<p><strong>G.S.R. 810(E).</strong>&#8211; In exercise of the powers conferred by clauses (ca) and (cb) of sub-section (2) of section 27 of Right to Information Act, 2005 (22 of 2005), the Central Government hereby makes the following rules, namely:-</p>



<p style="text-align:center"><strong>CHAPTER I</strong></p>



<p style="text-align:center"><strong>PRELIMINARY</strong></p>



<p><strong>Short title and commencement</strong>.- (1) These rules may be called The Right to Information (Term of Office, Salaries, Allowances and Other Terms and Conditions of Service of Chief Information Commissioner,<br /> Information Commissioners in the Central Information Commission, State Chief Information Commissioner and State Information Commissioners in the State Information Commission) Rules, 2019.<br /> (2) They shall come into force on the date of their publication in the Official Gazette.</p>

<p style="text-align:center"><strong> CHAPTER II</strong></p>



<p>2. <strong>Definitions</strong>.- (1) In these rules, unless the context otherwise requires, &#8211;</p>



<p>(a) “Act” means the Right to Information Act, 2005 (22 of 2005);<br />(b) “Central Information Commission” shall have the same meaning assigned to it under clause (b) of section 2 of the Act ;<br />(c) “Chief Information Commissioner” and “Information Commissioner” shall have the same meaning assigned to it under clause (d) of section 2 of the Act;<br />(d) “State Chief Information Commissioner” and “State Information Commissioner” shall have the same meaning assigned to it under clause (l) of section 2 of the Act;<br />(e) “State Information Commission” shall have the same meaning assigned to it under clause (k) of section 2 of the Act.<br /> (2) The words and expressions used and not defined under these rules, but defined in the Act shall have the same meaning as respectively assigned to them in the Act.</p>



<p style="text-align:center"><strong>CHAPTER III</strong></p>



<p><strong>TERM OF OFFICE, SALARIES, ALLOWANCES AND OTHER TERMS AND CONDITIONS OF SERVICE OF THE CHIEF INFORMATION COMMISSIONER AND INFORMATION COMMISSIONER IN THE CENTRAL INFORMATION COMMISSION</strong></p>



<p>3. <strong>Term of office</strong>.- The Chief Information Commissioner, or Information Commissioners, as the case may be, shall hold office for a period of three years from the date on which he enters upon his office.</p>



<p>4. <strong>Retirement from parent service on appointment</strong>.- The Chief Information Commissioner or Information Commissioners, as the case may be, who on the date of his appointment to the Commission, was in the service of the Central or a State Government, shall be deemed to have retired from such service with effect from the date of his appointment as Chief Information Commissioner or an Information Commissioner in the Central Information Commission.</p>



<p>5. <strong>Pay</strong>.- (1) The Chief Information Commissioner shall receive a pay of Rs. 2,50,000 (Rupees two lakh and fifty thousand)(fixed) per mensem.<br />(2) An Information Commissioner shall receive a pay of Rs. 2,25,000 (Rupees two lakh and twenty five thousand) (fixed) per mensem.<br />(3) In case the Chief Information Commissioner or Information Commissioners, as the case may be, at the time of his appointment is, in receipt of any pension, the pay of such Chief Information Commissioner or<br /> Information Commissioners, as the case may be, shall be reduced by the amount of that pension including any portion of pension which was commuted and pension equivalent of other forms of retirement benefits<br /> excluding pension equivalent of retirement gratuity;<br />(4) In case the Chief Information Commissioner or Information Commissioners, as the case may be, at the time of his appointment, is in receipt of retirement benefits in respect of any previous service rendered in<br /> Corporation established by or under any Central Act or State Act or a Government company owned or controlled by the Central Government or the State Government, his pay in respect of the service as the Chief<br /> Information Commissioner or Information Commissioners, as the case may be, shall be reduced by the amount of pension equivalent to the retirement benefits.</p>



<p>6. <strong>Dearness Allowance.</strong> &#8211; The Chief Information Commissioner or Information Commissioners, as the case may be, shall be entitled to draw dearness allowance at the rate admissible to an officer holding a post<br /> carrying the same pay in the Central Government, as revised from time to time.</p>



<p>7. <strong>Leave</strong>.- (1) The Chief Information Commissioner or Information Commissioners, as the case may be, shall be entitled to rights of leave as per admissibility to an officer holding a post carrying the same pay in the<br /> Central Government, as revised from time to time.<br />(2) In case the Chief Information Commissioner, the competent authority to sanction the leave shall be the President of India and in case of the Information Commissioners, the Chief Information Commissioner shall<br /> be the competent authority.</p>



