<p><strong>Subject: Risk Allowance to Central Government employees &#8211; clarification reg.</strong></p>
<p>Reference in invited to this Department’s O.M. No.21012/01/2008-Estt.(Allowance) dated 18th June, 2012 wherein the grant of Risk <a href="http://centralgovernmentnews.com/category/allowance/">Allowance</a> was extended at the then existing rates beyond 30.06.2012 and upto 31.12.2012. Subsequently, vide this Department’s OM. No.21012/01/2010-Estt. (Allowance) dated October 18, 2012 the rates of Risk Allowance were revised with effect from 1st September, 2008, implying that grant of Risk Allowance would be at revised rates w.e.f. 1st September, 2008 onwards. Hence, there is no need for issuing separate instructions continuing payment of Risk Allowance beyond 31.12.2012.</p>

<p>Subject : <strong>Advance Increments granted to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m. regarding.</strong></p>
<p>The undersigned is directed to refer to this Department’s 0M No.18/44/88-Pay-I dated 07.12.2009 on the above subject which provides that the Advance Increments granted to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m. are treated as pay for all purposes.</p>
<p>2. Consequent upon implementation of CCS (RP) Rules 2008, the concept of Pay Band&amp; Grade Pay has been introduced. Since there are no fixed rates of increments now, the manner in which advance increment(s) are to be computed has been considered in consultation with the Department of Expenditure. The grant of advance increments to Stenographers of Subordinate Offices on qualifying the speed test in shorthand at 100/120 w.p.m. after 1.1.2006 may be regulated as under:-</p>
<p>a) In terms of the instructions contained in this Department’s 0M No.18/44/89-Estt (Pay I) dated 07.12.2009, the advance increments granted to Stenographers of Subordinate Offices on qualifying Speed Test in Shorthand at 100/120 w.p.m. in terms of Department of Expenditure OM dated 04.10.1975 are to be treated as pay for all purposes and the past cases are also to be regulated accordingly. These advance increments were therefore to be taken into account for fixation ¡n the Revised Pay for those officials who were in receipt of such increments in the pre revised pay. In such cases, the advance increments will no longer continue as a separate element.</p>
<p>b) In respect of persons who become eligible for grant of advance increments consequent upon implementation of CCS (RP) Rules, 2008, the advance increment may be calculated by granting increment @ 3% of the Basic Pay on the date of passing of the test. Two advance increments may be calculated by granting two increments @ 3% of the Basic Pay on the date of passing the test. The amount of this increment may be treated as a separate element in addition to the Basic Pay (Pay in the Pay Band + Grade Pay), till such advance increments are taken into account as per (c).</p>
<p>c) Once the advance increments are taken into account for the purpose of pay fixation on promotion or being placed in a higher scale on grant of ACP/MACP or fixation of pay due to revision of pay scale etc., the advance increments will no longer be continued as a separate element as it will be merged with the basic pay.</p>
<p>3. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders will be issued after consultation with the Comptroller and Auditor General of India.</p>

<div>I am directed to say that after the issue of IAS (Pay) 2nd Amendment Rules, 2008 regarding implementation of the recommendations of the 6 CPC, the provisions contained in rule 7 for grant of advance increments to direct recruit IAS officers have been engaging attention of this Department. The amended provisions of rule 7 are as follows:</div>
<div></div>
<div>7. Grant of Advance increments: “Notwithstanding anything contained in rule 13 of the IAS (Probation) Rules, 1954, the State Government shall sanction the 2nd and 3rd increments due to a direct recruit with effect from the prescribed date of increment after he passes the prescribed departmental examination or examinations irrespective of the length of service, after which he shall be entitled to draw pay at the rate corresponding to this position in the pay band.</div>
<div></div>
<div>Provided that the 3rd increment under this rule shall be granted retrospectively from the prescribed date of increment after passing the prescribed departmental examination, or the last of the prescribed departmental examinations, as the case may be, on the successful completion of the probation and confirmation.</div>
<div>
2. It is observed that under the above rule, second and third increments can be sanctioned together from the same date of increment i.e.1st July of the particular year after the passing of departmental examination or examinations by the direct recruit IAS officers, However, as per further provisions of 1st Proviso to rule 7, the third increment shall be sanctioned from the said date of increment retrospectively after completion of probation and confirmation.</div>
<div>
3. Any earlier clarification with regard to grant of 2nd and 3rd increment, issued by this Department may be treated as modified to the extent of this clarification.</div>

<p>Subject: <strong>Nomination of Area Welfare Officers for the calendar years 2013 and 2014 regarding.</strong></p>
<p>The Department of Personnel &amp; Training nominates Gazetted Officers as Area Welfare Officers (AWOs) for residential colonies to look after the welfare of Central Govt. employees and their families Area Welfare Officer is only a functional arrangement to provide a link between the Central Government employees residing in various colonies and the concerned civic and other agencies providing service to them. A list of functions of Area Welfare Officer is enclosed. The functions of AWOs are official in nature and are performed by them on honorary and voluntary basis. Only those officers who are willing to function as Area Welfare Officer and can spare time for welfare work will be considered for nomination. The Area Welfare Officers serve as a vital link between the Government and residents in various matters relating to the welfare of Government employees residing in various colonies.</p>
<p>2. The tenure of the Area Welfare Officers shall be for a period of two years (commencing from 1.1.2013) or till the services are required by the Govt. whichever is earlier. The Area Welfare Officers are entitled to use office stationery and service postage stamps etc. for discharging their duties as AWO. They are allowed to leave office, with prior permission, for meeting the civic/policy authorities for solving the problems of the residents of their localities.</p>
<p>3. The applicant should not be an office bearer of Central Government employees or any other Residents Welfare Association. Further, officers seeking appointment as AWO should preferably have a residential telephone. No telephone / reimbursement of Telephone rent, facility will be available to AWO nominated by DOPT.</p>
<p>4. Applications from those officers, who are willing to work in honorary and voluntary capacity, as Area Welfare Officers duly recommended by the Department/administrative authority concerned may be forwarded and must reach the undersigned within 45 daysfrom the date of issue of this O.M.A. Format for application is also enclosed.</p>

