Sub: one week In-service Training (lST) programme for officers of All India Service (lAS,IPS & IFoS), officers working under the Central Staffing Scheme, officers of Central Secretariat Service (CSS) and officers of Central Secretariat Stenographer Service (CSSS) (DS/ Sr. PPS and above level): Inviting proposals from institutions for In-Service Training during 2019-20.

Sir/ Madam,

In continuation of this Department’s circular of even number dated April 23, 2019. I am directed to intimate that the last date for receipt of proposals from the training institutions for the above mentioned programme has been extended to June 28, 2019 instead of May 6, 2019, as notified earlier.

All training institutes willing to conduct the above mentioned training programme are requested to send their proposals to DoPT, Training Division on or before June 28, 2019.

The copy of the earlier circular dated April 23, 2019 giving all the details of the programme is enclosed for ready reference. This Circular can also be downloaded from DoPT’s website. [https://dopt.gov.in/ — About Us — Circulars]

Those institutions which have already applied to DoPT in response to its circular of even number dated April 23, 2019 need not apply in response to this circular.

New Delhi, the , 2019

G.S.R…- In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie Dresser (Dispensary) and Riding Assistant Recruitment Rules, 2014, in so far as they relate to the post of Dresser(Dispensary), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Dresser (Dispensary) in the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie, namely:-

Short title and commencement

(1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie, Dresser(Dispensary), Group ‘C’ Post Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

1. Number of post, classification and level in pay matrix– The number of the post, its classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. –
2. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the, said Schedule.
3. Disqualification.- No person,-
   (a) who has entered into or contracted a marriage with a person having a spouse living; or
   (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grouflds for so doing, exempt any person from the operation of this rule.

Power to relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving – Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in
this regard.
