<p>Subject: <strong>Review of issue of C category cheque from government payment -reg.</strong></p>



<p>Attention is invited to provision contained in Para 3.2 of subsidiary instruction to CGA(R&amp;P) Rules,2022 relating to various categories of cheque to be used for government payment, and various instruction are being issued from time to time.</p>



<ol start="2" class="wp-block-list">
<li>It has been observed that C category cheques are being used for payment to Bank or NPS(NSDL), Electricity bill, where as “C” Category cheque is a non-negotiable instrument and is to be creditable to government account only.</li>



<li>In view of the above, the Head of Accounting organisation of the Ministry/Department are, therefore, requested to issue instructions to PAOs/CDDOs under their control for strict compliance of the provisions contained in ‘Subsidiary Instruction to CGA(R&amp;P) Rule, 2022 and CAM 2024 regarding issue of C category cheques.</li>



<li>It is imperative that a review of instances of payment made by the PAOs through issue of C category cheques may be done by Pr.AO at the time of consolidation of monthly accounts and discrepancies may be brought to the notice of the concerned for future corrective action.</li>

<p>This HQrs is in receipt of Government of India, Ministry of Finance, Department of Expenditure ID No. 2/5/2017-E.1I(B) dated 20.03.2024 on the above subject. The DoE has clarified that the position is very clear in the respective OMs and no separate order will be issued in the matter.</p>



<p>2. Therefore, it is requested to take action for revision of rates of such allowances, in accordance with the enhanced rate of DA at the rate of 50% effective from 01.01.2024.</p>

<p>Subject: <strong>Revised guidelines on financial Limits to be observed in determining cases relating to New Service (NS) / New Instrument of Service (NIS) &#8211; Amendment to Annexure-I of Appendix-3 of General Financial Rules 2017.</strong></p>



<p>Attention is invited towards Annexure-I of Apendix-3 of General Financial Rules (GFR) 2017 regarding financial limit to be observed in determining cases relating to New Service/New Instrument of Service (NS/NIS) [Rule 63 of GFRs 2017).</p>



<ol class="wp-block-list" start="2">
<li>In this regard, it Is stated that Budget Division of Department of Economic Affairs vide their O.M. No. F.1(22)-B(AC)/2022 dated 23rd February, 2024 issued revised financial limits relating to NS/NIS and guidelines in supersession of their O.M. No. F.1(23)/B(AC)/2005 dated 25th May, 2006 so as to ensure uniformity, consistency, administrative efficiency and financial discipline by the Ministries/Departments.</li>



<li>Accordingly, it has been decided to amend the Annexure 1 to Appendix-3 of GFRs 2017 by replacing the O.M. dated 25th May 2006 with O.M. dated 23rd February, 2024 issued by Budget Division of Department of Economic Affairs as mentioned in the para above. A copy of the Budget Division of Department of Economic Affairs O.M. dated 23 February, 2024 is attached herewith.</li>



<li>This issues with the approval of Competent Authority.</li>

<h3 class="wp-block-heading">Subject: Allotment of General Pool Residential Accommodation to the employees of State/Union Territories Governments posted in Delhi.</h3>



<p>The undersigned is directed to refer to this office OM No. 12016/1/2004 -Pol II(Vol II) dated 21.12.2018 on the above mentioned subject and to state that this office has reviewed para 1 (xiv) of the OM in view of increased demand for accommodation under this category. It has been decided that the allotment of houses to the employees of State/UT Governments shall now be done through the Automated System of Allotment (ASA) only, after receipt of Sanction letter from CDN-I Section.</p>



<p>2. The allotment of accommodation to these officers shall be determined subject to the conditions laid out vide DoE’s OM dated 21.12.2018, as under:</p>



<ul class="wp-block-list">
<li>For the officers of All India Services, allotment shall be governed as per Rule 28 of CGGPRA Rules, 2017.</li>



<li>For the officers of Non-All India Services, allotment shall be governed as per Rule 29 of CGGPRA Rules, 2017.</li>
</ul>