<p>FUNCTIONS OF AREA WELFARE OFFICER</p>
<p>1. To function as coordinating officer between the CGHS Dispensary and its beneficiaries regarding complaints from either side.</p>
<p>2. To attend to all emergency hospital work like help in expeditious hospitalisation of serious cases, attending to complaints regarding hospital care, etc,</p>
<p>3. To serve on the CGHS Area Advisory Committee for considering suggestions for the improvement of service and facilities.</p>
<p>4. To act as liaison officer for Community Hall and look to its proper functioning and improvement.</p>
<p>5. To act as liaison officer between the Ministry of Personnel., PG and Pensions and the local Association in all matters and disputes and to mediate in election disputes at the request of the parties.</p>
<p>6. To investigate all cases of neighbourly disputes referred to him by the Depit of Personnel and furnish report on the basis of which action- can be taken by the Directorate of Estates for shifting the erring party to another locality.</p>
<p>7. To act as liaison officer between the Associations and Municipal authorities in all Companies regarding civic services, water electricity, Street lighting, drainage, bus service, sanitary service and vaccination and inoculation services.</p>
<p>8. To act as liaison officer with local police authorities regarding any incident in the locality involving law and order.</p>
<p>9. To act as liaison officer with the Education Directorate regarding complaints about school timing, admission, etc.</p>
<p>10. To act as liaison officer between the Co-operative consumer store and the beneficiaries in the area.</p>
<p>11, To act as liaison officer between CPWD authorities and the allottees regarding Complaints lodged with the CPWD Enquiry office for their speedy disposal.</p>
<p>12. To keep in touch with all the social and cultural bodies in the area.</p>
<p>13. To act as liaison officer with all activities of Grih Kalyan Kendra in the area including ‘Creche’.</p>
<p>14. To act as liaison officer between the colony and the Central Secretariat Spoils Control Board in all activities of the Board.</p>
<p>15. To mediate in family dispute to bring about harmony in the home life in the Context of Home Ministry circular for maintaining the wife in a reasonable comfort and matter relating to notation of monograncy.</p>
<p>16. To assist and cooperate in campaigns and measures such as vaccination in Oculation blood donation family planning etc., launched by the Ministry of Health and Family Planning.</p>
<p>Note: The above list is only illustrative and not exhaustive.</p>
<p>ANNEXURE-III</p>
<p>GUIDELINES / CRITERIA FOR SELECTION 0F AREA WELFARE OFFICERS</p>
<p>1. The tenure of Area Welfare Officers shall be for Iwo years from the date of appointment or till their services ere required by the Government whichever is earlier. However, if there is no other candidate for the area, the old AWO, if he has applied afresh, should be allowed to continue for anothher term.</p>
<p>2. He should be a gazetted officer.</p>
<p>3. The Residents Welfare Association should not be allowed lo nominate any name for AWOs.</p>
<p>4 He must be a resident of the area for which he is the applicant and the area (including the adjacent areas) should have at least 300 Govt. employees residing in that area(s).</p>
<p>5. The officer applying should not be an office bearer of Central Government employee or any other Residents Welfare Association.</p>
<p>6. He should not be retiring within 2 years of his appointment as AWO i.e. he should serve for full term of two years as AWO.</p>
<p>7. He should possess sound health to undertake the job in question.</p>
<p>8. Preference should be given to those, who have telephones at their residences.</p>
<p>9. He should not be a controversial person.</p>

In case an officer is superseded the officer would be considered along with the ‘Batch’ with which his seniority is fixed.</div>

Subject : <b>Sanctioned Strength, incumbency, vacancy in the grade of UDCs of CSCS &mdash; reg.</b></p>
<div style="text-align: justify;">
Central Secretariat Clerical service consists of the grades of Upper Division Clerks (UDCs) and Lower Division Clerks (LDCs). Overall sanctioned strength of UDCs and LDCs is 3681 and 2252 respectively. Both the grades are, however, decentralized.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
2. In pursuance to the recommendation of the Cadre Restructuring Committee of CSS, it was decided by the Cabinet in 2003 to discontinue direct recruitment of LDCs. The necessary order in this regard was issued on 20.4.2005 through which direct&nbsp;<span style="background-color: white;">recruitment to the post of LDCs in CSCS was discontinued. All the Cadre Units of CSCS were requested to issue the necessary orders for abolition of all the vacant posts in the LDC grade of CSCS as on 3.10.2003, falling under direct recruitment quota (80% on the basis of competitive examination held by the SSC and 5% on the basis of selection made by the SSC from amongst outstanding sportsmen). As regards, the posts falling vacant on and after 3.102003, 85% of all such vacant posts were to be abolished in each select list year.</span></div>

3. Though the cadres of UDCs and LDCs are decentralized, the overall control of the cadre lies with this department. However, the updated data about the sanctioned strength, incumbency position, vacancy etc. are not readily available with the department. It need not be emphasized that the said data is of utmost importance for formulation and implementation of any policy or plan with respect to the cadres.</div>

4 In view of the above, the Cadre Units are requested to furnish the necessary details about the sanctioned strength, incumbency position, vacancy in the grade of UDCs as on 1.7.2012 as under :-</div>

The Committees have asked DOPT to furnish details of officers holding senior positions in the Central Government. Such type of information as well as information about Persons with Disabilities (PWD) and persons belonging to minority community is also sought for through variousParliament Questions.</div>
