<p>A delegation of Central Secretariat officials today met Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh and discussed promotion related issues and other service matters with him.</p>



<p>After giving a patient hearing to the members of the delegation, the Minister said that the DoPT has consistently tried to sort out all the pending issues and even tried to appropriately address the cases pending in the courts.</p>



<p>The Minister recalled that over two years back, DoPT had carried out mass promotions of nearly 4,000 officials in different departments at different levels, which had been widely hailed. Some of these promotion orders were also issued, subject to the outcome of pending writ petitions, he recalled.</p>



<p>The members of the delegation conveyed their thanks to Dr Jitendra Singh for his highly responsive and generous attitude in resolving their service matters, whenever he is approached. They expressed confidence that with the Minister’s intervention, their issues will get resolved.</p>

<p>Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today interacted with the Deputy Commisioners of all Districts of Jammu &amp; Kashmir and Ladakh to discuss the latest COVID 19 situation, the arrival of stranded persons in the two UTs and the arrangements made by the administration for the passengers arriving through the Shramik Special trains, besides the resumption of regular train services to Jammu from tomorrow.</p>



<p>The Minister complimented the DCs for the sustained and commendable efforts put in by the two UTs to control the <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID 19</a> Crisis. Dr. Singh said that the management was much better than other States and UTs. Dr. Jitendra Singh said that in fact the doubling time of the number of cases in J&amp;K was better than even the national average. He also expressed satisfaction over the high number of tests being done for COVID 19.</p>



<p>Dr. Singh further said that over 50,000 stranded persons including students have come back to the UT and that the Administration has done a fine job of testing them, making arrangements for quarantine and sending them home. The Minister urged the DCs to reopen markets in a staggered manner with different shops opening at different times on different days so as to maintain the social distancing norms. The Minister also reiterated the MHA instructions regarding the downloading and use of Arogya Setu App. for the protection of citizens.</p>

<p style="text-align:center">Ministry of Personnel, Public Grievances &amp; Pensions<br /><strong> MoS (PP) Dr Jitendra Singh gives Appointment letters to candidates appointed on compassionate grounds in DoPT</strong></p>

<p>The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh gave appointment letters to the candidates selected on the basis of compassionate grounds in Department of Personnel &amp; Training (DoPT), here today. The Secretary, Department of Administrative Reforms &amp; Public Grievances and Department of Pensions, Shri K. V. Eapen and senior officers of the Ministry were also present on the occasion.  The letters were presented to 9 such candidates selected for appointment as MTS in DoPT.</p>



<p>Speaking on the occasion, Dr Jitendra Singh said that the Government has a system of compassionate appointments where employment is given to the dependents of the deceased Government servants who have died before reaching their retirement. The appointments are given to the most suitable applicants based on their penury conditions and to support their livelihood. He expressed happiness and satisfaction that this pending process has been completed by DoPT. The Minister said that this is a human issue and this step will help these families in meeting their livelihood needs. He added that 18 such vacancies were there, out of which 9 have been selected and given appointment letters today. He conveyed his wishes to the candidates and encouraged them to work hard to contribute to the Government system.  </p>



<p>The last such appointment was made during the year 2014 against the vacancies that occurred for the year 2011. Present appointments are being made for the vacancies that occurred since the year 2012 and onwards. In total, 18 vacancies occurred during these years, for which 18 applications were received. Accordingly, in order to ensure that appointment on compassionate ground should go only to the most deserving dependents, a Sub-Committee was constituted to physically verify their penury conditions. The Sub-Committee had submitted its report on 03.05.2019. Finally, the Screening Committee met on 15th May, 2019 to assess the suitability of the applicants on the basis of the Guidelines on Compassionate appointments. The Screening Committee also considered the report of the Sub-Committee and recommended 09 most suitable applicants for appointment to the post of MTS on compassionate ground against vacancies that have arisen since 2012.</p>