<p>3. The other terms and conditions of the OM dated 21.12.2018 will remain unchanged.</p>

<h3 class="wp-block-heading">Subject: Monthly reconciliation of expenditure by DDOs &#8211; reg.</h3>



<p>Attention is invited to this office O.M. No. TA-2-03001(03)/1/2023- TA-CGA/e-12976/ 193 dated 11.05.2023 and O.M. No. TA-2-03001(03)/1/2023- TA-CGA/ e-12976/229 dated 01.06.2023 on the subject cited above.</p>



<p>2. In this connection, it is reiterated that monthly reconciliation exercise between DDO and PAO is essential and should be done regularly every month without fail in terms of Rule 57(5) (ii) of GFR, 2017. All the reconciliation certificates signed &amp; submitted by DDOs should be countersigned by PAO. Additionally, the veracity of reconciliation certificate should be cross checked/ verified by Principal Accounts office every month on random basis by selecting some DDOs/ PAOs. Furthermore, this should be made part of standard items to be checked by respective Internal Audits as well as of the Internal Audit Division of office of CGA.</p>



<p>3. All Pr.CCAs/ CCAs/ CAs(i/c) of Ministries/ Departments are, therefore, requested to issue instructions to PAOs under their control to ensure that monthly reconciliation with DDOs are being carried out and to obtain a certificate from DDOs as per the provisions contained in Rule 57(5) of GFR, 2017.</p>



<p>4. Further, the monthly report on reconciliation exercise may invariably be submitted in ‘<strong>Annexure A</strong>’ (copy enclosed) on every last working day of the following month to DAMA section of this office. First report should be sent by 30 September for the month of August 2023.</p>

<p class="has-text-align-center"><strong>OFFICE MEMORANDUM</strong></p>



<h3 class="wp-block-heading">Subject: Instructions for the purchase of laptops/ notebooks and similar devices for eligible officers &#8211; revised guidelines.</h3>



<p>In supersession to this Ministry’s Office Memorandum bearing&nbsp;No. 08(34)/ 2017-E.II(A) dated 20.02.2018&nbsp;and&nbsp;OM No. 3(6)/2020-E.II(A) dated 27.03.2020, regarding purchase of Note Book/ Laptop by Ministries/ Departments &amp; delegation of powers thereof, it has been decided that laptop, tablet, phablet, notepad, ultra-book, notebook, net-book, mobile or devices of similar categories (referred to as ‘Device’ in this OM) may be issued to eligible officers for discharge of official work. These powers shall be exercised in consultation with the Financial Adviser by the Secretary of Ministry/ Department, duly taking into consideration the functional requirements and budgetary provisions. However, the Secretary, for justifiable reasons, may delegate these powers to any other authority (not below the level of Joint Secretary).&nbsp;<strong>This would, however, be subject to the following conditions:</strong></p>



<p><strong>2. Eligibility:</strong></p>

<p><strong>3. Cost of Device</strong>: The cost of device shall be Rs. 1,00,000/- + taxes. However, for devices with Make-in-India (MII) component of more than 40%, the price ceiling shall be Rs.1,30,000/- + taxes. The above price ceiling is inclusive of cost of standard software*.</p>



<p>*<strong>Standard Software</strong>: Any software (Operating System, Antivirus software or MS-Office&nbsp;etc.) that is essential for the running of device towards discharge of official functions/duties.</p>



<p><strong>4. Purchase Procedures</strong>: As prescribed under GFRs read with procurement guidelines issued by this department. </p>



<p><strong>5. Safety, Security &amp; Maintenance of Device:</strong>&nbsp;The device shall be property of Government upto 4 years from date of purchase. The expenditure to be incurred for the maintenance and upkeep of the device post warranty period is to be borne by the department concerned. However, the officer, who is given the device, shall be personally responsible for safety and security of data/information. The officer concerned will be at liberty to get the device insured at his/her personal cost.</p>



