<p>Subject:- <strong>Submission of Immovable Property Return (IPR) for the year 2019 (as on 31.12.2019) by the Officers of Central Secretariat Services (CSS) reg.</strong></p>



<p>In terms of Rule 18 of CCS (Conduct) Rules, 1964, the Immovable Property Return is required to be furnished by the CSS Officers in the grade of Under Secretary and above, latest by 31 .01.2020. IPR should be submitted by all the CSS Officers through Web Based Cadre Management System which is hosted at <strong>cscms.nic.in</strong>. A copy of the print out (IPR submitted online) duly signed, should also be submitted to CS.I (PR/CMS) Section, which is the custodian of <a href="https://centralgovernmentnews.com/immovable-property-return-ipr-filing-for-the-year-2019-instructions-to-ias-officers/" target="_blank" rel="noreferrer noopener" aria-label=" (opens in a new tab)">Immovable Property Return</a> (IPR) of these Officers. <strong>Assistant Section Officers and Section Officers of CSS</strong> will also submit the print out (IPR) duly signed, to their respective <strong>Admin/ Vigilance Division</strong>.</p>



<p>Ministries/ Departments are therefore, requested that the contents of this O.M. may be widely circulated to the notice of all CSS Officers/Officials working under their respective control. They should also ensure that the IPR for the year 2019 (as on 31.12.2019) is submitted within the stipulated time by all the CSS Officers. <strong>The officers are also informed that non-submission of IPR within the stipulated date, would invite the denial of vigilance clearance for empanelment, deputation and applying to sensitive posts and assignment to training programme (except mandatory training) as the IPR status needs to be checked for the said purpose(s).</strong></p>

<p>It is, therefore, requested that all the CSS Officers may be directed to file their Immovable Property Return (IPR) for the year 2019 (as on 31.12.2019) well in time, latest by 31.01.2020, through Web Based Cadre Management System only. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines. <strong>It is also stated that the date of filing of IPR will start from 01st January, 2020 and the &#8220;Immovable Property Returns&#8221; window shall be opened/provided at cscms.nic.in. automatically from that date only.</strong></p>

<p>Subject: <strong>Appointment of officers working in the Ministries/Departments under Central Staffing Scheme(CSS) to non-CSS posts in the Central Vigilance Commission(CVC) on shift basis</strong></p>
<p>It is proposed to fill up vacancies of Deputy Secretary/Director level in the Central Vigilance Commission(CVC) on shift basis. The posts are non-CSS posts to be filled through Civil Services Board procedure.</p>
<p>2. The officers who are working at DS/Director level in different Ministries/Departments under the Central Staffing Scheme will be eligible to apply for these posts. If the officer is selected for the post, it will be treated as a &#8216;shift&#8217; from a Central Staffing Scheme post to a non-Central Staffing Scheme post, which will entail additional tenure of two years as per the Consolidated Deputation Guidelines. The +2 option would be available only to those officers who were already working on a CSS post other than in the CVC. The additional tenure is subject to completion of two years on the present CSS post and availability of cadre clearance. In the absence of cadre clearance (for +2 tenure), the tenure will be restricted to the balance period of four/five years central deputation remaining to the officer. The maximum tenure admissible outside the cadre is seven years in both the stints CSS and nonCSS put together.</p>
<p>3. The posts may be circulated amongst the officers working at Deputy Secretary/Director or equivalent level under the Central Staffing Scheme in the Government&#8221; of India on priority basis. Names of the willing and eligible officers who can be spared by the Ministries/Departments may be forwarded to the Department alongwith the approval of the Minister-in-Charge, cadre clearance (for +2 tenure), vigilance clearance, detailed bio-data in the enclosed proforma and attested copies of ACR(s) for the period they have worked under CSS.</p>
<p>4. It is requested that the application(s) of the eligible officer(s) may please be forwarded so as to reach this Department upto 20.02.2019.</p>

<p>Subject: <strong>All India strike for 08th and 9th January, 2019 &#8211; Instructions under CCS (Conduct Rules), 1964 &#8211; Regarding.</strong></p>
<p>It has been brought to the notice of the Confederation of Central Government Employees and workers has decided to observe two day strike on 8th and 9th January, 2019 to protest against NPS and certain 7th CPC issues.</p>
<p>2. The instructions issued by the Department of Personnel and Training prohibit the Government servants from participating in any form of strike including mass casual leave, go slow etc. or any action that abet any form of strike/protest in violation of Rule 7 of the CCS (Conduct) Rules, 1964. Besides, in accordance with the proviso to Rule 17(1) of the Fundamental Rules, pay and allowances is not admissible to an employee for his absence from duty without any authority. As to the concomitant rights of an Association after it is formed, they cannot be different from the rights which can be claimed by the individual members of which the Association is composed. It follows that the right to form an Association does not include any guaranteed right to strike/protest.</p>
<p>There is no statutory provision empowering the employees to go on strike. The Supreme Court has also agreed in several judgments that going on a strike is a grave misconduct under the Conduct Rules and that misconduct by the Government employees is required to be dealt with in accordance with law. Any employee going on strike in any form would face the consequences which, besides deduction of wages, may also include appropriate disciplinary action. Kind attention of all employees of this Department is also drawn to this Department&#8217;s O.M. No.330 12/ I/(s)/2008- Estt.(B) dated 12.9.2008, on the subject for strict compliance (enclosed as Annexure-A).</p>
<p>3. All officers are requested that the above instructions may be brought to the notice of the employees working under their control. All officers are also requested not to sanction Casual Leave or any other kind of leave to the officers and employees, if applied for, during the period of proposed strike, and ensure that the willing employees are allowed hindrance free entry into the office premises.</p>
<p>4. In case employees go on strike, all Divisional Heads are requested to forward a report indicating the number and details of employees, who are absent from duty on the day of strike i.e., 08.01.2019 and 09.01.2019.</p>

<p>Subject:- <strong>Submission of Immovable Property Return (IPR) for the year 2018 (as on 31.12.2018) by the Officers of Central Secretariat Services (CSS) reg.</strong></p>
<p>In terms of Rule 18 of CCS (Conduct) Rules, 1964, the Immovable Property Return is required to be furnished by the CSS Officers in the grade of Under Secretary and above, latest by 31.01.2019. IPR should be submitted by all the CSS Officers through Web Based Cadre Management System which is hosted at cscms.nic.in . A copy of the print out (IPR submitted online) duly signed, should also be submitted to CS.I (PR/CMS) Section, which is the custodian of Immovable Property Return (IPR) of these Officers. Assistant Section Officers and Section Officers of CSS will also submit the print out (IPR) duly signed, to their respective Admin/Vigilance Division .</p>
<p>2. Ministries/Departments are therefore, requested that the contents of this O.M. may be widely circulated to the notice of all CSS Officers/Officials working under their respective control. They should also ensure that the IPR for the year 2018 (as on 31.12.2018) is submitted within the stipulated time by all the CSS Officers. The officers are also informed that non-submission of IPR within the stipulated date, would invite the denial of vigilance clearance for empanelment, deputation and applying to sensitive posts and assignment to training programme (except mandatory training) as the IPR status needs to be checked for the said purpose(s).</p>
<p>3. It is, therefore, requested that all the CSS Officers may be directed to file their Immovable Property Return (IPR) for the year 2018 (as on 31.12.2018) well in time, latest by 31.01.2019, through Web Based Cadre Management System only. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines. It is also stated that the date of filing of IPR will start from 01st January, 2019 and the “Immovable Property Returns” window shall be opened/provided at cscms.nic.in. automatically from that date only.</p>
