<p class="wp-block-paragraph">Subject:- <strong>Submission of Immovable Property Return (IPR) for the year 2019 (as on 31.12.2019) by the Officers of Central Secretariat Services (CSS) reg.</strong></p>



<p class="wp-block-paragraph">In terms of Rule 18 of CCS (Conduct) Rules, 1964, the Immovable Property Return is required to be furnished by the CSS Officers in the grade of Under Secretary and above, latest by 31 .01.2020. IPR should be submitted by all the CSS Officers through Web Based Cadre Management System which is hosted at <strong>cscms.nic.in</strong>. A copy of the print out (IPR submitted online) duly signed, should also be submitted to CS.I (PR/CMS) Section, which is the custodian of <a href="https://centralgovernmentnews.com/immovable-property-return-ipr-filing-for-the-year-2019-instructions-to-ias-officers/" target="_blank" rel="noreferrer noopener" aria-label=" (opens in a new tab)">Immovable Property Return</a> (IPR) of these Officers. <strong>Assistant Section Officers and Section Officers of CSS</strong> will also submit the print out (IPR) duly signed, to their respective <strong>Admin/ Vigilance Division</strong>.</p>



<p class="wp-block-paragraph">Ministries/ Departments are therefore, requested that the contents of this O.M. may be widely circulated to the notice of all CSS Officers/Officials working under their respective control. They should also ensure that the IPR for the year 2019 (as on 31.12.2019) is submitted within the stipulated time by all the CSS Officers. <strong>The officers are also informed that non-submission of IPR within the stipulated date, would invite the denial of vigilance clearance for empanelment, deputation and applying to sensitive posts and assignment to training programme (except mandatory training) as the IPR status needs to be checked for the said purpose(s).</strong></p>

<p class="wp-block-paragraph">It is, therefore, requested that all the CSS Officers may be directed to file their Immovable Property Return (IPR) for the year 2019 (as on 31.12.2019) well in time, latest by 31.01.2020, through Web Based Cadre Management System only. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines. <strong>It is also stated that the date of filing of IPR will start from 01st January, 2020 and the &#8220;Immovable Property Returns&#8221; window shall be opened/provided at cscms.nic.in. automatically from that date only.</strong></p>

<p class="wp-block-paragraph">In continuation of this Department&#8217;s OM of even number dated 18-6-2019 circulating therewith List of  holidays for the year 2020, the undersigned is directed to state that some Central Government Employees Coordination Committees located in different States have sent representations for change in the date of Dusshera (Vijaya Dasami) holiday on 26-10-2020 (Monday) instead of 25-10-2020 (Sunday) in their States. </p>

<p class="wp-block-paragraph">It is hereby informed that the decision of CGEWCCs located in different States, to declare Dussehra as closed holiday for the Central Govt. Offices on 26-10-2020 (Monday), is not in accordance with the holiday policy of the Government of India. However, Restricted Holiday on 26-10-2020 (Monday) for Dussehra (Vijay Dashmi) can be celebrated by the Central Government Offices, as specifically mentioned in DoPT&#8217;s OM NO.12/1/2019/JCA 2 dated 18.06.2019, at para 3.1 that &#8220;no change of dates is permissible in regard to festivals and dates indicated&#8221;.</p>

<p class="wp-block-paragraph"><strong>List of compulsory &amp; restricted Holidays for the year 2020.</strong></p>



<p class="wp-block-paragraph">In accordance with the revised policy of the Govt.of India ( Ministry of Home Affairs, Deptt Of Personnel &amp; Administrative Reforms), O.M.No.-9/37/82/JCA dated 11.11.1982,the working committee of the CGEWCC, Kolkata in its 116th meeting held on 17/09/2019 decided 3 (three) holidays local y (at S. Nol,2 &amp; of para 3.1)in addition to 14 (fourteen) holidays fixed by the Ministry for the year 2020 vide F.No. 12/2/2019-JCA-2, Govt.of India, Ministry of Personnel,P.G. &amp; Pensions, (Department of Personnel &amp; Training), New Delhi,dated 18/06/2019. Thus the Central Govt. Offices coming under the purview of this committee who are doing “work of Secretariat Nature” will observe the under noted 17 ( Seventeen ) compulsory holidays for the Calendar year 2020 and further 2 (two) Restricted Holidays from the List of Restricted Holidays for the year 2020.</p>

