<p>Subject: <strong>Submission of Immovable Property Return (IPR) for the year 2021 (as on 31.12.2021) by the Officers of Central Secretariat Services (CSS) reg.</strong></p>



<p>In terms of Rule 18 of CCS (Conduct) Rules, 1964, the Immovable Property Return is required to be furnished by the CSS Officers in the grade of Under Secretary and above, latest by 31.01.2022. IPR should be submitted by all the CSS Officers through Web Based Cadre Management System which is hosted at cscms.nic.in. A copy of the print out of the IPR submitted online duly signed, should also be submitted to CS.I (PR/CMS)Section, which is the custodian of IPRs of these Officers. Assistant Section Officers (ASOs) and Section Officers (SOs) of CSS will also submit the print out of their IPR duly signed, to their respective Admin/Vigilance Division.</p>



<ol class="wp-block-list" start="2"><li>Ministries/Depts are requested that contents of this O.M. may be widely circulated to all CSS Officers /Officials working under their respective control. They should also ensure that IPR for the year 2021 (as on 31.12.2021) is submitted within the stipulated time. The officers may be informed that non-submission of IPR within the stipulated date would invite denial of vigilance clearance for empanelment, deputation and for applying to sensitive posts, assignments and training programme (except mandatory training) as the IPR status needs to be checked for the said purpose(s).</li><li>It is, therefore, requested that all the CSS Officers may be directedto file their Immovable Property Return (IPR) for the year 2021 (as on 31.12.2021) well in time, latest by 31.01.2022, through Web Based Cadre ManagementSystem only. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines. It is also stated that the date offiling of IPR will start from 1 January, 2022 and the &#8220;Immovable Property Returns” window shall be<br />opened at cscms.nic.in. from that date.</li><li>Shri Sunil Kumar, Section Officer (PR/CMS) /Shri Krishnandan Kumar, Assistant Section Officer (PR/CMS) maybe contacted at Telephone No. 24629414, if any difficulty is experienced in filing the IPR.</li></ol>

<h3 class="wp-block-heading">Sub: Procedure for pre-mature termination of appointment on account of resignation.</h3>



<p>Attention is invited to DoPT’s OM No.4/14/2008-EO(SM-Il) dated 01.10.2014 (copy enclosed), DoPT’s OM No.27(13)EO/91 (ACC) dated 08.11.1991 (copy enclosed) and DoPT’s OM No.27(11) EO/83(ACC) dated 27.09.1983 (copy enclosed) vide which all the Ministries/Departments were requested to ensure that whenever a need arose to terminate appointment made with the approval of the Appointments Committee of the Cabinet (ACC) prematurely, proposals should be sent to this Department for obtaining the orders of the ACC, before taking any action in this regard.</p>



<p>2. The ACC has directed that the cases for accepting resignations, specifically, where such resignations have been tendered consequent to ACC’s approval for appointment on other posts, invariably be submitted for consideration of the ACC within 07 days from the date of receiving such resignations.</p>



<p>3. All the Ministries/Departments are, therefore, requested to ensure compliance of the above instructions.</p>

<p>Sir / Madam,</p>



<p>I am directed to say that with the objective to ensure timely submission of Immovable Property Return (IPR) by AIS officers i.e. IAS, IPS and IFS, a proposal to amend the respective pay Rules viz. IAS (Pay) Rules, 2016, IPS (Pay) Rules, 2016 and IFS (Pay) Rules, 2016 by way of incorporating the following Note below the Rule 3(1) of IAS (Pay) Rules, 2016 is under consideration of the Central Government:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p><em>“Note 4: A member of the service shall mandatorily file Immovable Property Return (IPR) for the previous year within the time frame specified for the purpose, i.e. 315 January, for being considered for appointment in the next level of pay in the pay matrix.</em><br /><em>Provided that a member of service, who has not filed the IPR for any of the year(s) prior to coming into effect of the above provision, shall mandatorily file the same within such period, as may be prescribed by the Central Government in this behalf. for being considered for appointment in the next level of pay in the pay matrix.”</em></p></blockquote>



<p>The identical Note will also be incorporated at the appropriate places of pay rules applicable to the IPS and the IFS.</p>