<p><strong>6. Book value of the device</strong>: For the purpose of calculation of the book value, a depreciation of 25% per year (pro-rata basis), on straight line method, be adopted.&nbsp;Illustration to determine the book value of the device is given at&nbsp;<strong>Annexure-A.</strong></p>



<p><strong>7. Retention of device:</strong></p>



<p>(a) Post completion of four years of usage, the officer shall retain the issued device. Concerned Ministry/ Department shall ensure that the data in the device is completely wiped out (data sanitized) before the device is handed over to the officer for retention.</p>



<p>(b) No new device may be sanctioned to an officer who has already been allotted a device, in a Ministry / Department, up to four years except in case of repair which is declared as ‘beyond economical repairs’. In such case, the device shall be retained by the employee without paying any amount and he/she will be eligible for a new device (based on the functional necessity). A BER certificate to this effect shall be obtained from the OEM or its authorized service center or agency/company providing AMC services to the department.</p>



<p><strong>8. Beyond Economical Repair (BER):</strong>&nbsp;When repair cost is considered too high (exceeding 50% of book value of equipment taking depreciation into account). Such cases should be dealt on case-to-case basis and should have concurrence of Financial Advisor of the Department.</p>



<p><strong>9. Conditions at the time of transfer, Superannuation etc.:</strong></p>



<p>(a) In case where, at the time of purchase of device if the residual service of the officer is less than 4 years [or in case the officer is transferred/ deputed to State Govt. and with residual service of less than 4 years] or the officer leaves the Government Service within 4 years of purchase of such device, the officer concerned will have the option of retaining the device by paying the amount equal to book value of the device on such date of relief from Government of India.</p>



<p>(b) Upon transfer/ deputation of the officer to other Ministry/ Department/ Attached/ Sub-ordinate offices of the Government of India or to the State Government in case of Officers of the All-India Services, the officer shall carry the device to his/her new place of posting, this fact should be specifically mentioned in the Last Pay Certificate (LPC) along with copy of the bill.</p>



<p><strong>10. Instructions for Ministries/ Departments:</strong></p>



<p>(a) For the officials who are currently holding laptops, notebooks or similar devices in accordance with the provisions of O.M. dt. 27.09.2016, O.M. dt. 20.02.2018 &amp; O.M. dated 27.03.2020, the terms &amp; conditions for retention of the device shall now be governed as per Para 7 of this OM and in case of transfer/ deputation/ superannuation of the officer provisions of Para 9 above shall be applicable.</p>



<p>(b) The applicability of the provisions of this order to the officers of Armed Forces/ Para-Military Forces, officers of MoD &amp; other similar establishments dealing with sensitive data would be subject to restrictions imposed by the concerned departments/ organizations duly taking into consideration the security of information. In all such cases the security of the information shall be the responsibility of the concerned department.</p>



<p>11. This OM is applicable to all officers of Ministries /Departments of Government of India (including attached and subordinate offices). However, the following categories are outside the purview of these instructions:</p>



<p>(a) Minister and their personal staff (outsiders whose appointment is co-terminus to the term of Minister).<br />(b) Public Sector Undertaking &amp; Government Companies<br />(c) State Governments<br />(d) Autonomous Bodies<br />(e) Consultants engaged by Ministries/Departments</p>



<p>12. This is issued with the approval of Finance Secretary &amp; Secretary (Expenditure).</p>

<p><strong>Example</strong><br />An eligible officer is issued a device (including standard software) costing Rs. 1,00,000/- plus applicable taxes and levies. Calculation of Depreciation, book value of the device (including software) is as below:</p>

<h3 class="wp-block-heading">Subject: Revision of flat rate of licence fee for General Pool Residential Accommodation (GPRA) throughout the country.</h3>