Organizations, which include Industrial, Commercial &amp; Training Establishment (I.e. other than doing work of Secretariat nature) would observe 16 holidays In a year out of which 3 namely, Republic Day, Independence and Mahatma Gandhi’s Birthday will be compulsory. The remaining Holidays / Occasions may be determined by such Establishment / Organizations themselves on year to year basis.</p>

<p class="wp-block-paragraph">The date or Holidays for the Muslim Festivals may be changed on sighting of the Moon and decision to be taken by the CGEWCC, Kolkata based on the decision of the State Government in respect of ldu’I Fitr, ldu’I Zoha [Id -Uz-Zuha(Bakrld)], Muharram and Id -e -Milad</p>

<p class="wp-block-paragraph">The meeting of Central Government Employees Welfare Co-ordination Committee, Hyderabad was held on 10.10.2019 in the office of the Principal Chief Commissioner of Income Tax, Andhra Pradesh &amp; Telangana in the conference hall at 10-A, Income Tax Towers, AC Guards, Masab Tank, Hyderabad. <p class="wp-block-paragraph">The meeting began at 4.00 PM with the welcome words by the co-ordinator of the meeting Sri. MANAS RANJAN BEHERA, TO (HQ)(Welfare), Hyderabad after a brief registration process. The items of agenda for the meeting were as under:</p>



<p class="wp-block-paragraph">(i) Finalisation of Holidays to be observed in 2020 in AP &amp; TS</p>



<p class="wp-block-paragraph">(ii) Any other issue with the permission of Chair.</p>



<p class="wp-block-paragraph">2. Welcoming the gathering, the Secretary Sri M MOHAN BABU, IRS, Dy. Commissioner of Income-tax (HQrs) (Admn, Hyderabad has given a brief to all the members with regard to selection of holidays from the prescribed list. He requested all the members to take a decision according to the majority of members opinion. Members have welcomed the decision of the Secretary.</p>



<p class="wp-block-paragraph">3. The Department of Personnel and Training; Ministry of Personnel, Public Grievance and Pensions, Government of India, has issued a Memorandum in F. No.12/1/2019-JCA-2 dated 26.06.2019 declaring 14 holidays as compulsory closed holidays to be observed in 2020 and three holidays that could be chosen out of a list of holidays given separately under para 3.1 of the letter. The members present, alter having discussions, had decided the following three holidays to be observed as compulsory closed holidays in 2020 in addition to the 14 declared by the DoPT:</p>



<p class="wp-block-paragraph"><strong>(i) Makar Sankranti &#8211; 15th January, 2020 (Wednesday).<br />(ii) Maha Shivaratri &#8211; 21st February,2020 (Friday).<br />(iii) Holi &#8211; 10th March, 2020 (Tuesday).</strong></p>



<p class="wp-block-paragraph">4. It is also decided to add Two festivals specific to the states of Andhra Pradesh &amp; Telangana to be added to the list of Restricted Holidays in view of the local importance of the festivals i.e.,</p>



<p class="wp-block-paragraph"><strong>(i) Pongal / Kanuma &#8211; 15th January, 2020 (Thursday)<br />(ii) Bathukamma / Dussehra (Maha Saptami) &#8211; 23rd October, 2020 (Friday)</strong></p>



<p class="wp-block-paragraph">5. In case of any alteration of the above mentioned restricted holidays by the State Government of AP or TS, such alteration would be considered by the Chairman, CGEWCC. Further the committee decided that the festivals remaining alter determining three compulsory holidays mentioned at para 3.2 of DOPT’s letter should be added to the list of restricted holidays.</p>



<p class="wp-block-paragraph">6. The final list of closed holidays to be observed in Andhra Pradesh and Telangana during the calendar year 2020 is given as Annexure I. List of Restricted holidays to be observed is given as Annexure II.</p>



