<h3 class="wp-block-heading">Subject: GPF Ledger Card and Annual Statement for the F.Y 2024-2025.</h3>



<p>Interest for the Financial Year 2024-2025 corresponding to the GPF Accounts of officers/officials covered under GPF (CS) Rules, 1960 and maintained at Department of Telecom Head Quarter have successfully been posted in the GPF Ledger Card for all the subscribers.</p>



<p>2. GPF Annual Statement for the financial year 2024-2025 and Ledger Card will be available in PFMS EIS Module on or after 22.04.2025.</p>



<p>3. Hence, all the GPF Subscribers may download the system generated GPF Annual Statement for the F.Y 2024-2025 as well as ledger card through employee’s login in PFMS which requires no authentication/signature being system generated.</p>



<p>4. To download the Annual Statement/ ledger card, following process may be followed:-</p>



<p>Open PFMS Home Page at https://pfms.nic.in/Home.aspx -> Login (using personal credential—Username &amp; Password**) -> Employee Info. System -> GO TO EIS -> GPF -> Reports -> Ledger Card/ Annual statement of Employees.<br />(** if not available, it may be collected from the concerned DDO)</p>



<p>5. All the DDOs may download the system generated GPF Ledger Cards for the F.Y 2024-2025 through DDO’s login in PFMS in r/o GPF Subscribers under his/her control for GPF balance verification.</p>



<p>6. In case of any discrepancy, the same may be brought to the notice of the Sr. AO (PFP) 8th Floor, DOT HQ or may be contacted through landline phone No. 2303-6675.</p>



<p>7. This issues with the approval of Competent Authority.</p>

<h3 class="wp-block-heading">Sub: Submission of Annual Life Certificate by the Pensioners / Family Pensioners &#8211; Reg.</h3>



<p>I would like to bring to your kind notice that the Pr. CCA T.N. Circle issued a notification today (06.10.2023) to hold a Mela for Life Certificate in CCA Office in Chennai for those pensioners / Family Pensioners whose LC expired on 30.09.2023 and earlier. This is not constrained to the pensioners residing in and around Chennai &amp; City Suburban. It is for the pensioners/ Family pensioners of the entire circle from Chennai to Kanyakumari.</p>



<p>Hither to the life certificate was given in the month of November each year as per para 15.1 and 15.2 of Scheme for payment of pension to Central Government Civil Pensioner through Authorised banks. The Post Offices also were following the same procedure and there was no complaint of Non-drawal of Pension / FP for want of LC. The Dept. of Telecom has introduced a portal called “Jeevan Pramaan” and asked the DOT/BSNL Pensioners / Family Pensioners to submit LC digitally on this portal. For doing this the following documents are compulsorily required.</p>



<p>1) Aadhar Card Copy<br />2) PPO Copy (First Page with Name &amp; PPO details)<br />3) PAN Card Copy<br />4) Filled in LC Form.</p>



<p>Actually when the pensioners / Family pensioners try to give digital life certificate it is not updating the Jeevan Pramaan software due to some differences in the name and other details of the pensioners, particularly family pensioners. At the time of issue of Aadhaar card initially the name of the family pensioners i.e. widows are noted with the name of their husband’s name or father’s name as surname. This is not tallying with the name in the PPO where only the name of the widow or divorced, daughter etc are available without any surname. Because of this difference the LC is not updated n the Pramaan Software leading to the stoppage of drawal of FP to the Family pensioners. Further many of the centers are not clearly aware of the procedure for printing life certificate properly. Thus the family pensioners are suffering a lot due to non-drawal of FP for want of LC. It may please be noted that the Dept. of Pension and Pensioners welfare has prescribed so many procedures for submission of Life Certificate by giving a list of persons specified for signing the LC as per para 14.3 of Scheme Booklet by CPAO. This has been followed by the pensioners and family pensioners hither to without any problem.</p>



<p>Only after the migration of the drawal of pension and FP from various Banks / Post offices to CCA Offices the pensioners and family pensioners are suffering a lot due to stoppage of drawal of pension / FP due to non receipt of LC or not updating the LC in the Sampan software. This Association therefore request the CGCA and the DOT to kindly continue to hold the old practice on submission of LC singed by various authorities as usual. Such life certificates may be accepted and updated by engaging separate staff in the CCA offices. This work will be only for two or three months i.e. November, December and if necessary for January also in the CCA offices. It may be noted that many pension disbursing authorities are still following the existing methods also in the matter of life certificate.</p>



