90 Ministries & Departments including 12 PSBs and CPSEs to participate in workshop on National Anubhav Awards Scheme, 2025

Anubhav write-ups published up to 31.03.2025 to be considered under National Anubhav Awards Scheme, 2025

On the behest of the Prime Minister, “Anubhav portal” [pensionersportal.gov.in Anubhav] was launched in March 2015 for retiring/retired central government officials to submit write-ups on their experiences while in Government. Till date, 59 Anubhav Awards and 19 Jury Certificates have been conferred to the outstanding write-ups.

The Department of Pension & Pensioners’ Welfare is conducting various activities under Anubhav Outreach Campaign, 2025 for maximizing the submission of write-ups under National Anubhav Awards Scheme, 2025.All write-ups published from 01.04.2024 up to 31.03.2025 are eligible to be considered for Anubhav Awards, 2025.

In this series, a workshop on National Anubhav Awards Scheme, 2025 for the Anubhav Nodal Officers of various Ministries/ Departments including 12 Public Sector Banks and Central Public Sector Enterprises will be conducted at CSOI, Vinay Marg at 03:00 PM on 23rd January, 2025 under the chairmanship of Secretary (Pension).

Sh. Mohammad Jamshed, Ex- Member (Traffic), Railway Board and Anubhav Awardee, 2023 will share his experiences which were instrumental in bringing improvement in the working of Indian Railways. Further, Sh. R. Rajagopal, DG (HR), Railway Boardand Sh. Anil Kumar B, Sr. Head, Personnel, ISRO will discuss various initiatives undertaken in their respective organizations for encouraging the submission of quality write-ups on Anubhav Portal with the participants.

It is expected that the direct interaction with the Nodal Officers in the workshop would help in publishing of increased number of write-ups from the eligible employees

Subject: Options under rule 10 of the Central Civil Services (Implementation of National Pension System ) Rules, 2021 from Central Government employees covered under the National Pension System -reg.

The undersigned is directed to say that Rule 10 of the Central Civil Services (Implementation of National Pension System) Rules, 2021 provides for option to be exercised by every Central Government employee covered under National Pension System for availing benefits under National Pension System or old pension scheme in the event of death of Government servant during service or his discharge on the ground of invalidation or disablement.

2. In accordance with rule 10 of the Central Civil Services (Implementation of National Pension System) Rules, 2021, every Government servant covered under the National Pension System shall, at the time of joining Government service, exercise an option in Form 1 for availing benefits under the National Pension System or under the Central Civil Service (Pension) Rules or the Central Civil Service (Extraordinary Pension) Rules in the event of his death or boarding out on account of disablement or retirement on invalidation. Government servants, who are already in Government service and are covered by the National Pension System, shall also exercise such option.

3. Every Government servant shall, along with the option in Form 1, also submit details of family in Form 2 to the Head of Office.

4. Further, this Department vide OM of even number dated 26.10.2022 had requested all Ministries / Departments to obtain above information from all Central Government employees covered under NPS.

5. Even though these statutory provisions are being repeatedly communicated to Ministries / Departments, it is noticed that the options Form-1 and details of family in Form – 2 of the CCS (Implementation of NPS ) Rules, 2021 have not been obtained from all Central Government employees covered under NPS.

6. All Ministries/ Departments are, therefore, again requested to bring these provisions to the notice of Head of Offices for strict compliance.

Subject : Implementation of pension related rules and timely release of retirement benefits by the administrative Ministries / Departments.

Department of Pension and Pensioners’ Welfare (DoPPW) has recently issued Central Civil Services (Extraordinary Pension) Rules, 2023. These rules apply to the Government servant to whom the Central Civil Services (Pension) Rules, 2021 apply. Extraordinary Pension (EOP) Rules are in the form of Disability pension/extraordinary family pension that may be paid to the Government servant/his family if disablement/death (or the aggravation of disablement/death) of the Government servant, during his service, are attributed to the Government service.

