<p>Good governance day is celebrated annually on 25 December, the anniversary of the birth of former Prime Minister Atal Bihari Vajpayee.</p>



<p>In line with the objectives of boosting transparency and accountability while ensuring ease of living for the citizens, the Directorate of Estates, Ministry of Housing and Urban Affairs today dedicated to the nation, a new Web Portal and Mobile App, <strong>e-Sampada</strong>. The new application provides a single window for all these services including allotment for over one lakh government residential accommodations, office space allotment to government organisations in 45 office complexes in 28 cities, booking of 1,176 holiday home rooms and venues like 5, Ashoka Road for social functions etc.</p>

<p>In its endeavour to provide ‘One Nation, One System’, the erstwhile four websites (gpra.nic.in, eawas.nic.in, estates.gov.in, holidayhomes.nic.in), and two Mobile Apps (m-Awas &amp; m-Ashoka5) of the Directorate of Estates have been integrated into one, which paves the way for all services on the same platform throughout the country. The website and mobile app was launched by Shri Hardeep S Puri, Minister of State(I/C) for Housing &amp; Urban Affairs in the presence of Shri Durga Shanker Mishra, Secretary, MoHUA and other senior officials here today.</p>



<p>Addressing the media in a program organised on virtual platform, Shri Hardeep S Puri said that this is a significant step towards promotion of e-governance to boost transparency and accountability in providing various Estate Services like allotment, retention, regularisation, no dues certificate etc.</p>



<p>He further said that E-Sampada is developed to simplify processes and bring uniformity in the system across India. This will promote ease of living for Government of India officers / Departments as all services can be availed online on a single window with a live tracking of applications. Real time information on utilisation of assets and delivery of service will facilitate optimum utilisation of resources. The automated processes will minimize human intervention and will lead to greater transparency.</p>



<p>Shri Durga Shanker Mishra, Secretary said that E-Sampada equips users with very specialised features like personalised dashboard, service usage archive and real time status on licence fees/dues. All payments / dues are to be made cashless through digital modes. It is user friendly and is device responsive. Users will have visual experience of services and will be able to give feedback online.</p>



<p>The portal provides online facility to users across India to lodge complaints, submit documents and appear for virtual hearing. It will reduce administrative cost and will save time and resources by reducing visits to Directorate of Estate. e-Sampada Mobile App and Chatbot facility has been provided for better user experience. Service level benchmarks and activity log for officials are incorporated to ensure accountability.</p>

<p>In line with PM’s ‘Digital India’ programme, Minister of Railways Shri Suresh Prabhakar Prabhu in a programme held today i.e. 15.03.2016 at Rail Bhawan, New Delhi inaugurated Four services / initiatives namely (1) Extension of e-Catering services from existing 45 large Railway stations to all 408 A-1 and ‘A’ class Railway Stations (II) Launch of E-ticket booking facility for accredited Journalists on concessional Passes (III) Traffic Rationalization – Policy permitting 2-point loading in BCN wagons and increasing scope of mini-rake facility from 400 km to 600 km in both BCN and BCNHL wagons and (IV) Commencement of Pilot Study on introduction of Accrual Accounting and Upgraded costing system at Rail Coach Factory, Kapurthala (A production unit of M/o Railways). These come as implementation of Railway Budget Announcement. Shri Manoj Sinha, Minister of State for Railway was specially present to grace the occasion. On behalf of the Indian Railways, Chairman, Railway Board, Shri A.K. Mittal, Member Traffic, Railway Board, Shri Mohd. Jamshed, and other Board Members were present on the occasion.</p>
<p>Speaking on this occasion, Minister of Railways Shri Suresh Prabhakar Prabhu said that the way in which Indian Railways is launching various passenger services, 90 per cent of Members of Parliament have thanked Railways for bringing new culture in the Railways. He said that every passenger service is backed by well-planning and lots of efforts. Under the extending scheme of E-Catering, travelling passengers would be able to order food of their choice from leading private caterers at designated 408 major railway stations. He said that this scheme will include food prepared by women at home which will also lead to women empowerment. Speaking on E-Ticketing Service to accredited journalist, the Minister said that this was a long-standing demand of the journalists to allow the process of online booking ticket through concessional passes which has now been fulfilled. He said that duty of a journalist demand lot of travelling and thus their demand was acceded to by the Ministry. Further, mentioning the salient features of the another initiatives of Commencement of Pilot Study on introduction of Accrual Accounting &amp; Upgraded costing system at Rail Coach Factory, Kapurthala, Shri Suresh Prabhu said that Indian Railways holds a huge assets which requires proper monitoring. He said that Railways want to orient and integrate cost and management system. He said that incurring expenditure is nothing. But more important is to get desired outcome for incurred expenditure. He said that 7 zones have already implemented this kind of scheme thereby making expenditure accountable to outcome which is the sole objective to introduce this scheme. Regarding freight rationalization, Shri Suresh Prabhu said that it is an ongoing process and we will continue to do so as freight is main revenue resource for Railways. We will be very market friendly, he added.</p>
<p>Speaking on the occasion, Minister of State for Railways said that Indian Railways is now working on a different leak and bringing new culture in the Indian trains through E-Governance and Digital India Initiatives. He said that these services will ease and benefit the railway passengers.</p>

