Subject: Making available publically scores and rankings of candidates in the recruitment examinations through portal – reg.

The undersigned is directed to refer to this Department’s OM of even number dated 21.06.2016 delineating the modalities for disclosure of scores and rankings of the candidates in the recruitment examinations conducted by various recruitment agencies. Subsequently, public recruitment agencies viz. UPSC, SSC, RRB etc were advised to use NCS portal of Ministry of Labour & Employment for disclosure of the scores and ranking of the candidates, vide this Department’s OM dated 19.07.2017. All the public recruitment agencies were requested to link their respective web pages to NCS portal (www.ncs.gov.in) of Ministry of Labour & Employment for disclosure of scores and ranking of all the candidates appearing in the final stage of each recruitment process being conducted by them. All Ministries/Departments were also requested to direct the recruitment agencies working under them for doing the needful.

2. Public recruitment agencies invest a lot of time and resources for conduct of exams and a number of students appear in multiple exams before clearing a particular exam and the data base of such non-recommended candidates who have successfully cleared all stages of recruitment may be helpful to private and public employers finding the right person to fill their vacancies and reduce the cost of recruitment.

3. Therefore, all the Ministries/Departments of Government of India are requested to advise Public Sector Enterprises, Autonomous/Statutory Bodies, Societies, Special Purpose Vehicles (SPVs) and other organizations, not being a participating service in the recruitment examination the results of which are proposed to be utilized, under their administrative control to utilize the lists displayed by the public recruitment agencies in their recruitment, as per suitability of the posts.

4. All the public recruitment agencies are once again requested to link their web pages to NCS portal of Ministry of Laobur & Employment for disclosure of scores/ranking of all the candidates appearing in the final stage of each recruitment process being conducted by them, as per the modalities laid down in this Department’s OM dated 21.06.2016.

Subject:- Exemption from submission of summary of the Medical Report in respect of AIS officers for the PAR period 2019-2020 – reg.

Sir / Madam,

I am directed to refer to the subject noted above and to say that the health check is mandatory for all AIS officers above the age of 40 years. The Annual health check is done in Form IV attached with AIS (PAR) Rules, 2007 as amended from time to time and copy of the Part C i.e. Summary of Medical Report is required to be attached along with his / her PAR. As per the rules, the officer concerned is required to furnish summary of medical report alongwith self-appraisal after getting health check-up done.

Further Extension of timelines for recording of PAR for the year 2019-20 in respect of AIS officers – DoPT

2. In relaxation of AIS (PAR) Rules, 2007, as amended vide Notification dated 23.07.2019, earlier submission of summary of Medical Report was delinked from self-appraisal and was to be furnished by 30 June, 2020 vide letter dated 11th March, 2020. Further, the same was subsequently extended up to 30th December, 2020 vide letter dated 9th June, 2020 for PAR year 2019-2020.
3. In view of the situation arising out of the spread of Novel Coronavirus (COVID-19), it has now been decided with the approval of the competent authority to waive the condition of submission of the summary of Medical Report by AIS officers for the PAR year 2019-2020 as a one-time measure.

Subject:- Digitalisation of APARs in respect of CSSS officers.

e-HRMS, an outline platform was launched for Central Government Employees as part of good governance, to furnish a comprehensive view of the human resource deployed by the Government, so that all processes of personnel management from hiring to retiring will be on digital platform and manual system of handling personnel matters will be dispensed with.

