<p>Sir,</p>



<p>Kind reference is invited to DoPT O.M. No.28020 /3/2018-Estt.(C) dated 11.3.2019 (copy enclosed) wherein Department of Personnel &amp; Training has circulated the Master Circular on Probation /Confirmation in Central Services.</p>



<p>2. It has been observed that in some cases, Cadre Controlling Authorities / Commissionerates forwarding the request of the Direct Recruit officers to Board for extension of probation period beyond the prescribed period. In this regard, please refer to Para 19 of the above DoPT circular wherein it is clearly mentioned that in case of a probationer, who is not making satisfactory progress or who shows himself to be inadequate for the service in any way, should be informed of his shortcomings well before the expiry of the original probationary period so that he can make special efforts at self improvement. Further as per Para 20, on expiry of the period of probation, steps should be taken to obtain the assessment report on the probationer, so as to confirm or extend or terminate the probation.</p>

<p>3. It is seen that the instructions of <a href="https://centralgovernmentnews.com/latest-dopt-orders-2020/" target="_blank" rel="noreferrer noopener">DoPT</a> regarding completion of probation period are not being followed properly by some of the CCA’s / Commissionerates. It has been observed by the Member (A) that all Cadre Controlling Authorities need to be sensitised about the system in place for training and monitoring performance of freshly recruited officers. The DoPT instructions may be brought to the notice of all officers and also to the freshly recruited officers who are on probation. Efforts also may be made in co-ordination with NACIN to build capacities, on this subject, amongst officers of all levels of CCA chain.</p>

<p>Subject: <strong>Introduction of mandatory Induction Training for Probation clearance-regarding.</strong></p>
<p>The undersigned is directed to refer to this Department’s O.M of even number dated 21 July, 2014 wherein consolidated instructions on Probation/ Confirmation in Central Services were issued for ready reference to all concerned. As per extant instructions during the period probation, or any extension thereof, candidates may be required by Government to undergo such courses of training and instructions to pass examinations and tests as Government may deem fit as a condition to satisfactory completion of the probation.</p>
<p>2. It has been decided that in all cases of direct recruitment there should be a mandatory induction training of atleast two weeks duration. Successful completion of the training may be made a pre-requisite for completion of probation. The syllabus for the training may be prescribed by the Cadre authorities and the Training Division of DOPT can be consulted, if required.</p>
<p>3. The recruitment rules for all posts, wherever such a provision does not already exist, may be amended to provide for such mandatory training. Till such time as the Recruitment Rides are amended, a clause on the above lines may be included in the offer of appointment.</p>

<p>The undersigned is directed to say that this Department has been issuing Instructions!/guidelines from time to time laying down principles to be followed in probation / confrimation of persons appointed to service and posts in Central Government. All such instructions issued till date have been consolidated under easily comprehensible headings for the facility of reference and placed as Annexure to this O.M. The number said date of the original O.M’s has been referred in the relevant instructions for easy reference in the context. All Ministries / Departments are requested to bring the above guidelines to the notice of all concerned.<br />
2. There may be posts in various where the norms specified in the Recruitment Rules are different from those prescribed in the Annexure. In such cases, the norms specified In those Recruitment Rules shall prevail.<br />
