<p><strong>Appointment of Convener (Women) in CCSCSB for the block year 2019-21</strong></p>

<p>The Central Civil Services Cultural&amp; Sports Board (CCSCSB) is the Central Agency for promotion of Cultural &amp; Sports Activities amongst Central Government employees, CCSCSB ensures larger and effective participation of the Central government employees in the said activities for physical fitness and recreation. With these objectives in view, the CCSCSB holds Inter Ministry and All India Civil Services tournaments and CCSCSB teams of various sports disciplines participate in prestigious tournaments in the country.</p>



<p>It has been observed that there is a remarkable participation of women employees in individual Inter-Ministry Tournaments namely Athletics, Badminton, Carrom, Chess, Table Tennis and Music Dance &amp; Short Play. However, representation of women employees in team games such as Cricket, Football, Hockey, Volleyball, Basketball, Swimming, Kabaddi, Wrestling and Weightlifting &amp; Powerlifting is not adequate.</p>



<p>In order to increase the participation of women employees in the team events, the Board intends to appoint women Convenors for the year 2019-21 in the following disciplines of sports and accordingly invites applications in the prescribed proforma (Annexure-I ) :</p>

<p>The Board is looking for experienced and dedicated Convenors. The duties and responsibilities of the Convenor are given in Annexure-II. Welfare Officers of the Ministries/ Departments are requested to forward the names of deserving/ suitable candidates for taking up the task of Convener after going through the qualification and experience required by the candidates in sports activities to assess their suitability to act as Convenor of the game, Proficiency in respective discipline is the basic criterion for nomination as Convenor in the Board. It may be noted that the attached/subordinate offices must forward the names in prescribed proforma through the Welfare Officer of their controlling Ministries/Departments and not directly to the Board.</p>



<p>The Board may, if required, invite the candidates for personal interaction to<br /> assess their suitability for the task to be assigned.</p>



<p>The applications from the suitable and deserving volunteers to act as<br /> Convenors of the Cultural and Sports Committees must reach to the Board on  or before 12.07.2019.</p>



<p>All the Welfare Officers are requested to give wide publicity to the circular<br /> amongst their employees in the Ministries/Departments and attached/ subordinate offices to enable the Board to select deserving women candidates as Convenors.</p>

<p><strong>DUTIES AND RESPONSIBILITIES OF THE CONVENOR</strong></p>



<ol class="wp-block-list"><li>The Convenor will be a representative of the Board and will carry out her duties as directed by the Board from time to time.</li><li>The services of the Convenor are absolutely voluntary and should not be considered in terms of monetary returns.</li><li>The Convenor shall be responsible for carrying out various activities with respect to the game/ event with which she is concerned. This includes assisting the Board in getting the officials/ referees/ experts, etc. Informing various teams/players and other concerned offices about the activities of the Board etc.</li><li>The Convenor shall also be responsible for ensuring regular practice/ training of the teams/players, particularly before the All India Civil Services Tournaments, etc.</li><li>The convenor shall settle the accounts, within 15 days of the Tournament. All advances, if any, should be cleared within 30 days under all circumstance.</li><li>At the close of the financial year, the Convenor will have to submit an annual report with regard to performance of Central Secretariat Team in various tournaments. She will also submit separate report at the conclusion of Inter Ministry and AICS Tournaments regarding conduct of these tournament and further suggestions in improving the same.</li><li>The Convenor will be liable for action in case of omission or commission of any act prejudice to the interests of the Board. In case, the performance of the Convenor is not found satisfactory, the Board may dispense with her services at any time without assigning any reason . The decision of the Board shall be final and binding.</li><li>The Convenor shall be granted special casual leave and will be paid conveyance allowance as decided by the Board for carrying out the above responsibilities /duties.</li><li>It is desirable that the Convenor should be matriculate. She should be able to handle correspondence with the Board, the federations and other sports bodies independently, if necessary.</li><li>Any other tasks for the promotion of cultural/ sports activities assigned by the Board shall be carried out by the Convenor.</li></ol>

<p>Format for giving information to the applicants under RTI Act- issue of guidelines regarding.</p>

