It has come to notice that certain transfers approved through the Rule-38 online portal have later been cancelled due to errors made during the application and verification process. The recurrence of such lapses raises serious concerns about the integrity and reliability of the current verification mechanism. Whether inadvertent or otherwise, these errors cast doubt on the bona fide intent of the actions taken by the applying officials and verifying authorities and undermine the transparency of the entire transfer process.

2. It has also come to light that a few Divisions/Units are not thoroughly scrutinizing service records of applicants prior to recommending their cases for transfer which has resulted in the approval of ineligible applications and Subsequently sometimes requests for cancellation of such transfers are being received in this office. This required an urgent and thorough review of existing procedures to restore confidence and ensure accountability.

3. All Circles are, therefore, requested to sensitize all concerned officers/officials, including employees and verifying officers, about the critical importance of exercising due diligence during the application and verification process under Rule-38. It must be clearly communicated that any further lapses will be taken seriously, and responsibility for such errors shall be fixed accordingly.

Madan / Sir,

It has been noticed that many grievances are received in this office in connection with the non-issue of interest certificate By the post offices on the bases of the annual accrual of interest.

2. In accordance with the Rule 5(3) of NSC scheme 2019, “A certificate of annual accrual of interest shail be issued by the accounts office, on demand, to the account holder”.

3. At present, interest certificates are to be issued by the post offices by generating from Finacle. However, there is no provision in Finacle to generate interest certificate on the basis of accrual of annual interest and hence the same is to be prepared manually for issue to the depositors on demund, in respect of NSC. A proforma, in which the certificate of annual accrual of interest certificate is, to be issued by the post offices is attached herewith.

4. The Annual Accrual Interest Tables are available on India Post Website which may be referred by the post offices, for calculation of annual accrual of interest in case of NSCs.

5. Hence, till the provision is made in Finacle for generation of interest certificate on accrual of annual interest basis, post offices should issue the interest certificate in the proforma attached herewith.

Sir,

Kindly refer to your office letter no. Rectt/4-6/GDS/2021 dated 19.4.2023 on the above cited subject.

2. In this context, attention is drawn to the para 3 of the letter No 17-01/ 2017-GDS dated 30.05.2017 (Scheme of Compassionate Engagement for GDS) as well as this office letter of even number dated 11.08.2020, whereby it was clarified that HOC is the competent authority in the matter of grant of compassionate engagement to the GDS.

3. Attention is further drawn to para 15 of the said Scheme dated 30.05.2017 which, inter-alia, provides that when a person has been engaged on compassionate grounds to a particular GDS post, the circumstances, which led to such engagement, should deem to have ceased to exist. In the instant case, the engagement of the first applicant has not taken place. As such, compassionate engagement to the other eligible dependent members may be considered subject to the fulfillment of eligibility criteria for the post. However, while considering the case, the compliance of provisions regarding belated request, age of the applicant etc. may be taken into consideration by the CCE/HOC.

4. Therefore, I am directed to request you to take further necessary action in the matter accordingly.

Yours faithfully,
