<p>The Dopt Minister said in a written reply, there is no proposal to change 5-Day Week for Central government offices.</p>
<p>As per media news, Minister of State for Personnel, Public Grievances and Pensions Shri.Jitendra Singh today replied to a question in Lok Sabha, whether the Central Government plans to change the five days per week working for central government employees.</p>
<p>He clarified that Central Government has no such proposal to change five days per week working for central government offices and also no proposal to hike earned leave and casual leave being granted to the Central government employees.</p>

<p>For the second time this year, there is sensational news about the retirement age of Central Government employees!</p>
<p>&nbsp;</p>
<p>Will the retirement age of Central Government employees be extended by another two years, from 60 to 62? This is one of the hottest topics of discussion among Central Government employees these days.</p>
<p>&nbsp;</p>
<p>The reason for this excitement is the reply given by the Minister concerned to the question raised by Raja Mohan Reddy in the Parliament. With the change of government, the question was asked in order to find out the state of mind of the new Government.</p>

<p>The Minister’s reply is given below:</p>

<p><strong><em>Whether there is any proposal under the consideration of the Government to raise the retirement age of Central Government employees..?</em></strong></p>
<p>&nbsp;</p>
<p><strong><span style="color: #ff0000;">No, there is no proposal to increase the age of retirement of central government employees from existing 60 to 62 years</span></strong>, Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions, and in Prime Minister’s Office, said in a written reply to the Lok Sabha on 16.7.2014.</p>
<p>&nbsp;</p>
<p>Central Government had raised the retirement age of its employees to 60 from 58 years in 1998.</p>

<div>It will be seen that the number of Group C and erstwhile Group D employees has marginally gone down in percentage terms. Posts are created as per functional requirements and requirement of posts is assessed periodically by cadre reviews and work measurement studies.</div>

<div>As per Central Civil Services (Conduct) Rules, 1964, no Government servant shall in his official dealings adopt dilatory tactics or willfully delay in disposal of the work assigned to him and that a Government servant who habitually fails to perform the task assigned to him within the time set for the purpose and with the quality of performance expected of him shall be deemed to be lacking in devotion to duty and liable to disciplinary action as per rules.</div>

										<content:encoded><![CDATA[<p><strong>Minister explained in Parliament to a question regarding suspension under Rule 10 of CCS (CCA) Rules, 1965<br />
</strong><br />
Charge Sheeted to Government servant&#8230;</p>
<p>While answering to a question in Parliament the Minister of DOPT Shri V.Narayanasamy said that as per Rule 10 of CCS (CCA) Rules, 1965 the appointing authority or any authority to which it is subordinate or the disciplinary authority or any other authority empowered in that behalf by the President, by general or special order, may place a Government servant under suspension-</p>
<p>where a disciplinary proceedings against him is contemplated or is pending; or (aa) where, in the opinion of the authority aforesaid, he has engaged himself in activities prejudicial to the interest of the security of the State; or (b) where a case against him in respect of any criminal offence is under investigation, inquiry or trial.</p>
<p>Article 311(1) of the Constitution provides that no person who is a member of the civil service of the Union or an all-India service or a civil service of a State or holds a civil post under the Union or a State shall be dismissed or removed by an authority subordinate to that by which he was appointed. Again as per Article 311(2) no such person as aforesaid shall be dismissed or removed or reduced in rank except after an inquiry in which he has been informed of the charges against him and given a reasonable opportunity of being heard in respect of those charges.</p>
<p>The Ministers/MPs and other legislators are governed by separate and distinct provisions of the Constitution and are not governed by the rules applicable to Civil Servants.</p>