<p>Subject: <strong>Format for giving information to the applicants under RTI Act- issue of guidelines regarding.</strong></p>
<p>It has been observed that different public authorities provide information to RTI applicants in different formats. Though there cannot be a standard format for providing information, the reply should however essentially contain the following information:</p>
<blockquote><p>(i) RTI application number, date and date of its receipt in the public authority.</p>
<p>(ii) The name, designation, official telephone number and email ID of the CPIO.</p>
<p>(iii) In case the information requested for is denied, detailed reasons for denial quoting the relevant sections of the RTI Act should be clearly mentioned.</p>
<p>(iv) In case the information pertains to other public authority and the application is transferred under section 6(3) of the RTI Act, details of the public authority to whom the application is transferred should be given.</p>
<p>(v) In the concluding para of the reply, it should be clearly mentioned that the First Appeal, if any, against the reply of the CPIO may be made to the First Appellate Authority within 30 days of receipt of reply of CPIO.</p>
<p>(vi) The name, designation, address, official telephone number and e-mail ID of the First Appellate Authority should also be clearly mentioned.</p></blockquote>
<p>2. In addition, wherever the applicant has requested for ‘certified copies’ of the documents or records, the CPIO should endorse on the document “True copy of the document/record supplied under RTI Act”, sign the document with .date, above a seal containing name of the officer, CPIO and name of public authority; as enumerated below:</p>

<p><strong>Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has said that the Union Government is in favour of doing away with the practice of holding interviews for appointment to junior level posts.</strong></p>
<p>&nbsp;</p>
<p>Presiding over a meeting of Principal Secretaries of General Administration Department (GAD)/Personnel from different States and Union Territories here today, Dr Jitendra Singh said that the Department of Personnel &amp; Training (DoPT) has initiated a serious exercise for identifying the posts for which interview for selection can be discontinued and a communique in this regard has been sent to various State Governments, State Public Service Commissions and Staff Selection Commission. He said that this follows the suggestion put forward by the Prime Minister Shri Narendra Modi during his Independence Day address to the nation from the ramparts of the Red Fort.</p>
<p>&nbsp;</p>
<p>Dr Jitendra Singh said that the government will soon identify all those posts, particularly at junior level like Group III &amp; IV, where an interview is avoidable and will stop this practice. He said, for a post for which an interview is not necessary to determine the capability of a candidate, the provision of interview sometimes leads to scope for manipulation, manoeuvrability and corruption. Therefore, barring such posts where an interview would help in testing special capabilities for a particular assignment, abolition of the provision of interview will not only be in larger public interest but would also offer a level playing field for even those of the candidates who lack resources and come from lower socio-economic strata, he added.</p>
<p>&nbsp;</p>
<p>Referring to some of the revolutionary decisions taken by the DoPT during the last 15 months of the present government, Dr Jitendra Singh made a special mention of the introduction of self-attestation of certificates. This, he said, not only eliminated inconvenience caused to the youth for going around to seek attestation of certificates from gazetted officers, etc., but also sent out a reassuring message that the present government has the capacity to trust the youth of this country. Similarly, he also referred to the Pension Department’s plans to finalise Pension Portal which would help in ending the practice of producing life certificates by a pensioner.</p>
<p>&nbsp;</p>
<p>Dr Jitendra Singh also informed that a pilot exercise undertaken for three States of Jammu &amp; Kashmir, Maharashtra and Tamil Nadu had proved successful wherein, for the first time, an Induction training programme was introduced for the newly inducted State-level functionaries and the same practice is now being extended to other States as well. He also referred to a landmark decision by the DoPT to revise and revisit the pattern and syllabus of IAS and other Civil Services Exam to offer a level playing opportunity for aspirants from different streams.</p>

<p>The meeting was attended among others by Secretary, DoPT, Shri Sanjay Kothari, Secretary, Department of Administrative Reforms &amp; Public Grievances, Shri Devendra Chaudhry and Establishment Officer, DoPT, Shri Rajiv Kumar.</p>