<p>8. <strong>Cash Payment in lieu of unutilised Earned Leave</strong>.- The Chief Information Commissioner or Information Commissioners, as the case may be, shall be entitled to encashment of fifty per cent. of earned leave to his credit at the time of completion of tenure:</p>



<p>Provided that for a Chief Information Commissioner or an Information Commissioner, as the case may be, who had retired from the service of the Central or a State Government prior to appointment as a Chief Information Commissioner and Information Commissioner, as the case may be, the aggregate period for which the encashment of unutilised earned leave shall be entitled shall be subject to a maximum period as per admissibility to an officer holding a post carrying the same pay in the Central Government or the State Government, as the case may be, as revised from time to time. </p>



<p>9. <strong>Medical Facilities</strong>.- The Chief Information Commissioner and Information Commissioners, as the case may be, shall be entitled to medical treatment and Hospital facilities as provided in the Central Government Health Scheme and at places where the Central Government Health Scheme is not in operation, the Chief Information Commissioner and Information Commissioner shall be entitled to medical facilities as provided in the Central Service (Medical Attendance) Rules, 1944.</p>



<p>10. <strong>Accommodation</strong>.- (1) The Chief Information Commissioner or Information Commissioners, as the case may be, shall be eligible subject to availability, to the use of official residence from the general pool accommodation of the type as admissible to an officer holding a post carrying the same pay in the Central Government on the payment of the license fee at the rates prescribed by Central Government from time to time.<br /> (2) Where Chief Information Commissioner or an Information Commissioner is not provided with or does not avail himself of the general pool accommodation referred to in sub-rule (1), he may be paid House Rent Allowance at the rate admissible to an officer holding a post carrying the same pay in the Central Government.</p>



<p>11. <strong>Leave Travel Concession, Travelling Allowance, Daily Allowance</strong>.- The Chief Information Commissioner or Information Commissioners, as the case may be, shall be entitled to leave travel concession, travelling allowance and daily allowance as admissible to an officer holding a post carrying the same pay in the Central Government as far as may be, apply to the Chief Information Commissioner and Information Commissioner, as the case may be. </p>

<p>G.S.R. 910(E). In exercise of the powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 (61 of 1951) and in supersession of the Indian Police Service (Pay) Rules, 2007, except as respects things done or omitted to be done before such supersession, the Central Government after consultation with the Governments of the States concerned, hereby makes the following rules namely:</p>
<p>1. Short title and commencement. (1) These rules may be called the Indian Police Service (Pay) Rules, 2016.</p>
<p>3. Levels in Pay Matrix and appointment in these Levels : (1) Pay Matrix: The level of pay in the Pay Matrix admissible to a member of service which shall be deemed to have come into force from the 1st day of January, 2016 shall be as follows :</p>
<p><strong>(a) Junior Scale Level 10 in the Pay Matrix</strong></p>
<p><strong>(b) Senior Scale</strong></p>
<blockquote><p>(i) Senior Time Scale Level 11 in the Pay Matrix</p>
<p>(ii) Junior Administrative Grade Level 12 in the Pay Matrix</p>
<p>(iii) Selection Grade Level 13 in the Pay Matrix</p></blockquote>
<p><strong>(c) Super Time Scale</strong></p>
<blockquote><p>(i) Deputy Inspector General of Police Level 13A in the Pay Matrix</p>
<p>(ii) Inspector General of Police Level 14 in the Pay Matrix</p></blockquote>
<p><strong>(d) Above Super Time Scale</strong></p>
<blockquote><p>(i)Additional Director General of Police Level 15 in the Pay Matrix</p>
<p>(ii) HAG + Level 16 in the Pay Matrix</p>
<p>(iii) Apex Scale Level 17 in the Pay Matrix</p></blockquote>
<p><strong>ILLUSTRATIONS:</strong> (1) Bunching of stages in the revised pay structure: If two members of Service drawing pay of Rs. 53,000 and Rs. 54,590 in the GP 10000 are to be fitted in the new pay matrix, the member of Service drawing pay of Rs. 53,000 on multiplication by a factor of 2.57 will expect a pay corresponding to Rs. 1,36,210 and the member of Service drawing pay of Rs. 54,590 on multiplication by a factor of 2.57 will expect a pay corresponding to Rs. 1,40,296. Revised pay of both should ideally be fixed in the first cell of level 14 in the pay of Rs. 1,44,200 but to avoid bunching the member of Services drawing pay of Rs. 54,590 will get fixed in second cell of level 14 in the pay of Rs. 1,48,500. [Proviso under rule 4(A)(ii)] (2) Additional increment for stagnation at the maximum of the Pay Band and Grade Pay or Scale:</p>