<p><strong>Award of Certificate of Excellence to the meritorious employees of Department of Personnel &amp; Training.</strong></p>
<p>Shri V.Narayanasamy, Minister of State for Personnel, Public Grievances and Pensions presented “Certificate of Excellence” to thirty three employees of the Department of Personnel and Training for their services during the year 2012-13 in New Delhi. Speaking on this occasion, he said that since the Ministry of Personnel, Public Grievances &amp; Pensions is also entrusted with the responsibility of implementing the recommendations of the Second Administrative Reforms Commission, this initiative of recognizing the work of meritorious employees is a right step towards reforms in human resource management.  The Minister also emphasized the need for capacity building of the employees working in DoP&amp;T and suggested organization of training programmes on priority in accordance with the work requirement.</p>
<p>Recognition of meritorious performance of Government employees is a critical management tool to encourage such employees and also to motivate all the employees to emulate their example.</p>
<p>Department of Personnel &amp; Training has, for the first time, introduced a new non–monetary incentive scheme from this year in the form of award of ‘Certificate of Excellence’ to recognize the contribution of its meritorious employees of the level of Multi Tasking Staff to Under Secretary.  This certificate recognizes the dedication to work, excellence in performance and outcome achieved during the year 2012–2013.</p>
<p>Heads of various Divisions of the Department of Personnel &amp; Training were requested to suggest the names for this award.  A Committee of Joint Secretaries examined work performance and outcome achieved during the year and recommended the names of thirty three employees out of six hundred and sixteen employees of the Department for award of the Certificate of Excellence for the year 2012–2013.</p>

										<content:encoded><![CDATA[<p><strong>Various Demands of CENTRAL GOVERNMENT EMPLOYEES &#8211; Minister explained in Parliament</strong></p>

<p>The below explanation was given by the Minister Shri.V.Narayanasamy in Lok Sabha on 5th May 2013 regarding the various demands of <a href="http://centralgovernmentnews.com/" target="_blank">Central Government employees</a>.</p>
<p>&#8220;The Government has in operation a Joint Consultative Machinery (JCM) scheme and as per the scheme of JCM, this Department deals with staff side on the National Council (JCM). The <a href="http://centralgovernmentnews.com/?s=JCM" target="_blank">JCM</a> scheme is for promoting harmonious relations and of securing the greatest measure of cooperation between the Government, in its capacity as employer and the general body of its employees in matters of common concern and deals with issues and demands raised by the staff side. Regular interactions are held at requisite levels to address the concerns of Government employees.</p>
<p>A meeting was convened by Union Minister of Labour &amp; Employment with the representatives of Central Trade Unions (CTUs) on the 13th February, 2013 to discuss the charter of demands and call for all India strike given by the Central Trade Unions on 20th and 21st February, 2013. Subsequently, a Group of Ministers (GoM) held a meeting with the representatives of the major CTUs on 18th February, 2013. The Union representatives were assured that Government is serious on the demands related to working class and taking all possible measures to redress them. An appeal was issued to them to withdraw the strike.</p>
<p>Government has taken various measures to address the concerns raised by the trade unions. These relate to huge amount spent on food subsidy to ensure availability of food grains to the poor at very concessional rate through the Public Distribution System, the Food Security Bill to further increase the availability of subsidized food grains to the larger segments of the population. National Employment Policy has been prepared by the Ministry of Labour &amp; Employment to ensure inclusive and equitable growth process, so as to achieve the goal of remunerative and decent employment for all women and men in the labour force. The Government has enacted Unorganised Workers’ Social Security Act, 2008 and has also set up Nation Social Security Fund (NSSF) with a corpus of Rs.1000 crore. National Social Security Board has also been constituted which is advising the Government from time to time on Social Security Schemes. Action to amend the Contract Labour (Regulation &amp; Abolition) Act, 1970 is underway wherein it is, inter-alia, proposed that in case where the contract labour perform the same or similar kind of work as the workmen directly appointed by the principal employer, the wage rates, holidays, social security provisions of contract labour shall be the same as are available to the directly appointed workmen on the roll of principal employer. Further, a Bill is being brought before the Parliament to amend the Minimum Wages Act, 1948 to provide a National Floor Level Minimum Wage&#8221;.</p>