<div>6. My government is committed to nurturing the right environment for actualizing this mandate of the people. For this, it pledges itself to the principle of ‘Sabka Saath, Sabka Vikas’; which can be fulfilled only through your active participation. We will work together to re-establish the credibility of the institutions of democracy. My government will function on the mantra of <strong>‘Minimum Government, Maximum Governance’</strong>. In all our actions, we will be guided by the core values of our great civilization.</div>

<div>12. India is the world’s oldest civilization. Today it is also a country with the largest population of the youth. We must equip and nurture our youth with the right kind of education, skill-set and opportunity to reap this demographic dividend. My government will strive to transition from Youth Development to Youth-led Development. It will set up Massive Open Online Courses and virtual classrooms. It will formulate a National Education Policy aimed at meeting the challenges posed by lack of quality, research and innovation in our educational institutions. We will set up IITs and IIMs in every state. In order to empower school teachers and students, a national e-library will be established. With the motto of “<strong>Har Haath Ko Hunar</strong>”, my government will strive to break the barriers between formal education and skill development, and put in place a mechanism to give academic equivalence to vocational qualifications. With the goal of Skilled India, my government will also launch a National Multi-skill Mission.</div>

<div>21. My government is committed to providing a clean and efficient administration focussed on delivery. The institution of Lok Pal is important to curb corruption and my government will endeavour to formulate rules in conformity with the Act. My government will take steps to build the confidence and morale of our bureaucracy; enabling it with the freedom to work, and welcoming innovative ideas. The government will stress on putting in place transparent systems and timebound delivery of government services. Government systems and processes will be revisited to make them citizen friendly, corruption free and accountable. Efforts will be made to eliminate obsolete laws, regulations, administrative structures and practices. Rationalization and convergence among Ministries, Departments and other arms of the government will be ensured to have focussed delivery. Digitization of government records will be done for improving accessibility.</div>

<div>22. E-governance brings empowerment, equity and efficiency. It has the power to transform peoples’ lives. The backbone of my government’s new ways of working will be a Digital India. IT will be used to drive re-engineering of government processes to improve service delivery and programme implementation. We will strive to provide Wi-Fi zones in critical public areas in the next five years. My government will rollout broad band highway to reach every village and make all schools e-enabled in a phased manner. Technology will be used to prepare our children for a knowledge society. The National e-governance plan will be expanded to cover every government office from the centre to the Panchayat; to provide a wide variety of services to citizens. Emerging technologies like Social Media will be used as a tool for; participative governance, directly engaging the people in policy making and administration.</div>

<div>23. My government is determined to rid the country of the scourge of corruption and the menace of black money. As a first step in this direction, the government has already constituted a SIT to unearth black money stashed abroad. This will be followed up vigorously by proactively engaging with foreign governments.</div>

<div>24. Keeping in mind that justice delayed is justice denied, my government will adopt a multi-pronged approach to address the problem of high pendency of cases in our judicial system. It will progressively modernize the courts to improve their operational efficiency, and start reform of the criminal justice system to make dispensation of justice simpler, quicker and more effective. It will initiate a mission mode project for filling vacancies in the judiciary and for doubling the number of courts and judges in the subordinate judiciary in a phased manner. The government will give special emphasis to the development of Alternate Dispute Resolution mechanisms.</div>