<p>Thus, a very important long pending issue of appointments on compassionate ground in DoPT has been resolved within a very short span of time for which the bereaved families of the deceased employees were waiting for last 7 years.</p>

<p>The Government posts are regularly filled up in accordance with the recruitment rules. However, keeping in view the administrative exigency of work, efficiency and economy of operations and unavoidable circumstances, outsourcing through contract is also sometimes resorted to by the Ministries/Departments directly. However, such engagements can only be stop-gap arrangements. It is the responsibility of the Ministry/Department to fill up vacant posts on regular basis following due procedure.</p>
<p>Hon&#8217;ble Apex Court vide order dated 10.04.2006 in the Civil Appeal 3595-3612 of 1999 in the case of Uma Devi and others vs Secretary, State of Karnataka, directed that there should be no further by-passing of the Constitutional requirement and regularizing or making permanent, those not duly appointed as per the Constitutional scheme.</p>
<p>No certralized data regarding contractual employees working in Government Departments in maintained.</p>

<p>The Department of Expenditure in its consolidated compendium of instructions/ guidelines dated 12.04.2017 directed all the Ministries/Departments to abolish all the posts which are lying vacant for more than five years and submit a report. At the same time, Department of Expenditure has also decided that now vacant posts would fall under deemed abolished category after a period of two/three years against earlier norm of one year subject to laid down conditions. Deemed abolished posts can be got revived from Department of Expenditure subject to fulfilling of stipulated conditions.</p>
<p>This was stated by the Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances &amp; Pensions, Atomic Energy and Space, Dr. Jitendra Singh in written reply to a question in the Lok Sabha today.</p>

<p>No centralized data regarding number of candidates belonging to the Other Backward Castes stated to have been deprived of reservation benefit for appointment to posts under Central Government due to their coming under creamy layer is maintained. There is no reservation in promotion for Other Backward Classes.</p>
<p>At present, there is no proposal under consideration to determine creamy layer for the candidates of general category. The 9 Judge Constitutional Bench of Supreme Court in the case of Indra Sawhney has inter-alia held that &#8220;a backward class cannot be determined only and exclusively with reference to economic criterion. It may be a consideration or basis along with and in addition to social backwardness, but it can never be the sole criterion&#8221;.</p>
<p>This was stated by the Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances &amp; Pensions, Atomic Dr Jitendra Singh in a written reply to a question in the Lok Sabha today.</p>

<p>The Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances &amp; Pensions, Atomic Energy and Space, Dr. Jitendra Singh said that the Department of Personnel &amp; Training (DoPT) is trying its best to clear the backlog of promotions which had accumulated for several years. He said, while the Government led by the Prime Minister Shri Narendra Modi follows a policy of zero tolerance towards corrupt and non-performing officers, at the same time it is also supportive towards performing officers of integrity.</p>
<p>Dr Jitendra Singh was responding to a delegation of Central Secretariat employees who called on him here today and sought his intervention for timely promotion of lower grade staff members. They also submitted a memorandum on behalf the Central Secretariat MTS Association, wherein it was submitted that many of the lowermost working professionals in the Government of India get deprived of even single promotion during their entire service tenure.</p>
<p>Dr Jitendra Singh said, in order to bring in the ease of governance as well as objectivity in empanelments, the government has, in the last three years, improvised upon the procedures so as to ensure that there are no subjective preferences involved in carrying out the promotions. The procedures have been made more hi-tech using sophisticated technology tools to minimize the human interface, he added.</p>
<p>He said that in the past, every government took credit for bringing in a new legislation or rule while this government has done away with nearly 1500 rules which were either obsolete or had become irrelevant with the passage of time. All this is meant not only to ensure effective and timely delivery of outcomes for the public, but also to enable the employees to perform to the best of their ability, he added.</p>
<p>Dr Jitendra Singh said, he himself personally feels disturbed to come across cases where some of the employees working in the lowest rung of administration spend their entire service tenure of 30 to 35 years without securing a single promotion. He said, he has discussed the issue with all the senior officers in the Ministry and several innovative means are being evolved to avoid stagnation at middle and lower rungs of administration.</p>
<p>Dr Jitendra Singh also regretted that in a large number of cases, stagnation in promotions was the result of litigation amongst the employees themselves and even though the DoPT tries its best to put forward its view in the court of law, the delay becomes inevitable.</p>