<p>2. In this regard, the State Governments are requested to furnish comments on the proposed amendments latest by 17.12.2021. This may kindly be accorded top priority.</p>



<p>3. This issues with the approval of the Competent Authority.</p>

<h3 class="wp-block-heading">Subject: Violation of Central Civil Services (Conduct Rules), 1964 &#8211; reg.</h3>



<p>This Department has been receiving numerous inter-cadre transfer requests on personal/ medical grounds to attached/ outstation offices of various Ministries/ Departments in the grade of ASO in CSS Cadre. Many times, these requests of ASOs are being forwarded from Hon&#8217;ble Minister/ Member of Parliament (Lok Sabha or Rajya Sabha)/ other designated authority for their favourable consideration.</p>



<p>2. The said conduct is clearly a violation of Rule 20 of CCS (Conduct Rules), 1964 which states the following:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>“<em>No Government servant shall bring or attempt to bring any political or other outside influence to bear upon any superior authority to further his interests in respect of matters pertaining to his service under the Government.</em>”</p></blockquote>



<p>3. The Competent Authority has taken a serious view in the matter. It is informed that all such acts will invite appropriate action including disciplinary action, as per extant rules in all such cases.</p>

<p>The country is celebrating &#8221; <strong>Azadi Ka Amrti Mahotsav</strong> &#8221; and it has presented an opportunity to share our privileges with the less fortunate sections of the society. As winter has set in a drive to distribute warm wearable clothes to people in need is envisaged under the initiative &#8211; &#8221; <strong>Sanchay</strong> &#8221; wherein all Government employees are requested to donate clothes in good condition for distribution to the under privileged people.</p>



<ol class="wp-block-list" start="2"><li>Those desirous of donating may drop their clothes at all entry/exit points of North Block and other frequently visited places such as canteen etc.. Collection boxes are being placed at all such locations. Cooperation and whole hearted participation requested from all Government employees. This drive will run from 29.11.2021 to 3.12.2021.</li></ol>

<h3 class="wp-block-heading">Subject: Sharing/pooling of vehicles by Central Government employees regarding.</h3>



<p>In view of the prevailing pollution levels in the National Capital Region (<strong>NCR</strong>) all Central Government employees posted in the Central Government offices located in NCR while attending offices, are advised to use public transport, as far as possible in the case where the employees are using their private vehicles/ Government vehicles, it is advisable that the vehicles are pooled in order to reduce the number of vehicles on roads. It is also reiterated that all employees shall continue to strictly follow the COVID-appropriate behavior and wear masks at all times and avoid non-essential travel. This advisory will be in force with immediate effect.</p>

The last date of submission of entries is 17th December 2021 (Friday).</li><li>The purpose of organizing this Women&#8217;s Sports Meet is to create awareness and to enhance Women&#8217;s participation in various cultural and sports activities organized by CCSCSB and also to inform them about the benefits, facilities and incentives provided to sportspersons by the Govt. This will also encourage Women employees to not only participate in sports events, but also help to adopt healthier lifestyle and increase their self-esteem, teamwork, confidence, improve their social skills and support positive mental health.</li><li>The following Events will be conducted on Women&#8217;s Sports Meet:-</li></ol>

<ol class="wp-block-list" start="6" id="block-7a9e6bcf-d8bf-4df9-b92d-6ab23a2ac2b0"><li>The following categories of employees are not eligible for participation in this competition:-<br />(a) Uniformed personnel in Defence Services/ Para Military Organisations/ Central Police Organisation/ Police/ RPF/ CISF/ BSF/ ITBP/ NSG etc.<br />(b) Employees of Autonomous bodies/ Undertakings/ Public Sector Banks/ Corporations even though administratively controlled by the Central Ministries.<br />(c) Casual/Daily wages workers.<br />(d) Employees attached to offices on temporary duty.</li><li>The winners (1st 2nd &amp; 3rd place) will be awarded Medals Tea &amp; Lunch, Participation certificates and a Souvenir will be awarded to all participants.</li><li>A short cultural programme will be held during the lunch break.</li><li>Only fully vaccinated employees shall be permitted to participate in the Meet. Final vaccination certificate shall be checked at entry point. Those with one vaccine only shall submit negative RT-PCR report done before 72 hours of the event.</li><li>The general instructions as per SOP! Guidelines of COVID-19 issued by Central/State Govt., are to be strictly followed by all players and supporting staff during the competition (Annexure-II). If it is found in case general instructions are not followed by any player/ official in the tournament, he/she shall be liable to be debarred from the tournament.</li><li>Participants shall be allowed to avail &#8220;special casual leave&#8221; as per Circular number F.No.6/1/85-Estt. (Pay-I) dated 16.7.1985. Welfare Officers are requested to allow women employees of their Ministries/Deptt to participate in this Mega Event liberally. They will submit a participation certificate to their Departments issued from CCSCSB. <p>The undersigned is directed to refer to this Department’s O.M. of even number dated 14.06.2021, whereby instructions regulating the attendance of Central Government employees with reduced staff, staggered timings and exemption to certain categories of employees from attending offices, which were in force up to 30.06.2021, were issued. It was also provided in the said OM dated 14.6.2021 that the biometric attendance would continue to remain suspended and physical attendance registers maintained until further orders.</p>