<p>Is there any ratio in which the Promotee Assistants and Direct Recruit Assistants were being promoted to the Section Officer Grade prior to Cadre restructuring undertaken during early 1990s..? and Whether the Committee of Secretaries, while considering Cadre restructuring of <a href="http://centralgovernmentnews.com/category/css/">CSS</a>, had recommended promotion of Promotee Assistants and Direct Recruit Assistants to the Section Officer Grade in the ratio of 75:25..?</p>
<p>The Minister of State in the Ministry of Personnel, Public Grievances and <a href="http://centralgovernmentnews.com/category/pension/" target="_blank">Pensions</a> Shri.V.Narayanasamy replied to the above questions in Lok Sabha on 13th March, 2013 as follows:</p>
<p>&#8220;No ratio has been prescribed for either Promotee or Direct Recruit category Assistants for <a href="http://centralgovernmentnews.com/category/promotion/">promotion</a> to the grade of Section Officer.</p>
<p><strong>Promotions to the grade of Section Officer are made through two streams, viz.,</strong></p>
<blockquote><p>(i) by seniority and</p>
<p>(ii) by holding Limited Departmental Competitive Examination (LDCE). In both the streams, all eligible Assistants, whether direct recruit or promotee are participating.</p></blockquote>
<p>No such recommendation has been made by Committee of Secretaries&#8221;.</p>

										<content:encoded><![CDATA[<p><strong>Web Based Pensioner Portal to Facilitate Grievance Redressal of Pensioners, 17 Lakh Hits Received on the Portal</strong></p>
<p>The Department of Pension &amp; Pensioners&#8217; Welfare has developed a web-based &#8216;Pensioners&#8217; Portal&#8217;, under the National e-Governance Plan for dissemination of pension related information as well as registration of pensioners&#8217; grievances online. Addressing the media during the National Editors Conference in the Capital, Mr. V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office stated that welfare of pensioners and their families is of utmost concern for the Government. The department has on date received 56836  pension grievances and Redressed 38822 cases. More than 17 lakh hits have been received on the pensioner portal.</p>

<p>&#8220;There is no ban on recruitment in Central Government&#8221; said Minister of Dopt.</p>
<p>In Lok Sabha while answering to a question, Minister V.Narayanasamy said that there is no ban on recruitment in Central Government and the respective Ministries /Departments concerned are required to fill up the vacancies within the framework of existing instructions/rules keeping in view functional requirement of the posts.</p>
<p>“As per the Employment Market Information Programme of Ministry of Labour &amp; Employment , employment growth in the organized sector including public and private sectors has increased from 281.72 lakh in 2009 and 289.99 lakh in 2011 registering a compound annual growth rate of 1.46%. The compound annual growth rate was 5.05% per annum in Private Sector and a marginal decline of 0.70% in Public Sector, mainly due to rightsizing.</p>
<p>There is no ban on recruitment in Central Government. The respective Ministries /Departments concerned are required to fill up the vacancies within the framework of existing instructions/rules keeping in view functional requirement of the posts. In so far as Railways is concerned, notifications for filling up of about 2 lakh posts pertaining to safety, maintenance and operations have already been issued.</p>
<p>The estimated number of total vacancies of regular Central Government Civilian employees (including Railways) as on 1.3.2011 is 5,81,591. The data in respect of CPSUs and Railway PSUs in not centrally maintained”.</p>

<p>Reservation in promotion or in services to women employees in Central Government services..?</p>
<p>The question has been raised by the member of Parliament Shri.Wakchaure Bhausabeb Rajaram, the concerned minister has replied that there is no proposal to give reservation to women in services or in promotion.</p>
<p>Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Shri. V. NARAYANASAMY said in the Parliament, &#8216;women are provided equal opportunity in the matter of employment under the Government. Some special facilities like maternity benefit, child care leave, child adoption leave, crèche facility for children, posting of husband and wife at the same station as far as possible, special priority in allotment of residential accommodation etc. are provided to the women employees to encourage them to join Government service. However, at present, there is no proposal to give reservation to women in services or in promotion&#8217;.</p>
