का केन्द्र सरकार के कर्मचारियों के लिए आठवें केंद्रीय वेतन आयोग का समय पर गठन सुनिश्चित करने का प्रस्ताव है ताकि इसे दिनांक 01.01.2026 को लागू किया जा सके;

(ख) यदि हां, तो तत्संबंधी ब्यौरा क्‍या है;

(ग) यदि नहीं, तो इसके क्‍या कारण है; और

(घ) क्या सरकार द्वारा बढ़ती महंगाई को देखते हुए उनके वेतन में वृद्धि के लिए अन्य उपाय किए जा रहे हैं?

(क) सरकार के पास केन्द्र सरकार के कर्मचारियों के लिए आठवें केन्द्रीय वेतन आयोग के गठन के लिए कोई प्रस्ताव विचाराधीन नहीं है।

(ख) और (ग) प्रश्न नहीं उठते।

(घ) केन्द्र सरकार के कर्मचारियों को मुद्रास्फीति के कारण उनके वेतन के वास्तविक मूल्य में हास की क्षतिपूर्ति करने के लिए उन्हें महंगाई भत्ते का भुगतान किया जाता है और महंगाई भत्ते की दर में श्रम एवं रोजगार मंत्रालय के अधीन श्रम ब्यूरो दवारा जारी औदयोगिक श्रमिकों के लिए अखिल भारतीय उपभोक्ता मूल्य सूचकांक (एआईसीपीआई-आईडब्ल्यू) के अनुसार मुद्रास्फीति की दर के आधार पर आवधिक रूप से प्रत्येक 6 माह में संशोधन किया जाता है।
