<h3 class="wp-block-heading">Subject: First Credit of pension on the basis of e-PPO into the account of the pensioner /family pensioner followed by subsequent verification with physical PPOs</h3>



<p>Attention is invited to CPAO’s OM No. 13012(12)/ 3/2021-IT Technical/40 dated 12.07.2021 (copy enclosed) wherein all the Heads of the CPPCs of Authorised Banks were directed to ensure that the credit of the first pension into the account of pensioner/family pensioner is carried out immediately on the basis of e-PPO and e-SSA received from the CPAO. On the receipt of the physical booklet and related documents, the CPPCs would verify the details and if any difference are found between the e-PPO and manual PPO, the same should be intimated to CC(P), CPAO within a month for necessary corrective action.</p>



<p>It is observed that the banks are not following the CPAO&#8217;s OM dated 12.07.2021 which is causing hardship to the pensioners/family pensioners. It is once again directed to diligently follow CPAO’s instructions and credit the first pension on the receipt of the e-PPO.</p>



<p>This issues with the approval of the Chief Controller (Pensions).</p>

<p><strong>Subject: Pension case processed in PFMS returned by CPAO due to mistakes made by PAO Procedure to be followed while re-forwarding pension cases to CPAO after necessary corrections &#8211; reg.</strong></p>



<p>Pension cases processed in PFMS pension module received in Central Pension Accounting Office are returned in the following scenarios:</p>



<p><strong>(A) Mistake found in e-PPO but not in physical PPO booklet</strong></p>



<p>In such cases, the physical PPO booklet is returned to the concerned PAO with suitable remarks. Simultaneously, the e-PPO is deleted from the CPAO database. The PAO then requests PFMS to revert the Digital Signature Certificate so that necessary modification could be made in the e-PPO. After corrections have been made, the e-PPO along with the physical PPO booklet is forwarded to CPAO. After verifying the details, the PPO booklet along with e-PPO is then sent by CPAO to the Central Pension Processing Centre of concerned authorised bank for making payment of pension.</p>



<p><strong>(B) Mistake found in Physical PPO booklet but not in e-PPO</strong></p>



<p>In such cases, the physical PPO booklet is returned to concerned PAO with suitable remarks. Similarly, the e-PPO is deleted from the CPAO database. However, it has been observed that in such cases the concerned PAO makes necessary correction only in the physical PPO booklet and forwards it to the CPAO without re-uploading the e-PPO.</p>



<p>2. As per the records available in CPAO’s database, there are 2197 cases of scenario (B) till date.</p>



<p>3. As the e-PPOs are deleted by CPAO from its database in both scenarios, PAOs in consultation with ITD section, O/o CGA are required to re-upload the e-PPO for scenario (B) also, while forwarding the case to CPAO after making necessary correction. Cases mentioned in scenario (B) cannot be processed if e-PPO is not received in the Central Pension Accounting Office.</p>



<p>4. All the Pr. CCAs/CCAs/ CAs/AGs/Administrators of UTs are requested to instruct concerned PAQOs to strictly adhere to the procedure mentioned above.</p>

<p>It has been observed that the first credit of pension into the account of pensioner/ family pensioner is delayed as the CPPCs of Banks await the receipt of the physical PPO for verification before starting the payment of benefits. The delay in crediting of pension to the pensioner’s account due to this has been causing undue hardship to pensioners.</p>



<p>2. With a view to streamline the process to expedite the payment of first credit, all the Heads of the CPPCs of Authorised Banks are hereby directed to ensure that the credit of the first pension into the account of pensioner/family pensioner is carried out immediately on the basis of e-PPO and e-SSA received from the CPAO. The physical PPO booklet and related documents will continue to be sent to CPPCs until further orders. On receipt of the same, the CPPC of Banks will verify the details and if any differences are found between the e-PPO and manual PPO, the same should be intimated to CCP, CPAO within a month for necessary corrective action.</p>



<p>3. It may also be ensured that the e-Scroll for all payments of pension made is submitted the Same day to CPAO while intimating RBI.</p>



<p>4. The order shall come into effect from the date of issue of this OM</p>

<p><strong>Subject: Development of electronic system for processing and authorizing the pension</strong></p>



<p>In the Central Civil Ministries two systems namely Bhavishya system developed by Department of Pension and Pensioners’ Welfare (DP&amp;PW) and Public Financial Management System (PFMS) developed by O/o the Controller General of Accounts are being used for Sanction of pension cases by the Heads of offices (HoOs) and Authorization of pension cases by the Pay and Accounts Offices (PAOs) respectively towards reaching the end goal of end to end digitization of pension.</p>



<p>2. The pension forms are filled by the pensioners electronically under Bhavishya System and are sent by the HoOs to the respective PAOs electronically. The PAOs of respective Ministry&#8217;s /Departments/ Offices send the <a href="https://centralgovernmentnews.com/tag/e-PPO/" target="_blank" rel="noreferrer noopener">e-PPO </a>(electronic pension payment order) to CPAO which in turn issues e-SSA (electronic special seal authority) and sends it to Pension Disbursing Banks for making the pension payments electronically.</p>