2. The above rules are implemented by the administrative Ministry / Department / Organisation. Recently, in one such case court ordered for grant of EOP to the eligible family members of few Government servants who were killed in action during Govt duty. There was order from the court to grant them family pension under EOP Rules. However, the concerned Department took a view that since these employees are covered under EOP Rules which have been notified / issued by DoPPW, hence, the order should be implemented by DoPPW. The matter was subsequently clarified to the that Department and the same was implemented by that Department only. However, the process got prolonged resulting delay in payment etc.

3. In view of the above experience, it is reiterated that as per provisions of the Allocation of Business Rules in the Govt of India, sanction of pension / pensionary benefits is the sole mandate and responsibility of the administrative Ministry / Department / organisation. Therefore, the  concerned organization is required to release all the retirement benefits including EOP as per rules at the carliest possible. It is added that delay in payment of pension, gratuity and family pension attracts payment of interest in terms of Rule 65 of CCS (Pension) Rules, 2021.

4. All Ministries/ Departments are requested to observe the above strictly and sensitise all authorities under them to process and release payment in such cases at the earliest possible.

Subject: Clarification regarding timely payment of GPF final payment to the retiring Government servant – regarding

Recently few references regarding interest on delayed payment of GPF to the retired Government have been received for clarification whether interest is payable on GPF after retirement.

2. In this connection, it may be stated that detailed clarifications regarding timely payment of GPF final payment to the retiring Government servant were furnished to all Ministries/Departments vide this Departments’ Office Memorandum No.3/3/2016-P&PW(I) dated 16th January, 2017 (copy enclosed).

3. The per Rule 34 of General Provident Fund (Central Service) Rules, 1960 clearly provides that when the amount standing at the credit of a subscriber in the General Provident Fund becomes payable, it shall be the duty of the Accounts Officer to make payment.

4. It is also added the amount deposited in General Provident Fund Account is solely the asset of the individual Government servant. Any disciplinary case pending or penalty imposed against him does not have any impact on the disbursement of the GPF amount. As per Rule 11(4) of GPF Rules, in case the GPF balance is not paid on retirement, interest on the GPF balance is required to be paid for the period beyond the date of retirement also.

5. This issues with the approval of competent authority.

Subject: Submission of Annual Life Certificate in respect of pensioners/ family pensioners living abroad.

Every Central Government pensioner/ family pensioner has to submit Annual Life Certificate in the month of November for further continuation of pension/ family pension. In the case of a pensioner/ family pensioner residing abroad, the following methods are available for submission of life certificate :

1. In the case of a pensioner/ family pensioner residing abroad and drawing his pension/ family pension through any bank included in the Second Schedule to the Reserve Bank of India Act, 1934, the life certificate may be signed by an officer of the Bank. A pensioner/ family pensioner gets exemption from personal appearance subject to production of Life Certificate signed by the above mentioned officer of the bank.
2. A pensioner/ family pensioner not residing in India in respect of whom his duly authorized agent produces a life certificate signed by a Magistrate, a Notary, a Banker or a Diplomatic Representative of India is exempted from personal appearance.
3. Pensioner/ family pensioner can also provide Digital Life Certificate online through Aadhaar based biometric authentication system. https://jeevanpramaan.gov.in/

4. In case of NRI pensioners/ family pensioners who are unable to come to India for personal identification, pension/ family pension may be allowed on the basis of a certificate to be issued by an authorized official of the Indian Embassy/ High Commission of India or Consul of Indian Consulate in the country where the pensioner/ family pensioner is residing. This certificate is to be issued on verification of Pensioner/ Family Pensioner on the basis of photograph pasted in the PPO or on the basis of photograph pasted on the Passport or any other such document.
5. In case the pensioner/ family pensioner is unable to visit the Embassy of India/ Consulate, he/she may submit requisite documents by post to the Embassy/ Consulate, including Doctor’s Certificate showing the pensioner’s/family pensioner’s inability to present himself/herself in person. Embassy of India/ High Commission/ Indian Consulate may also assist pensioners/ family pensioners in submission of the Life Certificate.