<p>Union Minister of State (Independent Charge) for Development of North Eastern Region (<strong>DoNER</strong>), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh administered the New India Pledge &#8216;<strong>Sankalp se Siddhi</strong>&#8216; to the employees of the Department of Personnel &amp; Training on the occasion of Commemoration of 75th Anniversary of the Quit India Movement, here today. The pledge commits to create a New India that is strong, prosperous and inclusive; an India that will make our freedom fighters proud.</p>
<p>On the occasion, presentations were made by Joint Secretary, DoPT, Shri Devesh Chaturvedi on Strategy for Anti-Corruption: Initiatives taken by the Government of India and OSD, Ministry of Drinking Water and Sanitation, Shri Akshay Rout on Swachh Bharat Mission.</p>
<p>Addressing the gathering, Dr. Jitendra Singh said it&#8217;s a unique privilege for us all to be part of the 75th Anniversary of the Quit India Movement. He said that the rapid pace of events unfolded from 1942 to 1947, beginning with the Quit India Movement and resulting in India&#8217;s Independence five years later. Let us pledge to carry on with the same spirit in the next five years to drive out poverty, corruption, terrorism, communalism, casteism and build a Clean and New India by 2022 when the country will mark its 75th Anniversary of Independence, he added.</p>
<p>Dr. Jitendra Singh said the Government has lived up to its commitments by acting against corruption and creating a work friendly atmosphere. This day marks our rededication to our commitments, he added.</p>

<p>The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today, congratulated all the eight North-Eastern States for successful implementation of GST and said, the North-Eastern States have set an example by being highly supportive right from the beginning of the GST exercise, in spite of several diversities, contradictions and constraints of the region. He commended the unassuming approach of the eight State Governments of different political parties as well as the various trade bodies and their representatives from the region, who, from time to time, came forward with their apprehensions and sought responses with an open mind, which paved the way for amicable solution to each of the issues related to GST roll-out in the region.</p>
<p>Speaking to Nagaland Minister for Roads &amp; Bridges, designate in GST Council, Shri Y. Vikheho Swu, who called on him to discuss the arrangements post-roll-out of GST in the State, Dr Jitendra Singh had a word of praise for Nagaland, which happens to be one of the most peripheral Indian States with its immediate borders with foreign countries and with constant hassles emanating from topography, inadequate connectivity, transport limitations etc.</p>
<p>Shri Vikheho Swu gave a detailed resume of the manner in which everything was being managed smoothly following the GST roll-out on the midnight of June 30th and July 1st. He also wanted Dr Jitendra Singh to ensure that the All India Services officers engaged in implementation and management of GST should not be transferred or posted elsewhere for the time being.</p>
<p>Dr Jitendra Singh also had a word of praise for the literate approach and sagacious wisdom of the traders as well as consumers of North-Eastern region who were always open to reason. Citing an example, he said, when it was pointed out that some of the local handloom / handicraft products had come under the gambit of GST, even though these were tax-free earlier, the grievance got instantly resolved when it was explained that earlier, several of the taxes on raw material, etc., were embedded and hence not visible, whereas now it is only one tax, the GST, which is visible with no other invisible taxes, and hence the ultimate cost could remain the same or even less.</p>
<p>In the long run, Dr Jitendra Singh said that the GST will prove to be a blessing for the Northeast as it will offer the peripheral States an opportunity to grow side by side along with the more developed States of India.</p>

