<p>Su<strong>b: Grant of Dearness Relief to Central Government pensioners/family pensioners &#8211; Revised rate effective from 01.01.2018.</strong></p>
<p>The undersigned is directed to refer to this Department&#8217;s OM No. 42/15/2016-P&amp;PW(G) dated 28.09.2017 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 5% to 7% w.e.f 01.01.2018.</p>
<p>2. These rates of DR will be applicable to (i) Civilian Central Government Pensioners/Family Pensioners including Central Govt. absorbee pensioners in PSU/Autonomous Bodies in respect of whom orders have been issued vide this Department&#8217;s OM No.4/34/2002-P&amp;PW(D) Vol.II dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who are in receipt of provisional pension (vi) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Burma/ Pakistan, in respect of whom orders have been issued vide this Department&#8217;s OM No.23/3/2008-P&amp;PW(B) dated 11.09.2017.</p>
<p>3. These orders shall not be applicable on CPF beneficiaries, their widows and eligible children who are in receipt of ex-gratia payment in terms of this Department&#8217;s OM No.45/52/97-P&amp;PW(E) dated 16.12.1997 and revised vide this Department&#8217;s OM 1/10/2012-P&amp;PW(E) dtd 27.06.2013.</p>
<p>Separate orders will be issued in respect of above category.</p>
<p>4. The payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.</p>
<p>5. The payment of arrears of Dearness Relief shall not be made before the date of disbursement of pension/family pension of March, 2018.</p>
<p>6. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department&#8217;s OM No. 45173/97-P&amp;PW (G) dated 2.7.1999 as amended vide this Department&#8217;s OM No. F.No. 38/88/2008-P&amp;PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.</p>
<p>7. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.</p>
<p>8. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.</p>
<p>9. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II/34-80-U dated 23/0411981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.</p>
<p>10. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with thc C&amp;AG.</p>
<p>11. This issues in accordance with Ministry of Finance, Department of Expenditure&#8217;s OM No. 11/2018-E.U(B) dated 15th March,2018.</p>

<p>Subject:<strong><em> Grant of Dearness Relief to Central Government pensioners/family pensioners &#8211; Revised rate effective from 1.7.2017.</em></strong></p>
<p>The undersigned is directed to refer to this Department&#8217;s OM No. 42/15/2016-P&amp;PW(G) dated 07.04.2017 on the subject mentioned above and to state that the President is pleased to decide that the <strong>Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 4% to 5% w.e.f 01.07.2017.</strong></p>
<p>2. These rates of DR will be applicable to (i) Civilian Central Government Pensioners/Family Pensioners including Central Govt. absorbee pensioners in PSU/ Autonomous Bodies in respect of whom orders have been issued vide this Department&#8217;s OM No. 4/34/2002-P&amp;PW(D) Vol.II dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who are in receipt of provisional pension (vi) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of adhoc ex-gratia allowance in respect of whom orders have been issued vide this Department&#8217;s OM No. 23/3/2008-P&amp;PW(B) datd 11.09.2017.</p>
<p>3. In partial modification of this Department OMs of even no. dated 16.12.2016 and 27.04.2017, Central Govt. absorbee pensioners in PSU/ Autonomous Bodies referred to in category (i) in para 2 and Burma Civilian pensioners/family pensioners referred to in category (vi) in para 2 above, will also be eligible for dearness relief @ 2% w.e.f 01.07.2016 and @ 4% w.e.f 01.01.2017, in terms of this Department OMs of even no dated 16.11.2016 and 07.04.2017 respectively. The dearness relief already drawn by the above pensioners in terms of OMs dated 16.11.2016 and 27.4.2017, will be adjusted from the revised dearness relief payable under these orders.</p>
<p>4. These orders shall not be applicable on CPF beneficiaries, their widows and eligible children who are in receipt of ex-gratia payment in terms of this Department&#8217;s OM No.45/52/97-P&amp;PW(E) dated 16.12.1997 and revised vide this Department&#8217;s OM 1110/2012-P&amp;PW(E) dtd 27.06.2013. Separate orders will be issued in respect of above category.</p>

										<content:encoded><![CDATA[<p><strong>Govt to hike DA by 10%; benefit 80 lakh employees and pensioners</strong></p>
<p>New Delhi: Ahead of festival season, Central Government will this month announce a hike in dearness allowance to 90 percent from existing 80 percent, benefiting about 50 lakh central employees and 30 lakh pensioners.</p>
<p>According to official source, dearness allowance hike will be 10 percent and would be effective from July 1, this year.</p>
<p>The sources further said the exact amount of dearness allowance, as a proportion of basic pay, works out to over 90 percent after factoring in the revised all India Consumer Price Index for Industrial Workers (CPI-IW) for June.</p>
<p>According to revised data released on August 30, retail inflation for factory workers for June stood at 11.63 percent, higher than provisional estimate of 11.06 percent for the month released on July 31.</p>
<p>Sources said that since the revised estimate for the month of June is available, the Finance Ministry would soon prepare a proposal for the purpose for seeking Union Cabinet nod.</p>
<p>They further said the proposal will be moved this month.</p>
<p>There would be a double digit hike in DA after about three years. It was last in September, 2010, that the government had announced a hike of 10 percent to be given with effect from July 1, 2010.</p>
<p>DA was hiked to 80 percent from 72 percent in April, 2013, effective from January 1, this year.</p>
<p>As per the practice, the government uses CPI-IW data for past 12 month or a year to arrive at a number for the purpose of any DA hike. Thus, the retail inflation for industrial workers between July, 2012 to June 2013 will be used to take a final decision.</p>

