<p><strong>USE OF INJECTABLES (ANTI VEGF AGENTS)</strong></p>
<p>1. Further to this office letter No B/49762/AG/ECHS dt 19 Aug 13, addressed to Regional Centre Pune with copy to all Regional Centres.</p>
<p>2. It was observed that the empanelled facilities were taking approval on Appx ‘A’ forInj Avastin for Ophthalmic use and there was a wide variation in rates. The issue was deliberated in consultation with service Ophthalmologist and Rs.2000/- (Two thousand only) per dose of Inj Avastin for Ophthalmic use be applied across all ECHS empanelled institutes.</p>
<p>3. The cost of the procedure (CGHS code 147) will be over and above cost of the Injection.</p>
<p>4. The rates will be applicable from 01 Jan 2014.</p>

<div style="text-align: center;"><strong>Irregularities in Medical Treatment</strong></div>
<div>
In a special audit drive undertaken by all the Principal Controllers of Defence Accounts (PCsDA) to examine the bill processing procedures of Ex-servicemen Contributory Health Scheme (ECHS), PCDA, Western Command had raised observations relating to excess payment to ECHS empanelled hospitals amounting to Rs.15 crores.</p>
<p>All the observations raised by the PCDA, Western Command were thoroughly analysed by Regional Centre, Chandigarh and it was noticed that most of the observations raised were due to incorrect interpretation of the policies. Wherever observations of the Controller of Defence Accounts were conceded to, the overpayments have been duly deducted from the concerned hospitals and suitable warnings issued to them.</p>
<p>The rates laid down by Central Government Health Scheme (CGHS) for various medical procedures are the same for all categories of ECHS beneficiaries and payments are made accordingly.</p>
<p>This information was given by Defence Minister Shri AK Antony in a written reply to Shri Tufani Saroj in Lok Sabha today.</p>

<div>2. All the terms and conditions including fixation of rates payable to empanelled hospitals will be regulated under Govt of India, Ministry of Defence letter No.22B(04)/2010/US(WE)/D(Res) dated 18 Feb 2011 and amended from time to time.</div>

<div>3. The rates for ECHS Hospital/Nursing Home, Dental Centres and Diagnostic Centres as approved by the Empowered Committee will be as per CGHS rates and will be notified by the Director. Regional Centre ECHS to all concerned including Polyclinics, SEMOs, CDA/PCDA and Central Organisation ECHS.</div>

<div>4. CGHS empanelled medical facilities will be empanelled with ECHS for the period for which the facilities hold valid MoA with CGHS. The MoA will be extendable once CGHS renew the MoA with the medical facilities.</div>
<div></div>
<div>5. NABH accredited medical facilities will be empanelled with ECHS for the period of validity of NABH certificate and the MoA will be renewed once the medical facility is issued revalidation/renewed NABH certificate.</div>
<div></div>
<div>6. This issues with the concurrence of Ministry of Defence (Finance) vide their U.O. No. 1459/DFA(P) dated 26/11/2013.</div>

<p>Sir,<br />
In continuation of Govt. of India, Ministry of Defence letters No.22(1)/01/US(WE)/D(Res) dated 30th December, 2002 and No.22D(44)/2007/US(WE)/D(Res) dated 18th October, 2010, the undersigned is directed to convey the approval of the competent authority to the following revised interim Scales of Contractual Manpower for ECHS Clinics, to tide over the immediate functional difficulties being faced by ECHS clinics in providing quality medical care to ECHS beneficiaries:-</p>

<p>2. After the revised scale the total posts will become 6800 with an increase of 1709 additional contractual posts of various categories. The above scales of contractual manpower will be reviewed after a detailed work study is carried out.</p>
<p>3. These orders will come into effect from the date of issue.</p>
<p>4. This issues with the concurrence of MoD (Finance) vide their U.03(7)05/AG.PD/Fin.Pen dated 24th October, 2013.</p>