2. In order to fulfill the objectives of the e-HRMS, a total of 20 modules have been developed so far for various service related activities. SPARROW (Smart Performance Appraisal Report Recording Online Window) is one of the applications, which will be merged in the e-HRMS.
3. In order to bring all the physical APARs of CSSS officers into the online SPARROW system, it has been decided to digitalize the APARs of CSSS officers and migrate them into SPARROW portal in a phased manner. The APARs of PPS and above are already available in CS-II Division, whereas the APAR dossiers of PSs and below are maintained in respective cadre units.
4. The legacy APARs of PPS and above officers are already being digitized. In the next stage, APARs of PSs will be taken up for digitization. As a part of this activity, in the first instant APARs of the senior most PSs belonging to Select List 2012 and 2013 and earlier SLs will be taken up.
5. Hence, all the cadre units are requested to send the APAR dossiers of the PSs of SL 2012 and 2013 & earlier SLs, if any, within 5 working days from the issue of this O.M. to CS-II Division to enable the digitization of their APARs.

This may please be treated as “Most Urgent”.

In order to bring all the physical APARs of CSS officers into the online SPARROW system, it has been decided to digitalize the APARs of CSS officers and migrate them into SPARROW portal in a phased manner. The APARs of US and above are already available in CS-I Division, whereas the APAR dossiers of ASO and SOs are maintained in respective cadre units.

4. The legacy APARs of US and above officers are already being digitized. In the next stage, APARs of SOs will be taken up for digitization. As a part of this activity, in the first instant APARs of the senior most SOs belonging to Select List 2011 and 2012 and earlier SLs will be taken up.

5. Hence, all the cadre units are requested to send the APAR dossiers of the SOs of SL 2011 and 2012 & earlier SLs, if any, within 5 working days from the issue of this O.M. to CS-I Division to enable the digitization of their APARs.

Subject: Appeal to donate minimum Rs. 200/- to Armed Forces Flag Day Fund (AFFDF).

An appeal issued by Department of Ex-Servicemen Welfare, Ministry of Defence for contributions to AFFDF is forwarded. The Armed Forces Flag Day is observed on 7th December every year to honour martyrs and men in uniform who fought bravely not only to protect the borders of our nation but also fight terrorism and insurgency. On this day, donations are collected from the general public for AFFDF which are used for the welfare and rehabilitation of war widows, dependents of the martyrs and ESM including the disabled.

Dear Citizens,

The Department of Ex-Servicemen Welfare, Ministry of Defence has been working for the welfare and rehabilitation of war widows, wards of martyred soldiers and ESM including disabled by providing financial assistance for their identified personal needs such as penury grant, children’s education grant, funeral grant, medical grant and orphan /disabled children grant. This financial assistance is provided out of the Armed Forces Flag Day Fund (AFFDF) which contributions are received from the general public on the Armed Forces Flag Day (AFFD) which is celebrated on 7th December every year. Efforts are required to increase the contribution to the Armed Forces Flag Day Fund to meet the increasing requirement of financial assistance for our ex-servicemen, their wards and war-widows.

Sub: Circulation of Revised Check-List for forwarding the disciplinary proceedings proposals / cases to Department of Personnel & Training against IAS Officers under Single Window System prescribed vide OM No.142/16/2013-AVD – I dated 10th February 2014 – reg.

Sir/ Madam,

The Department of Personnel & Training (DoPT) deals with the disciplinary matters of the officers of the Indian Administrative Services (IAS), being their cadre controlling department. It receives the proposals for disciplinary proceedings against the IAS officers working in connection with the affairs of the State, from the State Government; and against the IAS officers working under various Ministries/ Departments in the Central Government, from the Central Ministries/ Departments of the Government of India; under the All India Services (Discipline & Appeal) Rules, 1969 and All India Services (Death-cum-Retirement Benefits) Rules, 1958. Besides, it is also entrusted with dealing with the Appeals/ Memorials and Revision/ Review under the said Rules.

