OFFICE MEMORANDUM

Subject: Submission of Immovable Property Return (IPR) for the year 2020 (as on 31.12.2020) by the Officers of Central Secretariat Services (CSS) reg.

In terms of Rule 18 of CCS (Conduct) Rules, 1964, the Immovable Property Return is required to be furnished by the CSS Officers in the grade of Under Secretary and above, latest by 31.01.2021 . IPR should be submitted by all the CSS Officers through Web Based Cadre Management System which is hosted at cscms.nic.in. A copy of the print out (IPR submitted online) duly signed, should also be submitted to CS.I (PR/CMS) Section, which is the custodian of Immovable Property Return (IPR) of these Officers. Assistant Section Officers (ASOs) and Section Officers (SOs) of CSS will also submit the print out (IPR) duly signed, to their respective Admin/Vigilance Division.

2. Ministries/Departments are therefore, requested that the contents of this O.M. may be widely circulated to the notice of all CSS Officers/Officials working under their respective control. They should also ensure that the IPR for the year 2020 (as on 31.12.2020) is submitted within the stipulated time by all the CSS Officers. The officers are also informed that non-submission of IPR within the stipulated date, would invite the denial of vigilance clearance for empanelment, deputation and applying to sensitive posts and assignment to training programme (except mandatory training) as the IPR status needs to be checked for the said purpose(s).

3. It is, therefore, requested that all the CSS Officers may be directed to file their Immovable Property Return (IPR) for the year 2020 (as on 31.12.2020) well in time, latest by 31.01.2021, through Web Based Cadre Management System only. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines. It is also stated that the date of filing of IPR will start from 01st January, 2021 and the “Immovable Property Returns” window shall be opened/ provided at cscms.nic.in. automatically from that date only.

Subject: Making available publically scores and rankings of candidates in the recruitment examinations through portal – reg.

The undersigned is directed to refer to this Department’s OM of even number dated 21.06.2016 delineating the modalities for disclosure of scores and rankings of the candidates in the recruitment examinations conducted by various recruitment agencies. Subsequently, public recruitment agencies viz. UPSC, SSC, RRB etc were advised to use NCS portal of Ministry of Labour & Employment for disclosure of the scores and ranking of the candidates, vide this Department’s OM dated 19.07.2017. All the public recruitment agencies were requested to link their respective web pages to NCS portal (www.ncs.gov.in) of Ministry of Labour & Employment for disclosure of scores and ranking of all the candidates appearing in the final stage of each recruitment process being conducted by them. All Ministries/Departments were also requested to direct the recruitment agencies working under them for doing the needful.

2. Public recruitment agencies invest a lot of time and resources for conduct of exams and a number of students appear in multiple exams before clearing a particular exam and the data base of such non-recommended candidates who have successfully cleared all stages of recruitment may be helpful to private and public employers finding the right person to fill their vacancies and reduce the cost of recruitment.

3. Therefore, all the Ministries/Departments of Government of India are requested to advise Public Sector Enterprises, Autonomous/Statutory Bodies, Societies, Special Purpose Vehicles (SPVs) and other organizations, not being a participating service in the recruitment examination the results of which are proposed to be utilized, under their administrative control to utilize the lists displayed by the public recruitment agencies in their recruitment, as per suitability of the posts.

4. All the public recruitment agencies are once again requested to link their web pages to NCS portal of Ministry of Laobur & Employment for disclosure of scores/ranking of all the candidates appearing in the final stage of each recruitment process being conducted by them, as per the modalities laid down in this Department’s OM dated 21.06.2016.

Sub: Digitalisation of APARs in respect of CSS – reg.

Ref: 1. O.M. F.No.22/5/2017- CS.I(APAR) dated 6.11.2020.
OM No. 5/4/2019 – CS.1 (U), dated 23.5.2019

In order to bring all the physical APARs of CSS officers into the online SPARROW system, it has been decided to digitalize the APARs of CSS officers and migrate them onto SPARROW portal in a phased manner. The APARs of US and above are already available in CS-I Division, whereas the APAR dossiers of SOs and ASOs are maintained in respective cadre units.