Subject: <strong>Grant of Dearness Relief at the rate of 5th CPC w.e.f. 1 1.2013.</strong></p>
<p>In continuation of this Department’s OM No. 42/13/2012-P&amp;PW(G) dated 25th October, 2012, the President is pleased to grant the Dearness Relief at the rate of 5th CPC w.e.f. 1.1.2013 to the following :</p>
<p>(i) The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 to 31.12.1985 and are in receipt of ex-gratia @ Rs.600/- p.m. w.e.f. 1.11.1997 under this Department’s OM No. 45/52/97-P&amp;PW(E) dated 16.12.1997 are entitled to Dearness Relief @ 166% w.e.f. 1.1.2013.</p>
<p>(ii) The following categories of CPF beneficiaries who are in receipt of ex gratia payment in terms of this Department’s OM No. 45/52/97-P&amp;PW(E) dated 16.12.1997 are entitled to DR @ 158 % w.e.f. 1.1.2013.</p>
<p>(a) The widows and dependent children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and are in receipt of Ex-gratia payment of Rs. 605/- p.m.</p>
<p>(b) Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt of Ex-gratia payment of Rs. 654/-, Rs.659/-, Rs. 703/- and Rs. 965/-.</p>
<p>2. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee. In their application to the Indian Audit and Accounts Department, these orders issue In consultation with the C&amp;AG.</p>
<p>3. Orders have been Issued vide OM No. 38/6/2010-P&amp;PW(A)(Pt.) dated 18th March, 2013 for revision of provisional pension sanctioned before 1.1.2006. Therefore, the revised rates of DR applicable after <a href="http://centralgovernmentnews.com/category/6cpc/">6th CPC</a> will be applicable to the revised provisional <a href="http://centralgovernmentnews.com/category/pension/">pension </a>w.e.f. 1.1.2006.</p>
<p>4. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No. 1(4)/EV/2004 dated 24th May, 2013.</p>

<p><strong>8% Dearness Relief to CG Pensioners &#8211; Pensioners Portal Order 2013</strong></p>
<p>Following the announcement recently from Finance Ministry to enhanced Dearness allowance to Central Government employees from 72% to 80%, Pensioners Portal has now published an order to grant of Dearness relief to Central Government Pensioners and Family Pensioners by 8% with effect from 1.1.2013. Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners — Revised rate effective from 1.1.2013.</p>
<p>The undersigned is directed to refer to this Department’s O.M. No. 42/13/2012-P&amp;PW(G) dated 4th October, 2012 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 72% to 80% w.e.f. 1st January, 2013.</p>
<p>2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners and (v) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of Rs. 3500/- p.m. in terms of this Department’s OM No. 23/1/97-P&amp;PW(B) dated 23.2.1998 read with this Department’s OM No. 23/3/2008-P&amp;PW(B) dated 15.9.2008.</p>
<p>3. CentraI Government Employees who had drawn lumpsum amount on absorption in a PSU/Autonomous body and have become eligible to restoration of 1/3d commuted portion of pension as well as revision of the restored amount in terms of this Departments OM No.4/59/97-P&amp;PW (D) dated 14.07.1998 will also be entitled to the payment of DR @ 80% w.e.f. 1.1.2013 on full pension i.e. the revised pension which the absorbed employee would have received on the date of restoration had he not drawn lumpsum payment on absorption and Dearness Pension subject to fulfillment of the conditions laid down in para 5 of the O.M. dated 14.07.98. In this connection, instructions contained in this Department’s OM No.4/29/99-P&amp;PW (D) dated 12.7.2000 refer.</p>
<p>4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.</p>
<p>5. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&amp;PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F. No. 38/88/2008-P&amp;PW(G) dated 9th July, 2009.The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension, will remain unchanged.</p>
<p>6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.</p>
<p>7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.</p>
<p>8. The offices of Accountant General and Authorised Public Sector Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 11/34-80-II dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.</p>
<p>9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&amp;AG.</p>
<p>10. This issues with the concurrence of Ministry of Finance, Department of Expenditure conveyed vide their OM No. 1(4)/EV/2004 dated 1st May,2013.</p>