<div>27. For rapid creation of jobs in the manufacturing sector, the government will strategically promote labour-intensive manufacturing. Employment opportunities will also be expanded by promoting tourism and agro-based industries. My government will transform Employment Exchanges into Career Centres &#8211; connecting our youth with job opportunities in a transparent and effective manner through the use of technology as well as through counselling and training. The government will strengthen the pension and health insurance safety nets for labour force of all categories and would provide them access to modern financial services.</div>

<div>28. We need to transform ourselves into a globally competitive manufacturing hub powered by <strong>Skill, Scale and Speed. </strong>To this end, the government will set up world class investment and industrial regions, particularly along the Dedicated Freight Corridors and Industrial Corridors spanning the country. My Government will encourage the domestic industry to innovate and collaborate internationally. It will strive to move towards a single-window system of clearances both at the Centre and at the States through a hub-spoke model.</div>

<div>40. My Government will carry out reforms in defence procurement to increase efficiency and economy. It will encourage domestic industry, including the private sector; to have a larger share in design and production of defence equipment. We will introduce policies to strengthen technology transfer, including through liberalised FDI in defence production. With readily available skilled human resource, India can emerge as a global platform for defence manufacturing including software, which will strengthen our defence and spur industrial development as well as exports.</div>

<div>41. The country is proud of its Armed Forces. They serve the nation with professionalism, dedication and valour; securing our nation and supporting relief and rescue operations in the wake of disasters and calamities. We will strengthen defence preparedness by modernising our Armed Forces and addressing the shortage of manpower on priority. Recognising the importance of coastal security, my government will set up a National Maritime Authority.</div>

<div>42. My government will do everything to repay the debt of our brave and selfless soldiers. It will appoint a Veterans Commission to address their grievances, so that they know that we don’t stop caring for them when they retire from active service. <p>Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-</p>
<p>(a) whether the Government has adopted the policy of zero tolerance to root out corruption in the country;</p>
<p>(b) if so, the details thereof and the measures taken under this policy; and</p>
<p>(c) the extent to which the Government has been successful in tackling corruption in the country after adopting the said policy?</p>
<p style="text-align: center;"><span style="text-decoration: underline;"><strong>ANSWER</strong></span></p>
<p>MINISTER OF THE STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCE AND PENSIONS AND MINISTER OF THE STATE IN THE PRIME MINISTER`S OFFICE (SHRI V. NARAYANASAMY)</p>
<p>(a) &amp; (b) The Central Government is fully alive and committed to implement its policy of “Zero Tolerance against Corruption” and has already taken several measures to combat corruption and improve the functioning of Government. These include:-</p>
<blockquote><p>(i) Enactment of Right to Information Act, 2005;(ii) Enactment of Lokpal and Lokayuktas Act, 2013;</p>
<p>(iii) Issue of comprehensive instructions on transparency in tendering and contracting process by the CVC;</p>
<p>(iv) Issue of instructions by the CVC asking the organizations to adopt Integrity Pact in major Government procurement activities; State Governments have also been advised to adopt Integrity Pact in major procurements;</p>
<p>(v) Introduction of e-Governance and simplification of procedures and systems;</p>
<p>(vi) Issue of Citizen Charters;</p>
<p>(vii) Ratification of United Nations Convention against Corruption (UNCAC) in 2011;</p>
<p>(viii) Placing of details of immovable property returns of all Members of the All India Services and other Group ‘A’ officers of the Central Government in the public domain;</p>
<p>(ix) Issue of orders for setting up of 92 additional Special Courts exclusively for trail of CBI cases in different states.</p></blockquote>
<p>Besides these, the Government has also introduced a number of legislations in the Parliament in the recent past for effectively tackling corruption. Some of them are-</p>
<p>(i) The Whistle-blowers Protection Bill, 2011;</p>
<p>(ii) The Prevention of Bribery of Foreign Public Officials and Officials of Public International Organizations Bill, 2011;</p>
<p>(iii) The Right of Citizens for Time Bound Delivery of Goods and Services and Redressal of the Grievances Bill, 2011;</p>
<p>(iv) The Public Procurement Bill, 2012.</p>
<p>(v) The Prevention of Corruption (Amendment) Bill, 2013.</p>
<p>(c) The fight against corruption is an ongoing process and it is the endeavour of the Government to strengthen the anti-corruption mechanism.</p>