Subject: Entitlement on voluntary retirement from Government service in respect of Central Government servant covered under the National Pension System.

The undersigned is directed to say that the Department of Pension and Pensioners’ Welfare has notified the Central Civil Services (Implementation of National Pension System) Rules, 2021 to govern the service related matters of Central Government civil employees covered under the National Pension System.

2. Rule 12 of the Central Civil Services (Implementation of NPS) Rules, 2021 provides for voluntary retirement from service and entitlement on voluntary retirement from Government service in respect of a Central Government servant covered under National Pension System. The rule provides that at any time after a Central Government employee covered under NPS has completed twenty years’ regular service, he may, by giving notice of not less than three months in writing to the appointing authority, retire from service.

3. The notice of voluntary retirement given under sub-rule (1) shall require acceptance by the appointing authority. However, where the appointing authority does not refuse to grant the permission for retirement before the expiry of the period specified in the said notice, the retirement shall become effective from the date of expiry of the said period.

4. Government servant may make a request in writing to the appointing authority to accept notice of voluntary retirement of less than three months giving reasons therefore. The appointing authority, on receipt of such a request, may consider the request for curtailment of the period of notice of three months on merits and if he is satisfied that the curtailment of the period of notice will not cause any administrative inconvenience, the appointing authority may relax the requirement of notice of three months.

5. Government servant who has chosen to retire under this rule and has given the necessary notice to that effect to the appointing authority, shall be precluded from withdrawing his notice except with the specific approval of such authority. However, the request for withdrawal shall be made at least fifteen days before the intended date of his retirement.

6. This rule shall not apply to a Government servant who, –

• (a) retires under the Special Voluntary retirement Scheme of Department of Personnel and Training relating to voluntary retirement of surplus employees as notified by their Office Memorandum No. 25013/6/2001-Fstt. (A) dated the 28th February, 2002 as amended from time to time; or
• (b) retires from Government service for being absorbed in an autonomous body or a public sector undertaking.

7. Government servant, on voluntary retirement from service, shall be entitled to benefits admissible under the Pension Fund Regulatory and Development Authority (Exits and Withdrawals under National Pension System) Regulations, 2015 to the Subscriber retiring on superannuation.

8. If the Government servant intends to continue his Individual Pension Account or to defer payment of benefits under the National Pension System beyond the date of retirement, he shall exercise an option in this regard in accordance with the Pension Fund Regulatory and Development Authority (Exits and Withdrawals under National Pension System) Regulations, 2015.

9. All Ministries/ Departments are requested that the above provisions regarding entitlement on voluntary retirement from Government service in respect of a Central Government servant covered under the National Pension System may be brought to the notice of the personnel dealing with the NPS matters of employees in the Ministry/ Department and attached/ subordinate offices thereunder, for strict implementation

Department of Pension adds another feather in the cap with a series of reforms such as Digital Life certificates, Pension Adalat, Anubhav Awards, PRE- retirement counselling workshops: Dr Singh

In a significant move aimed at enhancing the ease of living for senior citizens and pensioners across the nation, Union Minister Dr. Jitendra Singh today announced the launch of a single unified form, merging nine separate forms into one “Form 6-A’ and integration of e-HRMS with Bhavishya today at National Media Centre, New Delhi.

This initiative reflects Prime Minister Narendra Modi’s commitment to simplifying processes for senior citizens, enabling them to contribute effectively to the vision of a “Viksit Bharat” by preserving their energies and expertise while saving their valuable time.

Union Minister of State (Independent Charge) for Science and Technology, Minister of State (Independent Charge) for Earth Sciences, MoS PMO, Department of Atomic Energy and Department of Space, MoS Personnel, Public Grievances and Pensions, Dr. Jitendra Singh, emphasized the importance of this reform, stating, “The launch of the ‘Single Simplified Pension Application Form and Digital Integration of Bhavishya with e-HRMS’ is another milestone and a feather in the cap of the Department of Pension, which has consistently introduced reforms to improve the lives of our senior citizens.