<p>In the above instant case of T.N. Circle it is highly impossible to pensioners /  family pensioners to travel long distance of about 700 kms from Kanyakumari to Chennai to give life certificates. Such Melas may be conducted in all SSAs in the General Managers offices. It is also suggested that all the existing pensioners / family pensioners have already submitted LC during November 2022 in the Banks and Post officers, and therefore they may be allowed to submit the same again in November. All Pensioners / family pensioners may be allowed to submit LC in the month of November only by whatever means possible to them instead of Sampann procedure being introduced by the Dept. of Telecom as its own to avoid hardship to the Pensioners / family pensioners.</p>

<p><strong>Subject: Sharing of family pension under Central Civil Services (Pension) Rules, 2021</strong></p>



<p>The undersigned is directed to say that Department of Pension has notified the Central Civil Services (Pension) Rules, 2021 in supersession of the Central Civil Service (Pension) Rules, 1972. Rule 50 of the Central Civil Service (Pension) Rules, 2021 deals with payment of family pension on death of a Government servant/pensioner.</p>



<p>2. In accordance with Rule 50(8) of the Central Civil Service (Pension) Rules, 2021, on death of a Government servant/pensioner, family pension is payable to the widow or widower upto the date of death or re-marriage, whichever is earlier. In cases where the deceased Government servant or pensioner is survived by more widows than one, the family pension shall be paid to the widows in equal shares and on the death or ineligibility of a widow, her share of the family pension shall become payable to her child or children who fulfill the eligibility conditions for grant of family pension. In case, the widow is not survived by any child, her share of the family pension shall not lapse but shall be payable to the other widows in equal shares, or if there is only one such other widow, in full, to her.</p>



<p>3. In cases where the deceased Government servant or pensioner is survived by a widow without any child and has also left behind eligible child or children:</p>



<ul class="wp-block-list">
<li>(a) from another wife who is not alive, or</li>



<li>(b) from a divorced wife, or</li>



<li>(c) from a void or voidable marriage</li>
</ul>



<p>the child or children who fulfill the eligibility conditions for grant of family pension shall be entitled to the share of family pension which the mother would have received if she had been alive at the time of the death of the Government servant/pensioner or if she had not been so divorced or if the marriage had not been void or voidable. On the share or shares of family pension payable to such a child or children or to a widow or widows ceasing to be payable, such share or shares shall not lapse, but shall be payable to the other widow or widows and/or to other child or children otherwise eligible), in equal shares, or if there is only one widow or child, in full, to such widow or child.</p>



<ol class="wp-block-list" start="4">
<li>In the above cases, if the deceased Government servant/pensioner is survived by the widow with child or children eligible for family pension, on the share of family pension payable to the widow ceasing to be payable, such share shall be payable to her child or children in accordance with Rule 50.</li>



<li>Incases where family pension is payable to twin children, it shall be paid to such children in equal shares and when one such child ceases to be eligible, his or her share shall revert to the other child and when both of them cease to be eligible the family pension shall be payable to the next eligible single child or twin children.</li>



<li>In accordance with Rule 63, on retirement of a Government servant, the name of the spouse of the Government servant, if alive, is indicated as family pensioner in the Pension Payment Order. In cases where family of a Government servant includes more than one wife who is alive, the Accounts Officer shall indicate, in the Pension Payment Order, the names of all the wives with their respective share in the family pension. If family of a Government servant includes a wife, who is alive, and a child or children from a wife who is not alive or from a divorced wife or from a void or voidable marriage, the Accounts Officer shall indicate, in the Pension Payment Order, only the name of wife who is alive with her share in the family pension, then on death of the pensioner, the share of family pension indicated in the Pension Payment Order shall initially become payable to the surviving widow and on receipt of a communication from the Head of Office, the Accounts Officer shall issue a revised Pension Payment Authority, indicating the names of all the members of family who are eligible for family pension on the date of death of the pensioner with their respective share in the family pension, in accordance with rule 50.</li>