<p>2. The matter has since been reviewed and it has been decided to resume biometric attendance for all levels of employees, with effect from Monday the 8th November, 2021. It shall be the responsibility of Heads of Department to ensure that :-</p>



<ul class="wp-block-list"><li>(a) Sanitizers are mandatorily placed beside biometric machines and all employees sanitize their hands before and after marking of attendance.</li><li>(b) Physical distancing of six feet must be maintained by all employees while marking their attendance. If required, additional biometric attendance machines may be installed to avoid overcrowding;</li><li>(c) All employees shall be required to wear mask/face covers, at all times, including while waiting to mark their attendance;</li><li>(d) As far as possible, designated personnel should be deployed near bio-metric stations to clean/wipe the touchpad/scanner areas of biometric scanners frequently. Such personnel will also guide employees to maintain COVID appropriate behavior while in queue;</li><li>(e) As far as possible, adequate number of biometric stations should be placed in an outside/open air environment. If indoor, adequate natural ventilation must be maintained; and</li><li>(f) All offices shall undertake orientation of the employees on precautions to be followed.</li><li>(g) Meetings, as far as possible, shall continue to be conducted on video-conferencing and personal meetings with visitors, unless necessary in public interest, are to be avoided.</li><li>(h) All officers/staff shall strictly follow the COVID-appropriate behavior, at all times, in offices.</li></ul>

<ol class="wp-block-list"><li>On the occasion of 75 years of independence of india, Government of India is celebrating “Azadi Ka Amrit Mahotsav&#8221;. The objective of the Mahotsav is to enhance interaction and promote mutual understanding between people of different States and union Territories by conducting activities in the field of language and culture</li><li>Central Civil Services Cultural &amp; Board is organising the CCSCSB online Music &amp; Dance competition 2021 for wards of Civilian Central Government Employees. The event shall be held online on Facebook Group &#8211; &#8220;All Ind ia Services Music Dance &amp; Short Pla Fraternitv&#8221; from 19 &#8211; 21 November 2021. Parents of the participants are required to join the group for live participation. Parents of the wards must have their own facebook profile and necessary equipment such as Mobile/Camera and internet connection for live performance. <ol class="wp-block-list" start="3"><li>The entry for the competition should be sent in the prescribed entry form latest by 10<sup>th</sup> November, 2021 through email at ccscsbcultrual@gmail.com only. Proforma of the entry form is attached. No entry by physical mode (by hand or by post) will be accepted.</li><li>The Wards of the following categories of employees are not eligible for participation in competition : &#8211;<br />(a) Uniform personnel in Defence Services/ Para Military Organisations/ Central Police Organisation/ Police/ RPF/ CISF/ BSF/ ITBP/ NSG etc.<br />(b) Employees of Autonomous bodies/ undertaking/ Public Sector Banks even though administratively controlled by Central Ministries.<br />(c) Casual /DaiIy Wages Workers.<br />(d) Employees attached to offices on temporary duty.<br />(e) A newly recruited employee who has put less than 6 months in regular establishment/ services.</li><li>Decision of the judges shall be final and no appeal against their decision shall be entertained.</li><li>All the participants shall be given digital participation certificate.