<strong>OFFICE MEMORANDUM</strong></p>
<p>Subject: <strong>Simplification of procedure for verification of service — adherence to the revised format &#8211; regarding.</strong></p>
<p>The undersigned is directed to invite attention to the provisions of the Supplementary Rules which relate to maintaining records of service of a Government employee. The provisions of SR- 199 and 202 require that &#8220;Every step in a Government servant&#8217;s official life must be recorded in his Service Book and each entry must be attested by the Head of his Office&#8230;.&#8221; (SR199) and that &#8220;It shall be the duty of every Head of Office to initiate action to show the Service Books to the Government servants under his administrative control every year&#8230;..The Government servants shall inter alia ensure&#8230;&#8230;    that their services have been duly verified and certified as such&#8230;.&#8221; (SR 202).</p>
<p>2. Further, the provisions of Rule 32 of the CCS (Pension) Rules, 1972 provide for issuing a communication in Form-24 on completion of 18 years of service regarding verification and determination of qualifying service. The Rule 59 thereof relates to the preparatory work to be done by the Head of Office for sanctioning pensionary benefits to the retiring employee. Attention is also invited to this Department&#8217;s OM No. 17011/1199-Estt.(L) dated 11-03-2008, whereby the revised format of the Service Book was circulated for being adopted. The said revised format also includes Part V where under the record of verification of service is to be maintained.</p>
<p>3. It has since been brought to the notice of this Department that the aforesaid provisions of the Supplementary Rules as also the provisions of the CCS(Pension) Rules, 1972 as referred to above are not being followed. Consequently, the gaps in service verification, get detected at a very late stage when the concerned Government servant is due to retire on attaining the age of superannuation.</p>
<p>4. In view of this and with the objective of eliminating delays in processing of cases of retiring Government Servants, the aforementioned rules and the instructions of this Department are reiterated and it is stated that it may be ensured that the following are strictly adhered to:</p>
<p>(i) The record of verification of service may henceforth be maintained only in Part V of the revised format of the Service Book as per the new format prescribed by this Department&#8217;s aforesaid OM of 11-03-2008</p>
<p>(ii) The exercise for ensuring completion of the entries of service verification in the Part V of the new format, in respect of employees who are retiring within five years, may be undertaken immediately, by the concerned administrative authorities and concluded within a defined time frame, as may be worked out by such authority.</p>
<p>(iii) Any gap in the verification of service may be intimated to the employee concerned, and simultaneously appropriate action for ensuring verification of missing spells may be taken by the Head of Office.</p>
<p>(iv) The concerned Government servant may also be informed of deficiencies and gaps as regards missing entries relating to verification of service and the period thereof.</p>
<p>5. The Department of Pension and Pensioners&#8217; Welfare have also suggested that the administrative authorities, to preclude and to cut down on delays in payment of retiral benefits to Government servants retiring of superannuation, may consider adoption of the following mechanisms and processes, in consultation with their PAOs:</p>
<p>(i) Annual service verification statements may be considered to be issued along with pay slip for the month of April every year.</p>
<p>(ii) At the time of transfer from one Ministry/ Department/Office to another, any gap in the service record including for prior periods under the administrative control of the Ministry/Department/Office will be indicated in the Last Pay Certificate.</p>
<p>(iii) Creation &amp; Maintenance of Service Records in e-format available in e-Office under e-governance.</p>
<p>6. All Ministries/ Departments are accordingly requested to issue suitable instructions to all Heads of Offices/Pay &amp; Accounts Offices for strict compliance of the above instructions so as to preclude any delays in disbursement of retiral benefits of Government servants. It may be reiterated and again stressed that the action as indicated in para 4 of this OM may be taken immediately by prioritizing the up-dation of service verification details in respect of such Government servants who are due to retire on attaining the age of superannuation in the next five (5) years, by working out a time bound schedule. In the second phase, the verification of service of all remaining employees in the prescribed format may be completed.</p>