<p>The Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances &amp; Pensions, Atomic Energy and Space, Dr Jitendra Singh launched the online Software for Departmental Proceedings, here today.</p>
<p>Speaking on the occasion, Dr Jitendra Singh complemented the Department of Personnel and Training (DoPT), CVC and other departments for their collective efforts in this direction. He said that the Government under the leadership of Prime Minister Shri Narendra Modi has been working on the principles of &#8216;maximum governance, minimum government&#8217;, transparency with accountability &amp; citizen centricity and zero tolerance against corruption. The Minister said that the aim of the software is to see that the proceedings are done against corrupt officers and the honest officers are not put to harm due to inordinate delays. He said that the bureaucracy is the tool of governance and the aim of the government is to provide work-friendly environment to the officers. He said that the software will check that the honest officers are not intimidated and it will encourage the transparent functioning in the Government. It will ensure that the malpractices are not spared and the good practices are not punished, he added. He said that the efforts have been made to complete the disciplinary enquiry within 2 years. He said that reducing the timeline in completion of disciplinary proceedings will give faster relief to the honest officers.</p>
<p>The Secretary to Prime Minister, Shri Bhaskar Khulbe said that it is a big achievement accomplished by DoPT to bring departmental proceedings online. He said that delays are inordinate in the entire proceedings structure and this software will address that issue. He also emphasised upon the training of the disciplinary proceeding officials and also mentioned that a ready reckoner on rules and procedures should be available to the disciplinary proceeding officials.</p>
<p>The SS &amp; EO, DoPT, Shri Rajiv Kumar said that DoPT has taken various steps to streamline the process and make it more transparent. This software will help fast track the process of departmental proceedings and bring more transparency in the system, he added.</p>
<p>The Secretary, CVC, Smt. Nilam Sawhney said that the focus of the software is to reduce the pendency in the cases related to disciplinary proceedings.</p>
<p>The online software portal for Departmental Proceedings is as per provisions of All India Service (AIS )(D&amp;A) Rules, 1969, against All India Service officers. There had been serious concerns raised on the enormous time and delay encountered for completion of departmental proceedings instituted against government servants. As per a report of CVC, departmental proceedings which should ideally be completed within 2 years take anywhere from 2 to 7 years for completion. The delay is due to numerous factors which inter alia include delays in furnishing replies by the charged officer, finalisation/acquiring of documents required for proving the charges (listed documents), multiple adjournments during the inquiry process due to non-receipt or delayed receipt of information by the stakeholders and lack of accountability for completion of inquiry and in other stages during the departmental proceedings. To plug the delays and to complete inquiries expeditiously, specific timeframes were recently introduced through amendment to the AIS (D&amp;A) Rules, 1969 which were notified on 20.01.2017. The amendments have provided a timeframe of six months for completion of inquiry. Any further extension will require approval of the disciplinary authority with cogent arguments. Similarly, timeframes have also been introduced for reply of the charged officer on the charge sheet and advice of the UPSC. Amendments have also been made to the analogous provisions of CSS (CCA) Rules in respect of Central Government Employees vide notification dated 02.06.2017.</p>
<p>To augment the amendments made to the rules and to further expedite the inquiry process, the online system for departmental proceedings has been introduced. The online system envisages use of cloud based technology and provides interface to different stakeholders like the Administrative Ministry, which is initiating the inquiry, the Cadre Controlling Authority, Charged Officer, Inquiry Officer etc. through separate modules. All documents required for the conduct of the inquiry will be stored online and authenticated through digital signature/e-signature. Further, all communication between the different stakeholders will be through the system with provision for email and SMS alerts. The software also provides status of all pending cases on real time basis along with alerts for adhering to the timeframes indicated in the rule. It is expected that the online system will enable monitoring of the departmental cases more effectively to complete inquiries within stipulated timeframes and fix accountability at different stages. The online portal will initially be adopted in respect of IAS officers posted in the Central Government and will subsequently be extended to AIS officers in the Central Government as well as Central Group &#8216;A&#8217; employees. The State Government will also be involved in the subsequent phases for consideration of extension to AIS officers serving in the State Government.</p>