Minister of State, Ministry of Personnel, Public Grievances and Pensions Dr. Jitendra Singh congratulated both the departments for these joint efforts in order to realize PM Modi’s priority and welfare of Senior citizens. The Department of Pension has been at the forefront of introducing several landmark reforms over the years, including the Digital Life Certificates, Pension Adalats, Anubhav Awards, and Pre-Retirement Counseling Workshops. These initiatives have been instrumental in ensuring transparency, efficiency, and a seamless experience for pensioners across the country.

The Minister recalled the special campaign for family pension grievances and shared that it has crossed the mark of 96% redressal rate including resolution of several long pending cases of dependent minor children, divyang daughters, widow/divorced daughters, dependent mothers and widows of war veterans.

Explaining the details the minister said “The retiring officials, who are on e-HRMS, will fill Form 6-A through e-HRMS (only Superannuation cases) and the retiring officials, who are not on e-HRMS, will fill Form 6-A in Bhavishya. He also added that Form submission by the Pensioner with single e-Sign (Aadhaar based OTP) will be enough.

Dr. Jitendra Singh also released Gazette Notification of New Single Pension Application Form: A vital step towards Ease of Living for retiring officials along with Compendium of Pension related Instructions.

The Department of Pension & Pensioners’ Welfare has developed an “Integrated Pensioners’ Portal” using Bhavishya platform as the base to provide a Common Single Window Portal for pensioners and elderly citizens. The State Bank of India, Canara Bank, Punjab National Bank, Bank of Baroda, Bank of India and Union Bank of India are already integrated their Pension Portals with the Integrated Pensioners’ Portal.

Today Dr Jitendra Singh launched integration of Central Bank of India Pension Portal with Bhavishya. Presently, 4 facilities viz. Monthly Pension Slip, Status of Life Certificate, Submission Form 16 of the pensioner and Due & Drawn Statement of pension arrears paid, are being provided by these Banks. The goal is to integrate all Pension Disbursing Banks with this portal for a unified user experience.

According to Dr. Singh, the newly launched unified form is designed to streamline the process for pensioners, reducing the complexity of handling multiple forms and significantly cutting down on the time and effort required. This user-friendly approach is expected to benefit millions of senior citizens, enabling them to manage their pension-related matters with greater ease and convenience.

Dr. Jitendra Singh said “Government remains committed to its vision of empowering senior citizens and harnessing their wisdom and experience for the development of the nation. This latest initiative is a testament to the continued efforts to simplify and improve the systems that directly impact the lives of our elderly population.”

Sub:- Minutes of the 33rd SCOVA meeting held under the Chairmanship of Hon’ ble MOS(PP) on 22.02.2024, at Vigyan Bhawan, New Delhi-reg

(33.3) Grant of increment to the retiring employees on the date of their retirement, if the date of their increment follows their date of retirement – Amendment to the rules governing grant of increment & extension of the amended rule to pensioners as a one-time measure

Grant of increment to a pensioner is contrary to the personnel policy of the Government” may perhaps be because of the reason that the Rules governing grant of increment stipulate that the employee must be on duty on the date on which he earns an increment and if the employee is not on duty, the increment shall be granted from the date of resumption of duty. Therefore, if the date of increment of an employee falls on the next date of his retirement, the increment that would have been allowed to him but for his retirement is not granted for the reason that the employee, having retired from service, is not on duty on the date on which the increment would have been otherwise granted to him.

The provisions of the rules, as they stand now, have made such employees ineligible for increment even after rendering 365 days of service after earning the last increment. The Rules on grant of increment have undergone many changes and modifications have been made in the past on several occasions, which were to the advantage of the employees and the retiring employees as well. Hence, suitable amendment may be considered

Discussion/Decision taken in the meeting

Joint Secretary, DoPT informed that as per the existing rule provisions regulating annual increment, fulfillment of the following conditions is mandatory for a Government servant to earn the annual increment :-

• (i) the Government servant must be in service on the date on which the increment falls due and;
• (ii) he should have rendered satisfactory work and displayed good conduct during the one year period preceding the date on which the increment falls due.