<p>Subject:- <strong>Fixation of range of seniority for promotion from PA to PS Grade of CSSS – Select List Year 2013 (extended)-reg.</strong></p>
<p>In continuation of this Department’s OM of even no. dated 27.02.2015, the undersigned is directed to say that it has been decided to further extend the range of seniority (zone of consideration) for making addition to the Select List of PS Grade(Seniority Quota) of CSSS for the Select List Year 2013 as follows:-</p>
<p><strong>UR</strong> –  All unabsorbed and eligible PAs of previous zones and the PAs from CSL No. 1781 (SLY 2007) to CSL No. 1817 (SLY 2008) of Common Seniority List of PAs issued by this Department’s O.M. No. 4/7/2011-CS.ll (A) dated 13.07.2012 who have completed 5 years of ‘Approved service’ as on 01.07.2013.</p>
<p><strong>SC &amp; ST</strong>  – All unabsorbed and eligible PAs of previous zones and PAs who have completed 5 years of ‘Approved service’ as on 1.7.2013.</p>
<p>2. Other terms &amp; conditions of this Department’s OM of even no. dated 27.02.2015 would remain unchanged. The requisite information be furnished to this Department in the prescribed proforma latest by 29.05.2015.</p>

<div>The undersigned is directed to refer to this Departments OM No.18/2/2007-CS-I dated 20.05.2014 and subsequent clarifications issued vide OM dated 08.07.2014 on the subject mentioned above.</div>
<div></div>
<div>2. The Ministries/Departments were requested vide OM dated 20.05.14 that stepping up of pay already allowed in cases where the individuals are not covered by the OMs dated 13.04 1988, 23.02 1994 and 08.10.1996 and where conditions laid down in the OM dated 04.11.1993 are also not fulfilled, may be reviewed and pay re-fixed accordingly. They were further requested that the excess payments made to the employees in the cases of wrong stepping up of pay may be recovered in terms of DOP&amp;Ts OM No.18/26/201 1-Estt(Pay-I) dated 06.02.2014 and a compliance report in this regard furnished to this Department by 31.08.2014. However the compliance reports are still awaited from the Ministries/Departments.</div>

<div>4. The Ministries/Departments are once again requested to furnish the compliance report in this regard immediately.</div>

<p>Subject: <strong>Fixation of pay of State Government Employees on their appointment in Central Government, subsequent to implementation of CCS (RP) Rules, 2008.</strong></p>
<p>The undersigned is directed to say that the method of fixation of pay of State Government employees on their appointment under the Central Government has been spelt out in this Department’s OM No.12/1/94-Estt(Pay-I) dated 24 March, 1994, 3rd January, 1996 and OM NO.13/2/99-Estt (Pay-I) dated 18.6.2001.</p>
<p>2. The question of fixation of pay in cases of appointment from State Govt. to Centrat Govt. consequent upon revision of pay scales on acceptance of the recommendations of the VI Central Pay Commission in the revised pay structure has been considered in consultation with the Department of Expenditure and the President is pleased to decide that in cases of appointment of State Government employees in Central Government on or after 1.1.2006, pay will be fixed in the following manner:-</p>
<blockquote><p>(a) Where the State Government has revised the Pay scales of their employees on the pattern of VI Central pay Commission at the base index of 115.76 as per AICPI (IW) 2001 series w.e.f. 1.1.2006 the pay of these State Government employees on their appointment under the Central Government would be fixed as follows:</p>
<p>(i) When the appointment is to a post carrying higher Grade Pay, one increment equaI to 3% of the sum of the pay in the existing grade pay will be computed and rounded off to the next multiple of 10. This will then be added to the existing pay in the pay band. The grade pay corresponding to the higher post will thereafter be granted in addition to this pay in the pay band. In cases where the appointment involves change in pay band also, the same methodology will be followed. However. if the pay in the pay band after adding the increment is less than the minimum of the higher pay band to which the appointment is takihg place, pay in the pay band will be stepped up to such minimum.</p>
<p>(ii) Where the appointment is to a post involving identical Grade Pay, the individual shall continue to draw the same pay.<br />
(b) Where the State Government have revised the pay scales of their employees after 1.1.2006 beyond the base index of 115.76 as per AICPI (IW) 2001 series, basic pay of the employees is to be determined first in the Central Scale by reducing the element of DA, ADA, IR etc. granted by the State Government after 1.1.2006 (beyond the base index of 115.76 as per AICPI (IW) 2001 series) and thereafter the pay would be fixed as provided in the clause (i) &amp;(ii) under sub para (a) above.</p>
<p>(c) Where the state Government have either not revised or revised the pay scale of their employees on or after 1.1.2006 below the base index of 115.76 as per AlCPl (IW) 2001 series, basic pay of these employees shall be determined first in the Central scale, by adding the element of D.A. ADA upto base index of 115.76 as per AICPI (IW) 2001 series granted by the State Government and thereafter their pay would be fixed as provided in the clause (i) &amp;(ii) under sub-para (a) above.</p></blockquote>
<p>3. These orders are applicable to employees of the State Government and local bodies under the State including Emergency Divisional Accountants/Divisional Accountants / local bodies under the State Government appointed under Central Government on or after 1.1.2006.</p>
<p>4. In so far as the employees serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.</p>