2. As a part of the ongoing digitalization activity, this Division vide OM of even number dated 06.11.20 had requested all the cadre units to send the APARs of SOSLs 2011 and 2012 to CS. Division. It has now been decided to take up digitalization of APAR dossiers of Section Officers of Select Lists 2013 and 2014.

3. Hence, all the cadre units are requested to send the APAR dossiers of the SOSLs of 2013 and 2014 WITHIN FIVE WORKING DAYS. OM No. 5/4/2019 – CS.I (U), dated 23.5.2019 may be referred to in this regard.

Subject: Implementation of orders relating to promotion of officers in various grades in CSS.

The undersigned is directed to refer to this Department’s Orders relating to adhoc promotion in various grades of CSS Cadre issued recently, as per the details below:

2. These adhoc-promotion orders had to be made to address the urgent
   requirement of various cadre units for manpower at various levels. However, it is seen that a large number of officers have not joined at Director and Under Secretary level. It may be appreciated that adhoc promotion is resorted to as a special dispensation for ensuring
   efficiency in Government’s functioning. The non-joining of officers is defeating the very purpose forwhich these adhoc promotions were made.
3. Hence, in partial modification of the Orders mentioned in para 1 above, all the Cadre units are hereby directed to issue instructions to the promoted officers in all grades, who have not yet assumed the charge of the posts, to assume the charge immediately and not later than 21st December, 2020, failing which the promotion orders with respect to
   non-joinee Officers, will be liable to be withdrawn, apart from deparment from ad-hoc promotion or other suitable consequences. Further, the vacancies on this account will be filled up by considering eligible officers next in order of seniority.
4. The Cadre units are also requested to submit a report by 21-12.2020 to this Department at email: gd.toppo@nic.in
5. All the concerned Ministries/ Departments are hereby requested to forward the list of officers who have not assumed the charge of the post on promotion by 21st December, 2020, 5:30 P.M, on the email id mentioned above.

Subject: Review of Modified Flexible Complementing Scheme (MFCS) – reg.

The undersigned is directed to refer to this Department OM of even number dated 16.4.2020 (copy enclosed) followed by reminder dated 06.07.2020 on the above-mentioned subject conveying therein the following recommendations made by Committee of Secretaries (CoS), in its meeting held on 20th February 2020, while considering the proposal of review of Modified Flexible Complementing Scheme (MFCS):

• Ministries/ Departments may carefully rework the Output Indicators so as to simplify and streamline them. Qualitative dimensions may also be captured so that excellence of a Scientist is brought out and only the deserving Scientists get promoted.
• Ministries/ Departments may ensure that all promotions under MFCS are held timely so that the issue of granting retrospective promotion does not arise.
• Number of posts required at HAG/ HAG+ level may be worked out individually at the Ministry/ Department level looking at the organizational structure and their specific requirements. Cadre review exercise may accordingly be undertaken.

2. A response in this regard is still awaited. It is, therefore, requested that Action Taken Report on the recommendations made by CoS, may kindly be provided to this Department at the earliest.

Subject: All India Online Music and Dance Competition-2020 for wards of Central Government Civilian Employees only

Central Civil Services Cultural & Sports Board is organising the CCSCSB online Music and Dance competition 2020 for wards of Civilian Central Government Employees. The event shall be held online on Facebook Group – “CCSCSB Online Music & Dance Competition-2020” on 28-29 November, 2020. Parents of the participants are required to join the group for live participation. All the parents of the wards must have their own Facebook profile and necessary equipment’s such as Mobile/Camera and internet connection for live performance. Details of the event are as under:

2. The entry for the competition should be sent in the prescribed entry form latest by 10 November, 2020 through email at ccscsbcultural@gmail.com only. Proforma of the entry form is attached. No entry by physical mode (by hand or by post) will be accepted.

The Wards of the following Categories of employees are not eligible for participation in Competition:

• Uniform personnel in Defence Services/ Para Military Organisations / Central Police Organisation/ Police/ RPF/ CISF/ BSF/ ITBP/ NSG etc.
• Employees of Autonomous bodies/ undertaking/Public Sector Banks even
  though administratively controlled by the Central Ministries.
• Casual/ Daily wages workers.
• Employees attached to offices on temporary duty.
• A newly recruited employed who has put less than 6 months in regular
  establishment/services.

Decision of the judges shall be final and no appeal against their decision shall be entertained.