He further added that the demand for amending the existing rule provisions governing annual increment is apparently based on the Hon’ble Supreme Court’s Order dated 11.04.2023 in Civil Appeal No. 2471 of 2023 @ SLP (C) No. 6185/2020-KPTCL VS. CP Mundinamani & Ors.

DoPT representative also informed that the matter was examined in consultation with other nodal Ministries/Departments like Department of Expenditure, Department of Legal Affairs etc. Further, Ld. Attorney General of India has also been consulted in the matter and based on the advice received, efforts are being made to seek clarification from the Hon’ble Supreme Court on the relevant issues-including rule provisions-which need elucidation. Further action, as may be required in the wake of Orders of the Hon’ble Supreme Court, can be taken on completion on the said exercise.

The Chairman, SCOVA directed DoPT to examine this issue in consultation with Ld. Attorney General expeditiously.

1. This is to bring to your kind notice that the PDA Banks are not complying with the Payment of Arrears of Pension (Nomination) Rules 1983 notified on 10-09-1983 (Annexure I ) inspite of reiteration of the latest instructions to all PDA Banks issued vide DOP&PW Office Memorandum Dated 31-3-2022.

2. This is in violation of RBI Master Circular Ref: DGBA.GBD. No. S2/31.02.007/2022-23 Dated April 01, 2022 which inter alia lays down that ‘All Agency Banks are advised to scrupulously follow all the guidelines/ instructions contained in various notifications of Government (Central as well as States) and take necessary action immediately without waiting for any further instructions from RBI’.

3. Pensioners are neither being sent the Acknowledgment of the Nomination Form A for Payment of the Life Time Arrears NOR is the endorsement made about the said Nomination on the Pension Slip – as required under item viii) and ix) of Actions by the Pension Disbursing Authority/Bank vide the orders of the DOP&PW dated 31-3-2022 cited above. This is bound to cause undue anxiety to the Pensioner and hardship to the Nominee because there is no assurance to the pensioner about the nomination being taken in the data base of CPPCs.

4. It is, therefore, requested that the PDA Banks may please again be advised to comply with all the instructions issued specifically for PDA AUTHORITY/ BANK vide DOP&PW OM dated 31-3-2022.

Consequent upon expiry of tenure of the Standing Committee of Voluntary Agencies (SCOVA) constituted vide this Department’s Resolution No. 42/09/2020- P&PW(D) dated 25th January, 2021 for a period of two years, the Government of India has decided to reconstitute the SCOVA with the following composition.

(i) Representative of Ministry of Finance
(ii) Representative of Ministry of Defence
(iii) Representative of Ministry of Railways
(iv) Representative of Department of Posts
(v) Representative of Department of Telecom
(vi) Representative of Ministry of Health & Family Welfare

and would be eligible for re-nomination for one more term or till the pleasure of the Chairman, SCOVA, whichever is earlier.

3. The SCOVA will hold its meeting as often as may be necessary. However, it will meet at least once in a year.

4. The SCOVA will function to promote the following objectives:-

(i) To provide a feedback on implementation of policies/ programme of the Department of Pension and Pensioners Welfare.
(ii) To discuss and critically examine the policy initiatives; and
(iii) To mobilise voluntary efforts to supplement the Government action.

5. Travelling Allowance and Daily Allowance to Non-official members for attending the meeting of SCOVA shall be regulated in accordance with the provisions of SR190 and orders of Government of India there under as issued from time to time and this Department’s letter no. 42/11/2014 -P& PW(G) dated 19.05.2014.

6. The expenditure involved will be met from within the sanctioned budget grant of Department of Pension & Pensioners Welfare.