<li>All Ministries/ Departments are requested that the above provisions regarding sharing of family pension under Central Civil Services (Pension) Rules, 2021 may be brought to the notice of the personnel dealing with the pensionary benefits in the Ministry/ Department and attached/ subordinate offices thereunder, for strict implementation.</li>

<p>The undersigned is directed to refer to the subject cited above and to state that the following decisions relating to appointment on compassionate appointment ground in Department of Telecommunications has been taken, which are mentioned below:-</p>



<p>i) The following offices of Department of Telecommunications are grouped for the purposes of processing of compassionate appointment applications/cases, as mentioned underneath:-</p>

<ul class="wp-block-list"><li>In case of pending cases in Block 2 that are awaiting appointment only due to non-availability of vacancies (vacancy means 5% of Direct Recruitment in Group ‘C’ vacancies for the year), then Block 3 will be approached (through O/o CGCA Hqrs) and the case may be considered based on relative merit score and availability of vacancies in CCA units.</li><li>In case of unfilled vacancy on compassionate ground in a particular year (ending on 31st December of the year) due to unavailability of eligible candidates, CGCA/WMO shall report such vacancy to DoT HQ.</li></ul>



<p>ii). Cut-off date/validity period may be regulated as follows: &#8211;</p>



<ul class="wp-block-list"><li><strong>Applications to be considered</strong>: Application for compassionate appointment received upto 31st December for appointment cycle in respect of death-in-harness or retirement on medical grounds of Government servant upto 31st December for appointment cycle may be considered in the cycle beginning on 1st January of the subsequent year.</li><li><strong>Validity of application</strong> &#8211; DoPT instructions regarding the same may be followed; as on date the instructions of DoPT provides for considering the applications for compassionate appointments without any time limit.</li><li><strong>Calculation of vacancies</strong> &#8211; Cumulative unfilled vacancies upto 31st December for appointment cycle beginning on 1st January of the subsequent year may be included.</li></ul>



<p>2. Relative Merit Point Scheme issued vide OM of even no. dated 01 July, 2022 shall be followed by all DoT units.</p>

<h3 class="wp-block-heading">Sub: Online recording of Annual Performance Appraisal Report (APAR) on SPARROW Portal for all IP&amp;TAFS Group ‘A’ Officers for the Reporting Year 2021-22-reg.</h3>



<p>The undersigned is directed to refer to this office O.M. of even no. dated 11.03.2022 on the subject cited above. It has been observed that timelines circulated vide O.M. dated 11.03.2022 for recording of PARs i.e. self appraisal by Officers Reported Upon (ORUs) and further recording of PARs by Reporting, Reviewing and Accepting Authorities are not being adhered to.</p>



<p>2. The last date for submission of self-appraisal to the Reporting Officer is 15.04.2022. A no. of. IP&amp;TAFS Group ‘A’ officers (as per list attached) have not yet submitted their self-appraisal to their respective Reporting Officers and e-APARs are still pending at the level of ORUs.</p>



<p>3. <span style="text-decoration: underline;">All IP&amp;TAFS Officers who have not submitted their self-appraisal to their respective Reporting Officers, are requested to forward their self appraisal to Reporting Officers within a week of issue of this O.M. failing which e-PARs will be force forwarded to the respective Reporting Officer for recording their comments.</span></p>



<p>4. In order to give effect to the time bound recording of PARs, all IP&amp;TAFS officers are requested to ensure that the timelines for recording of PAR at each level circulated vide O.M. dated 11.03.2022 are strictly adhered to failing which PARs will be auto forwarded / force forwarded to the next level.</p>



<p>5. lt is requested to bring to the notice of all concerned the above instructions for strict compliance to ensure recording of PARs in time bound manner as per stipulated timelines.</p>



<p>6. This issues with the approval of the Competent Authority.</p>

<p><strong>Subject: Guidelines to the circles regarding processing of the cases of Superannuation Pension Scheme (SPS) for BSNL Direct recruitee -reg.</strong></p>