5. All the participants shall be given digital participation certificate. Besides this Winners (1st, 2nd & 3rd) will also be given Winners’ Certificate.

Latest DoPT Orders 2020

Sub: Calculation of monthly contribution towards cost of Pension payable during foreign service – Reg.

The undersigned is directed to invite reference to this Department’s OM No. 2/34/2008-Estt (Pay-II) dated 19th November, 2009 on the above subject and to say that according to this OM w.e.f. 01.01.2006, the pension contribution payable in respect of a Government employee during the active period of his foreign service shall be based on the existing basic pay (Pay in the Pay Band plus Grade Pay) of the post held by the Government servant at the time of proceeding on foreign service, and in case he receives Proforma promotion/ financial up-gradation while on foreign service, on the basic pay (Pay in the Pay Band plus Grade Pay) fixed on such promotion/ financial up-gradation.

2. Consequent upon implementation of the recommendations of the 7th CPC, the matter of issuing revised instructions on the above subject has been engaging the attention of the Government of India. The President is now pleased to decide that pension contribution payable in respect of a Government servant during the active period of his foreign service shall be based on the basic pay in the level (in Pay Matrix) of the post held by him/ her at the time of proceeding on foreign service; and in case of grant of Proforma promotion/financial up-gradation while on foreign service, the same shall be based on basic pay in the Level (in Pay Matrix) fixed on such Proforma promotion / financial up-gradation.

3. In respect of Government employees covered by the NPS, during the active period of foreign service w.e.f. 01.01.2016, it has been decided to fix the monthly Pension contribution @ 24% of basic pay in the level (in Pay Matrix) of the post held by him/her at the time of proceeding on foreign service plus DA admissible on such basic pay (i.e. employee’s contribution @ 10%, employer’s contribution @ 10% and contribution by employer for gratuity @ 4%). However, consequent to revision of Government’s contribution for NPS from 10 % to 14% w.e.f. 01.04.20 19 vide Department of Financial Services Notification dated 31.01.2019, the monthly Pension contribution for Government employees covered by the NPS w.e.f. 01.04.2019 will be 28% of basic pay in the level (in Pay Matrix) plus DA of the post held by him/her, which will include employee’s contribution @ 10%, employer’s contribution @ 14%, and contribution by employer for gratuity @ 4%. In case of grant of Proforma promotion/ financial up-gradation while on foreign service, the same shall be based on basic pay in the Level (in Pay Matrix) fixed on such Proforma promotion /financial up-gradation.

4. In respect of the employees covered under the Old Defined Benefit Pension Scheme, it has been decided to fix their rates of monthly contribution of pension during the active period of foreign service as 14% of basic pay in the level (in Pay Matrix) of the post held by him/her at the time of proceeding on foreign service plus DA admissible on such basic pay during foreign service w.e.f. 01.01.2016. The monthly contribution of pension during the active period of foreign service w.e.f. 01.04.2019 will be 18% of the basic pay in Pay Matrix of the post held by the officer at the time of proceeding on foreign service plus DA admissible on such basic pay.

In case of grant of Proforma promotion/ financial up-gradation while on foreign service, the same shall be based on basic pay in the Level (in Pay Matrix) fixed on such Proforma promotion/ financial up-gradation.

5. It has also been decided that these pension contributions would be in addition to the leave salary contributions for the period of foreign service, in respect of both NPS employees and the employees under Old Defined Benefit Pension Scheme.

6. In case of employees covered under NPS, during the period of active foreign service, the borrowing organisation shall make its part of contribution mandatorily to the NPS Account of the employee.

7. This OM will be effective from 01.01.2016. In respect of persons who are already on foreign service as on 01.01.2016, the pension contribution will be calculated at the above rates on the revised pay as per 7th CPC from the date which they opt to come over to the revised pay structure after implementation of 7th CPC recommendations, in their parent cadres. For the earlier period, the pension contributions will be as per extant orders i.e. the order in force during period prior to 01.01.20 16 from time to time.

8. The modalities! mechanism of payment of pension contribution during the active period of foreign service in respect of NPS subscribers will be issued separately.

9. In their application to the persons belonging to Indian Audit and Accounts Department, these orders are issued under Article 148(5) of the Constitution and after consultation with the Comptroller & Auditor General of India.