<p>G.S.R. 536(E).—In exercise of the powers conferred by sub-section (1), clause (k) and clause (I) of sub-section (2) of section 59 read with section 44 and section 45 of the Lokpal and Lokayuktas Act, 2013 (1 of 2014), the Central Government hereby makes the following rules further to amend the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and -the Limits for Exemption of</p>
<p>Assets in Filing Returns) Rules, 2014, namely:-</p>
<p>&nbsp;</p>
<p>1. (1) These rules may be called the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Second Amendment Rules, 2015.</p>
<p>(2) They shall come into force on the date of their publication in the Official Gazette.<br />
2. In the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014 in rule 3, sub-rule (2), the following proviso shall be inserted, namely :-</p>
<p>&nbsp;</p>
<p>“Provided further that the public servants who have filed declarations, information and annual returns of property under the provisions of the rules applicable to such public servants, shall file the revised declarations, information or as the case may be, annual returns as on the 31 81day of March, 2015, to the competent authority on or before the 15th day of October, 2015.”</p>

<p>All CG Employees are required to register themselves in the system of AADHAR Enabled Bio-metric Attendance System – Dopt notification</p>
<p><strong>Introduction of AADHAR enabled bio-metric attendance system</strong></p>
<p>G.I., Dep. of Per. &amp; Trg., O.M.F.No.11013/9/2014-Estt.A-III, dated 28.1.2015</p>
<p>Sub: <strong>Introduction of AADHAR enabled bio-metric attendance system.</strong></p>
<p>The undersigned is directed to refer to Secretary, DEITY’s DO letter no. SSD/DeitY/BAS/2014-74 dated 23.12.2014 (copy enclosed), observing that in many offices there is a large difference between the number of registered employees and the number of employees marking their attendance in the Biometric attendance system (BAS). The Secretaries of all Ministries / Departments have been requested to issue directions to all employees to mark their attendance in BAS Portal on regular basis.</p>
<p>2. As per the Guidelines issued vide O.M. No.11013/9/2014-Estt.A-III dated 21.11.2014, it has been decided to use an AADHAR Enabled Bio-metric Attendance System (AEBAS) in all offices of the Central Government, including attached / sub ordinate offices, in India. All employees are, therefore, required to register themselves in the system and mark their attendance. Instructions already exist for dealing with cases of late attendance/ unauthorized absence, which may be followed.</p>
<p>3. It is requested that necessary directions may be issued to all employees to mark their attendance in BAS portal on regular basis.</p>

<strong>(Department of Personnel and Training)</strong></p>
<p style="text-align: center;"><strong>NOTIFICATION</strong></p>
<p style="text-align: right;">New Delhi, the 22nd January, 2015</p>
<p>G.S.R. 6(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Fundamental Rules, 1922, namely:-</p>
<p>1. (1) These rules may be called the Fundamental (Amendment) Rules, 2014.</p>
<p>(2) They shall be deemed to have come into force on the 27th October, 2013.</p>
<p>2. In the Fundamental Rules, 1922, in rule 29, for clause (2), the following clause shall be substituted, namely:—</p>
<p>“(2) If a Government servant is reduced as a measure of penalty to a lower service, grade or post or to a lower time-scale, the authority ordering the reduction shall specify,—</p>
<p>(a) the period for which the reduction shall be effective;</p>
<p>(b) whether, on restoration, the period of reduction shall operate to postpone future increments and, if so, to what extent; and</p>
<p>(c) whether the Government servant shall regain his original seniority in the higher service, grade or post or time-scale on his restoration to the service, grade or post or time-scale from which he was reduced.”</p>

<p style="text-align: right;">New Delhi, the 10th October, 2013</p>
<p>G.S.R… (E) – In exercise of the powers conferred by the proviso to clause (3) of article 320 of the Constitution, the President hereby, makes the following regulations further to amend the Union Public Service Commission (Exemption from Consultation) Regulations, 1958, namely:-</p>
<p>1. (i) These regulations may be called the Union Public Service Commission (Exemption from Consultation) Second Amendment Regulations, 2013.</p>
<p>(ii) They shall come into force on the date of their publication in the Official Gazette.</p>
<p>2. In the Union Public Service Commission (Exemption from Consultation) Regulation, 1958, in the Schedule-II, after item 7 and the entries relating thereto, the following shall be added, namely:-</p>
<p>8. “Recruitment as may be made at any time within a period of three years to the post of Deputy Superintendent of Police in the Central Bureau of Investigation under the Ministry of Personnel, public Grievances and Pensions, the Department of Personnel and Training”.</p>