IAS Officers under Single Window System

2. It is the responsibility of the Disciplinary Authorities concerned to lead the departmental proceedings to their logical conclusion. Inordinate and inexplicable delay in conclusion of the disciplinary proceedings vitiates the proceedings and sometimes leads to litigations. This delay is mainly attributed to the documentary and procedural deficiencies and a lot of time is consumed in avoidable protracted correspondence with the State Government or the Ministry/ Department concerned, for furnishing requisite documents/ case-records or fulfilling the procedural deficiencies.
3. Accordingly, a proforma check list was prescribed vide this Department’s OM No.142/16/2013 -AVD.l dated 10th February 2014 for referring disciplinary proceedings proposals/cases against IAS officers to Department of Personnel & Training under Single Window System. However, pursuant to OM No. 39011/08/2016 – Estt. (B) dated 28th December 2018 and to align with the requirements prescribed for submission of cases to UPSC for referring the disciplinary cases to UPSC, it has been felt necessary to revise the checklists for submission of disciplinary proceedings proposals/ cases to DaRT for onward reference to UPSC for its statutory advice.
4. Therefore, it has now been decided to prescribe new checklists as per enclosed Appendices I & II in supersession of the checklists prescribed vide the Appendices to this Department’s OM No.142/16/201 3-AVD.l dated 10th February 2014.
5. Submission of a disciplinary cases against an IAS officer and requisite case records will be checked against these new checklists through the single window system in DoPT. Appendix I to be followed hereafter; has 4 different checklists catering to 4 different situations (as described in the following table) in which a proposal of disciplinary proceeding against an IAS officer is to be submitted to DOPT by the concerned State Government / Central Ministry /Department. Appendix II contains list of documents and folders which need to be submitted while submitting the disciplinary case through Single Window System. Another Appendix III has been enclosed which contains the Model letters for forwarding the proposals to Government of India, for each of the 4 situations of Appendix I.
6. Therefore, it is requested to submit the proposals of disciplinary cases against IAS officers to DoPT as per the appropriate Appendix that may be applicable in light of the situation for the case at hand with following details to ensure proper submission of proposals by various State Governments /Ministries/ Departments as per the requirement of UPSC.

7. Further, it is also expected that the complete reference is received in this Department at least six months (180 days) prior to the retirement of the charged officer for complete examination of the proposal. Wherever the time of submission of case to this Department is less than six months (180 days) from the date of retirement of the officer, cogent reasons justifying late submission of case to this Department are also required to be submitted.
8. The operation of Single Window System requires the representatives of the State Government/ Ministries/ Departments of the Government of India seek prior appointment from concerned Under Secretary. During the appointed time, complete verification/ scrutiny of documents will be done and only such cases which are reckoned and found complete in all respects shall be accepted for processing. Cases found deficient vis-a-vis the mandated check-list will be returned therewith, and the case would not be deemed to have been received until it is received in complete form as per the check-list.
9. The State Governments/ Ministries/ Departments of Government of India will be required to depute an officer not below the rank of the Under Secretary with his/her official seal and who is well conversant with the case to submit the records of the disciplinary case as per the check-list, in this Department. In the DoPT, Under Secretary (AVD-l.B), Room No.268B, North Block (through Gate No.4, Tele No. 011-2309-2298) will receive the Disciplinary cases referred to by the State Government and Under Secretary (AVD-l.C.l), Room No.270, North Block (through Gate No.4, Tele No.: 011-23092957) will receive the disciplinary cases referred to by the Ministries/Departments in Central Government from 11.00 a.m. to 1.00 p.m. and 2.30 to 4.00 p.m. on all working days.

10. Finally, Rule 6(1) (b)(ii) of AIS(DCRB) Rules,1958 stipulate time-limit for instituting disciplinary proceedings against a pensioner. Therefore, a proposal where time available for Disciplinary Authority for according sanction under said Rule is less than six months from the date of submission of the proposal to DoPT by Ministry/Department/State, the proposal will not be accepted on same day. In such case, DoPT would be afforded a time-limit of up to five working days to analyse the proposal before accepting or returning in case there is requirement of any information/clarification /document.
11. It is requested that the above instructions are strictly followed with immediate effect while submitting the proposals of disciplinary proceedings against IAS officers, with a view to streamline and expedite the processing.