<p>3. A brief description of both the systems is as under:-</p>

<ul class="wp-block-list"><li><strong>Bhavishya</strong>: This system provides online tracking of pension sanction and payment process by the individual as well as the administrative authorities. The system captures the pensioners personal and service particulars. The forms for processing of pension can be submitted online. It keeps retiring employees informed of the progress of pension sanction process through SMS/E-mail. After verifying all the details by the concerned PAO and the e-ppo is prepared and this e-ppo is transmitted to the CPAO electronically after digitally signing it.</li></ul>



<p>4. As you are aware that the postal services in the country are not working at their full strength due to the <a href="https://centralgovernmentnews.com/tag/COVID-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> pandemic which is delaying in finalization of pension cases. It is also mentioned that during this pandemic, the movement of physical papers may be avoided to contain the spread of the disease.</p>



<p>5. Keeping in view of the facts mentioned above, it is suggested that your department may also initiate the process for electronic submission of pension documents for sanction and authorization of pension as being done in the Central Civil Ministries for the pensioners covered under CCS (Pension) Rules. This will make the life of the pensioners very easy, reduce unnecessary use of paper and data entry at various levels and ensure speedy processing and payment of pension. This will be a big reform under the aegis of Digital India mission as envisaged by Hon’ble Prime Minister of India.</p>

The system can be developed by your departments as per the applicable pension rules or the existing systems of Bhavishya and PFMS may be customized as per the needs of your Department/Office for sanctioning and authorizing the pension cases and its onward transmission to CPAO electronically. If required, the technical teams of DP&amp;PW and CGA will provide all necessary technical support.</p>

<p>Sub: <strong>Incorrect/Wrong practice being followed by banks in payment of Defence Pension on e-PPOs.</strong></p>
<p>Consequent upon generation of e-PPO by this office for all categories of Defence Pensioners, procedures for forwarding of e-PPOs by the Pension Sanctioning Authorities to the Pension Disbursing Authorities and e-verification of these e-PPOs were issued under this office circular No. 588 dated 20.10.2017</p>
<p>The procedure mentioned in above circular clearly states that a copy of e-PPO, duly digitally singed will be sent to the bank through SFTP connectivity which this office has established with various banks and through email id pcdapedp.cgda@nic.in to others bank and other PDAs (except DPDO to whom the PPOs are forwarded through CGDA WAN) who have not established SFTP connectivity that time. A copy of these e-PPOs, duly digitally signed will also sent electronically to Army HQrs/Record Offices(ROs)/ Head of Offices for scrutinizing and checking the same. Army HQrs/ Record Offices(ROs) / Head of Offices were required to provide to the PDA a hard copy of the e-PPO( after printing from the PDF file) along with the descriptive roles of the Descriptive Particulars of the pensioners.</p>
<p>PDAs were advised to affect the payment based on e-PPO received by them through SF TP/email only after confirmation from the Army HQrs/Record Offices(ROs)/ Head of Offices in the form of receipt of hard copy of e-PPO and Descriptive Role and Descriptive Particular.</p>
<p>However, flagrant incidents of ignoring the above guidelines by the banks have been noticed where banks are found making payment on the basis hard copy of e-PPOs where PPO has been issued in favour of CPDA, Allahabad instead of banks.</p>
<p>In view of the above, all the banks are requested that on receipt of hard copy of PPOs from Army HQrs/Record Offices(ROs)/ Head of Offices may invariably be confirmed with e-PPO received through SFTP and payment may be released only if they are authorized to make payment by that e-PPO. In case, e-PPO shows that PDA is other agency e-PPO may not be acted upon.</p>

Sub: – <strong>Software (e-PPO utility) for processing pension cases</strong></p>
<p>1. Optimum utilization of manpower with speed and accuracy has been a thrust from the time immemorial. The revolution in Information Technology has made it possible to overcome it to a greater extent. So far, in Central Pension Accounting Office Special Seal Authorities authorizing the banks for making payments of pensions have been generated after feeding the relevant data manually based on special seal authorities received from different Pay &amp; Accounts Officers. On the basis of this feeding data-base of pensioners is updated in Central Pension Accounting Office.</p>
<p>2. But the manual feeding of data involves engagement of lot of manpower which takes considerable time and leaves scope of clerical errors at the part of Central <a href="http://centralgovernmentnews.com/category/pension/">Pension </a>Accounting Office leading to improper maintenance of Central Pension Accounting Office’s data-base, wastage of manpower, over/under payment and delay in payment.</p>
<p>3. To obviate the above situation and to facilitate PAOs of Central Civil Ministries/ Departments to issue the PPOs electronically of all Govt. Servants retiring from June, 2013 onwards, the 0/o the CGA and Central Pension Accounting Office has developed a software for uploading the e-PPO. The facility for preparation/ generation of text file for Central Pension Accounting Office’s databank is available in the Pension Module of COMPACT.</p>
<p>4. The Pay &amp; Accounts Offices may upload the text file on Central Pension Accounting Office’s website www.cpao.nic.in in the following manner:-<br />
Login (using User ID &amp; Password of Annexure-III) —&gt; e-PPO uploading —&gt; PPO upload –&gt; PPO and nominee upload Form 1 A upload file –&gt; submit. The PAOs have to upload both PPO and nominee details.</p>
<p>5. The Other procedure i.e. sending of PPO and hard copy of SSA etc. will remain unchanged. This issues with the approval of Addl. Controller General of Accounts.</p>