<p class="wp-block-paragraph">7. Finally, Sri MANAS RANJAN BEHERA, Additional Secretary, CGEWCC, made his remarks and concluded the meeting. The coordinator informed that all future communications / circulars in respect of CGEWCC/ RSB would be updated on <a href="http://www.incometaxhyderabad.gov.in/" target="_blank" rel="noreferrer noopener" aria-label="www.incometaxhyderabad.gov.in (opens in a new tab)">www.incometaxhyderabad.gov.in</a>. All the members / representatives of various departments present at the meeting accepted for paperless communication. It was also requested that all the HODs may send their email addresses.</p>

<p class="wp-block-paragraph">Sub:&nbsp;<strong>Implementation of suo motu disclosure under Section 4 of Right to Information (RTI) Act, 2005 – Issue of guidelines regarding</strong></p>



<p class="wp-block-paragraph">The suo motu disclosure of information to public is mandated under Section 4 (2) of the RTI Act, 2005, so that the public have to resort minimally to the use of this Act to obtain information. Section 4(1)(b) of the Right to Information Act, 2005 lays down the information which should be disclosed by Public Authorities on a suo motu or proactive basis. Section 4(3) prescribes for wide dissemination of every information, in such form and manner which is easily accessible to the public.</p>

<p class="wp-block-paragraph">The undersigned is directed to refer to this Department’s O.M. of even number dated 15th April, 2013 and to reiterate the guidelines therein (Copy enclosed), duly incorporating a slight revision to Para 4.4 of the above guidelines allowing for third party audit by any Government Training Institute, in cases where no Training Institute exists under the concerned Ministry/Department/Public Authority.</p>



<p class="wp-block-paragraph">Central Government Ministries/Departments are advised to undertake suo motu disclosure based on these guidelines, in compliance to Sections 4(1)(b) read with Section 4(2), 4(3) and 4(4) of the RTl Act, 2005</p>



<p class="wp-block-paragraph">The enclosed guidelines may be brought to the notice of all Public Authorities under the Ministry / Department including those in their Attached Offices, Subordinate Offices, Constitutional Bodies, Statutory Bodies, Autonomous Organizations and Public Sector Undertakings.</p>

<p class="wp-block-paragraph">The undersigned is directed to say that &#8216;SPARROW&#8217; has been implemented across all the grades of CSS, CSSS &amp; CSCS from the year 2018-19 vide this Department&#8217;s Office Memorandum of even number dated 10th April, 2019. Further, keeping in view the practical difficulties faced by various authorities in recording the APARs, the datelines for filing of online APARs have been extended in terms of Department of Personnel and Training&#8217;s Office Memorandum No. 21011/02/2015-Estt (A) (Pt. II), dated 18th April, 2019 and reiterated by CS-I Division&#8217;s OM of even number dated 28th May, 2019.</p>

<p class="wp-block-paragraph">An analysis of APARs generated on &#8216;<strong>SPARROW</strong>&#8216; reveals that a sizeable number of officers are yet to be mapped up on the system and their APARs are pending for generation. It is necessary that the data in respect of APARs generated in each Ministry across all the grades of CSS, should be analysed to find out the gaps with reference to total strength of officers in a particular grade. In the above context the Ministries/Departments are requested to provide their inputs pertaining to their Department as per the following proforma.</p>

<p class="wp-block-paragraph">The undersigned is directed to state that the Delhi Police have intimated about the visit of the Hon’ble President of India at Patel Chowk on 31.10.2019 to pay floral tributes at the Statue of Sardar Patel on the occasion of his birth anniversary.</p>



<p class="wp-block-paragraph">2. To make elaborate law &amp; order/ security arrangements, the buildings surrounding Patel Chowk are required to be sealed after conducting anti-sabotage checks. These office buildings (as per list attached) are required to be vacated at 1500 hours on 30.10.2019 so that rooms are sealed after conducting regular anti-sabotage checks. The arrangements by Delhi Police will continue till 0930 hours on 31.10.2019.</p>
