<p><strong>Subject: Preventive measures to contain the spread of Novel Coronavirus (COVID-19) &#8211; Attendance of Central Government officials regarding</strong></p>



<p>The undersigned is directed to refer this Department’s OMs of even number dated the 6th May, 2021 and 28th May, 2021, mandating the Secretaries/HoDs of the Ministries/Departments/Offices to regulate the attendance of their Staff, keeping in view the COVID-positive cases and functional requirements in their offices. These orders are currently in operation till 15th June, 2021 or until further orders, whichever is earlier. In view of the fact that number of COVID cases and positivity rate have reduced considerably, the matter has been considered again and decided as under :-</p>



<ul class="wp-block-list"><li>(i) All Government servants at the level of Under Secretary and above to attend office on all working days.</li><li>(ii) As regards Government servants of the level below Under Secretaries, 50% of such officials shall attend office on any working day and the remaining 50% Shall work from home.</li><li>(iii) Persons with Disabilities and Pregnant women employees shall continue to be exempted from attending office but are required to work from home till further orders.</li><li>(iv) The officers / staff shall follow Staggered timings, to avoid over-crowding in offices, as indicated below:<ul><li>(a) 9.00 A.M. to 5.30. P.M.</li><li>(b) 9.30 AM to 6.00 PM</li><li>(c) 10.00 A.M. to 6.30 P.M.</li></ul></li><li>(v) All officers/ staff residing in the containment zone shall be exempted from coming to offices till the containment zone is denotifed.</li><li>(vi) Those officers/ staff who are not attending office shall work from home and they should be available on telephone and other electronic means of communication at all times.</li><li>(vii) Meeting, as far as possible, shall be conducted on video-conferencing and personal meetings with visitors, unless absolutely necessary in public interest, are to be avoided.</li><li>(viii) All Officers/Staff have to ensure strict compliance with covid-appropriate behavior viz. frequent washing of hands/ Sanitization, wearing a mask/ face cover, observing social distancing at all times and any laxity in this regard shall be viewed very seriously.</li><li>(ix) Proper cleaning and frequent sanitization of workplace, particularly of the frequently touched surfaces may be ensured. HoDs may also ensure non-crowding in corridors, canteens etc.</li></ul>



<p>2. All Ministries/ Departments / Offices as well as the Central Government employees are directed to ensure strict compliance of instructions on Covid Appropriate Behavior issued by MHA, MoH&amp;FW and DoP&amp;T from time to time. The above instructions shall be in force w.e.f. 16-06-2021 until 30-06-2021, or until further orders, whichever is earlier. Biometric attendance shall continue to be Suspended and physical attendance registers to be maintained until further orders.</p>

<p>Subject: <strong>Preventive measures to contain the spread of Novel Coronavirus (COVID-19) &#8211; Attendance of Central Government officials &#8211; regarding</strong></p>



<p>In view of the unprecedented rise in the numbers of <a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">Covid-19 </a>cases, and to take measures to prevent its spread, the following instructions/ guidelines are issued for strict compliance by all Ministries/ Departments/ Offices of the Central Government : </p>



<ol class="wp-block-list"><li>Physical attendance of the officers of the level of Under Secretary or equivalent and below to be restricted to 50% of the actual strength. Secretary/ HOD may regulate the attendance of officials and may, on administrative grounds, direct more officials to attend office. A roster may be prepared accordingly.</li><li>All officers of the level of Deputy Secretary, equivalent and above are to attend office on regular basis.</li><li>The officers / staff shall follow staggered timings, to avoid over-crowding in offices, as indicated below:</li></ol>



<ul class="wp-block-list"><li>9.00 A.M. to 5.30. P.M.</li><li>9.30 AM to 6.00 PM</li><li>10.00 A.M. to 6.30 P.M.</li></ul>



<ol class="wp-block-list" start="4"><li>All officials who do not attend office on a particular day are to make themselves available on Telephone and other electronic means of communication at all times from their residence and work from home.</li><li>All officials residing in containment zones shall continue to be exempted from coming to office till the containment zone is de-notified.</li><li>Persons with Disabilities and Pregnant women employees may be exempted from attending office, but they shall continue to work from home, until further orders.</li><li>All officials who attend office shall strictly follow Covid-appropriate behavior including wearing of a mask, physical distancing, use of sanitizer, and frequent hand washing with soap and water.</li><li>Crowding in lifts, staircases, corridors, common areas including refreshment kiosk and parking areas is to be strictly avoided.</li><li>Meetings, as far as possible, to be conducted through video-conferencing.</li><li>Entry of outsiders /visitors to be curtailed appropriately.</li><li>In compliance with OM of even number dated 6.4.2021, all employees of the age of 45 years and above are advised to get themselves vaccinated.</li><li>Proper cleaning and frequent sanitization of workplace, particularly of the frequently touched surfaces may be ensured.</li></ol>



<p>2. All Ministries/ Departments / Offices as well as the Central Government employees are to ensure strict compliance of instructions on Covid-appropriate behavior issued by MHA, MoH&amp;FW and DoP&amp;T from time to time. Biometric attendance shall continue to be suspended and physical attendance registers to be maintained until further orders.</p>



<p>3. The above instructions / guidelines shall come into effect immediately and will remain in force until 30.04.2021 or further orders, whichever is earlier.</p>

<h3 class="wp-block-heading"><strong>Sub: Preventive measures to contain the spread of COVID-19 &#8211; reg.</strong></h3>



<p>Madan/Sir,</p>



<p>In compliance with the directions as received vide MoE circular F. No. 44011/2/2021-E-IV dated 16.04.2021 and due to unprecedented rise in the number of COVID-19 cases in the country the competent authority KVS has decided that all the similar preventive measures/ steps are to be taken at KVS(HQ)/ RO/ ZIET keeping in mind the following:-</p>



<ul class="wp-block-list"><li>(a) Officers from the rank of Assistant Commissioner and above to attend office on regular basis.</li><li>(b) Officers from the Section Officer/equivalent and other Group “B” &amp; “C” staff shall attend office on an alternate day as per roster prepared by the respective section heads.</li><li>(c) All Divisional Heads to issue office orders describing roster of attendance of the staff working under them assess the requirement in such a way that at least one Dealing Assistant is available in each section.</li><li>(d)The Divisional Heads/Branch Officers will ensure that the roster duty will be assigned in such a way that on the dates when Section Officer is not available in the office, the senior-most ASO or Dealing Assistant (DA) who is well conversant with the functioning of the section is available in the section.</li><li>(e)The employees who will work from home be available on WhatsApp / mobile phone etc. for disposal of official work.</li><li>(f) Keeping in view the urgency of work any official may be asked to attend office other than dates of the roster.</li><li>(g)The employees residing in Containment Zones are to be exempted from attending Office till the containment zone is de-notified.</li><li>(h)All officials who attend office should strictly follow <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> appropriate behavior like wearing of a mask, physical distancing, use of sanitizing, and frequent hand washing with soap and water.</li><li>(i) Crowding in lifts, staircases, common areas should be strictly avoided.</li><li>(j) Meetings, as far as possible, are to be conducted virtually.</li></ul>



<p>It is worth to mention that, besides above; the instructions/ directions issued by concerned State/UT Government have to be followed in true spirit.</p>