<p>Subject: <strong>The Lokpal and Lokayuktas Act, 2013- Submission of declaration of assets and liabilities by the public servants belonging to CSSS &amp; CSCS.</strong><br />
The undersigned is directed to refer to the subject mentioned above and to say that the Government has since notified the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the limits of Exemption of Assets in Filing Returns) Rules, 2014 under the Lokpal and Lokayuktas Act, 2013 on 14.07.2014. The same is available at the website of this Department.<br />
2 Every public servant is now required to file declaration, information or return, as the case may be, regarding his assets and liabilities as on 31st March every year, to the competent authority, on or before 31st July of that year. Every public servant is also required to file revised declarations, information or as the case may be, annual returns as on the 1st August, 2014, to the competent authority on or before, 15th September, 2014.<br />
3. All Ministries/Departments are, accordingly, requested to bring the provisions of the public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the limits for Exemption of Assets in Filling Returns) Rules, 2014 to the notice of all CSSS/CSCS officers under their administrative control.<br />
4. The web based cadre management system will be modified to include all the forms now prescribed under the above quoted rules. However, it will take some time before it is incorporated in the system and made operational for filing of declarations, returns etc. In the meanwhile, all CSSS &amp; CSCS Officers are advised to file hard copy of the revised declarations, information and returns to their Ministries/Departments well before the closing date of 15.09.2014. Ministries/Departments are requested to forward the declarations, information and returns submitted by PPS and above level officers of CSSS to CS-II Division, DoP&amp;T for information and records.</p>

<p>The festival of Maha Shivratri falls during the year 2015 A.D. on 17th February, 2015 (28 Magha, 1936 Saka Era, Tuesday). Inadvertently, this was not included in the list at Annexure-II of this Department’s O.M. of even number dated 6-6-2014, under the heading “List of Restricted Holidays during the year 2015 for Administrative Offices of Central Government Located at Delhi/New Delhi”. The Annexure-II now stands amended to this extent.</p>

<p>Subject: <strong>Grant of Honorarium to Inquiry Officers (IO)/Presenting Officers (PO).</strong></p>
<p>The undersigned is directed to refer to this Department&#8217;s OM of even number dated 31.7.2012 laying down the rates of honorarium payable to Inquiry Officer / Presenting Officer for holding departmental proceedings.</p>
<p>2. It has been brought to the notice of this Department that the condition mentioned in para 2.1 of the said OM, was in conflict with the provisions of FR 46 B which limits the maximum amount payable as honorarium to an individual in a financial year to Rs. 5,000/- creating confusion whether the same was within the delegated powers of the Ministry.</p>
<p>3. The matter has been considered and it is clarified that the honorarium payable to IO/Presenting Officer for conducting inquiry in departmental proceedings would be outside the purview of the general delegation under FR 46 B.</p>
<p>4. This issues with the concurrence of Department of Expenditure vide their I.D. No. 141412009-E.II(B) dated 16.5.2014.</p>