<p>Sir,<br />I am directed to refer to the subject mentioned above and to say that BSNL CO has introduced Superannuation Pension Scheme (SPS) for direct recruit employee w.e.f. 05.05.2016. CA Branch of BSNL CO has issued necessary instructions from time-to-time for operation of the scheme. Of late, it has been noticed that some of the employees, who were members of the Scheme have superannuated/retired/deceased and such employees/their beneficiaries have become eligible for benefits under SPS.</p>



<p>2. In connection with processing of cases, the required forms for settlement of claims under the scheme have been finalized in consultation with the fund manager i.e. LIC of India and these are enclosed herewith. The circles/ units will be required to send the duly completed forms along with requisite documents [as per list indicated in forwarding letter addressed to Sr. GM(Estt.), which is part of the forms/documents enclosed] while forwarding the cases of SPS after verification of all the inputs.</p>



<p>2. It has been further decided that a nodal officer (SDE/AO or above) may be designated in each circle/unit for forwarding of SPS claims to BSNL CO. All SPS cases may be routed through nodal officer to BSNL Corporate Office. It should be the duty of nodal officer to check that all the SPS claim forms are in order and necessary documents are attached along with SPS claim forms. The circles/units will forward the hard copies of claim forms, in original along with requisite documents.to Corporate Office and also a soft copy (in PDF) at Email ID-&nbsp;<em><strong>bsnlcodrsps@gmail.com</strong></em>.</p>



<p>3. The SPS claim will be settled in the following manner :-</p>



<ul class="wp-block-list"><li>a) Employee/ bedeficiary, as the case may be, will fill the SPS claim form/ papers on superannuation/retirement/death and submit the same to the office where the employee last attended.</li><li>b) There are a number of options under the Scheme out of which one option is to be chosen by the employee/beneficiary. The pension option must be filled by the employee/beneficiary only and once opt-ion is exercised it will be final, Any change in the option exercised by the employee/beneficiary will be within the jurisdiction of LIC. BSNL will have no role in this regard.</li><li>c) The duly filled in SPS claim forms will be forwarded to designated Nodal officer in the Circle/Unit. It will be the duty of nodal officer to check that the claim is in order and all necessary documents have been attached. After verification of the claim, the Circle/Unit will forward the complete SPS claim to Estt. Branch, BSNL Corporate Office for further processing.</li><li>d) After receiving the complete SPS claim, Estt. Branch will scrutinize the claim. Incomplete claims will be returned to the concerned office. If the claim is in order, the claim will be forwarded to Corporate Accounts Branch, BSNL CO for verification of deposit of actual contribution in respect of concerned employee to LIC. The Corporate Accounts Branch will issue a certificate to the effect that contribution has been remitted to LIC along with related details in respect of the particular employee. After receipt of certificate from BSNL CA Branch, the complete case will be forwarded to LIC office for release of SPS benefits to the member/ beneficiary.</li><li>e) Once the SPS case was finally settled, BSNL will not be concerned with regard to annuity benefits. The employee/beneficiary will communicate directly with LIC with regard to dispute/ discrepancy in annuity amount.</li></ul>



<p>4. Any clarification with regard to the Superannuation Pension Scheme and contribution made under the scheme will be provided by CA Branch, BSNL CO.</p>



<p>5. Sincere efforts may also be made by the Circle/Units to intimate the eligible employees or their beneficiary, as the case may be, to submit the claim form for SPS benefit by sending SMS or contacting through telephone or any other means of communication.</p>

<h3 class="wp-block-heading">Subject: Revision of meal charges for officers/officials of Parliament Unit engaged in Parliamentary work/duties during Parliament Sessions.</h3>



<p>The undersigned is directed to convey the concurrence of Member (Finance) and approval of Secretary (T) to delegate financial power to DDG (C&amp;A), DoT HQ in the under-mentioned item of expenditure as under:-</p>

<p>The exercise of financial power shall be subject to the following conditions:</p>



<ul class="wp-block-list"><li>a) The power mentioned herein shall be exercised by the DDG (C&amp;A) as per delegation of financial powers within DoT HQ issued from time to time and availability of fund under the relevant head of account.</li><li>b) These powers will be subject to relevant Govt. rules, orders, instructions, procedure prescribed by Government from time to time, GFR-2017, Manuals and economy measures issued by the Government/ Department.</li><li>c) The above delegated financial power cannot be further re-delegated.</li></ul>