<p>In terms of the provisions of the Rule 74 of the “Central Government General Pool Residential Accommodation Rules 2017″, the Government has decided to revise the flat rates of licence fee recoverable for the residential accommodation available in General Pool and also in Departmental Pools of Ministries/ Departments of the Government of India throughout the Country (except in respect of substandard/ unclassified accommodation of Ministry of Defence, accommodation for service personnel of the Ministry of Defence and accommodation under the control of Ministry of Railways), as shown in the Annexure.</p>



<p>2. The revised rates of licence fee would be effective from 1st July, 2023. All Ministries/ Departments are requested to take action to recover the revised licence fee in accordance with these orders in respect of accommodation under their control all over the country.</p>



<p>3. This issues with the concurrence of Integrated Finance Wing of the Ministry of Housing and Urban Affairs vide their note dated 22-6-2023.</p>

<p>The undersigned is directed to refer to this Directorate OM No. 18015/1/2017 -Pol.III dated 10.06.2020 on the subject noted above and to say that it has been decided to revise the rates of licence fee to be recovered from service departments/ entities like Banks, Post offices, which are operating from General Pool Office Accommodation (GPOA) allotted by the Directorate of Estates, as under:</p>

<h3 class="wp-block-heading">Subject: Furnishing of information regarding transfer, retirement, voluntary retirement, resignation, missing, long leave (with medical certificate and without medical certificate) and death of Government officials, who have been allottees of General Pool Residential Accommodation (GPRA) and disciplinary action taken against the delinquent allottees of GPRA to the Directorate of Estates.</h3>



<p>The undersigned is directed to refer to Directorate of Estates’ OM No. 12035/3/2002-Pol.II dated 25.06.2013 (copy enclosed) vide which Ministries/ Departments of the Government of India were requested to furnish monthly information in respect of transfer of allottees of General Pool Residential Accommodation to ineligible office/ outstation posting and voluntary retirement/ resignation/ death etc. to Directorate of Estate. Also, outcome of the Disciplinary Proceedings in r/o subletting cases is to be furnished to this Directorate.</p>



<p>2. It is observed that most of the Ministries/Department does not send the report. Some reports are sent where there is no mention of house type. This makes further action on the information difficult. Hence, all the concerned Ministries/ Department are once again requested to send the report classified on the basis of house type and addressed to the concerned allotment units. The concerned allotment branches are as follows:-</p>

<h3 class="wp-block-heading">Subject: Timely payment of retirement benefits to the retiring employees</h3>



<p>It has been brought to the notice of this office that first credit of pension to the account of pensioners has been inordinately delayed and in certain cases beyond three months. The instructions, in this regard, are clear (as issued vide CPAO’s OM dated 12.07.2021 and 23.05.2021) that first credit of pension is to be made on the basis of e-PPO and the physical PPO booklet and related documents will follow as per standard timelines.</p>



<p>2. Controller General of Accounts has taken a serious view of delay in credit of pension/ family pension in the accounts of pensioners/ family pensions and has directed that all efforts must be made to ensure that the pension is credited to the account of pensioners by the due date.</p>



<p>3. The attention of all concerned is also drawn towards the timelines prescribed by the Department of Pension &amp; Pensioners’ Welfare (DoP&amp;PW) for processing and payment of pension/family pension, gratuity, other retirement benefits and authorization by Accounts officer under Rule 63 and 76 of CCS (Pension) Rules, 2021.</p>



<p>4. This office has also time and again reiterated that the provisions of para 7.3.2 and 7.3.3 (Role of PAO and CPAO) of the Civil Accounts Manual (read with correction slips) need to be adhered to by all concerned.</p>



<p>5. The following time standards are required to be followed by the all field offices.</p>

<p>6. The time standard for submission of pension papers complete in all respect by Head of Office to PAO shall be remain as per the CCS (Pension) Rules, 2021.</p>



<p>7. In view of the above, all Pr. CCAs/ CCAs/ CAs (I/C) of the respective Ministries/ Departments are requested to ensure that Pension/ Family pension cases are processed within the prescribed timelines so as to ensure that the pension/ family pension is invariably credited in the account of pensioner/ family pensioner on the due date.</p>
