<p>Sub: <b>Submission of e-Revision Authorities through the e-Revision utility by the PAOs reg.</b></p>
<p>Revision of about 9.5 lakhs Pre-2016 pension cases &amp; about 16000 post-2016 cases became due as per the recommendations of 7th CPC. As per DP&amp;PW OM No. 38/37/2016-P&amp;PW(A) (ii) dated 04/08/2016, pension cases of Pre-2016 pensioners have already been revised by the banks by applying the multiplication factor of 2.57.</p>
<p>2. However, pension of pre-2016 cases needs to be revised by concerned PAOs as per OM No 38/37/2016-P&amp;PW(A) dated 12th May,2017. For these revision cases, CPAO has developed an e-Revision utility for sending the revision cases to CPAO. It has been noticed that some Ministries/Departments are sending on-line digitally signed revision authorities and also  sending the same authorities manually to CPAO.</p>
<p>3. All the Ministries/Departments are requested to instruct PAOS of their Ministries/Departments that if PAOs have already sent authorities through e-Revision utility and signed digitally, there is no need to send manual revision authorities to<br />
CPAO/</p>

Subject:- <strong>Mandatory submission of e-revision authorities by the PAOs.</strong></p>
<p>In continuation of this office OM No. CPAO/E-REVISION/PRE-2006/(25)/2013-14/33 dated 09.05.2013 followed by OM No. CPAO/Tech/<a href="http://centralgovernmentnews.com/category/6cpc/">6th CPC</a>/2013-14/42 dated 16.05.2013 regarding revised software (e-revision utility) for processing of pre-2006 pension cases in accordance with O.M No. 38/37/08-P&amp;PW (A) dated 28th January, 2013 read with OM No. 38/37/08-P&amp;PW(A) dated 13th February, 2013 issued by Department of Pension &amp; Pensioners’ Welfare- all Pr.CCAs/CCAs/CAs (with independent charge) are advised to issue instructions to their concerned PAOs to make the issuance of e-authority in all revision cases mandatory with the following exceptions: &#8211;</p>
<p>i) If the pensioner dies after 01.01.2006 the case will be processed in 2 parts. The Life Time Arrears (LTA), if any, for such cases should be calculated manually and forwarded to CPAO. The revision of family <a href="http://centralgovernmentnews.com/category/pension/">pension</a> will be processed through e- revision utility only.</p>
<p>ii) Relationship other than spouse is not acceptable in the e-Revision system for family pension cases w.e.f. 22.11.2011. Hence such cases should also be done manually.</p>
<p>iii) Cases of pensioners residing abroad;</p>
<p>iv) Compulsory <a href="http://centralgovernmentnews.com/category/retirement-age/">Retirement</a>;</p>
<p>v) Cases of Supreme Court Judges;</p>
<p>vi) Cases of Vth Pay Commission revision where pension has not been revised as per Vth CPC earlier.</p>
<p>vii) Cases pertaining to pensioners absorbed in PSUs have to be computed based on separate formulation and processed manually in PAOs.</p>
<p>2. As the revised software of e-revision utility is working successfully it has been decided that no manual revision authority will be accepted from 1st July, 2013 onwards with the exceptions mentioned above.</p>
<p>This issues with the approval of Addl. Controller General of Accounts.</p>

The government is considering relaxing norms to enable PSU employees to join the National Pension Scheme and a Cabinet note in this regard is likely to be moved soon, interim pension regulator <a href="http://centralgovernmentnews.com/?s=pfrda">PFRDA</a> said on Wednesday.</p>
<p>“We have taken up this matter with the Department of Public Enterprises (DPE) Secretary and he has prepared a note which he would be soon taking to the cabinet,” Pension Fund and Regulatory Development Authority (PFRDA) Chairman Yogesh Agarwal said in New Delhi.</p>
<p>Under the existing guidelines, if an employee of central public sector undertakings (CPSUs) does not have a minimum 15 years of services, he or she cannot join National Pension Scheme (<a href="http://centralgovernmentnews.com/?s=nps">NPS</a>), Mr. Agarwal said on the sidelines of a seminar titled “Financial Consumer Protection” here.</p>
<p>“Even with the government employees earlier, the instruction was if you do not have 20 years of services, you can’t have pension. When the govt notified the guidelines for NPS they did away with the criteria,” he said.</p>
<p>Talking about NPS Swavalamban, he said, it is a financial inclusion product operationalised by PFRDA.</p>
<p>There has been an overwhelming demand for the product launched in 2010, with a CAGR of 90 per cent in the three years of operation, more than 50 per cent of the eligible subscribers being below the age of 40, he said.</p>
<p>The scheme, with 72 per cent of the subscribers being women, has managed to bridge the supply gap in the unorganised sector for a long term defined contribution pension scheme, he added.</p>
<p>Mr. Agarwal also said that PFRDA has a strong consumer protection mechanism.</p>
<p>“It is evident from the fact that we receive very few complaints. In order to have real consumer protection, we need to introduce features in the product design itself which could prevent mis-selling,” he said.</p>
<p>He further said that improving financial inclusion with adequate consumer protection requires a multi—stakeholder framework of consumer, financial institutions, industry, regulators and government.</p>
