<p>Sub: <strong>Extension of the period of retention of Railway accommodation at the previous place of posting in favour of officers/staff posted to ECR &amp; NWR.</strong></p>
<p>Ref: Board’s letter No.E(G)2009 QR-1-2 dated 07.05.2014.</p>
<p>The issue of permitting the Railway Officers/Staff posted in the ECR and NWR to retain Railway quarters at their previous places of posting has been considered by the Board.</p>
<p>2. In exercise of its powers to make reasonable relaxations in public interest for a class/group of employees, in all or any of the existing provisions regarding house allotment/retention, the Board have decided that permission for retention of Railway accommodation at the previous place of posting in favour of officers/staff posted to LCR and NWR be granted up to 31.12.2015 in supersession of Board’s earlier instructions dated 07.05.2014.</p>
<p>3. This issues with the concurrence of Finance Directorate of the Ministry of Railways.</p>

										<content:encoded><![CDATA[<p><strong><strong>EPFO</strong>: Digital Signatures Under Employees Provident Fund Organisation</strong></p>
<p>The Employees Provident Fund Organisation (EPFO) has not made it mandatory for all employers with more than 1000 workers to send their digital signatures to the EPFO.</p>
<p>However, Employees’ Provident Fund Organisation (<a href="http://centralgovernmentnews.com/category/epfo/" target="_blank">EPFO</a>) is implementing the facility for online claim settlement in respect of transfer claims. This facility is optional and the claims can either be filed on line or through physical form. The system will be made operative after digital signature of willing employer or his representative is registered with EPFO. Necessary communication to this effect has already been sent to all employers and the process of registration of digital signature has also begun.</p>
<p>The electronic challan return (ECR) filed by employers show that the number of employees employed by an establishment changes from month to month. However, an analysis of ECR between February, 2013 to June, 2013 suggests that out of 7,43,045 enrolled establishment under Employees’ Provident Fund &amp; Miscellaneous Provisions Act, 1952, 5232 establishment reported more than 1000 contributing members.</p>
<p>Registration of digital signature with EPFO is not mandatory. However, field offices of EPFO have been instructed to make maximum efforts to obtain digital signatures of the employers or their re-presentatives.</p>
<p>This information was given by Minister of State for Labour &amp; Employment Shri Kodikunnil Suresh in the Lok Sabha today in reply to a written question.</p>

<p>The issue of permitting the Railway Officers/Staff posted in the ECR and NWR to retain Railway Quarters at their previous places of posting beyond 31-03-2012 was under consideration of Board.</p>
<p>In exercise of its powers to make reasonable relaxations in public interest for a class/group of employees, in all or any of the existing provisions regarding house allotment/retention, the Board has decided that permission for retention of Railway accommodation at the previous place of posting in favour of officers/staff posted to ECR and NWR be further continued till 31/03/2013. It has also been decided by the Board that the retention of 08 months (02 months on normal rent &amp; 06 months on special license fee) granted in cases of normal transfer, is also applicable beyond the date up to which the special relaxation is granted.</p>
